INTRODUCTION

NELOGIS submits to the CO/COR for review, discussion and approval the Program Close-out
Schedule / Demobilization Plan for the NIGER TSCTP Task Order # 19AQMM22F2904. The
plan has been developed in line with the Program SOW Deliverables and the following planned
activities:

1) 24 September 2012: Training Graduation Ceremony includes the USEMB/OSC and

FARDC representatives/students. See ‘Graduation Ceremony’ details below. NELOGIS
is coordinating with the OSC and includes updates with each weekly SITREP.
2) 28 September 2021: Primary Program Close-out, with the exception of one final activity,
the receipt, inspection, inventory (DS-127) and Drill Rig O&M training.
3) 25 - 28 September 2021: All NELOGIS in-country personnel depart DRC.
o Alphonse Pope: resides in Kinshasa with his family.
4) 29 September 2021: SITREP submission and telecall to be led by NELOGIS PM.
5) 6 October 2021:
o NELOGIS submits its AAR documentation to COR/M&E teams.
6) 7 October – 1 December 2021: The AFRICAP Program Manager (Tom Shortley)
assumes role as FARDC PM, with our President, Mr. Ray Rodon as the escalation POC.
o 13 October 2021: Primary AAR discussion on the procurement, delivery and
training of vehicles and equipment, and ENL, CGO FGO, Facilities O&M
training events.
o 15 - 30 November 2021: Final Program Close-out will occur with the receipt,
inspection inventory (DS-127) and training of the Drill Rig. The final dates are to
be confirmed.
 DA-3161 process TBD with COR/CO
o 8 December 2021: Conduct the final SITREP, AAR (Drill Rig delivery &
training), and Final Exit Interview (EI).

PROPERTY MANAGEMENT

1) Through 28 September 2021: Our PM (Joe Robinson / Iain Andrews) is responsible for
maintaining inventory control of the Project’s Construction Equipment and Training

and Attachment B, FARDC Project Construction Equipment List).
a. Included in the CGO, Enlisted and Facilities O&M training curriculum is the
activity to complete the Tools Workshop.
2) Through 28 September 2021: Pending COR/CO decision, NELOGIS could sign over to
the US Embassy representative the equipment (Attachment A, FARDC Training Support
Equipment List; and Attachment B FARDC Construction Equipment List).
3) Through 28 September 2021: Pending COR/CO decision, NELOGIS could handover the
keys and control of the newly built Tools Storage Facility (FARDC warehouse) to the US
Embassy representative.
4) 23/24 September 2021: The Refrigerator Truck is scheduled to arrive at the FARDC.
Itinerary: Departs 28 August 2021 from Antwerp, Belgium via Maersk Vessel ‘KOTA
BUANA’ and arrives into Port Matadi, DRC on 15 September 2021; clears customs; and
then trucked to the FARDC on 23/24 September 2021.

The NELOGIS DRC Personnel Travel (Departure) List (Attachment A) has been developed
showing DRC travel dates (for COR consideration/approval) in accordance with the following:

The NELOGIS Mission Support team:

a. Will initiate, coordinate and track/monitor personnel-type actions for this contract. Project
team contracts are being amended to reflect the established termination dates.
b. Will manage our transition program designed to assist our employees in preparing for re-
entry into the job market upon completion of service with this program, including any
future opportunities with NELOGIS on new projects.

PMO ACTION ONGOING

The following actions will be effective immediately:

a. 28 September 2021: Procurement of program-related supplies and petty cash operations

will terminate.
b. 28 September 2021: Our subcontract agreements will be terminated. Specifically:
1. Five (5) residential leases will be terminated.
2. Two (2) vehicle leases will be terminated.
3. Local support personnel contracts / agreements will be terminated by our
subcontractor LGM as per DRC law
c. NLT 15 September 2021: NELOGIS will submit its warranty plan to the COR.
d. NLT 24 September 2021: NELOGIS will submit the complete Programs of Instruction
(POI) training packages to the COR, as agreed, via online submission.
e. 13 – 27 September 2021: Proposed training dates for Dump Truck and Refrigerator
Truck.
f. 30 September 2021: The final Quarterly Report will be submitted to the COR.
g. Through 30 November 2021 (ETA): Our AFRICAP PMO will maintain transport
delivery oversight, coordination with the USEMB Kinshasa Shipping Unit for customs
(duty exempt) clearance, and once received, inventory control, training oversight and
handover (DS-127/DA-3161) of the Drill Rig. A shipment status report will accompany
each standing SITREP.
h. ETA 30 November 2021: NELOGIS will submit final invoice to DOS for this contract.
i. Incident Reports: Our PM and or designated project lead will continue to report within
twenty-four (24) hours of a significant incident to the COR and OSC.
j. CO/COR requests for information: Our Project Manager/Lead, President, Vice
President/AFRICAP PGM will continue to respond to requests.

GRADUATION CEREMONY

a. 24 September 2021 to include:

a. Introduction by the FARDC, USG and NELOGIS Representatives
b. Walk-about to each ENL, CGO, FGO and Facilities O&M training area and issue
the respective training certificates
