1 Introduction
The project is located in KPTS south of Karachi Pakistan at the KE grid station. This method statement has
been developed to comply with client’s requirements and will serve as technical guidelines to the execution
of works related to external paint activity. This method statement will serve for KPTS.
The Method Statement for Paint work ensures that all works executed at the project site are covered by a
Safe System of Work. This is the best way to demonstrate that the risk associated has been carefully
considered and appropriate controls have been implemented.
2 Scope
As per contract of 900 MW BQPS-III Combined Cycle Plant and associated Transmission Projects,
KPTS Construction works will be done at KPTS Ibrahim Haidri Karachi. This specification covers
the minimum requirements for A-type ladder, Crane with Man basket Operation. Man-basket will be
utilizing to paint columns of boundary wall, exterior side of building, Fire walls and etc. to be applied
at KPTS. The scope includes repair of cracks including primer only on repaired part and then all other
external will be done with only one coat weather shield coat, rest all the external paint work will be
only one coat weather shield.

Site Inspection
5.2 Detailed procedures of Paint work using Crane with man Basket
Inspection
Inspection of A-type ladder, folding platform, Crane, Man basket & Rigging accessories
Upon receiving man basket, all parts of man basket must be in good condition.
Any defects found during inspections which create a safety hazard shall be corrected before utiliz-
ing.
Will Check valid inspection sticker.
Slings and shackle in good condition and properly marked with their safe working loads.
Man, baskets shall have a safe working capacity based on a minimum design safety factor of 5:1.
Crane hook safety latch working properly.

Workers will keep all part of the body inside the man basket during hoisting and lowering opera-
tions.
Crane operator will slowly or gradually hoist up the man basket with no sudden movements of the
crane or derrick, or the man basket itself.
The load and boom hoist drum brakes, swing brakes, and locking devices will be engaged once the
man basket is in stationary working position.
Person involves on the activity must hook lanyard at all times to the man basket and or structure by
the use of proper fall arrest equipment.
Workers shall proceed on their activity upon reaching on the position required. Upon completing
the activity, crane operator will slowly lower the man basket until man basket reaches on the
ground.
Repair of crack and paint
Initially cracks will be repaired by removing the cracked part plaster only and then repaired.
Repairing and proper finishing will be done.
Primer and 2 coat will be applied only on the repaired part, rest all area will be done with only one
coat weather shield paint.
6 Emergency Procedure
ERP shall be present at site.
List of site key persons including first Aider will be posted in the working area.
Emergency contact number will be posted in the working area

Manages day-to-day operational aspects of a project.
Effectively applies our methodology and enforces project standards.
Responsible for looking after all quality assurance / quality control functions.
Visit site and monitor site activities as per schedule.
Deal with client representative regarding daily observations & requirements of site.
Monitor & manage the entire project in all aspects to continue smooth operations at site.
Ensure site safety rules and legal & other requirements are identified and implemented.
Ensure that all employees are provided with appropriate personal protective equipment and received
EHS induction, training, appropriate tools/equipment/machines to perform their task safely.
Site Engineer
Monitor all aspects of Quality Control relative to civil works during construction to ensure adherence
to the technical requirements.
Provide expertise to site team to avoid/resolve quality problems.
Determines project schedule by studying project plan and specifications; calculating time
requirements sequencing project elements.
Prepares project status reports by collecting, analyzing, and summarizing information and trends
recommending actions.
Routinely report job progress status.
Assist project manager in providing technical excellence and standards for the execution.
Maintains safe and clean working environment by enforcing procedures, rules, and regulations
Assist with proposals.
Routinely communicate with Client counterpart on project.
To read, understand and implement the Company Safety Policy and the arrangements described in
the Company and area Safety Management System documents.
Act as acting project manager in the absence of project manager.
Support Site EHS Officer to ensure that all activities are being performed in a safe manner.
EHS In Charge
To conduct site safety orientation of all staff, workers and visitors deputed/visited at site.
Inspection of Equipment/tools includes vehicles, hand and power tools, Fire extinguisher available at
site.

Tool box talk with contractor supervisors and workers regarding work specific hazards and their
control. Making sure of permits availability before commencing the task of each working day.
Proper of the area and sufficient sign posts are available at site.
Maintain a close co-ordination with the entire field HSE inspector.
Shall visit the site daily and spend at-least hours of his time on all ongoing site locations & shall
record his observations violations / non conformances.
Shall forward the noted observations / violations / non-conformance via daily site observation sheet
to the respective field HSE inspector deputed with an agreed date of closure.
Shall liaise with the reporting requirements of the client (if any)
Shall monitor the close out of any actions clients / reports / observation sheet generated by the client
in close co-ordination with the HSE manage
Shall verify & monitor that acceptable level of housekeeping is maintained at all times at the work
location.
Maintain, verify & monitor the conductance of tool box talk by respective field HSE inspector and
share its record daily with client.
Shall be discussing the highlighted reported HSE violations with PM subsequently initiating
appropriate action.
EHS Supervisor
Ensure their full time presence on site.
Identify record & close out the violations & non conformances on the site in co-ordination with the
HSE in charge.
Submit the daily observation sheet to the HSE in charge.
Conduct the daily housekeeping inspection of the site record it & submit the same to the HSE In-
charge.
Verify & maintain appropriate waste segregation a frequent waste dispose from site.
Discuss the activity based / specific risk assessment in a tool box talk with all the workers involved in
the activity & forward the same to the HSE in charge.
Inspect the site store area (if any) on the site & ensure the storage of material in safe manner in
liaison with the site store personnel.
Ensure PPE compliance on site.
Conduct the monthly inspection of the firefighting equipment on site record the same for submission
to HSE in charge.
Conduct the emergency evacuation drill / medical drill on monthly basis & record the same for
submission to HSE in charge.
Appropriate quantity of all applicable PPEs are available with sub-contractor and also ensure 100 %
of PPEs at site.
9 Permits
Permit to Work (PTW) is a key part of managing work activities that have inherently higher risks or
unique aspects that could lead to a higher level of risk than routine or daily work activities. It is

supported by other management policies, procedures, and processes to regulate all work activities and
manage risk. The purpose of this PTW document is to provide guidance in confirming:
Completion of all defined work activities, notation of the hazards involved, and precautions to be
taken prior to the execution of the work. Coordination of all activities to provide a safe working
environment for all personnel at the site.
Types of Permits
Hot Work Permit – A hot work permit is required for work involving the use of a flame or other
sources of ignition. Some examples include: Electrical welding and use of welding machine, Flame
cutting, grinding (producing sparks).
Cold Work Permit – A cold work permit is required for potentially hazardous work not covered by
other types of work permits. Some examples include Chemical cleaning or use of solvents, handling
of hazardous substances (e.g., toxic/corrosive chemicals, asbestos, etc.), use of resins, typically used
during blade repairs, Any painting activity, Heavy lifts (refer to Crane/Lifting procedure for
definition), Erecting or dismantling scaffolds, Any non-routine and potentially hazardous activity,
Any activity requiring specific control measures to confirm safety.

license what so ever is applicable..
