ÖZET
1908 Jön Türk Devrimi, Türkiye’deki tarihyazımında çoğunlukla, Osmanlı Devleti’nin son
dönemindeki reform/ıslahat çabalarından biri, bir restorasyon girişimi ve/ya bürokrasi içi bir
mücadele olarak yorumlanmış ve gerek üniversite düzeyinde gerekse de üniversite
öncesindeki eğitim-öğretim süreçlerinde yeni nesillere bu şekilde aktarılmıştır. Ne var ki
ulusal ve uluslararası literatürde son 20-30 yıldır yaşanan güncel gelişmeler, Jön Türk
Devrimi’ne dair bu geleneksel kabullerin kökten bir biçimde sorgulanmasını artık zorunlu
kılmaktadır. Zira genelde devrimlere ve özelde de burjuva devrimlerine dair Türkiye’deki
tarihyazımında kabul gören kıstaslar, uluslararası literatürde çoktan aşılmış durumdadır ve
dahası, Jön Türk Devrimi’ne dair Türkiye’de yapılan son çalışmalar, Türkiye’nin yakın
tarihine ilişkin on yıllardır süregelen genel kabulleri ciddi ölçüde sarsmıştır. Asıl olarak
ikincil kaynaklardan beslenerek ulusal ve uluslararası literatürdeki güncel gelişmelere işaret
edilecek ve büyük oranda yöntemsel ve teorik bir tartışma olarak kurgulanacak olan bu
tebliğde, şu iki argüman öne sürülecektir: (I) Jön Türk Devrimi’nin tarihsel anlamını
çözümleme konusunda Türkiye’deki tarihyazımında hem burjuva devrimlerine dair hem de
Türkiye’de XX. yüzyıl başında yaşanan siyasal ve sosyal gelişmelere dair kabul gören
argümanlar, ampirik düzeyde oldukça hatalı ve eksikli; ayrıca yöntemsel düzeyde fazlasıyla
isabetsizdir. (II) Literatürdeki güncel gelişmeler eşliğinde Jön Türk Devrimi’ne dair revize
edilecek bir tarihyazımı, tarihsel sürekliliklerin yanında, -hatta belki de bundan daha fazla-
tarihsel kopuşlara vurgu yapmak durumundadır. Bu gerçekleştiğinde, Jön Türk Devrimi artık,
en az III. Selim’den beri devam eden reform/ıslahat sürecinin halkalarından biri olmaktan
çıkacak ve modernleşme paradigmasından kurtarılarak sosyal, iktisadi ve siyasi sonuçlarıyla
bir ‘devrim’ ya da nihai sıçramasını 1923 yılında gerçekleştirecek ‘bileşik bir devrim
sürecinin ilk halkası’ olarak okunmaya başlayacaktır.
ABSTRACT
In historiography in Turkey, 1908 Young Turk Revolution has been mostly interpreted as one
of the reform efforts in the last period of the Ottoman Empire, a restoration attempt and a
struggle within the bureaucracy. And both in the universities and in the pre-university
education processes in Turkey, it has been handed down to new generations with this
perception. However, the recent developments in the national and international literature in
the last few decades forces us to question these traditional assumptions about the Young Turk
Revolution. Because the criteria accepted in Turkish historiography regarding (bourgeois)
revolutions have long been surpassed in the international literature, and moreover, new
studies about the Young Turk Revolution in Turkey have seriously shaken the general
acceptances which lasts for decades about Turkey’s recent history. In this paper, which
pointing the recent developments in the national and international literature via secondary

sources mainly and largely structured as a methodological and theoretical discussion, these
two arguments will be put forward: (I) In terms of analyzing the historical meaning of the
Young Turk Revolution, arguments about the political and social developments at the
beginning of the 20th century in Turkey and the arguments about the bourgeois revolutions in
the Turkish historiography are quite flawed and deficient at the empirical level; and it is
extremely inaccurate on a methodological level. (II) A historiography of the Young Turk
Revolution to be revised in the lights of recent developments in the literature has to emphasize
historical breaks as well as (perhaps even more than) historical continuities. When this
happens, the Young Turk Revolution will no longer be one of the rings of the reform process
that has been going on since Selim III at least, and will be released from the modernization
paradigm; and with its social, economic and political consequences, it will begin to be read as
a ‘revolution’ or as ‘the first ring of a combined revolutionary process’ that will take its final
leap in 1923.
