1 INTRODUCTION

1.1 DEFINITIONS AND ABBREVIATIONS

1.1.1 For the purpose of this Technical Specification, all definitions contained hereinafter shall be
applicable.
a. "Specification" shall mean this Technical Specification.

b. "Furnish" or "Provide" shall mean design, supply, install and connect up complete and
ready for safe and regular operation of particular work referred to unless specifically
otherwise noted.

c. "Supply" shall mean purchase, procure, acquire and deliver complete with related
accessories.

d. "Install" shall mean erect, mount, connect-up, complete with related accessories, testing
and commissioning.

e. "Similar" or "Equal" shall mean equal in materials, weight, size, design, and efficiency of
specified product.

f. “Contractor” referred to in this Specification shall mean “ELV Installation Contractor”.

g. "Works" shall mean all works of design, production, construction, inspection and test to be
executed by the Contractor under this Contract and all other works, materials, services and
other matters to be undertaken and provided in relation thereto and shall include all
temporary and permanent works necessary to complete electrical installation in
accordance with this Contract.

h. “Building Contractor”, “Main Contactor” or "Builder" shall mean the persons, firm or
company whose tender for the building construction works has been accepted by the Client
Representative and shall include the Main Contractors personal representatives,
successors and permitted assigns.

1.1.2 This technical specification outlines the requirements for each of the Extra Low Voltage (ELV)
systems to be provided at Vattanac Brewery Administration Building.

1.2 THE SITE


The site is located in Prek Eng commune’s Roboh Angkanh village in Chbar Ampov district, east
of the Bassac River, covering a site area of approximately 150,000m2.

1.3 SUPERVISION
Unless otherwise specified, the Contractor shall employ one or more qualified and competent
supervising personnel approved by the Project Manager for the supervision of all work on site.

The Contractor shall replace any supervising personnel whose experience, skill or competency is,
in the opinion of the Project Manager, inadequate for the particular work. The Contractor shall not
change any of the supervising personals after approval without the agreement of the Project
Manager.

1.4 INSPECTION AND TESTING


Upon completion of an installation, the Contractor shall carry out thorough inspection and testing of
the installations in accordance with the relevant Sections of this Specification. The inspection and
testing shall include all items relevant to the installation. All tests shall be recorded. Following the
testing and inspection, the Contractor shall submit to the Client Representative a "Test Certificate"
in duplicate together with the test records.

1.5 CONTRACTOR’S DESIGN


The Works indicated in the Specifications is for indicative only. The content of which indicates the
Engineer's design intent and minimum requirements of the extra low voltage systems. The
Contractor shall be required to design, supply, deliver, install, testing, commissioning, complete,
maintain the whole Works under the Contract. The Contractor shall base on the Specifications to
carry his design and prepare the detailed installation shop drawings and calculations, etc. for Project
Manager's approval prior to the material ordering, fabrication and installation.

1.6 STATUTORY SUBMISSIONS


The Contractor shall require to prepare/endorse all necessary drawings, calculations, documents,
application forms, etc. for submissions to the Utilities Company, relevant local statutory authority.

All costs and fees incurred shall be paid by the Contractor.

Detail design / selection, calculations preparation of necessary documents, supply and installation
of complete Extra Low Voltage systems including but not limit to testing and commissioning and
Operation and Maintenance requirements in compliance with specifications from local statutory
authority in this Subcontract.

1.7 RESPONSIBILITY
The Contractor shall check drawings of other trades to verify space in which work will be executed.
Where space condition appears inadequate, the Project Manager shall be notified before any
work is to be proceeded. If directed by the Project Manager, the Contractor shall without extra
change, make reasonable modification in the layout as needed to prevent conflict with work of
other trades or for proper execution of the works.

The Contractor shall attend all tests and inspections carried out by the relevant authorities, as
and when notified in writing or instructed by Project Manager, and shall forthwith execute free of
charge any rectification work ordered by Project Manager as a result of tests and inspections.

The Contractor, upon the completion of the electrical installation works, shall prepare and endorse
all parts of forms and drawings, etc. for submission to statutory authority purpose.

Upon request, the Contractor shall submit calibration certificates or other evidence of calibration
and records of calibration results for the Client Representative inspection. The Project Manager
may reject any instruments which in his opinion are not suitable for the measurement, test or
inspection, and the Contractor shall replace them with approved types immediately when
required.

2 DESCRIPTION OF WORKS

2.1 GENERAL

2.1.1 The scope of the Works under this Contract shall be the whole of the labour and all materials to
form a complete ELV installation and such tests, adjustments, commissioning and maintenance
as prescribed. It shall include not only the major items of plant and equipment shown or specified
but also all the incidental sundry components necessary for the complete execution of the Works
and for the proper operation of the installation, including the necessary labour, whether or not
these sundry components are mentioned in detail in the documents.

2.1.2 The Contractor shall carry out all necessary work as hereunder generally described, indicated
and / or called for in this Specification as well as any unspecified, undersigned, non-indicated
works which may be necessary during the course of the Project to complete the installation as a
working unit.

2.1.3 ELV systems shall be provided for Admin Block of Vattanac Brewery under this design package
are:
a. Network Infrastructure;
b. Closed Circuit Television (CCTV) System;
c. Card Access Control System (CACS);
d. Watchman Patrol System (WPS);
e. Building Management System (BMS);
f. Public Address System (PAS);
g. WiFi and Local Area Network (LAN);
h. IP Television System; and
i. Private Automatic Branch Exchange (PABX) System.

2.2 SCOPE OF WORKS


This Contract is intended to call for the whole of the labour and all materials necessary to form a
complete ELV installation and all associated work including tests, adjustments, commissioning
and maintenance as prescribed. It shall include not only the major items of installations as shown
or specified but all incidental sundry components necessary for the complete execution of the
Works and for the proper operation of the installation, including the necessary labour, whether or
not these sundry components are mentioned in details in the Contract documents. The scope of
the Works shall include, but not limited to, the following:

2.2.1 Design, supply and install all equipment, devices and all necessary accessories to complete all
the systems at the Admin Block of Vattanac Brewery.

2.2.2 Prepare and submit relevant forms, calculations, documents and drawings to the authorities and
/ or utility companies for approval.

2.2.3 Attend all relevant inspections and obtaining of all necessary Certificates and Permits from
relevant authorities.

2.2.4 Coordinate, supply and install all interface work with other trades within the Contract and with
other Contractors.

2.2.5 Provide free comprehensive maintenance and breakdown services, including regular routine
check, during Defect Liability Period.

2.3 CONTRACTOR SUBMISSIONS

2.3.1 General
The Contractor shall submit, but not be limited to, the following documents to the Client
Representative for review and approval:

a. Shop Drawings:

• System design schematics;

• Equipment layout drawings;

• Wiring diagrams;

• Mounting installation details; and

• Equipment rack layout.

b. Detail system design proposal;


c. Method statements;
d. Test reports; and
e. O&M Manuals

3 ELV SYSTEMS

3.1 NETWORK INFRASTRUCTURE

3.1.1 Design Codes and Standards


Below are the international standards listed in herewith:
a. IEEE 802.3 10BaseT;
b. IEEE 802.3 10BaseF;
c. 1 Gbps Ethernet standard;
d. 10 Gbps Ethernet standard;
e. RFC 793 / RFC 791 TCP/IP;
f. ISO 27000 for cybersecurity;
g. ISO and OSI;
h. IPX/SPX; and
i. NetBIOS.

3.1.2 Scope
a. Supply and install an Ethernet-based TCP/IP Local Area Network for Brewery site. All the
field devices for ELV systems shall connect through the ELV network and IT network to the
Data Center at 4/F, which shall include, but not limited to, the followings:

i. Core Network Switches;


ii. Server Farm Network Switches;
iii. Distribution Network Switches;
iv. Access Network Switches;
v. Firewalls;
vi. Cable Distribution Frames;
vii. Optical Fibre Cables;
viii. Cat6 Cables; and
ix. All necessary accessories / fixings etc. to complete the Network Infrastructure.
b. The Contractor shall be responsible to integrate the entire network from Brewery NAB to
Data Centre of Administration Building. The integration network shall form as a dual with
redundancy network as indicated on the network schematic drawings.
c. The Contractor shall propose and determine the methodology for the system integration in
order to optimise any interruption to the daily normal Brewery operation.

d. The Contractor shall perform all testing and commissioning after the entire network have
been integrated to Data Centre.
e. The Contractor shall provide Firewall or other software cyber security protection to prevent
from cyber attack from external.
f. The Contractor shall install backbone cables inside Administration Block as well as the fibre
backbone from NAB to AB to connect the network switches at NAB to the Core network at
Administration Block.
g. The Contractor shall liaise with the Data Centre Consultant for all the building services
provision such as cable containments and power to the equipment racks.

3.1.3 System Description and Design Criteria


a. The Network Infrastructure is a 3 tier network architecture consisting of ELV network and
IT network for connection to all ELV devices within whole Brewery and Administration
Building areas. It shall be scalable and resilience to accommodate future expansion or
addition of devices.
b. All network switches shall form a redundancy network to avoid single point of failure.
c. The 10Gbps uplink connection of Server Farm switches, IT Distribution Switches and ELV
Distribution Switches shall be connected to the IT Core Switches installed in 4/F data
center.
d. The 10Gbps uplink connection of IT and ELV Access Switches shall be connected to IT
and ELV Distribution Switches respectively.
e. The ELV and IT Access Switches at each floor shall be used for connection to field
devices on the correspond areas.
f. For the integrated network shall accommodate all multi-mode and single-mode fibre
network from Brewery site. Multi-mode fibre shall apply to inhouse such as Administration
Building and Single Mode fibre shall apply to outdoor where to across to other buildings
(such as Utility Block)
g. All network switches shall be housed in a secure rack inside the ELV room or Data Centre.
All fibre optic cables shall be terminated at the fibre distribution frame within the ELV rack.

3.1.4 System Performance


a. The Local Area Network shall be able to support digital voice applications, data, local
area networks, and video, on a common network platform.
b. The Local Area Network shall provide a redundancy network to optimise the single point
of failure.

3.1.5 Hardware and Software Requirements


a. Core Network Switches
i. Each Network Switch shall consist of at least 24 10 Gigabit Ethernet (GE) SFP /
SFP+ ports;
ii. All necessary Optical Interface Module / Transceiver shall be inclusive;

iii. The bandwidth of each Network Switch shall not be less than 80Gbps;
iv. Shall support IEEE802.1Q VLAN;
v. Shall consist of at least 4 hardware-based queue on each port;
vi. Shall be able to work as 802.1x authentication device and local authentication server
so that end user can use remote radius server or local switch to implement 802.1x
authentication; 802.1x PEAP, 802.1x-trusted MAC address, Centralized MAC
address authentication;
vii. Shall support FTP/TFTP to download/upload software image for software upgrade;
viii. Shall support Shaped Round Robin (SRR) and 802.1p CoS Prioritization;
ix. Shall support IEEE 802.1d (STP), 802.1w (RSTP) and 802.1s (MSTP) Spanning
Tree Protocols; and
x. Shall support web-based network management, SNMP v1/v2/v3 (simple network
management protocol).

b. Server Farm Network Switches


i. The server farm network switches shall at least meet the below specification as a
minimum:

e. Firewall

i. Firewall shall be provided for protection against with unauthorized and malicious
users intercepting or exploiting a VPN connection. Firewall shall act as barriers
between hackers and the system thereby reducing the chance of invasion of privacy,
viruses, cyber-attacks and able to filter or block any spam messages.

ii. Firewall shall have the following hardware performance as a minimum:

f. Fibre Distribution Frame(s) (FDF(s))

i. The FDF shall meet the requirements of TIA 568 or latest standards.
ii. FDFs shall be accommodated inside equipment cabinets / equipment boxes. They
shall be capable to support 50% expansion for additional fibres in the future.
iii. Records of fibre connections on FDF shall be provided for easy managements.

g. Fibre Patch Panel (FPP)


i. The FPP shall be plastic dust-proof wall mounted type enclosure used to provide
space for connecting fibres and the fibre patch cables.

h. Intermediate Distribution Frame(s) (IDF(s))


i. The IDF(s) shall meet the requirements of TIA 568 or latest standards.
ii. The Contractor shall supply and install sufficient IDFs for termination and
connection of Cat6 cables.
iii. The Contractor shall submit Contractor Drawings for review without objection by
the Project Manager to show the configuration of the frames. These shall include,
but not be limited to, the following details:
• Configuration of cables and pair numbering from the network switches.
• Configuration of cables and pair numbering to the HDF(s).
iv. A Telecommunication Earth Grounding Busbar (TGB) in compliant with TIA/EIA
607 shall be fitted for each IDF.

i. House Distribution Frame(s) (HDF(s))


i. The HDF(s) shall meet the requirements of TIA 568 or latest standards.
ii. The Contractor shall supply and install sufficient HDF(s) for termination and
connection of Cat6 cables.
iii. The Contractor shall submit Contractor Drawings for review without objection by
the Project Manager to show the configuration of the frames. These shall include,
but not be limited to, the following details:
• Configuration of cables and pair numbering from the IDF(s).
• Configuration of cables and pair numbering to the devices.

iv. A Telecommunication Earth Grounding Busbar (TGB) in compliant with TIA/EIA


607 shall be fitted for each HDF.

j. Cable Management Modules


i. Cable management modules shall be installed to efficiently deal with extra cable
lengths. Under no circumstances shall the use of this module damage any cables
and this module shall be meeting the cable manufacturers’ recommendations for
mechanical limits such as mini bending radii and maximum mechanical strain.

k. Equipment Cabinets
i. The Contractor shall supply and install all perforated equipment cabinets.
ii. All major system equipment components (i.e. access switches, amplifiers etc.)
shall be installed in equipment cabinets. The Contractor shall coordinate with Other
System Contractors to determine and propose the exact size of the equipment
cabinets to ensure sufficient space to install all ELV system equipment for review
without objection by the Project Manager.

l. Equipment Boxes
i. The Equipment Box shall be equipped with a back plate for installation of
equipment (i.e. media converters).
ii. Outdoor equipment box shall comply with IP66 / NEMA 4X, or equivalent, for
protection against dust and rain. The equipment box shall also be made of UV
resistant materials.
iii. Indoor equipment box shall comply with IP54 for protection against dust and water.

m. OS2 Single-mode Optical Fibre

i. All OS2 Single-mode Optical Fibre used shall comply with ISO/IEC 11801, IEC
60974, BS EN 50173-1 or latest standard.

ii. All OS2 Single-mode Optical Fibres’ outer sheath shall be LSOH for all areas.

iii. All in duct outdoor OS2 single-mode optical fibre cables shall include steel tape
armoured barrier.

n. OS3 Multi-mode Optical Fibre

i. All OM3 Multi-mode Optical Fibre used shall comply with ISO/IEC 11801, IEC
60974, BS EN 50173-1 or latest standard.

ii. All OM3 Single-mode Optical Fibres’ outer sheath shall be LSOH for all areas.

3.2.1 Design Codes and Standards

3.2.2 Scope
a. To supply and install CCTV equipment at Administration Block, all live video shall be
connected and recorded to CCTV system at 4/F Data Centre, which shall at least consist
of:
i. Digital CCTV cameras (fixed and pan/tilt/zoom types);
ii. Network Video Recorders (NVR);
iii. CCTV workstations with associated software application, joystick and keyboard;

iv. Mounting brackets and associated power supply units; amd


v. All necessary accessories / fixings etc. to complete the CCTV system.
b. The Contractor shall be responsible to migrate the CCTV core equipment such as NVRs
from the North Ancillary Building to Administration Block Data Centre at 4/F. The Contractor
shall review the capacity of NVR to ensure it can cater the new CCTV cameras for
Administration Building, otherwise the Contractor shall upgrade the NVR to cater the entire
sitewide CCTV as a central system.
c. The Contractor shall propose and determine the methodology for the system migration in
order to optimise any interruption to the daily normal Brewery operation.
d. The Contractor shall perform all testing and commissioning after the core equipment have
been relocated to Data Centre.
e. The Contractor shall coordinate and interface with other Building Services (BS) Contractors
for power point provision and cable containment serving CCTV system.
f. The Contractor shall coordinate with other ELV System Contractors (if any) for the location
and the size of the equipment cabinet / equipment box such that all ELV equipment can be
stored.
g. The Contractor shall coordinate with the Network Infrastructure Contractor for the number
of network ports required for the connection of all CCTV cameras.
h. The Contractor shall coordinate with all stakeholders to determine the actual viewing
requirements of the CCTV cameras.
i. The Contractor shall submit all necessary assumptions and calculations on the CCTV
system such as NVR capacity etc. for review without objection by the Project Manager.

3.2.3 System Description and Design Criteria


a. The CCTV system shall be provided for general surveillance at Administration Building with
all core equipment being installed at the Data Centre at 4/F.
b. The CCTV system shall provide live video coverage to the following locations:
i. All entrances to Administration Building
ii. Data Centre Access Doors;
iii. Reception and Arrival areas;
iv. Lift Lobbies; and
v. Lift Cars.
c. All outdoor CCTV cameras shall be wall mounted at building wall. The Contractor shall
coordinate with relevant stakeholders to confirm the mounting details and the viewing angle
of the camera.
d. CCTV workstations shall be provided at Control Room of Data Centre at 4/F and the
Security Room, for displaying live video and play back from selected events.
e. The CCTV workstation shall be a PC base with a software application installed for control
and monitoring of the selected cameras.
f. All camera recordings shall be stored by NVRs with storage capacity capable of storing
videos up to 30 days as a cycle before being overwritten by new camera footage.

g. The NVRs shall be installed at the Data Centre in equipment racks.


h. All CCTV cameras shall be connected to the common network switches installed inside of
ELV rooms at Administration Block.
i. Lift Contractor shall be responsible for the installation of the cameras as well as the cable
connection to the lift machine room. The Contractor shall supply the CCTV cameras for all
the lifts in Administration Block and coordinate with Lift Contractor for the installation and
interface details of all lift cameras such that the lift camera signal can be transmitted back
the CCTV system. All details including Interface details and installation details etc. shall be
submitted for review without objection by the Project Manager.

3.2.4 System Performance


a. All CCTV system and equipment components shall be designed for a service life of 15
years’ operating on a duty cycle of 24 hours per day.
b. The CCTV system shall be operated in 24hours x 7days routine basic.
c. The CCTV system shall be designed in such a way that maintenance and repair are in
simple format.
d. All equipment shall be designed such that the failed equipment can be isolated and repaired
in situ without interrupt / disturb the operation of CCTV system.

3.2.5 Hardware and Software Requirements

That is, when any of the NVRs fails, a dedicated hot-standby NVR shall take over to
record all camera images of the faulty NVR within seconds at the same frame rate
and frame size. The NVR are in N+1 configuration.

CCTV cameras, workstation and any related CCTV core equipment.

vi. ACS workstations;

b. The Contractor shall be responsible to migrate the CACS core equipment such as servers
from the North Ancillary Buildings to the Data Centre. The Contractor shall review the
capacity of CACS servers to cater the new access door controllers for Administration Block,
otherwise the Contractor shall upgrade the CACS servers to cater the entire sitewide CACS
as a central system.
c. The Contractor shall propose and determine the methodology for the system migration in
order to optimise any interruption to the daily normal Brewery operation.
d. The Contractor shall perform all testing and commissioning after the core equipment have
been relocated to Data Centre.
e. CACS workstations shall be provided at Control Room in 4/F Data Centre and G/F Security
Room, for monitoring of controlled door status as well as for configuration of door access.

details for the operation of the complete CACS system.
j. The Contractor shall coordinate with all stakeholders to determine the security requirement
to the premises areas.

3.3.3 System Description and Design Criteria


a. The CACS shall be provided for Administration Building with all CACS equipment
connecting to a common network.
b. The CACS shall provide to the following locations:
i. External Entrances of Administration Building;
ii. Access doors to rooftop and balcony.
iii. Offices;
iv. Security Room;
v. Lifts;
vi. Lift Lobbies; and
vii. MEP plantrooms
c. The CACS shall include the emergency call station situated at the disable toilets, for
providing assistance help.
d. The CACS shall be under open protocol such as EM, proximity, Mifare, iClass, DesFire,
and etc.
e. The CACS shall be accessed via controlled card system.
f. The CACS shall monitor door control status via workstations at the Security Room and
Control Room.
g. The CACS controlled doors shall be fail-safe to open by tripping the associated power
supply in case of fire alarm is triggered by the AFA system.
h. The CACS controlled doors shall be able to remote unlock or access through CACS
workstation at Control Room.

3.3.4 System Performance


a. The overall CACS shall be capable of handling a minimum of 500 nos. of reader controlled
doors at any time.
b. The CACS shall have sufficient storage and capacity to store new cards and the system
shall be maintained a minimum of 10,000 cards. The CACS shall be allowed for future
expansion.
c. The CACS shall be configurable to setup access right for different levels of staff and other
authorized people.
d. Each of the access controlled doors shall be triggered by the fire alarm system, upon the
fire alarm is triggered the associate access controlled door shall be released or opened for
escape. The interface can be done at the power supply circuit breaker to CACS door
controller unit, the power supply shall be tripped upon the AFA system is alerted, and all
the associated access controlled doors shall be defaulted to release open.
e. The CACS shall be in open architecture design to integrate with different kinds of card
readers.
f. The CACS shall be able to provide 90-days online transactions and automatically archive
transaction records over 90-days. The system shall provide tools for checking offline
transaction from archived records.

3.3.5 Hardware and Software Requirements


a. Access Door Reader
i. Access Door readers shall be suitable to the aesthetic requirements, addition IP65
weatherproof shall be required for outdoor readers.
ii. Access Door readers shall be supported by a Smart Card operating platform.
iii. Access Door readers shall be compatible with open format such as EM, proximity,
Mifare, iClass, Desfire, and etc.
iv. The door controller unit shall be installed in secured area at high-level.

b. Door Controller Unit


i. Door Controller Unit shall provide with Ethernet (TCP/IP) communication port for
Server communication.
ii. Door Controller Unit shall support a wide range of reader technologies including
Wiegand, magnetic stripe keypad, etc.

vi. Records of fibre connections on FDF shall be provided for easy managements.

i. Fibre Patch Panel (FPP)


ii. The FPP shall be plastic dust-proof wall mounted type enclosure used to provide space
for connecting fibres and the fibre patch cables.

j. Cable Management Modules


ii. Cable management modules shall be installed to efficiently deal with extra cable
lengths. Under no circumstances shall the use of this module damage any cables
and this module shall be meeting the cable manufacturers’ recommendations for
mechanical limits such as mini bending radii and maximum mechanical strain.

k. Equipment Cabinets

• The Contractor shall supply and install all perforated equipment cabinets.

• All major system equipment components (i.e. access switches, amplifiers etc.) shall
be installed in equipment cabinets. The Contractor shall coordinate with Other
System Contractors to determine and propose the exact size of the equipment
cabinets to ensure sufficient space to install all ELV system equipment for review
without objection by the Project Manager.

l. Equipment Boxes

• The Equipment Box shall be equipped with a back plate for installation of equipment
(i.e. media converters).

• Outdoor equipment box shall comply with IP66 / NEMA 4X, or equivalent, for protection

3.4 WATCHMAN PATROL SYSTEM (WPS)

3.4.1 Design Codes and Standards

3.4.2 Scope
a. To supply and install a standalone Watchman Patrol System for Administration Building,
which shall consist of:

i. Patrol Check Points;


ii. Handheld Data Recorder;
iii. Data Recorder Reader;
iv. Battery Charger for handheld data recorder;
v. Workstation; and
vi. All necessary accessories to complete the system.
b. The Contractor shall coordinate with Management Properties to propose patrol routes in
order to identify check points locations.

c. The Contractor shall coordinate with Other Contractors on the installation and
configuration details for the operation of the complete Watchman Patrol System.

3.4.3 System Description and Design Criteria


a. The WPS shall utilize magnetically encode vandal proof checkpoints that can be applied to
the locations selected to be strategic patrol checkpoints. The system shall be capable of
collecting and reporting all information obtained during security patrolling.
b. In general, all entrances, exits and security fence wall shall be provided WPS check points.
The final locations and the number of the Patrol Check Points at the proposed patrol routes
areas within Administration Building shall be coordinated with the Management Properties.

3.4.4 System Performance


a. The data reader shall be connected to the workstation for uploading of patrol data and the
generation of patrol reports.

b. The WPS shall be able to present the incidents in different dashboard formats.

3.4.5 Hardware and Software Requirements


a. Patrol Check Points
i. All check points shall be Radio Frequency Identification (RFID) type encoded with a
unique identification number.
ii. All check points shall be installed in a way such that they cannot be removed by
anyone using tools or chemicals etc.

b. Handheld Data Recorder


i. Handheld Data Recorders shall be provided with batteries and battery charger units.
ii. All data recorders shall be able to read the coded check points and store the time,
date and check point ID and its locations within the recorder device.
iii. All data recorders shall be tamperproof and of IP67 rating.
iv. Each data recorder has a capability to hold at least 50000 checkpoints reading.
v. All handheld data recorders shall equip with a LED display.

c. Data Recorder Reader


i. Data Recorder Reader shall be installed at the Security Room and connect to the
WPS workstation through RJ45 cable for downloading the patrol data.
ii. The reader shall be able to read the data recorders coded check points and
download the time, date and check point ID and its locations from the handheld Data
Recorders.
iii. All downloaded data shall be able to transmit to the WPS workstation for tour records
collected from the recorder units during patrol tour.

d. WPS Workstation
i. WPS shall be installed at the Security Room with a software application on a PC
based workstation for recording time and check point locations.
ii. WPS software application shall display the patrol tour routes in a graphical format
with check point time and date.
iii. WPS software application shall generate incident report recorded from the Handheld
Data Recorder units.
iv. WPS software application shall also generate other dashboards such as statistical
trend-analysis, long-tern evaluation and in-depth performance analysis.

3.5 BUILDING MANAGEMENT SYSTEM (BMS)

3.5.1 Design Codes and Standards

3.5.2 Scope
a. The Contractor shall supply and install the Building Management System (BMS) at
Administration Block to provide preventive monitoring of the Building Services equipment
within building. All central monitoring signal shall be fed back to the Data Centre on 4/F.
b. The Contractor shall be responsible to migrate the BMS core equipment such as servers
from the North Ancillary Building to Admin Building Data Centre at 4/F. The Contractor shall
review the capacity of BMS servers to cater the new I/O points for Administration Building,
otherwise the Contractor shall upgrade the BMS servers to cater the entire sitewide BMS
as a central system.
c. The Contractor shall propose and determine the methodology for the system migration in
order to optimise any interruption to the daily normal Brewery operation.
d. The Contractor shall perform all testing and commissioning after the core equipment have
been relocated to Data Centre.
e. BMS workstations shall be provided at both 4/F Data Center Control Room and G/F
Security Room, for monitoring of the critical alarms and general status of the building
services equipment.
f. The Contractor shall coordinate with the Network Infrastructure Contractor for the number
of network ports required for the connection of all BMS I/O Panels.
g. The Contractor shall coordinate with Building Services Contractors on the interface and
configuration to the BMS.
h. The Contractor shall coordinate with all stakeholders to determine for the monitoring signal
to BMS requirements.
i. The Contractor shall supply and install the equipment of BMS including, but not be limited
to, the following:

b. Fire Services shall not be monitored by BMS, all fire services alarms can be monitored from
the AFA panel located at the same location where is BMS workstation shall be installed at
BMO.
c. The BMS shall consist of the following equipment:
i. BMS server;
ii. BMS workstations;
iii. I/O panels for interfacing with Building Services equipment; and

BMS with application software shall provide features such as graphic displays of systems,
alarm lists, event logs, trends, energy consumption, generating system performance
reports and fault warning etc.

3.5.4 System Performance


a. The BMS aims at providing real time monitoring of the operation status of specific MEP
equipment.
b. System response time for travelling from I/O panel to the BMS workstations shall be
maintained at 2 seconds or less.
c. The BMS control system shall be capable obtained from different manufacturers shall be
connected together and provided a coordinated control via real-time data exchange
through a common open communications data exchange protocol such as PROFINET,
BACnet and Modbus.

3.5.5 Hardware Requirements


a. BMS server
i. The BMS server shall be migrated from NAB to 4/F Data Centre at Administration
Block. The Contractor shall upgrade and expand the server capacity in order to
cover all I/O Panels in the entire Brewery and Administration Block.
ii. BMS server shall provide storage facilities for historical data for a period of at least
30 days. Selected data shall be printed on command using simple user tools or be
able to be saved on a remote media (such as external storage device) for archiving.

ii. The windows-based Graphical User Interface (GUI) shall demonstrate in geographic
areas and by system / equipment types. The GUI shall be capable of the followings:

• Status information displaying of all MEP systems;

• Dashboard generation;

• Data logging;

• Dynamic graphic display under all operation modes anytime;

• Real time / historical trends generation;

• Alarms reporting; and

• Event logging of commands, parameters change and execution from GUI.

iii. The GUI shall provide feature for switching between GUI and text screens, especially
for inspecting the alarms pages.
iv. For maintenance purposes, GUI screens shall display on system basis. BMS
workstation shall receive all alarms associated with the system. The alarms shall be
prioritised and have a consequential alarm suppression facility to concentrate
attention on the most important of the alarms generated (e.g. urgent alarms).
Information shall be in the form of graphic screen and text screen for user selection.

v. The software application shall generate dashboard by using a simple graphic user
tool with point and click operations or through an efficient "structured query
language" (SQL) report generation facility.
vi. In addition, the software application can be captured energy consumption of the main
feeder of the power supply circuit, this can be collected for analysis and reported by
the energy management software. The energy reports can be used for energy audits
and management reporting purposes.

c. I/O Panel
i. All I/O panels are strategically located within the plantrooms where is close to the
field devices for ease of interface.
ii. I/O panel shall act as data gathering function for data transfer between the system
and the field equipment.
iii. I/O panel shall consist of PLC with I/O modules which shall be constructed base on
the interface point schedules when is developed.
iv. All I/O panels shall be capable of accepting digital, analogue, and high level inputs
and outputs. The PLC and I/O modules inside the I/O panel shall perform as follows,
for:

• Digital inputs: Monitor the change of state of a volt free contact;

• Analogue inputs: Analogue to digital conversion (ADC) with a minimum


resolution of 1024 counts (10-Bit) over the input range (i.e. 0-10V, 0-20mA, 4-
20mA etc.) which shall match the sensor range of the process being
controlled. Any equipment necessary for the conversion of an input signal to
the required controller input level shall be provided;

• High level interface: Each I/O panel shall be equipped with a communication
port for monitoring the real power data from the power meters and/or other
control panels; and

• All I/O panels shall provide at least 30% spare hardware capacity of
processors (CPU) of PLC, each type of point, terminals and user memory, etc.

d. Marshalling Panel
i. Marshalling panel is used for cable interface with interface services equipment,
which shall consist of terminal stripe with cable containment. All terminal stripes
shall be provided with markers.
ii. All marshalling panels are strategically located adjacent or as close as to the I/O
panel for ease of cable interface.
iii. All marshalling panels shall be provided with an enclosure.

3.6 PUBLIC ADDRESS SYSTEM (PA)

3.6.2 Scope
a. To provide Public Address (PA) speakers for ad-hoc announcement to the entire Brewery
areas including Administration Building as identified in system description in below, all
central equipment shall be connected to the PA system at Data Centre on level 4, which
shall consist of :

i. Power amplifiers;
ii. Speakers;
iii. Zone Controllers;
iv. PA servers;
v. Computer console; and
vi. Paging microphone.

b. The PA System shall be provided for fire evacuation message, background music and ad-
hoc announcement to public areas in Administration Block and Brewery site.
c. Integrated PA System shall be digital network PA system with operated in Dante Protocol,
and other open protocol which the Audio Vision system can be interfaced with.
d. Each PA zone shall interface with Automatic Fire Alarm (AFA) panel for triggering the fire
evacuation message from PA system.
e. The Contractor shall be responsible to migrate the PA core equipment such as servers
from the North Ancillary Building to 4/F Data Centre at Administration Block. The Contractor
shall review and re-configurate of PA paging zoning in order to overall manage the
broadcasting arrangement across between Brewery and Administration Block. The
Contractor shall upgrade the PA servers to cater the entire sitewide PA system as a central
system.

3.6.3 System Description and Design Criteria


a. The Public Address system shall form as an integrated system for Vattanac Brewery, and
Administration Block. For the central PA system shall be installed at the 4/F Data Centre
of Administration Bock. System migration from NAB shall be taken.
b. The PA system shall be digital PA system which can be configurable and expandable after
the system migration.
c. All PA zones shall be interfaced with the AFA system, the Contractor shall liaise with the
AFA Contractor to identify which PA zones shall be triggered by the AFA signal.
d. The Contractor shall coordinate with the AV system Contractor for broadcasting priority
arrangement.

3.6.4 System Performance


a. The quality of PA equipment shall achieve a Rapid Speech Transmission Index for PA
System (STIPA) 0.55 at 90% of potential listener locations.
b. Voice reproduction shall be of good quality and naturally sounding.

3.7.2 Scope
a. To supply and install WiFi and Local Area Network (LAN) for Vattanac Brewery as well as
Administration Block, which shall consist of:

iii. Data outlets;
iv. Network switches (Refer to Network Infrastructure); and
v. All necessary mounting brackets / accessories / fixings to complete the WiFi and
LAN.
b. The Contractor shall be responsible to migrate all Wi-Fi Controllers from NAB to 4/F Data
Centre of Administration Block in order to form an integrated Wi-Fi network as a whole
system.
c. The WiFi network design is by others. The Contractor shall fully coordinate and liaise with
relevant parties for integrating the WiFi network design to complete WiFi system provided
to the Brewery and Administration Block. Optical fibres and FDFs shall be provided for the
integration of the WiFi network design (by others) to the Network Infrastructure.
d. The Contractor shall be responsible for the installation of data outlets as well as associated
accessories to enable internet services can be provided at offices etc.
e. Floor boxes shall be provided for offices under Electrical discipline. The Contractor shall
coordinate all relevant stakeholders for the configuration and the installation details of the
floor box and submit for review without objection by the Project Manager.

3.7.3 System Description and Design Criteria


a. The Wi-Fi system shall be provided for both staff use and public access.
b. Firewall shall be provided to avoid unauthorized access and cyber security protection.
c. All Wi-Fi Controllers shall be complied with Wi-Fi 6 standards and certified.

c. The Wi-Fi system shall support up to simultaneous 250 connections or above.

3.7.5 Hardware and Software Requirements


a. Wi-Fi Controller
i. Wi-Fi Controller shall be able to manage settings of all the Wi-Fi access points.
ii. Wi-Fi Controllers shall be of physical devices or cloud-based management platform.
iii. It shall be able to provide presence analytics, device report and analytics, user
analytics and traffic shaping, live troubleshooting tools etc.

b. Wi-Fi Access Points (for reference)


i. The Wi-Fi network is designed by others so that the Access Point requirements
stated in this section shall be taken as a reference.
ii. All Wi-Fi access points shall be supporting IEEE 802.11ax
iii. All Wi-Fi access points shall be equipped with Power Over Ethernet (PoE)
capabilities.
iv. All access point shall be dual band 2.4GHz and 5GHz band supporting Multi in Multi
out (MIMO).
v. Layer 2 Encryption via IEEE 802.11x specification Wi-Fi Protected Access (WPA) /
Wi-Fi Protected Access version 2 (WPA2); 40-bit or 128-bit AES algorithms.
vi. All Wi-Fi access points shall support WPA / WPA2 encryption and 802.11x

vii. All Wi-Fi access points shall support Cloud-based management and have the ability
to self-configure, self-maintain and automatic updates.

c. Data Outlets
i. Data outlets shall be installed at offices etc. to provide internet access. Some of the
data outlets shall be installed in floor boxes provided under Electrical discipline.

ii. There are 2 type of floor boxes with different configurations. The Contractor shall
refer to other discipline for the other MEP provisions for the floor boxes. ELV
provisions inside the 2 types of floor boxes is described as follows:

3.8 IP TELEVISION SYSTEM

3.8.1 Design Codes and Standards


Below are the international standards listed in herewith:
a. IEEE 802.3 10BaseT;
b. IEEE 802.3 10BaseF;
c. 1 Gbps Ethernet standard;
d. 10 Gbps Ethernet standard;
e. ATIS IIF
f. ITU-T.
g. TCP/IP.

3.8.2 Scope
a. To supply and install IPTV system at Administration Block, which shall consist of:

i. IPTV servers / Gateways;


ii. TV outlets;
iii. Network switches (Refer to Network Infrastructure); and
iv. All necessary mounting brackets / accessories / fixings to complete the IPTV system.
b. The Contractor shall coordinate with relevant parties for the installation location and details
etc. of the TV outlets subject to site condition and the interior finishes. The Contractor shall
submit the coordinated details for review without objection by the Project Manager.

3.8.3 System Description and Design Criteria


a. The IPTV system to provide digital television delivery services and the digital TV broadcast
services.
b. The IPTV server shall receive signal source from various services / content providers and
distribute them to the TV / set-top-box through network switches (provided under Network
Infrastructure).
c. Further coordination with the Stakeholders for satellite TV input or services / contents
provided at Brewery site is necessary.

3.8.4 System Performance


a. The IPTV servers / gateways shall be able to manage and encode various signals from
different sources.

3.8.5 Hardware and Software Requirement


a. IPTV servers / Gateways
i. IPTV servers / Gateways shall at least meet the followings:
• It shall be able to collect the broadcast TV and on-demand content over IP
network.
• It shall be able to manage user navigation and viewing, content packaging and
service management and interaction with authorization.
• It shall be able to disable illegal contents to protect the content owners and
service providers.

b. Set Top Box


i. IPTV servers / Gateways shall at least meet the followings:
• It shall be able to collect the broadcast TV and on-demand content over IP
network.
• It shall be able to manage user navigation and viewing, content packaging and
service management and interaction with authorization.
• It shall be able to disable illegal contents to protect the content owners and
service providers.

c. Media Converters
i. The media converter shall be able to convert from coaxial to ethernet to enable TVs
to connect to ethernet.

d. TV coaxial outlets
i. The TV coaxial outlets shall be a TV/FM coaxial connector covered with a white PVC
faceplate.

e. TV data outlets
i. The TV data outlets shall be a RJ45 connector covered by a shutter on a white PVC
faceplate.

3.9 PRIVATE AUTOMATIC BRANCH EXCHANGE (PABX) SYSTEM

3.9.1 Design Codes and Standards


Below are the international standards listed in herewith:
a. ANSI/TIA/EIA 568-D: Commercial Building Telecommunications Cabling Standard.
b. EIA/TIA 606: Administration Standard for the Telecommunication Infrastructure of
Commercial Buildings.
c. EIA/TIA 607: Commercial Building Grounding and Bonding Requirements for
Telecommunications.
d. BS EN 50173: Information Technology – General Cabling Systems

3.9.2 Scope
a. The PABX system shall be provided for telephone lines with outlets for data and voice
communication to Vattanac Brewery and Administration Block, which shall consist of :

i. PABX Gateways;
ii. PABX server; and
iii. Cat 6 main distribution frame.
b. The Contractor shall be responsible for interface with the Telecom Providers which they are
providing a minimum three (3) numbers of leased lines from external Telecom Providers for
brewery site and another 3 numbers of leased lines to be provided for Administration Block.

c. The telephone system shall form as an integrated system for Brewery and Administration
Block. The Contractor shall propose and determine the methodology for the system
integration while to optimise any interruption to the daily normal Brewery operation.

d. All telephone handsets shall be using digital phones, and shall be easily to configure the
extension line and massages through the PABX gateways.

e. The Contractor shall perform all testing and commissioning after the core equipment have
been integrated to Data Centre.

f. The Contractor shall coordinate and interface with other Building Services (BS) such as cable
containment provision for telephone outlets.

g. The Contractor shall coordinate with all stakeholders to determine the telephone outlets
provision and extension line configuration.

3.9.3 System Description and Design Criteria


b. The telecommunication system to provide voice, facsimile, and data services, for staff use in
their daily operation services.
c. Further coordination with the Stakeholders for telecommunication provision to be provided

at Brewery site is necessary.


d. Private Automatic Branch Exchange (PABX) and digital base Telephony Gateway shall be
in place for switching between internal telephone extension lines to an external leased lines.

3.9.4 System Performance


a. All incoming and outgoing calls shall be operated in a smooth transition communication.
b. Able to configure and manage extension lines.
c. To secure voice data from encryption base method.

3.9.5 Hardware and Software Requirements


a. Software configuration and features for Telephony Gateway:

• Voice Over IP (VoIP) transmission;

• Extension and trunk assignment for phone sets;

• Dialling and call route configuration;

• Peer-to-peer communication from internal network;

• Setup for voicemail system;

• Dialling and call route configuration such as ‘0’ for switching to reception and ‘9’ for
public exchange lines;

b. Hardware requirements :

• Digital based solution;

• PABX shall has a capacity up to 100 extension ports for telephones shall be
incorporated with tone configuration;

• PABX shall consist of telephony Gateway for managing and configuration of all
communication calls and data;

• Plug-and-play for IP phones; and

• Telephone locations shall be terminated in a format of RJ45 with faceplate.

4 INSPECTION, TESTING AND COMMISSIONING

4.1 GENERAL
Each of the system equipment shall be inspected, tested and commissioned to confirm that the
installed equipment performance complies with the requirements.

During testing and commissioning period, the following inspections and tests shall be included
but not limited to the followings:

a. Factory Acceptance Test;


b. Component Inspection;
c. Cable Test;
d. Site Acceptance Test; and
e. Reliability Test;

The Contractor shall prepare and propose inspection and test plans and programme to
demonstrate that all system equipment with functions and performance have been tested and up
to the standards requirements. All the testing documents shall be reviewed and approved by the
Client Representative prior to the testing and commissioning. All test reports shall include but not
limited to the following information:

a. List of system or item(s) are being tested;


b. The identification reference for an item being performance tested;
c. The test acceptance criteria;
d. The tolerances / variances;
e. The engineer(s) involved in the test(s);
f. The time, date and location of the test(s);
g. The test units or measurement;

• The actual test results incl. PASS/FAIL records;

• The constraint(s), if any, in the test(s);

• Preventive/corrective and follow-up actions, if applicable; and

• Conclusion.

All the testing instrument shall be calibrated within the valid period, before perform testing and
commissioning.

All the inspection and tested shall be witnessed by representatives from the Client
Representative. All the test reports shall be submitted to the Client Representative for record
purposes.

The Contractor shall perform individual Testing and Commissioning (T&C) of all their system
components prior to the arrangement of the Joint T&C and interface test. The result of individual
T&C shall be submitted for review without objection by the Project Manager.

The Contractor shall carry out interface test with Other Contractors and coordinate with Other
Contractors to conduct joint Testing and Commissioning (T&C) including performance test and to
demonstrate the completeness of all ELV systems and satisfactory test result to the Project
Manager.

4.2 FACTORY ACCEPTANCE TEST (FAT)


a. The Contractor shall propose which types of equipment plants shall perform FAT from the
supply factory or laboratory. All FATs to demonstrate all the products and materials are
immune from manufacturing defects and latent defects prior to on-site installation.
b. FAT for the Systems software and graphics shall graphics shall be performed and accepted
before the software can be delivered on site.
c. The Contractor shall submit the FAT report to Client Representative for record.

4.3 COMPONENT INSPECTION


a. Component inspection shall perform inspection of the delivered equipment and plants are in
good condition without damaged.
b. Inspection also to be carried out after the equipment and plants have been installed on site,
this shall include checking of the workmanship quality including cabling, labels, space for
maintenance access, and etc.

4.4 CABLE TEST


Point-to-point test shall be performed for all cables such as fibre optic cables and control cables.
shall be tested for connectivity. Test results shall be recorded with cable ID has proposed.

4.5 SITE ACCEPTANCE TEST (SAT)


a. SAT shall be performed when all the equipment are installed on site.
b. All software modules shall be tested by method to demonstrate the functions can be
performed and operated.
c. Software test such as Graphical User Interface shall perform monitoring and control via on
display workstation.

d. Interface test with different disciplines, example Building Management System (if applicable)
shall have interface with different services.

4.6 RELIABILITY TEST


All the systems shall be fully commissioned and up for full operation for a period for reliability
acceptance test without system faults have been found. For the reliability test period shall be
agreed with the Client Representative.
