1.0 INTRODUCTION

TATWEER Petroleum (Owner) is undertaking a phased field development project (i.e.


Long-term Field Development (LTFD)) to install Centralised Gas Dehydration Facility
(CGDF) in order to maintain gas deliverability from the Awali field in Bahrain.
A Conceptual Study and follow-on Pre-FEED Studies concluded that the full Long-term
Field Development Plan (LTFD) should be implemented in 4 phases of execution up to
the Year 2030. Execution (EPC) of Phase -I was completed in 2017.
TATWEER Petroleum now intends to install Phase-II facilities of LTFD. In pursuit of
this objective, Tatweer Petroleum has appointed Wood to carry out the FEED
activities.

2.0 PURPOSE

This specification together with the referenced documents defines the minimum
requirement for design, manufacture and testing of industrial type diesel generator
package having self-excited Power Generator driven by diesel engine complete with
Generator Control Panel and associated accessories in an skid mounted enclosure, as
specified in Data Sheet, inside CGDF facility.
This specification also specifies requirements in addition to international standards, as
required for plants and facilities designed/constructed.

3.0 DEFINITIONS

This specification shall be read in conjunction with all other specifications and data
sheets.

5.3 Order of precedence of documents

The COMPANY Project Specifications shall be used in conjunction with this design
basis wherever applicable and mentioned hereafter in the respective discipline
section.

In case of conflicts in technical requirements, the following order of precedence shall


apply:

5.4 Deviation and concession control

The SUPPLIER shall list down, if any, all the deviations to the specifications, codes
and standards. Unless any deviations are identified and accepted by the
PURCHASER during bid stage, the SUPPLIER shall be deemed to have confirmed to
comply with all the listed specifications, codes and standards.

Any deviations or exceptions shall be raised in a “Concession Request Form”.


PURCHASER will give his resolution/approval in writing and this decision shall be
binding on SUPPLIER without any time/cost impact to PURCHASER.

6.0 HEALTH, SAFETY AND ENVIRONMENTAL REQUIREMENT

Health, Safety and Environmental consideration is of foremost importance. Hence, in


case of a local regulation whose specification and requirements are more stringent
than this specification, in such case the more stringent will apply. If the SUPPLIER
has a standard proven and approved design of his equipment, the same may be
offered. In case of any doubt about compliance to local regulations, SUPPLIER shall
obtain approval from the local Authority, keeping the PURCHASER informed.

Note 1: A typical normal upper wind speed limit for Bahrain is considered to be
45mph and used in steady state hydraulics for estimating arrival temperature.

7.6 Climate

This is a desert climate and the equipment must be designed for sandstorms and
dust. Lightning must be considered in the design.

7.7 Seismic Data

Seismic loading is generally not applicable for this project. However, seismic criteria
given in table below has to be considered by the vendors for the design of major /
critical items of CGDF such as Air cooler, GDU (including Absorber Vessel), Flare
Package, Inlet Separator, Vessels etc., as a sensitive case and design calculation
shall be submitted to CONTRACTOR / COMPANY.

8.0 SCOPE OF SUPPLY & WORK

8.1 List of make & type for subcomponents / subsystems


All items related to DG package shall be as per approved vendor list. In case of
subcomponents & subsystems not specifically listed in requisition (during detailed
engineering), the make and type shall be of reputed brand proven in the industry and
subjected to COMPANY’s approval.

8.2 Spare parts


The SUPPLIER shall provide, if applicable, itemized and priced recommended spare
parts and consumable lists for:
1. Installation and commissioning
2. First two years of operation
Installation and commissioning spare parts shall be included as part of the equipment
scope of supply, if indicated in the requisition (during EPC stage).

8.3 Site supervision


SUPPLIER shall quote per diem rate (or lump sum as specified) for site supervision of
installation and supervision of commissioning of equipment/system supplied.

8.4 Training
SUPPLIER shall quote per diem rate (or lump sum as specified) for training services on
the Equipment/System to PURCHASER’s personnel.

8.5 Special Tools & Tackles


SUPPLIER shall supply all special tools and tackles that are required for safe installation,
operation, periodic inspection, testing and maintenance of the equipment.

The prices of these tools shall be listed separately in the bid.


The equipment Installation, Operation and Maintenance Manuals shall include
instructions on use of the special tools for equipment maintenance.
9.0 DESIGN AND FABRICATION REQUIREMENTS

Three nos. of Emergency diesel generators are envisaged for CGDF area. Each train
shall have independent dedicated diesel engine generator package. Train-1 is under
EPC stage and 415V switchgear is already designed with provision of a spare future
incomer. For Train-2 and Train-3, 415V switchgear shall be designed to receive DG set
incomer as well apart from two incomers from transformer.
The Diesel generators, in general, shall be suitable for continuous operation under the
service conditions specified in the datasheet for mobile diesel generator.
Electrical equipment shall be located in a manner that facilities easy access for routine
operation and maintenance.
Reliability of generator to perform continuously in the service conditions specified is
essential.

9.1 Compliance to Standards


All items and components in the generator package shall comply with the relevant codes
and standards specified in this document. All components shall be suitable for
continuous operation at the maximum temperature that can exist within the enclosure
when the surrounding ambient air temperature is at the maximum design value.

9.2 Design life and Proven equipment criteria


The DG packages shall have a minimum design life of 25 years, under the stated service
conditions.
SUPPLIER’s bid proposal shall include only equipment of proven reliability under similar
service conditions stated in this specification. Prototype designs will not be acceptable.
Equipment and all associated materials shall be brand new and of recent manufacture.
Used, re-conditioned materials or materials that have been held on long-term storage will
be rejected.
Reference project list (where similar equipment has been supplied and in operation) shall
be submitted along with the bid proposal.
10.0 TECHNICAL REQUIREMENTS

10.1 General
The Equipment shall be designed, manufactured, tested and supplied in accordance
with the requirements in the enquiry document taking due account of preservation and
transportation requirements.
The design life of the package shall be 25 years.
The generator packages (415 V AC generators) shall be suitable for a trouble-free
normal operation. Unless otherwise specified, the generator shall be 3 phase
synchronous type and suitable for coupling to the engine on a single baseplate. The

equipment and skid components shall be laid out to ensure good and safe operability
survey and maintenance access taking into account any requirements of health, safety,
environment, and ergonomics.
The generator package shall be furnished as a skid mounted unit consisting of
generator, engine drive and auxiliary systems, assembled on a prefabricated steel skid
and equipped with a suitable number of lifting points.
All equipment, instrumentation, and valves shall be easy accessible, so that calibration
activities, maintenance, and operation can be made without any temporary platform or
ladder.
The skid shall be supplied with two earthing bosses located at diagonally opposite
locations.
All skids wiring for external connections shall terminate, where appropriate, in terminal
boxes.
Each Mobile Diesel Generator Package shall include, but not limited to the following:
• Diesel Engine
• Generator
• Engine /Generator Coupling
• Engine Starting System including batteries, charger etc
• Lubrication System

• Diesel Fuel System
• Fuel Day Tank including fuel supply and return connection to the engine fuel

10.2 Diesel Engine


The engine performance and rating shall be as per ISO 3046-4. The engine shall be
suitable for operating on automotive diesel fuel and be cold starting, compression
ignition, 4 stroke cycle, direct injection type.
The engine shall be suitable for continuous operation at an ambient temperature as
specified in the clause 7.0 and be of a fully proven construction for the duty.

Engine shall have a site condition continuous power rating of not less than 110% of the
maximum power demand at rated speed after deducting internal power losses.
Engines shall be provided with a governor capable of regulating engine speed.
Engine cylinders shall be provided with removable liners.
Guards shall be provided to protect personnel against exposed engine rotating parts
such as the coupling, fan and any other exposed hot or rotating parts.
Engine speed shall be governed in accordance with ISO 3046-4. Oil reservoir, housings
enclosing moving parts and shaft seal parts shall be designed to prevent the ingress of
dust and moisture during operation and periods of idleness.
Engine shall be supplied with a complete fuel oil system including but not be limited to
suction strainer, shaft driven fuel supply and fuel injection pumps, pressure relief valve,
fuel day tank etc.
An engine over speed device shall be provided in accordance with ISO 3046-6. This
over speed device shall shutdown the engine by shutting off the fuel and combustion air
intake independently of the speed governor.
Automatic shutdown system shall be provided to stop the diesel generator in the event
of engine low oil pressure, fuel oil level low, high oil temperature, high water
temperature & engine over speed. A manual reset facility shall be provided at the
control panel.
Provision shall be made for manual emergency shutdown on the generator control
panel.
Appropriate rerating to the diesel engine performance ratings shall be made for the
combination of the highest expected air temperature, highest humidity & lowest
atmospheric pressure.
Engine Starting System
Diesel engine shall not require any preparation for start-up and shall be capable of
immediate start up to rated duty.
Engine starting shall be electric starter motor powered by battery systems.
The starting system shall have a capacity for 3 consecutive cold starts for 10 seconds
each. Batteries shall be minimum maintenance sealed Ni-Cd type.
The charger shall keep the battery fully charged during standby periods.
Two sets of batteries (2x100%) shall be provided for diesel engines intended for electric
starting. Each battery set shall be provided with independent battery charger units.
Batteries shall be of ultra-low maintenance Ni-Cd type requiring no topping up of
electrolyte under normal operation.
Plastic cell container material shall be non-flame propagating, mechanically shock
resistant and translucent, to give a visual indication of electrolyte level.
Fuel Day Tank
The fuel day tank shall supply fuel for 24 hours minimum continuous operation at rated
power.

The tank shall include as a minimum:


• Fuel filter
• Breather/vent
• Fuel level indicator
• Inspection hatch
• Supply and return connections to the engine fuel system
• Inlet connection for filling
• Level gauge, High / Low level switches
• Vent connection with flame / spark arrestor
• Drain connection with valve
Engine Lubrication System
Engine shall be suitable for starting under all conditions without the need for engine
pre-lube.
The Engine shall be supplied with a complete pressure lubrication system which shall
include, but not be limited to, the following equipment:
• Shaft-driven oil pump
• Duplex type lube oil filters
• Lube Oil Cooler
• Valves and all piping
• An integral oil reservoir shall be provided with level indication, vent connection
and drain connection.
Air Intake and Exhaust System
The engine shall be supplied with an air intake and exhaust system.
The combustion air intake system shall have air inlet filter with differential pressure
indication, silencer, rain hood, bird screen etc.
Air intake filtration system shall be suitable for dusty environment. The air filter shall be
designed to ensure that the engine condition does not deteriorate due to ingress of
sand, dust and other airborne contaminants.
Vendor shall supply the complete exhaust system including engine mounted flexible
exhaust bellows and an industrial grade exhaust silencer complete with flame/spark
arrestor, exhaust pipe etc. The exhaust silencer shall meet the noise level stated in the
data sheet.
All heating surface of the engine exhaust system should have measures for thermal
protection.
The Emission control equipment shall be an integral part of the engine package.
Control of nitrogen, carbon oxides and un-burnt hydrocarbons in the engine exhaust
should be achieved by the design of the engine combustion system.

Engine Cooling System


Engine cooling shall be a closed circuit water cooled system with make-up tank. The
cooling system shall include for all necessary radiators, fans, piping, pumps, valves and
controls.
If required electric thermostatic controlled jacket water heater shall be provided.
Radiators shall be sized to achieve stable conditions at the rated output with the worst
ambient conditions specified in the clause 7.0. The Manufacturer shall be responsible
for its design and performance.
Cooling water flexible hoses shall be flame resistant type.

10.3 Generator
The rated output of the DG set in kVA shall be as specified in the datasheet. The rating
shall be based on continuous S1 duty and shall be considered as the base continuous
rating of the Generator
The power required shall be delivered from the diesel engine electrical generating
system in continuous service operation, net of all the auxiliaries consumption of the unit
itself and according to the conditions laid down in the specifications and in the
applicable regulations.
The rated output voltage, frequency and power factor of the electric loads will be as
specified in the relevant datasheets.
The MANUFACTURER shall specify conditions and power of short overloading.
Under fully loaded conditions, the generator shall be capable of withstanding the
following, while maintaining the output voltage and frequency within acceptable limits:
Momentary over current of 150% rated full load current for a period of 15s. Sustained
overload of 110% of the rated power for a period of one hour.
The generator shall withstand an over speed of 120% rated for two minutes without any
damage.
Generators shall have a rating suitable to supply the kVA demanded by the load without
overheating and the kVA demanded to start motors and other loads with low power
factor.
The generator shall be supplied complete with excitation and voltage regulating
systems including automatic power factor controller.
Unless otherwise specified the generator and its exciting system shall be capable of
producing and sustaining at least 3 times the rated current for the duration of at least
5 s when a three phase symmetrical short circuit occurs at generator terminals.
The temperature rise limitation for the alternator shall be as per IEC 60034 part 1 Table
6 with adjustments for site conditions as per Table 8.
The generator shall be 3-phase synchronous type for AC diesel generator.
The generator shall be designed for continuous running with a maximum rating
according to IEC 60034-1.

Power capacity of mobile diesel generator shall be sufficient to boost quick charge of
batteries after the deep discharge with parallel supplying of current load during no more
than 8 hours.
Generator cooling shall be totally enclosed, fan cooled. Generator enclosure shall be
with minimum degree of protection to IP 55.
The generator and exciter insulation shall be equivalent to Class 'F', insulation limited to
Class B temperature rise at the specified design ambient.
The generator and exciter shall be capable of continuous uninterrupted operation at
rated output in the ambient conditions stated in clause 7.0.
The Vendor shall, state guaranteed values of efficiency for the alternator and exciter, at
50%, 75% and 100% of rated output at maximum design temperature with specified
tolerances.
The generator and exciter shall be capable of withstanding a 10% overload at rated
voltage, power factor and frequency for one hour without exceeding specified
temperature limits. The overload characteristic shall be as specified in IEC 60034-1.
The waveform of the alternator shall comply with the requirements specified in
IEC 60034-1, Section 11.
The automatic voltage regulator shall be of the static type and shall have a regulation and
stability respectively of 1 - 4 % and ± 0,5 %, high stability and an accuracy of regulation
(between no-load and full-load, 0,8 - 1,0 power factor load condition, cold to hot variation)
not less than 2 %.
The rotating parts of the generator and exciter shall be statically and dynamically
balanced and shall be tested at overspeed equivalent to the engine overspeed trip
setting.
All parts of the windings including the connections to the terminal boxes shall be
adequately braced and wedged to prevent any deformation of the coils and of the
connections during all conditions of service including system short circuits with full
automatic voltage regulator action.
All terminal boxes shall be suitable for terminating the specified type of cable and
should be IP 55 minimum.
Connections for heaters, for instruments, for temperature detectors and for protection
circuits, when provided, shall be brought out to individual terminal boxes separate from
the main terminal boxes.
Current and Voltage transformers shall be in accordance with IEC 60044.
Unless otherwise specified the electrical protective system will include:
• Overcurrent protection
• Earth fault protection
• Generator under voltage protection
• Overvoltage protection
• Thermal overload protection
• Reverse power protection

10.4 Heaters
The alternator and/or terminal boxes shall be equipped with an anti-condensation
heater capable of excluding moisture at the levels of humidity indicated in the data
sheet. The heater shall be rated for operation from a single phase supply protected by a
miniature circuit breaker and controlled from the control panel.
Space heaters shall be positioned in such a way to avoid influence to the operation of
components.
Anti-condensation heaters shall not exceed or cause any part of the generator to
exceed the generator permitted temperature rise. If necessary, internal thermostats
shall be provided to meet this requirement.

10.5 Auxiliary Devices


Special emphasis shall be given to the design and specification of the package auxiliary
equipment to build in redundancy to maximize overall package reliability and
availability.
The design shall include full sparing of all critical auxiliaries and instrument systems to
facilitate the inspection, testing, calibration and maintenance of all auxiliary equipment
and systems with the processing facilities operating under rated conditions.

10.6 Requirement of the power supply


Engine performance shall be in accordance with ISO 3046, to provide a continuous
power rating at the site with an overload of 10% for a period of 1 hour in a 12 hour
period of continuous running in accordance with ISO 3046. Rating of the diesel engine
shall not be less than the sum of the following:

• Generator power requirement.


• Transmission losses (if any).
• Auxiliary power requirements for engine operation.
Unless specified otherwise the design shall be suitable for automatic remote start and
shall be ready for service at all times without any external power requirement (black
start).
Controls and protection required for machine starting and operating in emergency shall
be supplied from diesel generator battery. There should be no dependence on external
power supplies.

10.7 Operation Mode


Diesel Generators shall be able to operate in the below three modes.
• AUTO Mode
• MANUAL Mode
• TEST Mode

AUTO MODE
On failure of both transformer incomers to 415V switchgear, Emergency diesel
generator shall automatically start to cater to entire switchgear load. On restoration of
normal power the Generator shall automatically synchronize to the mains supply. The
generator shall automatically transfer the load to the mains supply and shutdown after a
pre-set time.
MANUAL MODE
The Generator Package shall be capable of being started manually by means of a local
initiation. Also, it shall be possible to manually restore power upon normal supply
availability from any of the transformers. In the event of failure of normal power supply,
there shall be an under voltage alarm in Local Control Facility (respective LCF).
TEST MODE
In test mode starting of the Generator Package shall be manual. This mode shall be
used for engine exercising and test running operations.
A test facility shall be provided to simulate mains failure to ensure the integrity of control
circuits and Generator Package starting sequence. The loading of the Generator
(connections to the distribution board) shall be inhibited during this testing.

10.8 Interface with 415V Switchgear and DCS


Following status signals as minimum to DCS shall be through soft link:-
• DG failed to Start
• DG Running
• DG Fault
There shall be inter trip arrangement between circuit breaker at DG and incomer circuit
breaker at 415V switchgear. For details of inter trips and interfaces with 415V
switchgear and DCS, refer to Specification and datasheet of Low voltage switchgear
listed in section 5.1.

10.9 Earthing
The Vendor shall provide earth bonding conductors from the engine, generator and all
other skid mounted equipment to the baseplate.
At least two earthing bosses shall be provided at diagonally opposite points on the skid
by Vendor. All electrical equipment and metallic parts shall be earthed and connected
to those earthing bosses.

10.10Noise and Vibration Control


The overall noise level for the complete package shall be limited to 85 dBA @ 1.0 m
(meter) distance from the equipment surface. Vendor shall furnish the noise data for the
overall package.
Vendor shall provide noise enclosure to meet the noise level requirements.
Anti-vibration mounts shall be provided between equipment and skid.

Engine, coupling & generator shall be so designed to ensure that complete installation
starts, operates and stops free from torsional vibration and oscillation.

10.11 Control Panel


The control and power distribution panel shall be of the metal enclosed type and it shall
be installed on the skid.
Unless otherwise specified the minimum protection degree shall be IP 55 on the
external housing and IP 41 inside the board. If installed in hazardous area the
enclosure shall be suitable for the certified hazardous area.
All the components of the panel shall be suitable to withstand continuously the rated
current at nominal voltage and frequency and at the specified operating conditions with
a temperature rise not more than the allowable values specified by applied codes.
The panel shall be accessible from the front and shall be provided with hinged doors
fitted with handles provided with locking devices.
The performance of circuit breakers as specified in IEC 60947-1 and 60947-2 shall be
verified when installed within the assembly for the exact configuration supplied.
Generator circuit breaker shall be sized in accordance with the generator
characteristics, the operation requirements and in conformity with the applied codes.
Generator circuit breaker shall be equipped with manually and electrically operated
controls.
The panel shall incorporate a Auto/Manual synchronising facility for no break
reinstatement to the normal supply and for load testing of the diesel generator. This
shall include:
 Auto/Manual control devices for the voltage, speed and generator circuit breaker
 Voltmeters and frequency indicators for the normal and generator supplies
 Synchroscope and lamps
 Local/Off/Remote selector switch (lockable in off position)
 Generator start push button
 Generator stop push button

11.0 QUALITY ASSURANCE

Manufacturer shall be provided with an effective ISO 9001 quality system certificate
issued by an international certification organization.
Manufacturer shall operate Quality Management Systems (QMS) to ensure that the
requirements of this Specification are fully achieved.
Manufacturer shall demonstrate compliance by providing a copy of the accredited
certificate and a copy his quality manual.
Diesel generator set provided by manufacturer shall have successful product operation
achievements of similar dimension for at least 3 years under the same environment
conditions.
Manufacturer shall provide the reference list of the product and achievements in similar
projects in recent five years, including names and locations of users, time of supply of
product etc.
Manufacturer shall be fully responsible for design, manufacturing, supply, inspection
and trial operation of the diesel generator set to ensure that provided diesel generator
can meet international/industrial standards, codes and technical specification.

Manufacturer shall design, select, manufacture and supply equipment and provide
after-sale services and technical support for them from the viewpoint of long period of
operation. Manufacturer shall also utilize the most appropriate technique at present to
ensure safe and reliable operation of equipment. The Vendor shall have certain
technical support capability of field installation, maintenance and inspection.

The Vendor shall provide compliance to this specification, if any “non-compliance” that
should be specified clearly in the bid. Vendor shall give the detailed technical data of
the provided products. If there is any objection to the requirements of the specification,
the reasons thereof shall be explained.

13.0 INSPECTION AND TESTING

13.1 General
The Vendor shall submit a detailed Inspection and Test Plan (ITP) to EPC
CONTRACTOR/ EMPLOYER for review & approval. The ITP shall cover all the
inspections and tests carried out at the Vendor’s works as well as those carried out by
Sub-Vendors for all phases of manufacturing and in Site also (SAT).
Vendor shall provide prior notification, minimum two weeks to CONTRACTOR/
EMPLOYER before conducting any inspection or testing specified as Hold or
Witnessed in the approved ITP.
The Inspection and testing requirements shall comply, as a minimum, with referenced
specifications, data sheets and all the applicable codes & standards.
Equipment shall not be shipped before the acceptance or release note is issued by
CONTRACTOR/ EMPLOYER.

13.2 Testing
The testing shall be done as per the approved test procedure, data sheet for mobile
diesel generator complying with the requirements mentioned in the specifications/codes
and standards.
Generator Test
The tests shall be carried out for the generator and exciter, in accordance with the
requirements of IEC 60034.
The following test shall be carried out but not limited:
• Vibration test
• Noise test
• Over speed test
• Dielectric test
• Insulation resistance test before/after Dielectric test
• Phase sequence and direction of rotation test
• Test of auxiliary devices such as generator space heater etc.

- Remote start / stop / emergency stop functions (input signals)

13.3 Inspection
All individual equipment included in the package shall be subjected to inspection as per
the applicable specifications, codes & standards and approved Inspection and Test
Plan.
No surfaces of parts of equipment are to be painted until the inspection is completed.
EMPLOYER/ CONTRACTOR reserves the right to engage a third party inspection
agency to provide a quality control service for inspection and witnessing tests in
VENDOR’s workshops ensuring compliance with the requirements of the relevant
codes, standards and project specifications.

Vendor shall replace any equipment or material for free if it is rejected by EMPLOYER/
CONTRACTOR.
14.0 SURFACE PREPARATION AND PAINTING

The treatment and protection of metalwork shall include cleaning, degreasing, rust
resisting primers and paint finishes that provide effective protection against corrosion
under the specified climatic conditions. Painting shall be as per Appendix 4 of
TP-MISC-80065-RPT-A4 material selection report.
Vendor to recommended painting system. Same shall be subjected to approval of
COMPANY.
15.0 PERFORMANCE REQUIREMENTS

The Generator rated voltage and frequency shall be as indicated in the single-line
diagram / Data Sheet. The voltage waveform characteristics shall be sinusoidal and
shall comply with the requirements of IEC 60034.
The generator shall be designed for continuous running duty type S1 with a maximum
rating according to IEC 60034-1.
The generator shall be capable of starting and running independently of outside
supplies of electricity.
Total Harmonic Distortion (THD) of the supply network voltage shall not exceed 5%.
Vendor shall provide complete guarantee for the design, material selection and
performance of the equipment in accordance with the design condition given in the
datasheets, this specification, requisition, codes and standards.

The equipment shall be warranted against design/manufacturing defects for a period


from the date of commissioning as specified in the contract.
16.0 SPARE PARTS AND SPECIAL TOOLS

Vendor shall consider the below spares in their scope of supply.

17.0 PACKING AND SHIPPING

Equipment and materials shall be protected to withstand extended period of storage at


the job-site for a minimum period of 12 months. Equipment shall be protected to
safeguard against all adverse environments, such as: humidity, moisture, rain, dust,
dirt, sand, mud.
Adequate protection shall be provided to prevent mechanical damage and atmospheric
corrosion in transit and at the job-site.
18.0 DOCUMENTATION

Vendor shall be responsible for furnishing all data/drawings in proper form and quantity
as per Material Requisition. The Vendor shall also be responsible for the documentation
required from his sub-vendors.
All drawings and documents must be presented in the English language. The kind and
quantity of all documents shall be as specified in the Material Requisition.
19.0 QUALITY ASSURANCE

MANUFACTURER/SUPPLIER shall demonstrate to operate a quality system in


accordance with an internationally recognized standard. The effectiveness of the quality
system and SUPPLIER’s compliance with it will be subject to monitoring by
PURCHASER; and in addition may be audited following an agreed period of notice.
SUPPLIER shall submit a quality control program for PURCHASER review as the
requisition / SDRL (during EPC phase).
20.0 INSPECTION & TESTING

20.1 General
SUPPLIER shall submit a detailed written Inspection and Test Plan (ITP); Factory
Acceptance Test Procedure (FATP) in accordance with the Supplier Document
Requirements List (SDRL). ITP and FATP approved by PURCHASER shall be available
prior to commencement of tests.
FAT witness testing will take place only after all the latest relevant drawings, technical
specifications, certificates and completed data sheets have been submitted and
approved by the Purchaser.
The SUPPLIER shall complete all internal inspection and routine tests prior to inspection
by the Purchaser, to ensure that the witnessed testing is not prolonged by fault finding
and rectification. Faults or unsatisfactory operations that result in abortive witness tests

shall be rectified at the expense of the SUPPLIER. Any expense incurred by the
PURCHASER resulting from abortive tests will be chargeable to SUPPLIER.

provided on request.
All parts and components shall be tested and certified, fully in accordance with the
referenced codes and standards.

20.2 Testing
The testing shall be done as per the approved test procedure, data sheet for mobile
diesel generator complying with the requirements mentioned in the specifications/codes
and standards.

Generator Test
The tests shall be carried out for the generator and exciter, in accordance with the
requirements of IEC 60034.
The following test shall be carried out but not limited:

21.0 RATING PLATES, NAMEPLATES AND LABELS

Nameplate language shall be English. Dual language nameplate shall be provided if


specified in the Data Sheet.
All equipment shall be provided with a corrosion-resistant nameplate permanently fixed
to a non-removable part by stainless steel rivets or pins with all data clearly and indelibly
marked. The following information shall be provided as a minimum on the name plate:
 Manufacturer's name
 Purchase Order number with date and Purchaser's name
 Manufacturer's model number and serial number
 Equipment Tag number
 Service
 Engine Capacity
 Power output
 No of cylinders
 Rating, kVA
 Rated Speed, rpm
 Voltage, Volts (V)
 Phase
 Insulation Class
 Degree of Protection, (IP rating)

Name plates shall be in SS-316 material, suitably engraved and permanently fixed. All
the inscriptions on the nameplate shall be in English Language.
Warning label shall be provided in both English and Arabic language.
22.0 SURFACE PREPARATION & PAINTING REQUIREMENTS

Surface preparation, treatment, paint storage, painting and coating application shall be
done in accordance with the project specification TP-MISC-00068-SPC-A4.
MANUFACTURER’s standard painting procedure will be followed if it meets/exceeds the
project specification or in the absence of a project specification. The manufacturer’s
painting procedure shall be submitted for PURCHASER’s approval, as listed in the
SDRL.

Final paint shade and thickness of coating for exterior and interior shall be as specified in
the data sheet.
23.0 PREPARATION FOR SHIPMENT

SUPPLIER shall comply with the project specification attached with the requisition
(during EPC phase).
24.0 DOCUMENTATION

SUPPLIER shall provide all documents with the number of copies and soft-files, as listed
in the SDRL attached with the requisition (during EPC phase).
25.0 PERFORMANCE GUARANTEE

SUPPLIER shall be fully responsible for all equipment supplied by him including bought
out items. All the equipment shall be fully guaranteed for performance, mechanical
design, workmanship and materials for a period of twelve (12) months after
commissioning or eighteen (18) months after shipping, whichever is earlier.
In the event that the equipment is rectified or replaced by the VENDOR under the
provisions of this article, the guarantee period shall be extended for a period of twelve
(12) months following the satisfactory completion of the rectification or replacement of
the equipment provided the combined guarantee period is more than twelve (12) months
after commissioning or eighteen (18) months after shipping.
