This is to certify that we, M/s. ‘Nouri Alwan Marine Surveyors & Consultancy’, acting upon
instructions received from M/s. ‘Mutual Marine Services Al Mushtaraka’ on behalf of UK P&I
Club, the undersigned surveyors attend on board the MV KIRWAN’ at berth no. 17, Umm Qasr
port between 23rd February 2023 and 05th March 2023, in order to conduct initial and final draft
survey and outturn control (Tally) survey to ascertain the quantity of cargo discharged from the
vessel at Umm Qasr, Iraq and discharge supervision for consignment of bagged rice.

Ship Description
The M.V ‘KIRWAN’ (IMO: 9487225& MMSI: 538008669) was seen to be an all-welded steel
constructed geared bulk, having bulbous bow, raised forecastle deck and transom stern. The vessel
has 5 cargo holds served with hydraulically operated high stowed folding type double skinned
hatch covers, all situated forward of the accommodation, engine and navigation spaces. The vessel
is fitted with 4 deck cranes of SWL 35 MT each, situated at the centre-line of the vessel.

- The vessel had loaded consignment of 1,608,000 bags (40,328.640 MT Gross Weight and
42,200.000 MT Net Weight) of Thailand White Long Well Milled Rice in bags from KO SI
CHANG Port, Thailand with an intention to discharge at Umm Qasr Port, Iraq.
- All holds were reportedly inspected by Bureau Veritas, prior to commencement of loading.
Holds were mentioned to be in apparent good order, dry, clean, sound, and free from foreign
materials and ready to load the intended cargo. The cargo was loaded in her all cargo hold
nos. 1, 2, 3, 4 and 5.
- As per Master’s advice, any Letter of Protest was not lodged by the vessel at load port.
- We were informed that any adverse weather was neither experienced nor any water was
ingress through the hatches during the sea passage to the destination. There is no mechanical
cargo ventilation fitted. Ballast tanks were loaded with about 342.000 MT from sea during
the sea passage.
- All holds were secured during the voyage. Vessel arrived Umm Qasr anchorage area at 0700
hrs. on 19th FEB 2023.

- Vessel berthed at Berth no. 17, Umm Qasr Port at 0224 hrs on 23 FEB 2023 and surveyor met
the Master and the Chief Officer and discussed the scope of our work.
- Safety procedures have been discussed with the Master and stevedores, in order to minimize
the damage or to avoid any spillage of the torn bags and shortage whilst discharging, if any.
Stevedores and foremen were advised to avoid rough handling.
Below are the recommendations which were passed to the Master, Chief Officer and to the
Stevedores.
Cargo Condition
- The ship reports indicate that at the point of Origin and during the loading process the cargo was
found to be in apparent good condition.
- During visual inspection the bags were found to be in apparent good condition
- Kraft paper had been used and spread inside the holds.
- All bags were seen to be clean, dry, undamaged, properly sewn and with a production
JAN 2023.
- Holds had been well secured during the voyage and any evidence of water ingress to the
cargo holds was not noted during our inspection at the destination port.
The discharging operation were commenced at 0555 hrs on 23rd Feb 2023 and was completed at
0350 hrs on 05th March 2023. Details of discharged quantity are as follows:

Due to stevedore’s poor handling, a large number of bags discharged in torn condition.
On our investigation, many torn bags were spread on deck and Jetty without proper organization
and collection for re-bagging. The surveyor observed improper handling as per the notes below.
A total of 665 torn bags were collected for re-bagging process, out of which, a number
of 452 bags we re-bagged and discharged as sound cargo, the remaining quantities of
rice were spilled out. Hence the cargo in 213 bags were lost.
Due to the negligence of crane operator, the cargo nets slammed / hit into the hatch
coaming and/or truck sides, resulting in 19 bags being fallen into sea or torn.
The re-bagging operation was carried out only for the cargo on deck, bags torn inside
hatches or jetty were not re-bagged.
Under normal circumstances at Umm Qasr, the incentive for the stevedores is always to
complete discharge as soon as possible, resulting in excessive damages to bags.

The total torn bags and fallen into sea during discharge operation due to mishandling by stevedore.
Details are follows:
Stevedore re-bagged 452 bags from the torn bags above, the different between re-bag and torn
bags was 213 bags, rejected of lost cargo 0 bags total lost in considering bags that fallen into sea
was 19 bags

“Remarks: Our tally accounted the torn bags alongside only, the torn bags happened Inside the holds is
not accounted because of as per usual practice all the spilled cargo from torn bags inside holds collected
in jumbo bags and weighed.”
Draught Survey
- Subsequent to completion of discharge operation, the undersigned surveyor jointly with the
Chief Officer of the subject vessel checked all the ballast tanks, obtained relevant draught
readings and calculated the quantity of the cargo discharged from the vessel.
- The Commencement of initial draught survey for the subject vessel was at 0320 hrs. on 23rd
FEB 2023 and was completed at 0450 hrs. on the same day.
- The Commencement of final draught survey for the subject vessel was at 0350 hrs. on 05th
MAR 2023 and was completed at 0530 hrs. on the same day.

Conclusion
Discharging completed indicating a final figure as per the shore scale of 40,261.320T, not
included the sweepings cargo 19 MT (this 19mt not weighed by shore scale, only estimated
visually) (different between torn bags and re-bags).
Final Quantity Discharge as per draft survey, 40,325.595 MT, which included 19 MT
sweepings remaining on board, cargo less as per draught survey is – 3.045 MT
The vessel holds were unsealed sealed and opened by receiver.
Documents were signed at 0530 hrs. on 05th March 2023.
The vessel sailed from Umm Qasr 1600 hrs. on 05th March 2023.
