TERMS OF REFERENCE FOR SERVICE CONTRACTING

Assignment Rehabilitation and Construction works in three Schools,


Mafraq

Location Um Al Jmal, North West Badeya, Mafraq Governorate,


Jordan.
Total contract duration 1 month

Reporting to WASH Section - UNICEF Jordan

1. OBJECTIVE AND TARGETS

A. Project Objective

WASH in Schools (WinS) is globally recognized as a key intervention to promote children’s


right to health and clean environment and to influence a generational change in health
promotion behavior and attitudes. Improvement of WinS leads to better health and learning
performance of students by reducing the incidence of water and sanitation-related diseases.
In 2016, a joint steering group was set up between UNICEF Jordan and the Ministry of
Education, advised by a Technical Sub-Working Group for WASH in Schools comprising key
development partners and NGOs, co¬ordinated the development process for the WinS
National Standards; much needed addition to the Jordanian WASH policy context and will
contribute to increased awareness and action for addressing the crucial challenges to WASH
in Schools in Jordan.
The National Standards provide guidance and outline important criteria for six service
domains of WASH in Schools: Water, Sanitation, Hygiene practices, Menstrual Hygiene
Management, Operation and Maintenance and Environment aiming at strengthening the
Ministry’s role in coordinating and aligning governmental efforts as well as those of
development partners and NGOs working in the sector. The standards were endorsed by the
government in December 2017 and have since provided a Jordanian WASH policy context and
contributed to increased awareness and action for addressing the crucial challenges to WASH
in Schools in Jordan. The development and endorsement of the standards is a major milestone
in filling the crucial gap in the policies of the Government of Jordan relating to WASH in
schools.

The objective of this project to bring those schools up to the standards specified in the
National Wash in Schools Standards.

2. SCOPE OF THE WORK (WORK ASSIGNMENT)

The works are divided over three lots, a lot per school.

Lot1. Saedeyya School:


- The contractor shall construct a new 5-latrins WASH block unit.
- The Contractor shall rehabilitate an existing 4-latrines WASH block unit.
- The contractor shall construct a kindergarten latrine inside the kindergarten room.

Lot2. Amra wa Ameera School:


- The contractor shall rehabilitate an existing 4-latrines WASH block unit.
- The contractor shall construct a playground area as per the specification specified in
the BoQ.

Lot.3. Al Rahmat School:


- The contractor shall construct boundary bricks wall around the school premises as per
the BoQ.
- The contractor shall supply and install 1 prefabricated unit as per the specification in
the BoQ.

Technical Drawings for all works will be provided by the department of education in Um
Jmal. Bidders are requested to contact Um Jmal Municipality and the Department of
Education there to request the technical drawings.

3. EXPECTED DELIVERABLES

Lot1. Saedeyya School


1. Construction of new WASH block unit of 5 latrines, hand wash basins and drinking
water tap stands, including all finishing works according to the specifications of the
Ministry of Education.
2. Rehabilitation of an existing WASH block unit, including water, sanitation and
electrical fixtures. As per the specifications of the Ministry of Education.
3. Construction of kindergarten Latrine inside the kindergarten classroom.

Lot2. Amra wa Ameera School


1. Rehabilitation of an existing WASH block unit, including water, sanitation and
electrical fixtures. As per the specifications of the Ministry of Education.
2. Construction of a playground area including the supply and installation of playing
equipment.
3. Supplying and installing school desks as per the specification in the BoQ.

1. Construction of a boundary bricks wall surrounding the school as per the specifications
in the BoQ.
2. Supplying and installation of a prefabricated unit with all related required works as
per the BoQ.

4. DESIRED QUALIFICATIONS, SPECIALIZED KNOWLEDGE OR EXPERIENCE


The Contractor should be a registered classified contractor general contracting or buildings
and construction with a minimum experience of 5 years. Minimum eligible classification is
Grade 5.

5. INSTRUCTION TO BIDDERS
Specific and particular conditions
a) The maximum value of sub-contracting is 10% of the contract value.
b) Technical Drawings for all works will be provided by the department of education in
Um Jmal. Bidders are requested to contact Um Jmal Municipality and the Department
of Education there to request the technical drawings.
