Ang Sentro ng Repormang Lokal at Pagbabalangkas ng Saligang Batas (CLCR) ay


nagpaplano na magsagawa ng iba't ibang mga aktibidad at kumpetisyon upang
ipagpatuloy ang kampanya sa Constitutional Reform (CORE). Ang tema ng National
Youth Summit ngayong taon ay "Bukas na Ekonomiya nang Lahat ay may Pag-asa" na
magyayari mula Setyembre hanggang Nobyembre 2021. Kaugnay nito, ang mga
sumusunod na pamantayan at pamamraan ay nakalatag dito para sa patnubay ng kani-
kanilang mga tanggapan sa pagtukoy ng tunay na nagwagi sa mga sumusunod na
aktibidad:

1. Paligsahan sa Pagsulat ng Sanaysay (Essay Writing Contest);


2. Patimpalak sa Pagbuo ng Digital Poster (Digital Poster Making Contest);

1Rationale:

Constitutional Reform (CORE) National Youth Summit

In the effort of the administration’s advocacy campaign towards responsive and


effective governance, the Department of the Interior and Local Government (DILG),
through the Center for Local and Constitutional Reform (CLCR), aims to educate the
Youth Sector to become one with the advocacy on amending certain provisions in the
1987 Constitution. The campaign of Constitutional Reform or CORE seeks to encourage
young people to participate, engage, and be active on issues relating to reforming the
present constitution.

However, with the continued challenges posed by COVID-19 pandemic, the shift
towards economic recovery has been in the spotlight for the Philippines. As the country
recover from the economic devastation, the CLCR has pushed more on the economic
surgical amendments to the 1987 Constitution.

In this regard, the Center for Local and Constitutional Reform will once again
conduct the Constitutional Reform (CORE) National Youth Summit with its new
theme “Bukas na Ekonomiya nang Lahat ay may Pag-asa”, highlighting the growth of
the Philippine economy, businesses, sectors, and the Filipino people amidst the
challenges brought by the pandemic. The series of events, contests, and outputs will
highlight the involvement of the youth in bringing forth change and gear them towards
action. This activity shall inform, educate and enlighten them on the concept of
Constitutional Reform and how vital it is to amend certain provisions in the 1987
Constitution. This will also provide the youth an avenue to showcase their craft, which will
encourage their involvement and enlighten them about their significant role in nation-
building.

The participants are also encouraged to be active partners in advocating for


Constitutional Reform by initiating activities or by joining events conducted by
constitutional reform advocates.

1Mechanics and Criteria:

1. Essay Writing Competition

The Essay Writing Contest encourages and enhances critical thinking, helps to
organized a well-rounded thought for the youth participants. This activity also improves
arguments with accuracy and bereft of fallacies about the topic of Constitutional Reform
and other related matters, which may be discussed in the conduct of this activity.

Guidelines in the component of the essay, which shall be observed, but not
necessarily to be followed in this competition: Introduction, three (3) body-paragraphs,
and conclusion.

The introduction is usually the base of the essay. It is built up of three (3) major
parts. First, the introduction contains an opening statement, which can sometimes be a
question. This is what most writers refer to as an essay hook. Its purpose is to determine
if the reader wants to continue reading the entire essay until the end or not. Therefore, it
should be able to grab their attention quickly. In addition, it needs to be fresh as well as
creative.

Secondly, the introduction part of an essay should have a supporting sentence.


Such sentence often connects to the opening statement. Sometimes, writers call it the
essay bridge. This is because it attempts to explain the hook of the sentence and make
the essay topic more relevant to discuss.

The last part of the introduction is the thesis statement. This is simply an
argument or claim, which you select either to argue for or against when writing the essay.
Therefore, an excellent thesis statement should be short and price at the same time.

By taking into consideration all the parts of the introduction, you can be certain to
draft an outstanding essay. Make sure that you structure well your introduction question,
the supporting sentence, as well as the thesis statement. Remember that all the
information should fit in just a single paragraph. So, try to be concise, direct, and avoid
too much information.

b. First Body Paragraph

After the introduction, the next part of an essay is the first body paragraph. The
contestants, therefore, have to write the strongest point in order to prove the thesis
statement. The sentence that the participants start with should match with the transitional
sentence of the introduction. The next sentence should present a description of some
examples relating to point of argument in the paragraph. Finally, the last statement of this
part needs to be transitional. The purpose of this is to connect into the claim you intend
to present in the second body paragraph.

c. Second Body Paragraph

The second body paragraph of the 5 parts of an essay should give the second
strongest and compelling argument supporting the thesis statement. The sentence you
begin with should connect to the transitional sentence of the first paragraph. You also
need to clearly present the argument as you begin the paragraph. Consider the use of
examples to give enough support to the argument. As you end the paragraph, write a
transition sentence to connect the third and the conclusive paragraph.

d. Third Body Paragraph

This is the last paragraph of the 5 parts of an essay. It is thus a paragraph in


which you should write the weakest argument to support the thesis statement. Despite
being the weakest argument, you do not have to mention that in the essay. Also, avoid
over-compensating this paragraph with a lot of examples. Instead, structure it just like the
first and the second body paragraphs. As you end it, give a conclusive sentence to make
it sound obvious that it is the last main point you present to the readers.

e. Conclusion

The conclusion is the last paragraph of the 5 parts of an essay. It should,


therefore, restate the essay thesis statement. However, your restatement should be
exactly the same as the thesis statement in the introductory part. On the other hand, the
conclusion sums up all the three key points of all the body paragraphs. The last sentence
of this part has to give a clear and accurate signal that it is the end of the essay.

A. Participants:
Open to all young people aged 15-30 (during the whole duration of the competition) living
within the region. Enrolled in any school or level, Out-of School Youth, and working youth
are encouraged to join.

B. Mechanics and Rules:

1. The Essay must be original and must expound embracing the THEME of the event
and significance of it to the community/country.

2. All essays should be written in English and shall consist of not less than 500 words nor
more than 750 words.

3. By joining the contest and submitting entry/entries, all participants grant the DILG-
CLCR rights over the entry/entries including but not limited to use, alter, without material
or territorial limitations. Any entry selected will include proper attribution to the participant.

C. Criteria:

2. Digital Poster Making Contest

Mechanics and Rules:

a. May work as an individual or group – will use only digital platforms for the creation
of digital poster.

b. All entries to be submitted to the Central Office shall be in png file.

c. Entries must be aligned to the theme - the copyright holders represent and warrant
that submission of the material does not breach any law, and further that no third party
can hold any claims or any objections regarding the rights granted to the DILG-CLCR.

3. Short Movie/Film Contest

Nowadays, the Short Movie/Film Competition is considered by some to be the most


dominant form of art in expressing youth’s emotions, ideas, creativity and even dreams. It
is many things, but it has become above all a means of telling stories, concepts and
ideas through images and sounds.

The stories are often offered to us as quite false, frankly and beautifully fantastic, and
they are sometimes insistently said to be true. But they are stories in both cases, and
there are very few films, even in avant-garde art, that don't imply or quietly slip into
narrative. This Short Movie/Film Competition plays a significant form of youth
expressions on what they see, what they conceive and what they believe and is closely
connected with the simplest fact about moving pictures/objects.

A. Participants:
Open to all young people ages 15-30 years of age (during the whole duration of the
competition) living within the region. Enrolled in any school or level, Out-of School Youth,
and working youth are encouraged to join.

An entry must have a minimum time of five (5) minutes and maximum time of fifteen (15)
minutes. No entries shall be more or less than the allowed time duration.

C. Theme:

The short film shall revolve around the given theme.

D. Storyline:

1. The Short Movie/Film Storyline should focus on The THEME provided by the
organizer.
2. Vernacular language is allowed for the film entry but the creator shall provide subtitles
in English.

E. Mechanics and Rules:

1. In accordance to the copyright laws, music used in any entry must be original, licensed
or in the public domain (ask permission from the composer).

2. If using licensed materials from public domain, appropriate permission to use shall be
served by the participants. Screened entries are not allowed.

3. Only entries that have not been featured in other local festivals and competitions, other
than intra-school competitions, are eligible to join.

4. Entries shall not have been, in any way, commercially exhibited here and/or abroad.
“Commercially exhibited” means any show, display or presentation intended for viewing
by members of the general public.

5. By joining the contest and submitting entry/entries, all participants grant the DILG-
CLCR rights over the entry/entries including but not limited to use, alter, without material
or territorial limitations. Any entry selected will include proper attribution to the participant.

6. In the making of the short film/video, all participants shall maintain minimum health
standard and by all means abide by the restrictions imposed by their locality and the
IATF.

F. Criteria:

I. Sensitivities on the social considerations (ie. gender/culture/religion) 20%


II. Emphasis on the cooperation on working together (with minimum health standards and
protocols)

4. Songwriting Contest

Mechanics and Rules:

a. Must be an original composition.


b. Minimum duration of 3 minutes and must not exceed 5 minutes.
c. Relevance to the THEME is a must.
d. Acapella is allowed. However, kindly take note of the criteria for judging.
e. By joining the contest, all participants grant the DILG-CLCR the right to use
their output in the website or to other IEC related materials. Any winning outputs
selected to be used in that way would be done so with proper attribution to the owner.

Reminder: The organizers will give a “Song Choice Award” as a special recognition and
shall use the piece for the Tiktok Challenge.

Criteria:

I. Originality 20%
II. Lyrical relevance to the theme 30%
III. Melody and Musicality 25%
IV. Recording Quality 25%

5. Tiktok Challenge

Mechanics and Rules:

a. Maximum duration of 1 minute


b. Relevance to the theme
c. Song/music chosen from Songwriting Contest will be the material to be used as
background.
d. There will be an online voting in the national level of judging.
e. By joining the contest, all participants grant the DILG-CLCR the right to use
their output in the website or to other IEC related materials. Any winning outputs
selected to be used in that way would be done so with proper attribution to the owner.

II. Uniqueness 20%
III. Creativity 20%

6. National Debate

Mechanics and Rules:

The National Debate will be conducted virtually. Each region must conduct a filtering of
aspiring teams and then nominate a team to represent the region for the national debate
competition. Each Region must submit the names and contact details of the team on or
before 5 October 2021. Basically, this will be a structured discussion. Each debate has a
format and these rules are there to ensure fairness. One of the fairest forms of debate is
known as “Asian Parliamentary” format wherein it is composed of two (2) teams with
three (3) speakers each.

The team that supports the topic is called the “Government” side and the team that
opposes the topic is called the “Opposition” side. Each speaker shall be given seven (7)
minutes, in the following order: 1) First speaker from the Government 2) then first
speaker from the Opposition, 3) then second speaker from the Government, then second
speaker from 4) Opposition and so on.

The Members of the Government side are the following:

1) Prime Minister (PM) is the one who opens the debate, defines the motion and
advances arguments;

2) Deputy Prime Minister (DPM) is the first to refute at first instance the case of the
opposition, re-establish the government's claim, and advances arguments;

3) Government whip (GW) – makes an issue-based rebuttal of the opposition's case and
summarizes the case of the government.

The Members of the Opposition side are the following:

1) The Leader of the Opposition (LO) is the one who responds directly to the case of the
government by giving a direct clash, and advances arguments. May challenge the motion
if the definition is challengeable;

2) Deputy Leader of the Opposition (DPL) is the one who refutes the case of the DPM,
re-establishes the case of the opposition, and advances an argument;

3) Opposition Whip (OW) is the one who makes an issues-based rebuttal of the
governments and summarizes the case of the opposition.

Adjudicators:

1) Decide which team won the debate.


There is no draw or tie in a debate. Only one side can win the debate. An adjudicator
who doesn’t know how to decide which team won the debate must not have taken much
attention on the details of the debate.

2) Determine the crucial issues in the debate.
The adjudicator shall determine the important issues that were discussed during the
debate. These issues refer to those where substantial clashes of points occurred and
where crucial responses were made.

3) Discuss these issues in a manner that would cover the brief summary of points
of both sides, and the explanation on how one team had an advantage over the
other.
Discussions of issues are crucial. Debaters would want to hear the adjudicator's
assessment of the arguments that they have raised. The adjudicator should clearly
convince the losing team why they don’t receive the favorable decision on the basis of
the issues presented.

4) Rate each speech according to the adjudicators’ sheet provided by the


organizers.

5) Give points for improvement.


Adjudicators shall point out the mistakes committed and how said mistakes may be
remedied. Adjudicators shall help the debaters get some points to learn as to how to
argue and how to keep their dynamism during the debate.

CORE NATIONAL DEBATE 2021
2HOUSE RULES

Title of the event: CORE National Debate Competition 2021

Objectives:
1. To solicit active participation from the youth sector in the process of campaigning for
Constitutional Reform;
2. To educate the participating debaters and the youth in general, on the proposed lifting of
economic restrictions in the 1987 Constitution;
3. To promote Constitutional Reform campaign using various forms including art and debate;
and
4. To bring the various debating groups from the regions and have them compete for the
nationals in order to develop competencies and skills.

Rationale:

The National Debate is one of the series of event competitions slated for the conduct of CORE Youth
National Summit 2021. The purpose of the National Debate is to bring debaters across all regions of the
Philippines to gather and compete in a virtual Zoom video teleconference set-up in accordance with the
safety health protocols amidst the Covid-19 pandemic. The debating teams per region will compete in the
Knock-Out Rounds, Regional Semi-Finals, Semi-Finals, and the National Finals via Zoom.

The intent of this briefer for adjudicators is to have a comprehensive guide and instructions on how to
debate in an Asian Parliament type of debate.

Format: Asian Parliamentary Debate

The Asian Parliamentary format of debate is composed of two (2) teams with three (3)
speakers each. The team that supports the topic is called the “Government” side and the
team that opposes the topic is called the “Opposition” side. Each speaker speaks for seven

Knock out and Regional Semi-Finals are impromptu rounds (teams have 20mins to prepare before the
round starts). During these rounds, no communication with coach (or anyone who is not part of the team)
during prep for impromptu rounds and actual debates is allowed.

Semi-Finals and Championship rounds are prepared rounds (teams know the motion in advance)

House Rules:

1. Teams and Speakerships


a. There will be two (2) teams: Proposition (Government) and Opposition with
three (3) speakers each.
b. The speakers shall be in this particular order (Government PM, Leader of
Opposition, Deputy PM, Deputy LO, Government Whip, Opposition Whip)

c. The Members of the Government side are the following:

1) Prime Minister (PM) is the one who opens the debate, defines the motion
and advances arguments;

2) Deputy Prime Minister (DPM) is the first to refute at first instance the case
of the opposition, re-establish the government's claim, and advances
arguments;

3) Government whip (GW) – makes an issue-based rebuttal of the opposition's


case and summarizes the case of the government.

d. The Members of the Opposition side are the following:

1) The Leader of the Opposition (LO) is the one who responds directly to the
case of the government by giving a direct clash, and advances arguments. May
challenge the motion if the definition is challengeable;

2) Deputy Leader of the Opposition (DPL) is the one who refutes the case of
the DPM, re-establishes the case of the opposition, and advances an argument;

3) Opposition Whip (OW) is the one who makes an issues-based rebuttal of


the governments and summarizes the case of the opposition.

In line with fairness to the teams, the third speech (from either team) may
include a small part of their team’s substantive case, so long as this was
flagged in the case split 
announced by that teams first speaker. However it
should be noted that third speakers are not required to include new
arguments in their case.

e. Reply Speeches

The role of the reply speeches is to sum up the debate from the team's
viewpoint, including a response to the other team's overall case and a
summary of the speaker's own team’s case. 


The reply speaker may be either the first or second speaker of the team, but
not the third. 


The reply speakers are in reverse order, with the Opposition reply first and
the Proposition reply last. 


Neither reply speaker may introduce a new part of the team case. 


A reply speaker may respond to an existing argument by raising a new


example that illustrates that argument, but may not otherwise 
introduce a
new argument. 


2. All speakers are given 7 minutes for constructive speeches and 4 minutes for reply
speeches
a. Constructive speeches should include Opening Statements, arguments,
rebuttals, and/or closing statements

b. Only 1st and 2nd speakers are allowed to deliver the reply speeches. Reply
speeches should have no new arguments.
c. While a speaker is ongoing, all other debaters are encouraged to observe
proper decorum
d. There will be a time-video flashed on the screen for guidance of the debaters
and adjudicator/s.
e. No badgering at all times.

3. Point of Information (POI)


a. A POI can be offered by the other team during constructive speeches, between
the first and last minute. Debaters may mention before beginning of speech
how they prefer to take the POIs.
You may chat the word POI to be recognized
One representative may say “POINT” (no other words or sentences to
avoid unnecessary noise during the speeches) but with proper
decorum and no badgering
b. Unless recognized by the current speaker/adjudicator, the person is allowed
to raise a point
c. There will be a deduction of score/s if proper decorum will not be followed

4. “Hear Hear/Shame”
a. All non-speakers may say “hear hear/shame” but must observe that the
speaker should be audible to the adjudicator
b. Debaters may also chat “hear hear/shame”
c. There will be a deduction of score/s if proper decorum will not be followed by
the participating team/individual
d. No badgering at all times.

5. Prep Time
a. Knock-Out and Regional Semi-Finals (Impromptu)
Allotted time for preparation will be 20mins after the announcement of
the motion.
Each team will be assigned in Zoom breakout rooms to prepare for the
motion and shall revert back to the meeting room after the given 20 mins.
No one else is allowed in the breakout room apart from the debaters and a
secretariat representative. During these rounds, communication with coach
(or anyone who is not part of the team) during prep for impromptu rounds
and actual debates is disallowed.
Videos and Audio during prep time should be open and unmuted. A
representative from the secretariat is assigned per team to monitor and
oversee per breakout room.
You will see a timer in your respective breakout rooms for guidance.
Secretariat will also remind participating teams and adjudicator/s of the
time.
Participants are to click the option flashed on the screen to proceed to the
Zoom break out Rooms.
Once in the in the break out rooms, each team will be isolated from the
other room as well as the main meeting room.

After exactly 20 mins, participants are to click the option prompted on the
screen to proceed BACK TO MAIN ROOM (DO NOT CLICK LEAVE MEETING)
to commence the debate proper.

b. Semi-Finals and Championship (Prepared)


The motions will be given to teams at least 12 hours before the actual round
to research and prepare for the debate.
The motions will be sent or announced at the same time for both teams of
each round.
Debaters are expected to be ON TIME for the rounds. Any prolonged delay
by the participants may result to deduction of points.

6. Adjudicator
a. Adjudicator is given the “adjudicator sheet” to guide his/her decision prior to
every round.
b. He/She will be given approximately 20mins to decide the winning team and
the best speaker for the round.
c. Adjudicator will give his/her assessment to each team and explain his/her
decision after the deliberation.
d. Adjudicator’s or adjudicator panel decision is final and irrevocable.
e. Adjudicators are to sign the judge sheet as seal of results

7. Motion
a. Earliest team to be complete inside the Zoom room will be given the chance to
choose a number from 1-4 (Team Leader to choose). If both teams arrive at
the same time, random match up will be given thru Tabbr/Tournament
Bracket Generator or any similar application.
b. Motions will be given on-site as provided by the organizers (Knockout) or at
least 12hrs for prepared rounds.
c. Motions will always be announced or sent to opposing teams at the same time.

8. Kindly rename your account into your TEAM POSITION-REGION


(ex: GOV-CAR or OPP-CAR)- if using one zoom account

9. Kindly rename yourself into your TEAM POSITION-REGION, SURNAME (ex: PM-
CAR, DELA CRUZ)- if using individual zoom account

10. OBSERVERS AND GUESTS


a. All observers are to enter the zoom room at least 10mins before the program
commence
b. Once the program starts, no guests or late comers will be admitted
c. All observers are muted and should turn off camera at all times
d. Guests are limited to 6 slots (ideally, 3 per region) per round, only so as to
ensure decorum
e. No mentor or coach shall be admitted in the breakout rooms. All guests and
observers shall only be allowed in the main Zoom room.
