Sub: Regarding execution of foundation and tower erection work under forest areas of 132kV
D/C Simariya – Itkhori T/L without forest approval.

With reference to aforesaid subject, it is to apprise that after several reminders, M/s Flowmore Ltd. has
submitted the forest proposal on 02.11.2022, for under construction 132kV D/C Simaria-Itkhori
Transmission line. During inspection of Mauza maps, we found many towers were already erected in
Forest Land, the details are as follows:

From the above table, we can clearly see that agency has done construction work in forest areas,
without obtaining forest clearance. The execution agency is fully responsible for any violation of rules,
as per clause GCC10.4.1 which states, “Forest Clearance Proposal: The contractor shall prepare as per
time schedule forest clearance proposal complete in all respects as per requirement of the applicable rules
and regulations which inter alia includes identification and demarcation of forest land plotting,
preparation of necessary drawing/schedules, liaison with Forest department for early forest clearance.
Subsequent to obtaining forest clearance. The contractor shall also be responsible for felling down and
removal of trees as per guidelines, clearance of site and other associated work for taking up the
construction activities inside the forest. Any statutory Compensation required to be paid for getting forest
clearance shall be paid by JUSNL at actual. “

Also, the KML file provided by the agency, for uploading on the portal, is not as per the SOP of the Forest
department.

In view of the above facts, we would like to request you to kindly direct the agency to take necessary
action to resolve the aforesaid issues.
