1. PURPOSE
This procedure describes the installation and installation inspection activities of the
mechanical and chemical anchors in the concrete structures.

2. DOMAIN
This procedure applies to installation of the mechanical and chemical anchors in the
concrete structures of the industrial, nuclear installations and other areas, achieved by S.C.
ELCOMEX I.E.A. S.A.

3. TERMS, DEFINITIONS AND ABBREVIATIONS


All definitions and abbreviations are as per chapter. 3 of MMI-01 - Integrated Management
Manual of SC ELCOMEX IEA SA Cernavodă - the latest revision.

5. RESPONSIBILITIES
Position / Competence
5.1. Site Supervizor
5.1.1. Shall ensure that the works will be performed with corresponding tools and devices as well as
with measurement devices with metrological visa.
5.1.2. Shall ensure that the works will be performed by qualified and licensed personnel.
5.1.3. Ensures distribution of the present procedure at all subordinate operational entity and verifies its
implementation.
5.1.4. Ensure that Health and Safety Plan is implemented.
5.2. Area Supervisor
5.2.1. Ensures that the preliminary conditions to start the work are accomplished.
5.2.2. Ensures that the installation works are performed according to design and observing present
procedure provisions.
5.2.3. Ensures the work performing only with trained, qualified and authorized personnel as necessary

5.2.4. Is responsible to use only authorized equipment, accredited and tested tools and devices.
5.2.5. Is responsible to use only the materials specified by design.
5.2.6. Is responsible to instruct all subordinated personnel with the provisions of present procedure.
5.2.7. Is responsible for the good evolution of the works from technical viewpoint, organizationally, of
health and safety work, of fire protection and of the environment protection.
5.2.8. Confirms the quality of the work in the related quality records.
5.2.9. Notify CTC Department before starting the works and the activities marked with H or W in
specific ITP. Cooperates with CTC Department during whole duration of the works.
5.3 QC Responsible for work
5.3.1. Controls the installation works according to design, present procedure and specific ITP/Quality
Plan.
5.3.2. Confirms the quality of the work by signing, dating and stamping the related quality records.
5.3.3. Uses only tools and control devices with valid metrological visa to control the works.

6. PROCEDURE
6.1 General Requirements
6.1.1 Prerequisites
All the people who perform installation and control of mechanical and chemical
anchors must be taught and familiarized with this procedures.
All installation anchors operators must be familiarized with the properties of the tools,
machines and devices to be used and understand the operational regulation and methods.
All the necessary tools, anchors and devices are available, inspected, calibrated in order to
perform the installation. Tools and devices are:
a) Drill Press;
b) Drill bit, Diamond Core bit;
c) Compressed air source or blow-out bulb;
d) Torque indicator wrenches;
e) Health and Safety Plan is Implemented.
6.1.2. All concrete mechanic/chemical anchors shall be installed in accordance with
manufactured specifications and recommendations and the requirements specified herein.
6.1.3 The locations where concrete mechanic/chemical anchors will be installed, and the
types and sizes of the anchors, shall be as specified by design and/or design modification
documents.
6.1.4 The minimum effective embedded (anchorage) length, spacing and edge distances
for concrete mechanic/chemical anchors shall be conform to design and manufacturers
specifications.
6.1.5 Welding on concrete mechanical anchors is not allowed, if longer bolts are required,
client approval is required.
6.1.6 After the anchors are installed, the sealing around the anchors and plates shall be
according to design.
6.1.7 For nuclear systems Installation it is not permitted to use plastic anchors.

6.2 Drilling of Holes in Concrete


6.2.1. 6.2.1 For all the above areas are encountered at the desired anchor location, a
request shall be submitted to client to provide necessary solution.
6.2.2 Holes for concrete mechanical/chemical anchors shall be located as shown on design
drawings unless such holes are found to interfere with reinforcing steel or other embedded items.
6.2.3 Holes for the anchors may be drilled through hardened grout or finish concrete, or
surface repaired concrete. Holes shall not be drilled through grout or concrete that has not
completely cured / hardened for the specified period (minimum curing period 28 day).

6.2.4 It is not allowed expansion anchors in finishing layers (Alorex or similary).
6.2.5 For all concrete mechanical/chemical anchors, holes in concrete shall be drilled with
quality carbide tipped solid bits, using a rotary or percussion type power drill.
6.2.6. Anchor hole shall be drilled as per manufacturer’s specification. The nominal drill size
for each size anchor shall be as recommended by the anchor manufacturer. Oversize drill bit is not
permitted.
6.2.7. The anchor shall not be more than 6° out of perpendicularity from the concrete
surface after installation. For angular deviation greater than 3°, square or rectangular beveled
sloping washers shall be placed between the attachment and the nut to maintain the bearing of the
nut at angular deviation of 3° but not greater than 6°.
6.2.8 The overall anchor length and the hole depth required shall be determined by the site
construction contractor such that at least the specified minimum effective embedded length and
bolt projection can be obtained, after tightening of that to the specified torque moment by the
manufactured.
6.2.9 When reinforcing steel rebar is encountered with the carbide bit, and it is approved by
the client to cut the rebar, a quality diamond core bit shall be used for cutting. After cutting the
rebar, the core bit shall be utilized to complete the hole. A mechanical anchor shall be installed
such that the wedging mechanism is set beyond the cut reinforcing bar.
6.2.10 Reinforcing steel shall be located with a detection device {reinforcing bar detector)
and compared with the anchor design locations for conflicts, prior to drilling holes in the concrete in
areas where cutting of bars are not allowed.
If a rebar in zone of one hole is detected, the hole position shall be changed, if it is possible, within
permitted tolerances by documentations/specifications.
6.2.11. Where the detection device is inconclusive for a precise rebar location, a sufficient
number of exploratory holes shall be drilled with a % inch drill bit to establish the reinforcing steel
pattern and any conflicts with the expansion anchor location.
6.2.12 All exploratory holes shall be filled with dry pack / client approved material.
6.2.13 Provisions shall be made to avoid damage to embedded conduits, pre-stressing ducts
or buried piping during any drilling operations.

6.3 Installation of Concrete Anchors


6.3.1 Drilled holes shall be cleaned using compressed air or delivery vessel prior to
installing anchors, according to manufactured installation instructions.
6.3.2 The minimum anchorage depth of the anchor shall be in concrete.
6.3.3 An anchor shall be installed such that the wedging mechanism is set beyond the cut
reinforcing bar (at least 1.5 times anchor diameter beyond the cut rebar).
6.3.4 Anchors shall be tightened to the torque values specified conformed to
manufacturer’s specifications, unless otherwise specified.
6.3.5 Tightening shall proceed systematically from the most rigid or inner part of the
connection to its free edges. During this operation, there shall be no rotating of the anchoring parts
except the nuts.
6.3.6 A calibrated torque wrench shall be used for tightening concrete mechanical /
chemical anchors.
6.3.7 When nuts of set anchors are loosened 6.3.7 or removed during installation of
attachments for testing, hammering or any other method shall not disturb the setting of anchors.
Torqueing to the test torque values specified shall retighten nuts.
6.3.8 As a minimum, the anchor-threaded portion shall engage the entire nut, 2- thread
projection beyond the nut, after anchor installation is completed.

6.3.9 When installing support/ equipment base plates on shims, 50% of torque value will be
applied to anchors. The remainder will be applied after grouting or injection material has cured and
only after the grouting injections and the used materials reached the strength as per specifications
or project.
6.3.10 Where the concrete surface is uneven the following criteria/procedures shall be
followed, unless otherwise provided by design:
a) Gaps between the mounting concrete surface and the anchor plates are
acceptable without shimming if width of gap along the length of the anchor plate
does not exceed the tolerances as per project or manufactured technical
specification.
b) For gaps not meeting the requirements as per project or manufactured
specification, the concrete surface shall be improved by grinding or bush
hammering or by grouting.
c) For floor mounting supports, the shims shall be flat or tapered and of the thickness
as required to fill the gap and must be located between anchors. The shims shall
extend into the gap as required but need not exceed dimensions of supporting
plate. All shims shall be made of the same material as the plate.
d) Inject the gap under the plate with client accepted material.
6.3.11 These criteria/procedures need not to be met when:
a) base plate assemblies are supporting rod-type hangers only;
b) two-anchor base plate assemblies are supporting electrical conduits;
c) four anchor base plate assemblies are indicated on the Design Drawing as S.N.R.
(Shimming not required).

6.4 Unacceptable Anchors Installation


6.4.1 Concrete failure: this shall include ail cracking or sapling of the concrete in the vicinity
of an area to install anchors.
a) Concrete shall be repaired in accordance with the project concrete repairing
procedure.
b) After the concrete has been repaired, the anchor hole may be drilled.
6.4.2 Unacceptable anchors: this shall include broken anchor, not used/abandoned
anchors or anchors that cannot be tightened to the installation torque.
a) The unacceptable anchor shall be shall be filled with approved material.
b) An unacceptable anchor can be replaced with a larger diameter anchor of the
same length, or an anchor of the same diameter with a minimum of 2-1/2 anchor
diameter longer than the original one only after client approval. However
replacement with different type anchor is not allowed. An unacceptable anchor
that cannot be removed without damaging the surrounding concrete may be
abandoned in the drilled hole. The abandoned anchors will be cut-off and driven
into the hole below the concrete surface.
c) The replacement anchor may be relocated at a minimum center-to-center distance
of '2d' from the abandoned anchor or an unfilled abandoned drilled hole. If more
than one abandoned anchor or unfilled holes are present and/or the minimum '2d'
distance requirements cannot be met, notify client representative before
proceeding.
d) If interference is detected between the reinforcing bars and the proposed hole
location, the individual hole within the base plate or the base plate itself can be
relocated. This kind of modification must be approved by the client. Client

Engineering Department will approved the changes as per specified by anchors
bolts manufactured specifications.
e) For plates, supports or other elements not fabricated, it is strongly recommended
that holes in those plates shall be drilled after the completion of the concrete
drilling to match the anchor location. If the anchor location has been relocated for
some rebar anchor interference reason, the holes in the plates shall be field drilled
to suite the new anchor location.

6.5 Acceptance Criteria


6.5.1 Anchors installation shall be accepted if the measurements situate within
manufacturers technical specifications.
6.5.2 If installed wrong identification of anchors or anchor holes are not used, proceed as
follows:
a) Cut and anchors grinding min. 2mm below the surface of the concrete;
b) The remaining holes are filled with materials approved by the beneficiary (aiorex,
Thiokol, etc.).

6.6 Installation Quality Confirmation


6.6.1 Installation quality confirmation of the mechanical/chemical anchors is perform by
QC Responsible for work which write and sign the check list forms Measurement Sheet for
Mechanical/Chemical Anchors Torque Moment code FORM-ELC-075.
