CONTIGENCY PLAN FOR STORM SURGE AND FLOODING OF

BARANGAY ASLUM, IBAJAY, AKLAN

CHAPTER I: GENERAL SITUATIONS AND SCENARIOS


Barangay Aslum is one of the coastal barangays of the Municipality of Ibajay. It is plotted at the
outlying head façade of the municipality. On its north is the Sibuyan Sea, Barangay Poblacion in the south;
parts of Poblacion ang Barangay Colong-colong in the east and mangrove portions of Barangay Agbago in
the west. The barangay also have river flowing from the upland of the municipality.
The location of the barangay makes it vulnerable to calamities especially storm surge from the
Sibuyan Sea and the flooding both from the sea and the upland area. This natural calamities poses great
risks to the people of Barangay Aslum thus there is a necessity for its people to become aware and prepare
in times of disasters. The Barangay Officials with the aid from Local and National Government and NGO’s
and the residents of Barangay Aslum shall work hand-in-hand to lessen the effects of calamities in their
lives.

CHAPTER II: GENERAL POLICIES AND OBJECTIVES


 Assure the security and safety of the residents of Barangay Aslum through disaster preparedness
and response

 Development and implementation of Disaster Risk Reduction Management Action Plan and
contingency plans of the barangay

 Grassroots participation in the creation, implementation and feed-backing of the policies and
programs on disaster preparedness and climate change adaptation

 Encourage volunteerism among the residents of the barangay before, during and after disasters

 Promote gender-sensitive environment

 To address the special needs of women, pregnant women, infants, PWDs and senior citizens in
times of disasters

CHAPTER III: SECTORAL PLANS AND ARRANGEMENTS


I. Creation, training, and mobilization of the members of the Barangay Risk Reduction and Management
Council
 Chairman shall:
o lead and manage the internal and external operation of the BDRRMC

 Vice Chairman shall:


o perform the tasks delegated to the Chairman, in cases when the Chair is absent or
incapable of attending his duties
o assist the Chairman

 Communication and Warning Committee shall:


o provide accurate and timely warning to the public from competent government authority

 Transportation Team shall:


o assure the availability of vehicle for rescue, evacuation and relief operations

 Search and Rescue Team shall:


o conduct search and rescue operations to affected areas

 Medical Team shall:


o be in charge of the stockpile of medicines and other medical supplies in the Barangay Hall
o coordinate with RHU, Ibajay District Hospital and medical institutions/ practitioners for
possible patients who needed serious medical attention
o set-up temporary health station

 Police/Traffic Team shall:


o ensure the security and safety of evacuees

 Psychosocial Support Team shall:


o provide guidance counseling to the survivors in the evacuation centers

 Evacuation Management Team shall:


o prepare the list of survivors
o provide first aid assistance to the evacuees
o provide/designate alternative evacuation center for the survivors
o coordinates with the NGO’s, DSWD and other institution for relief operations
o be in charge of the stockpile of relief goods in the Barangay Hall

o keep the record of survivors, relief good beneficiaries and other pertinent papers regarding
evacuation and relief management

II. Operation Procedure

Phase I: Preparedness (before disaster)


1. Regular meeting of the BDRRMC
2. Participation of BDRRMC rescuers on refresher course and trainings on basic search and
rescue
3. Symposia, emergency drills and information dissemination about storm surge and flooding
4. Maintenance of the existing evacuation center/Barangay Multi-purpose Hall
5. Maintenance of rescue equipment, stockpile of relief goods and medicines
6. Improvement of early warning signs of the barangay
7. Tree/mangrove planting activity along the coastline
8. Improvement of drainage system through concreting of canals
9. Flood and Safety Drill of the residents

Phase II: Response (disaster period)


1. BDRRMC duty in times of impeding disasters
2. Warning and signaling to the residents about incoming typhoon, raising the water level on river
and sea
3. Rescue and evacuation of affected residents

CHAPTER IV. PROCEDURES FOR FEEDBACK,


UPGRADING AND FUTURE ACTION

 The BDRRM, with the participation of the residents, shall formulate the Diasater Plan and
Contingency plan of the barangay.

 A copy of contingency plan shall be furnished to the LGU-Ibajay through the Municipal Mayor and
the Sangguniang Bayan for their guidance and reference.

 The BDRRMC shall be in-charge of upgrading and revising the plan.

 The plan shall be disseminated to the residents through for a, symposia, education
campaigns/posters and the like.
