1. Introduction

Pelita Dinamik Engineering Sdn. Bhd. is a contractor specializing in:


 Horizontal Directional Drilling (HDD)
 Underground Cable Laying (11kV to 33kV)

We provide reliable underground installations of pipes and conduits for a wide variety


of services, utilities, & cables.

We maintain plenty of quality equipment, in operation with proper maintenance and


support, including compact equipment for in-city work and heavy-duty pipelines and
multiple duct / pipe installations. 

HDD Installation involves four main steps:


1. Pre-site planning
2. Drilling and pilot hole
3. Expanding the pilot hole by reaming; and
4. Pull back of pre-fabricated pipe

Properly performed, this method of Trenchless Technology has zero settlement to the
ground surface, since there is no excavation displacement is used instead of
excavation.

2. Scope of Work

This method statement covers the method utilized to construct an underground cable
laying. This method statement will apply for the followings:

3. PROCESS OF CABLE LAYING

i. Mapping
In areas where the local authority enforces the requirement of utility
mapping as the pre-requisite for the cable route approval, then the
utility mapping contractor appointed by TNB shall be engaged. The
contractor is required to determine, locate and map all existing
underground utilities or services within the proposed cable routes. They
must also produce coordinated plans or utility mapping plans for
submission to local authority.

ii. Excavation/Road Cutting


Mark and removing parts from hard material to create a desired pattern
or shape. The area to be excavated will be clearly marked on the surface.
Excavation will be carried out with a JCB/Backhoe to the correct level
with the use of a rotating laser. The excavated material will be loaded
into a dumper taken and tipped away from the working area. Extra
excavation will be taken and filled sand or pipe bedding in the positions
of the area.
The trench excavation works consist of:
• Safety precaution of the site
• Removal of top surface
• Paved surfaces – street, roads, highways
and other paved carriageways
• Unpaved surfaces – Rural roads,
pedestrian walkways, road kerb, turf and
other unpaved areas
• Trenching and excavation of soil
• Reinforcing the trench strength with cable supports
and shoring the trench walls
• Handling of the excavated material

iii. Trial Hole

A series of small traversing cuts (perpendicular to the cable route) will


be done along the cable route at appropriate intervals to determine
exact location for trenching and to locate possible interference (i.e
other services) to avoid any damage to them during excavation and in
order to achieve the minimum clearance.
Normally before excavation of trial hole, utility tracing equipment is
used to detect presence of live cables or other utility installations.

iv. Cable Pulling


Where bends in conduits are encountered in a run, the cables shall
brocade with a cable pulling lubricant, to facilitate drawing in.
petroleum-based products are not acceptable. During installation
operations, cables must not be bent to a radius of less than12 times
the overall diameter of the cable. These conditions shall be strictly
adhered to, particularly where cables turn into road crossings,
conduit entry, etc.

Rollers must be used where cables are installed in an open trench using a
pulling rope and eye; cable rollers are to be used at frequent intervals to
support the cables and must never be more than 3 meters apart.

Care must be taken to ensure that the cable does not enter or leave the rollers
at an angle hat exceeds the bending radius of the cable. The rollers are to be
placed securely to prevent movement. Before driving any spikes to secure the
rollers, care must be taken to avoid other utilities' equipment, which may exist
below.

The pulling rope must be equipped with a swivel and be attached to the cable
by a stocking grip with pulling eye the cable shall by manually, before the pull
commences, to stop the winch from moving with subsequent uneven pulling of
the cable. The cable shall be drawn into the trench smoothly with a minimum of
stops and at an average speed of between 9-12 meters per minute, to avoid
irregular movement.

v. Cable Laying

The drum should be mounted on jacks, cable trailer or cable stands such that the
cable is preferably pulled from the top and always in the direction opposite to
that indicated by the arrow. lighter cables may be laid by mounting the cable drum
on its side on a truck-mounted turntable and laying the cable directly into the
trench. When pulling from large drums, i.e., over 2m in diameter, the cable
should be supported to prevent stressing the cable, from the drum to the trench
on a suitable ramp. Alternatively, cables can be rolled directly into a trench from
the drum mounted on an excavator moving along the trench.

To limit the chance of damage to the cable prior to removing the cable drum
battens, a check should be done to ensure that the drum-spindle is level and
permits even rotation of the drum. During pulling there is a tendency for cable
slack to accumulate on the drum, slack shall be avoided and one possible
method to achieve this is to limit drum rotation by using plank brake shoes against
one or both flanges of the drum. If the inner end of the cable on the drum end
protrudes through the side of the drum, then it should be watched during pulling to
ensure it is not damaged. it is advisable to tie a rope to the drum end, and pull
through any slack cable that appears.

vi. Backfilling/Resurface

Backfilling properly used cable slab and sand as per spec mentioned,
after that supply and resurface the existing road with a layer of
50mm thickness of premix, patching the hole/ damaged road also
include others related works as per Authority instruction and
satisfaction of client.

4. Roles & Responsibilities


Every employee is required to play his part in promoting accident prevention
commensurate with his area of responsibility. Therefore, all employees must
familiarize themselves with site safety regulation and comply with them at all times.

1. Project Manager
The Prime responsibility for site safety rests with him.

 He must be fully conversant with all safety requirements in the contract.


 Ensure that all supervisors are aware of and comply with the safety regulations
and accident prevention requirements.
 Institute a system of inspection and correction for potential hazards.
 Hold weekly supervisor’s meeting at which safety problems will be discussed.
 Discuss accident prevention recommendation with the site safety supervisor
and initiate action.
 Ensure an adequate supply of the correct type of personal protective equipment
is available.
 Check continuity of safety training.
 By example, promote and encourage safety awareness in employees at all
levels.

2. Safety Supervisor

The Site Safety Supervisor is responsible to the Project Manager for the day-to-
day implementation of the safety program.

 He must be familiar with all the safety requirements in the contract along with
the safety local regulations and applicable safety codes and practices.
 Carryout regular site safety audits and reports, correct unsafe work practices
and potential hazards.
 Investigate and report all accidents including “near miss” incidents and
recommend preventive measures.

 Maintain a record of all injuries and damages on site and submit reports as
required.
 Assist with safety training.
 Attend weekly supervisor’s meeting and discuss accident prevention techniques
and safety performance.
 Ensure maintenance of good hygiene standards and availability of first aid
treatment.
 Advise field supervision on safe working methods.
 Enforce the observance of the work permit procedures.
 Promote an understanding among the work force that accident prevention is an
indispensable part of any efficient construction activity.

3. Field Supervisor

The effectiveness of the company’s accident prevention effort will largely


depend on the attitude and approach of the field supervisor.

 He must understand and comply with requirements of client’s safety manual


and work permit procedures.
 Organize the work area so that men can perform their duties without maximum
risk to themselves or equipment’s.
 Maintain a good housekeeping.
 Inspect equipment and tools before use and ensure correct storage facilities are
available and properly utilized.
 Enforce the use of applicable personnel protective equipment.
 Correct unsafe conditions immediately as they arise.
 Conduct induction training on weekly safety meetings with work crews.
 Attend weekly supervisor’s meeting.
 Cooperate with site safety supervisor to create and maintain safe workings
conditions in all operations being performed.
 Set a personal example.

4. Workers

The workmen, also has responsibilities for accident prevention, for not even the
best supervisor can watch over each man every minute of the working day.
