‫األمن القانوني هو مثرة احلكمة يف‬

‫صناعة القانون‪ .‬وإذا كان لألمن‬

‫القانوني أهمية بالغة يف خمتلف فروع‬

‫القانون‪ ،‬إال أنه يتمتع يف القانون‬

‫واألساس‬ ‫األصل‬ ‫‪-‬ذو‬ ‫اإلداري‬

‫القضائي‪ -‬بأهمية استثنائية‪ .‬جييء‬

‫هذا الكتاب ليسلط الضوء على فكرة‬

‫األمن القانوني ويبحث مقوماتها يف القانون اإلداري وفق منهج حتليلي ومقارن‪ .‬فقد‬

‫خصص الباب األول منه لدراسة شاملة لفكرة األمن القانوني من حيث ضبط مفهومها‬

‫وبيان األهمية اليت تكتنفها يف عدة جماالت‪ ،‬ومن حيث مقتضيات جتسيدها العملي‪.‬‬

‫أما الباب الثاني‪ ،‬فتناول مقومات أمن املخاطبني بالقانون اإلداري سواء فيما تعلق‬

‫بنوعية أحكامه‪ ،‬أو بسريانها‪.‬‬
