1.0 SCOPE OF WORK

The preparation of subgrade shall only be carried out after the completion of all specified
subsoil drainage works. It shall generally be carried out immediately before the laying of the
sub-ballast. This works shall generally comprise the finishing of formation in accordance with
the designed lines, levels and super-elevations.

2.0 REFERENCES

The scope of work is carried out in accordance to the following:-

3.0 MATERIAL

Subgrade material shall be inorganic soil, gravel, weathered or fragmented rock, or a mixture
of any of these materials, essentially free from vegetative and other organic matter and
expansive clay minerals.

6.0 CONSTRUCTION PROCEDURE

6.1 Preliminary Works

a) A stockpile area shall be identified for the dumping of the subgrade material, preferably
nearby to site.

b) All the materials should be approved prior to the delivery/stockpile by the PMC before
commencing of any work.

6.2 Subgrade on Embankment

a) This procedure will only be carried out if the existing level is below the designated sub-
grade level and soil replacement is needed.

b) 300 mm thick (loose) of a suitable backfill material is placed for the first layer from the
stockpile area / borrow pit by using tipper truck and will be spreader with back pusher.

c) After leaving to the required level and gradient, proper compaction shall be carried out to
achieve the least 250 mm compacted thick and 95% maximum dry density (MDD)
compaction and California bearing ratio(CBR) not less than 5% as specify in the
technical specifications.

d) Field density test (FDT) is carried out for each layer of earth continuously compacted in
order to determine percentage of compaction achieved.

e) The final layer of about 300 mm thick (loose) suitable material is placed and compacted
to achieve with total compacted thickness of about 600 mm thick of sub-grade layer.

f) The top 600 mm of the subgrade in embankment areas shall be compacted to achieve
the following:-

i. dry density not less than 95 % of the maximum dry density of the material
determined as per B.S. 1377 : Part 4 : 1990 clause 3.5 (4.5 kg rammer method).
ii. soaked CBR of not less than 5 % determined as per B.S. 1377 : Part 4 : 1990
clause 7

g) When preparation of sub-grade is completed, joint survey or dipping will be carried out to
confirm the finished sub-grade level for compliance.

6.3 Subgrade in Cutting

a) Excavator shall be deployed for trimming to approximately 50 mm above required level if


the existing level is above the designated subgrade level. The remaining portion to be
trimmed to level and grades within allowable tolerance by means of motor grader and
back pusher.

b) The water pumps need to be installed to discharge out water from excavated area to
ensure the surface was properly dry in advance of laying the sub-base material ( if
required).
c) After levelling to the required level and gradient, proper compaction shall be carried out
by a smooth-wheeled roller having a mass per metre width of roller between 4000 kg and
6000 kg such that the top 600 mm directly below the subgrade satisfies the compaction
criteria.

d) If the CBR criterion is not satisfied, the top 600 mm of material shall be removed and
replaced by an imported material in order to achieve CBR not less than 5 % determined
as B.S. 1377: Part 4: 1990 clause 7.

6.4 Subgrade in Rock Cutting

a) Prior to the subgrade preparation, rock cutting shall be excavated to the subgrade level
as indicated on the drawings and all loose materials shall be removed.

b) The subgrade shall be such so as to allow the free drainage of all stormwater and
groundwater into side ditches.

c) All depressions in the subgrade surface shall be filled with lean concrete or sub-ballast
material to obtain the desired cross-falls.

6.5 Maintenance of Subgrade

The finished subgrade shall be maintained in a smooth and compacted condition until the
rail-sub ballast / road sub-base, mat slab, blinding, pile caps, ground beams, floor, raft slab
in pits and the like is placed.

8.0 Environmental requirement

8.1 Environmental Impact Assessment

The identified significant environmental impacts in associated with the above


mentioned activities not limited to the following, if inadequate mitigations are taken.

 Siltation and sedimentation in watercourses


 Deterioration of river water quality due to pumping process
 Damming of water course and caused local flood
 Contamination of water quality such as diesel, used oil, hydraulic oil
 Dust emission from the moving of truck and stockpile area Soil contamination and
deterioration of ground water quality caused by leakage of oil

8.2 Environmental Contractor Requirement

The contractor shall comply with the requirements stated in the EIA and DOE approval
condition. The effectiveness of the mitigation measures adopted and implemented at
the site shall be in lined with the Environmental Management Plan in minimizing the
impacts generated from the above activities. The mitigation measures are not limited
to the following:

Traffic Control

 Maintenance of machinery and truck shall be carried at a proper machinery


maintenance yard to avoid any spillage of oil.
 Flagmen to be stationed to direct and control traffic at the access turn off junction
especially from a busy road. Flagmen to be visible, conspicuous, wearing
reflective and must be attentive.
 Large, clear and reflective traffic signs to be put up at an appropriate distance
along the transportation route to warn road users.
 Barriers or markers i.e. jersey barriers, cone, reflective string, etc. to be placed at
appropriate distance to warn road users.
 Heavy vehicles or vehicles carrying overloaded item to be escorted and driven
slowly to avoid loss of control.
 Materials overloading not to be allowed to avoid spillage and loss control of
vehicle.
 Load being transported to be covered (with tarpaulin) when plying on public road.

Water Quality

 Sediment retention basin (with silt controls) to be constructed at waterways to


filter silt content out of the water. The location should be down gradient of the
working area. The silt concentration not to exceed 100mg/L upon discharge.
 Excess or used fuel, oil, grease, lubricant and fluid to be stored in leak-proof
closed drums to avoid contamination of soil and water. They are to be recycled or
disposed at approved sites in an acceptable manner

 Clearing and earthwork should be preferably be carried out in phases to minimize
erosion and siltation.
 Landscaping and re-vegetation through hydro-seeding /coconut matting
processes to be carried out immediately after earthwork.
 Immediate and temporary surface protection measures (i.e. plastic sheeting) to
be implemented while permanent measures such as turfing, retaining wall, etc.
are being constructed.
 Sediment retention pond(s) must be constructed if necessary at strategic down
gradient points to temporarily retain and slowly release the run-off water while
allowing sediment to settle in the basin. The specifications, designs and efficiency
of the silt traps and sediment retention pond(s) must be constructed at strategic
down gradient points to temporarily retain and slowly release the run-off water
while allowing sediment to settle in the basin. The specifications, designs and
efficiency of the silt traps (controls) and sediment shall follow specified standards
such as Urban Drainage Design Standards and Procedures for peninsular
Malaysia, Drainage and Irrigation Division, Ministry of Agriculture (1975).
Retention time shall be long enough to ensure that the silt content upon
discharge shall not exceed 100mg/L.
 The sediment retention basin(s) , silt controls(s) and perimeter drains to be
maintained and cleaned out of its silt. A well-maintained trap is able to remove
70% of all particles regardless of its effective diameter even during a heavy
rainstorm.

Dust and Spillage Control

 Spillage (of materials, fuel, etc.) on the public road to be promptly cleaned.
 Dirt on road and tracks to be regularly sprayed with water.

Noise & Vibration Control

 Regular inspection and maintenance of machineries and vehicle to be carried out


toensure that the exhaust and noise emission & vibration level comply with the
regulations and standard
 To provide ear plug to the operator for noise mitigation measure if require

Construction Waste Control


Biomass Disposal

 Any act of open burning (of biomass, construction waste, etc.) will be in violation
of the current environmental legislations. Alternative methods of biomass disposal
i.e. sell-offs (as timber, furniture making material or firewood), mulching,
composting, or left to rot on site must be considered. Construction and vehicular
waste should be reused, recycled or disposed appropriately at approved site.
 Suitable earth material to be used as fills. The excess or unsuitable earth and
construction debris must be disposed at approved site.
 Construction and vehicular waste to be properly stored, preferably at a
centralized location and disposed at approved sites or through an appropriate
method to prevent physical obstruction to movement.

Garbage, Sullage and Sanitary Wastes

 Garbage, sullage and sanitary waste (excreta) to be disposed appropriately.


 Garbage pit and toilet must be constructed and located some distance away from
the nearest waterways or water bodies (i.e. 100m) to allow for adequate ground-
leaching distance. They must be filled and capped upon abandonment of the
campsite.
 Sullage to be properly drained into pit to avoid stagnant water, foul odor, etc. and
to allow for adequate ground leaching.
