In regards with fax of President Director of PT. Pertamina (Persero), No.147/C00000/2021-SO, dated 07
April 2021, regarding the requirement to increase safety awareness, operation excellence, application of
standards and best practice, in Pertamina’s storage tanks infrastructure following the fire incident in
Storage Tank RU VI Balongan.
Also, following the Letter of Directorate of Development & Production sub holding Upstream No.
004/PHE2000/2021-SO, dated 2 July 2021, regarding the Implementation Team to Increase Awareness
of Safety and Operational Aspects in the storage tanks infrastructure in Pertamina's Upstream Sector.
Both letters became the basis for Pertamina sub holding upstream (SHU) team to conduct self-
assessment on some of the storage tanks infrastructure in the upstream sector.
The results of self-assessment show that there is a need for improvement of safety aspects in the
infrastructure. The determination of the priority scale of implementation of improving safety and operational
aspects in the storage tanks infrastructure in the Upstream – Pertamina sector has been carried out on 7
important elements, namely lightning protection system installation, overflow prevention, CCTV online
surveillance installation, availability of alarms or hazard sirens, early detection and firefighting systems,
external audits and improvement of operator competence.
PT. Pertamina EP Region 4 Zona 14 has conducted voluntary inspection and survey for area of SP
Klamumuk, SP-1 Klamono, SP-2 Klamono, SP-3 Klamono, SP-4 Klamono, SPU Klamono, SP Linda, SP
Sele, Salawati, SPU Salawati, Terminal Sorong & Walio Pump Station. Based on the results of voluntary
inspection and survey there are 40 tanks that need to be further improved.

In the first priority of handling and improving safety aspects in the storage tanks infra-structure in PT
Pertamina EP Field Papua area focused on 4 aspects:
Lightning Protection System & Grounding System;
Installation CCTV;
Alarm System & Public Announcer (Siren Hazard);
Overfill Protection;
The main result of the deliverable FEED Study Enhanced Tank Safety Protection (40 Units) is that the
design of tank protection against fire and overflow events will be able to be monitored by CCTV in real
monitoring and besides that, handling fire and overflow events is no longer manually, but has been
integrated into a system prevention and emergency response.
