1 Introduction
1.1 Scope
The purpose of the whole HSE plan preparation is listed as follows:

 Identification of the environmental aspects and associated impacts of its activities


& services
 Identification of the occupational health and safety hazards and associated risks
of its activities & services
 Evaluation of impacts for determination of significant environmental aspects
 Evaluation of risks for determination of not acceptable occupational health and
safety risks To document the above mentioned impacts, aspects, risks and
hazards
 To keep the information up-to-date
 To consider the significant environmental aspects and occupational health and
safety risks, in the designed and implemented Integrated HSE Management
System

2.2 Entry Criteria


 Commencement of a Project / Office

2.3 Activities
 PIC, in consultation with the Site/Officer/HSE, shall define objective, purpose and scope of
the HSE plan for the project and Regional Site/Officer/HSE shall review and approve the
HSE plan. If contractually required, the HSE plan shall be submitted to Client also.

Annexure 01 Sample HSE Plan

 HSE plan shall designate roles and responsibilities to all concerned individuals at site with
respect to HSE policy

 PIC, in consultation with the Site/Officer/HSE, shall draft sub-contractor’s guidelines as per
QHSE policy

 HSE plan shall in details list down all the activities at the site as per the scope of work

 HSE plan shall identify all the aspects/impacts related to environment and hazards / risks
pertaining to OHS as per AFCONS-O-2.2/19-47

 PIC shall form an on-site HSE committee as per Section 38 of BOCW ACT 1996, for
effective implementation and monitoring of HSE plan

 PIC, in consultation with the Site/Officer/HSE, identify the training needs and impart
trainings pertaining to effective HSEMS implementation

 PIC, in consultation with the Site/Officer/HSE, shall identify site related OCPs and
Implement and monitor the same

 PIC, in consultation with the Site/Officer/HSE, shall draft labour welfare guidelines, EPAP
and address conditions requiring special attention

 PIC and Site/Officer/HSE shall ensure that the work cannot be commenced until and
unless an issued work stoppage notification is closed by submitting / fulfilling the HSE
requirements as per the notification.
