1.0 SCOPE OF WORK

This work comprises the supply of equipment, labour and materials for the execution of the
Ground Improvement Works by Prefabricated Vertical Drain (PVD) method in accordance
with the Technical Specification and details shown in the Drawings.

2.0 REFERENCES

The scope of work is carried out in accordance to the following:-

3.0 MATERIAL

All prefabricated vertical drains shall be of newly manufactured materials from an approved
manufacturer and consist of a polymer core enclosed within an external non-woven filter jacket,
and shall comply with the requirements as indicated in Table 31.3, 31.4, and 31.5.

The fabricated vertical drain shall be resistant against rotting, mildew, bacterial action, insect,
salts, acids, alkalis, solvent and other constituents in ground water. The filter jacket shall be
capable of resisting all bending, puncturing and tensioning subjected during installation and
design life of the drain.

The core shall be made of continuous plastic material fabricated to facilitate drainage along the
axis of the axis of the vertical drain. The core shall be a profiled strip with or without perforation or
a profiled mat with an open or closed structure.

4.0 PLANT AND MACHINERY

The typical plant and machinery involved in prefabricated vertical drain works:

6.0 CONSTRUCTION PROCEDURE

6.1 Pre – Construction

a) The vertical drain materials shall be labeled or tagged for sample identification and
other quality control purposes. Each roll shall be identified by the manufacturer by lot
number, individual roll number, date of manufacture, manufacturer and product
identification of the jacket and core.

c) During transportation and storage, the drain shall be wrapped in heavy paper, burlap
or similar heavy duty protection covering. The drain shall be protected from sunlight,
mud, dirt, dust, debris and other detrimental substances during transport and on site
storage.
d)
e) All materials which are damaged during transportation, handling or storage and do
not meet the minimum requirements of the vertical drain specifications shall be
rejected by the Project Management Consultant (PMC).

6.2 Setting Out

a) Prior to commencement of work, the survey team to ensure the equipment has been
calibrated and is within the validity period.
b) Setting out shall be carried of based on reference points on site by licensed surveyor
as shown in the Drawings.

6.3 Quality Control and Testing

a) The Contractor shall indicate the proposed source of the materials prior to delivery to
site. The Contractor shall also submit samples and Manufacturer's certificates to
verify the physical, mechanical and hydraulic properties of the drain to be used for
the Project Management Consultant (PMC) approval.

b) Prior to installation and at the discretion of the Project Management Consultant


(PMC), an individual test sample shall be cut from at least one roll selected at
random to represent each batch or every 100,000 meters, whichever is lesser.
Individual sample shall be not less than 3 meters in length and shall be full width.
Samples submitted for tests shall indicate the linear meter of drain and
manufacturer's identifications represented by the sample.

c) If any individual sample randomly selected fails to meet the specification, then that
roll shall be rejected and two additional samples shall be taken at random from two
other rolls representing the same batch on 100,000 meters. If either of these two
additional samples fails to comply with the specification, then the entire batch of
vertical drains represented by the samples shall be rejected.

6.4 Construction / Installation

6.4.1 Equipments
a) Prefabricated Vertical Drain (PVD) shall be installed with approved modern
equipment which will cause a minimum disturbance to the subsoil during the
installation operation at maintaining the mandrel in a vertical position.

b) PVD shall be installed using a mandrel or sleeve.

c) The mandrel or sleeve shall be provided with an anchor plate at the bottom to
prevent the soil from entering the bottom of the mandrel during installation.

6.4.2 Trial Drain

a) Contractor will be required to install two trial drains of approximately 16 linear meters at
locations designated by the Project Management Consultant (PMC).

b) The method or equipment used to install the trial drains shall not constitute, necessarily,
acceptance of the method for the remainder of the project. If, at any time, the Project
Management Consultant (PMC) considers that the method of installation does not
produce satisfactory PVD, the Contractor shall alter his method and/or equipment as
necessary to comply with these specifications at own cost

6.4.3 Installation Procedures

a) Prefabricated Vertical Drain (PVD) shall be located, numbered and pegged out by the
Contractor by using a baseline and benchmark indicated by the Project Management
Consultant (PMC).

b) The as-built location of the PVD shall not vary by more than 150mm from the plan
locations designated on the drawing.

c) PVD that are more than 150mm from design plan location or are damaged or improperly
install, will be rejected and abandoned in place. A replacement PVD point shall be
installed.

d) PVD shall be installed from the working surface to the depth shown on the drawings, or to
such depth as directed by the depth of the Project Management Consultant (PMC).

e) During installation, the Contractor shall provide the Project Management Consultant
(PMC) with suitable means of determining the depth of the advancing drain at any given
time and the length of drain installed at each location.

f) The Contractor shall supply to the Project Management Consultant (PMC) at the end of
each working day a summary of the PVD installed that day. The summary shall include
drain type, locations and length (to nearest 50mm) of PVD installed at each location.

g) Equipment for installation PVD shall be plumbed prior to installing each drain and shall
not deviate from the vertical by more than 1 in 50 during installation of drains.

h) PVD shall be installed using a continuous push using static weight or vibration.

i) Installation techniques using driving will not be permitted. Jetting techniques will be
permitted only after receiving written approval from the Project Management Consultant
(PMC).
j) The installation shall be performed, without any damage to the drain during advancement
or retraction of the mandrel. Alternate raising or lowering of the mandrel during
advancement will not be permitted. Rising of the mandrel will only be permitted after
completion of a drain installation.

k) The mandrel penetration rate should be between 150mm and 600mm per second.

l) The completed PVD shall be cut off neatly 300mm above the working grade, or as
otherwise specified on the contract drawings.

m) The contractor shall observe all precaution necessary for the protection of any field
instrument devices.

6.4.4 Pre Augering / Obstruction

a) The Contractor shall be responsible for penetrating any overlying material as necessary to
install the drains.

b) Where obstructions are encountered below the working surface which cannot be
penetrated by the installation equipment, the Contractor shall complete the drain from the
elevation of the working surface to the obstruction and notify the Contractor.

c) The Contractor shall attempt to install a new drain within 600mm horizontally from the
obstructed drain. A maximum of two attempts shall be made as directed by the Project
Management Consultant (PMC).

d) If the drain still cannot be installed to the design tip elevation, the drain location shall be
abandoned and the installation equipment shall be moved to the next location, or other
action shall be taken as directed by the Project Management Consultant (PMC).

e) The Contractor shall be responsible for penetrating overlying fill material as necessary to
satisfactory install the PVD. Satisfactory installation may require clearing obstructions
defined as any man-made or natural object or strata that prevent the proper insertion of
the mandrel and installation of the PVD.

f) The Contractor may use augering, spudding, or other approved methods to loosen the
soil and any obstruction material prior to the installation of PVD.

g) The obstruction clearance procedure is subjected to the approval of the Project


Management Consultant (PMC); however, such approval shall not relieve the Contractor
of his responsibility to clear obstructions in accordance with the specification.

h) If augering is the selected method, the augers shall have a minimum outside diameter
equal to the largest horizontal dimension of the mandrel, shoes or anchor, whichever is
greater.
6.4.5 Splicing

a) Splicing of PVD drain material shall be done by stapling in a workmanlike manner and so
as to ensure structural and hydraulic continuity of the drain.

b) At the splice, the upper portion of the jacket shall be external to the lower portion.

c) A maximum of 1 splice per drain installed will be permitted without specific permission
from Project Management Consultant (PMC).

d) The jacket and core shall be overlapped a minimum of 150mm at any splice.

7.0 SAFETY REQUIREMENT

7.1 Risk Assessment

8.0 ENVIRONMENTAL REQUIREMENT

8.1 Environmental Impact Assessment

The identified significant environmental impacts in associated with the above mentioned
activities not limited to the following, if inadequate mitigations are taken.

 Noise emission from the machine


 Minimum of siltation problem during auguring process
 Construction waste especially PVD drain materials may lead to fire hazard
 Contamination of water quality due to spillage of diesel, used oil, hydraulic
oil etc.
 Contamination of soil due to oil leakage from the machinery, etc.

8.2 Environmental Contractor Requirement

The contractor shall comply with the requirements stated in the EIA and DOE approval
condition. The effectiveness of the mitigation measures adopted and implemented at the
site shall be in lined with the Environmental Management Plan in minimizing the impacts
generated from the above activities. The mitigation measures are not limited to the
following:

a) Traffic Control

 Maintenance of machinery and truck shall be carried at a proper machinery


maintenance yard to avoid any spillage of oil.
 Flagmen to be stationed to direct and control traffic at the access turn off
junction especially from a busy road. Flagmen to be visible, conspicuous,
wearing reflective and must be attentive.
 Large, clear and reflective traffic signs to be put up at an appropriate distance
along the transportation route to warn road users.
 Barriers or markers i.e. jersey barriers, cone, reflective string, etc. to be
placed at appropriate distance to warn road users.
 Heavy vehicles or vehicles carrying overloaded item to be escorted and
driven slowly to avoid loss of control.
 Materials overloading not to be allowed to avoid spillage and loss control of
vehicle.
 Load being transported to be covered (with tarpaulin) when plying on public
road.

b) Water Quality

 Sediment retention basin (with silt controls) to be constructed at waterways to


filter silt content out of the water. The location should be down gradient of the
working area. The silt concentration not to exceed 100mg/L upon discharge.
 Excess or used fuel, oil, grease, lubricant and fluid to be stored in leak-proof
closed drums to avoid contamination of soil and water. They are to be
recycled or disposed at approved sites in an acceptable manner.

 Clearing and earthwork should be preferably be carried out in phases to
minimize erosion and siltation.
 Landscaping and re-vegetation through hydro-seeding /coconut matting
processes to be carried out immediately after earthwork.
 Immediate and temporary surface protection measures (i.e. plastic sheeting)
to be implemented while permanent measures such as turfing, retaining wall,
etc. are being constructed.
 Sediment retention pond(s) must be constructed if necessary at strategic
down gradient points to temporarily retain and slowly release the run-off water
while allowing sediment to settle in the basin. The specifications, designs and
efficiency of the silt traps and sediment retention pond(s) must be constructed
at strategic down gradient points to temporarily retain and slowly release the
run-off water while allowing sediment to settle in the basin. The specifications,
designs and efficiency of the silt traps (controls) and sediment shall follow
specified standards such as Urban Drainage Design Standards and
Procedures for peninsular Malaysia, Drainage and Irrigation Division, Ministry
of Agriculture (1975). Retention time shall be long enough to ensure that the
silt content upon discharge shall not exceed 100mg/L.
 The sediment retention basin(s), silt controls(s) and perimeter drains to be
maintained and cleaned out of its silt. A well-maintained trap is able to
remove 70% of all particles regardless of its effective diameter even during a
heavy rainstorm.

c) Dust and Spillage Control

 Spillage (of materials, fuel, etc.) on the public road to be promptly cleaned.
 Dirt on road and tracks to be regularly sprayed with water.

d) Noise & Vibration Control


 Regular inspection and maintenance of machineries and vehicle to be carried
out to ensure that the exhaust and noise emission & vibration level comply
with the regulations and standard.
 To provide ear plug to the operator for noise mitigation measure if require.

e) Construction Waste Control

i. Biomass Disposal

 Any act of open burning (of biomass, construction waste, etc.) will be in
violation of the current environmental legislations. Alternative methods of
biomass disposal i.e. sell-offs (as timber, furniture making material or
firewood), mulching, composting, or left to rot on site must be considered.
Construction and vehicular waste should be reused, recycled or disposed
appropriately at approved site.
 Suitable earth material to be used as fills. The excess or unsuitable earth and
construction debris must be disposed at approved site.
 Construction and vehicular waste to be properly stored, preferably at a
centralized location and disposed at approved sites or through an appropriate
method to prevent physical obstruction to movement.

ii. Garbage, Sullage and Sanitary Wastes


 Garbage, sullage and sanitary waste (excreta) to be disposed appropriately.
 Garbage pit and toilet must be constructed and located some distance away
from the nearest waterways or water bodies (i.e. 100m) to allow for adequate
ground-leaching distance. They must be filled and capped upon
abandonment of the campsite.
 Sullage to be properly drained into pit to avoid stagnant water, foul odor, etc.
and to allow for adequate ground leaching.
