10 MAGUIRING – CABANBANAN (CALABANGA) – SAN PASCUAL (TINAMBAC) PROVINCIAL ROAD
11 IN THE PROVINCE OF CAMARINES SUR TO A NATIONAL SECONDARY ROAD AND
12 APPROPRIATING FUNDS THEREFOR”

18 WHEREAS, Honorable Gabriel H. Bordado and Honorable Arnulfo P. Fuentebella,

19 Representatives of the Third District and Fourth District, respectively, of the Province of
20 Camarines Sur, have filed a bill in the House of Representative which aims to convert the San
21 Vicente – Manguiring – Cabanbanan (Calabanga) – San Pascual (Tinambac) Provincial Road in
22 Camarines Sur to a National Secondary Road;
23 WHEREAS, House Bill No. 2720 entitled “An Act Converting the San Vicente – Maguiring
24 – Cabanbanan (Calabanga) – San Pascual (Tinambac) Provincial Road in the Province of
25 Camarines Sur to a National Secondary Road and Appropriating Funds Therefor” likewise
26 addresses the problem on the transport of food and agricultural products between Calabanga
27 and Tinambac, given the deplorable state of an important road artery;
28 WHEREAS, the Sangguniang Panlalawigan of Camarines Sur, in the regular session of
29 July 27, 2016, has adopted SP Resolution No. 12, series of 2016, entitled “A Resolution Earnestly
30 Requesting Her Excellency, Vice President Maria Leonor Gerona – Robredo, to Indorse
31 Favorably to the Department of Budget and Management the Rehabilitation of Calabanga –
32 Tinambac Road as a Priority Project the Funding For Which Be Included in the CY 2017 National
33 Budget of the Republic Of The Philippines,” with the end in view of bringing great benefits to
34 the constituents of the two municipalities as well as to other adjacent municipalities;
35 WHEREAS, there is an urgent need to reclassify the aforesaid Provincial Road into a
36 National Secondary Road so that maintenance and improvement of which shall come from the
37 national budget, thus the Sangguniang Panlalawigan hereby support fully House Bil No. 2720 if
38 only to assist the constituents of the two municipalities, the motorists and commuters passing
39 through the said road, as well as constituents of other adjacent municipalities;
40 NOW, THEREFORE, on motion of Honorable Gilmar S. Pacamarra, which was duly
41 seconded by Honorable __________________________, be it –
42 RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlalawigan in session
43 assembled to support fully, as it is hereby supports fully, House Bill 2720 as introduced by

45 Representative, the title of which is: “An Act Converting the San Vicente – Maguiring –
46 Cabanbanan (Calabanga) – San Pascual (Tinambac) Provincial Road in the Province of Camarines
47 Sur to a National Secondary Road and Appropriating Funds Therefor;”
48 RESOLVED FURTHER, that a copy of this Resolution be furnished the Governor
49 Honorable Miguel Luis R. Villafuerte, for his information and approval; the House of
50 Representative, thru Honorable Pantaleon D. Alvarez, House Speaker, at Room S-217-218,
51 House of Representatives, Quezon City; and all concerned for their information and appropriate
52 action;
