Sanitation Safety Plan

According to the Environmental Clearance certificate provided to the Sakhipur FSTP plant, the
conditions stated are:
• This certificate is only applicable for the implementation and directive for the preparation
of organic fertilizers by composting municipal organic waste.
• All mandates as per Bangladesh Environment Conservation Act, 1995 (Amended 2010)
and Environment Conservation Rules, 1997 (Amended 2002) must be abided.
• Factories must be equipped with fire safety facilities at all times.
• The liquid byproducts must not be directly discharged in the environment at any cost.
• The byproducts generated in factories must be disposed according to environmental
regulations.
• The production of noise and discharge of gaseous pollutants in the factory should be
within the limits mentioned in the Noise Pollution (Control) Rules, 2006 and Environment
Conservation Rules, 1997.
• The activities in the factory must not cause soil, water, air and sound pollution.
• Using Personal Protection Equipment (i.e. nose-masks, helmets and boots) should be
made mandatory for all factory workers.
• The company must use mercury-free energy-saving bulbs, e.g. LED bulbs.
• The factory is not to be used for anything other than the production of organic fertilizers.
• Trees must be planted in suitable places in the vicinity of the factory.
• Usage of any kind of old-style electric bulbs, except the energy-saving bulbs, is not
allowed.
• To renovate/extend the existing infrastructure or to change the production procedure/
increase in production, permission must be taken from the Department of Environment.
• This clearance certificate is not allowed to be transferred from one owner to another under
any circumstances.
• This clearance certificate is awarded based on the information found and presented so
far. If any information is later proven to be incomplete, distorted, inaccurate or hidden, this
clearance certificate will be terminated.
• This clearance certificate validity period is 3 years from the certificate issue date and it
should be issued for renewal at least 30 days before being expired.
• A copy of the clearance certificate should be hanged in the factory where it can be easily
visible and all kinds of assistance must be offered to the inspectors from the Department
of Environment at the time of inspection.
• The instructions from the deputy director under the Bangladesh Environment
Conservation Act, 1995 and Environment Conservation Rule, 1997 must be adequately
followed with the objectives of environmental conservation, environmental quality
improvement, and environmental pollution control and alleviation.
• Any violation of this agreement shall result in the termination of the clearance certificate.
