1. BACKGROUND
Siddhi Khola is one of the tributary of Mechi River which flows in Province-1 of Nepal. Siddhi
Khola Hydropower Project is promoted by Siddhi Hydropower Company Pvt. Ltd

The proposed Project is located at Rong Gaupalika and Suryodaya Municipality of Ilam District
of Nepal. The project is of capacity 10 MW having the gross head of 343 m and design
discharge of 3.60 m3/s. The project boundary having coordinates of: Latitudes-26° 49‟ 39” N
to 26° 50‟ 43” N and Longitudes-88° 08‟ 00” E to 88° 09‟ 50” E.

The generation license for the project was issued from Government of Nepal (GoN), Ministry
of Energy (MoE), and Department of Electricity Development (DoED) on 2072/06/13 B.S. and
later renewed on 29th kartik 2074 B.S. Further financial closure agreement was signed on 28th

Poush, 2074 B.S. with Prime Commercial Bank Limited as a lead bank and Nepal Investment
Bank Limited as a co-lead bank.

2. OBJECTIVE
The main objective is to highlight the Bi-Annual activities that has been carried out during the
last six months i.e. from Ashoj 2078 B.S. to Falgun 2078 B.S.

3. PROJECT INTRODUCTION
Siddhi Khola Hydropower Project (SKHP) is located in Rong Gaupalika and Suryadaya
Municipality in Ilam district, Province No. 1 of Nepal. The project structures are laid out mainly
in Rong Gaupalika whereas only part of the diversion weir and left bank abutment structures
lie in Suryadaya Municipality. The headwork site is located in Suryadaya Municipality, downhill
of Kharbani Village on the left bank of Siddhi Khola and is proposed at an elevation of 816
masl on a relatively flat terrain. Powerhouse is located in Rong Gaupalika, downhill of
Ranbhede village on the right bank of Siddhi Khola. It is approximately 2 km upstream from
the confluence of Siddhi Khola with Mechi River. The elevation of the proposed powerhouse
site is approximately 473 m which gives the gross head of about 343 m. The power produced
will be fed to Phikkal Sub-station, located at Phikkal of Illam District through 33 kV
Transmission Line of about 16 km length. The design discharge and gross head of 3.6 m³/sec
and 343.00 m respectively has been proposed for generating installed capacity of 10 MW.

4. PROJECT LOCATION and ACCESSIBILITY


The access route to the Siddhi Khola Hydropower
Project is from Charali in East-West Highway of
Nepal in the eastern part of Nepal. The headworks
can be reached by motorable road up to Harkatte
on way to Phikkal and further to Ilam in the Mechi
Highway. The existing road head is about 30 km
from Charali. From Harkatte a local trail leads to the
headworks site in about three hours downhill. The
powerhouse site can be reached from the
headworks along the existing foot trails to Plate 1 Existing 30 km Road from Charali to Harkate
Ranbhede in about two hours.

5. KEY ACHIEVEMENTS TILL DATE

5.1. Transfer of Generation License to Siddhi Hydropower Company Pvt. Ltd.


The Developer has received a letter regarding transfer of Generation License in the name
of Siddhi Hydropower Company Pvt. Ltd. from Lumbini Builders Pvt. Ltd. on 17th Jestha,
2074 B.S.

5.2. Renewal of Generation License


Siddhi Hydropower Company Pvt. Ltd. had submitted an application letter for renewal of
Generation License on 10th Ashoj, 2074 B.S. Further, Department of Electricity
Development (DoED) has extended the Generation License by issuing an extension letter
on 29th Kartik 2074 B.S.

5.3. Power Purchase Agreement (PPA) Documentation:


NEA had issued a letter dated on 29th Ashad, 2074 B.S. to the developer for performance
Guarantee (PG) and signing of PPA. With regard to this, PPA has been signed dated on
29th Bhadra, 2074 B.S.

5.4. Connection Agreement


The developer had submitted an application letter to NEA for renewal of Connection
Agreement on 1st Bhadra 2074 B.S. Further, Nepal Electricity Authority (NEA) has
extended the Connection Agreement by issuing an extension letter on 22nd Bhadra 2074
B.S. which is valid for 6 months i.e. up to 02nd Falgun 2074 B.S.

5.5. Transfer of Transmission Line License to Siddhi Hydropower Company Pvt. Ltd.
The developer had submitted an application letter for transfer of 33 kV transmission line
survey license to Siddhi Hydropower Company Pvt. Ltd. on 10th Shrawan 2074 B.S.

Later, the transmission line survey license was transferred in the name of Siddhi
Hydropower Company Pvt. Ltd. on 05th Bhadra 2074 B.S.

5.6. Renewal of Transmission Line Survey license


Siddhi Hydropower Company Pvt. Ltd. had submitted an application letter for renewal of
Transmission Line Survey License on 17th Falgun, 2077 B.S.

5.7. Industry Registration


The developer had received certificate for Industry Registration in the name of Siddhi
Hydropower Company Pvt. Ltd. on 29th Chaitra 2073 B.S. The total capital of the company
is NRs. 87 Cr. 10 Lakh, fixed capital is NRs. 85 Cr. 30 Lakh whereas working capital of
the company is NRs. 1 Cr. 80 Lakh.

5.8. Contract for Consulting Services


The Developer has invited number of engineering consultancy for carrying out Feasibility
Study (FS) of the project on competitive basis after the issuance of survey license of the
project.
Looking into the strength of Samyak Consulting Engineers Pvt. Ltd. and its past
experiences, the Developer (Siddhi Hydropower Company Pvt. Ltd.) had awarded the
contract for carrying out Bankable Detailed Feasibility Study Report (B-DFSR) and Detail
Engineering Design of the project on 21st Ashoj 2073 B.S.

Similarly, the developer has awarded the contract for carrying out Feasibility Study Report
(FSR) and IEE of Transmission Line System to Samyak Consulting Engineers Pvt. Ltd. on
11th Poush, 2073 B.S.

The Developer has published tender notice to execute civil, hydro-mechanical and
transmission line works for SHC from national level Contractors through national daily
newspaper. A number of Contractors have submitted the bid documents and the
evaluation of bids is in progress. Evaluation, negotiation and award of those contracts is
expected to be completed by the end of Chaitra 2074 B.S.

5.9. Engineering Study on ‘Bankable Detailed Feasibility Study’

As mentioned in the previous progress report, the consultant coordinating with the
developer has vigorously carried out desk study. Various alternatives for the project layout
were studied in the topographical maps. To produce various project layout alternatives,
the components of the projects were plotted in the tentative location in the topographical
maps.

5.10. Financial Closure


A financial closure process has been initiated from Shrawan 2074 B.S. after obtaining
renewable of connection agreement and Draft PPA signing with Power Trade Department
of NEA. The Prime Commercial Bank Limited as a lead bank and Nepal Investment Bank
Limited as a consortium partner has begun the financial closure process. In principle
approval has already been taken by Lead Bank and its consortium partner. A “Term Sheet”
has been signed with the Lead Bank, Prime Commercial Bank Limited.

Financial Closure Agreement has been successfully signed on 28th Poush 2074 B.S. with
Prime Commercial Bank Limited as a lead bank and Nepal Investment Bank Limited as a
co-lead bank.

5.11. Tendering and Contracting


A Management and Evaluation Committee was formed by the Board on 13th Kartik 2074
B.S. for tender notice publication, invitation, evaluation and submission of evaluation
report to the Board. Further the Board nominated Samyak Consulting Engineers Pvt. Ltd.
as the consultant for the technical evaluation of bids.

 Notice Publication

The invitation of the bid for Civil Works, Hydro Mechanical Works, Transmission Line and
Infrastructure Development was done on 13th Kartik 2074 B.S.

 Extension of the bidding period time


As no eligible bidder had participated till the date of the first announcement, therefore,
the time of submission of the bidding documents was extended till 07th Magh 2074 B.S.
Further, in the absence of participating bidders again, a second extension was made till
16th Falgun 2074B.S.
 Opening of the tender document
In the second extension of the bid period, the following Contractors participated in the bid
process within 12 noon of the last day of bid submission.
1. Mainachuli Mahadev Khimti J/V
2. Roshan Construction
3. Hirachan Construction

The submitted bid documents by aforementioned three contractors were opened in the
presence of Management and Evaluation Committee and bidding contractors.

 Bid Evaluation
Samyak Consulting Engineers Pvt. Ltd. (SCE) completed the technical evaluation of the
bid documents and submitted to Siddhi Hydropower Company Pvt. Ltd. on 30th Falgun
2074 B.S.

Among the three competitive bidders that had participated in the open competitive bidding
Mainachuli NIrman Sewa Pvt. Ltd. had quoted the least price (amount) for all the works
that included Civil Works, Hydro mechanical works, Transmission Line and Infrastructure
Development.

 Contract Approval
Based on the technical evaluation of Samyak Consulting Engineers Pvt. Ltd., the
Management and Evaluation Committee (MEC) had prepared the evaluation report for the
submission to the Board. Hence, the Board had concurred the evaluation report and the
contract was awarded to Mainachuli Nirman Sewa Pvt. Ltd.

5.12. Coordination Committee


An application has been registered for the formation of coordination committee, as per the
clause no 14 of Power Purchase Agreement (PPA) on 23rd Shrawan 2075 B.S. CEO Mr.
Anand Pradhan and Project Engineer Mr. Devendra Karki has been appointed as
representative from Siddhi Hydropower Company Pvt. Ltd. for coordination committee. In
accordance to the application submitted as per clause no 14 of PPA on 23rd Shrawan
2075; Planning, Monitoring and Information Technology Directorate of NEA has sent an
application to Director (PTD) and Director Biratnagar Regional Office stating the
appointment for coordination committee. Meeting was successfully held between the
appointed committee members at Nepal Electricity Authority, Durbar marg on 25th Kartik
2075 B.S.

The newly appointed representatives for Coordination Committee comprises of:

Mr. Anand Pradhan CEO, Siddhi Hydropower Company Pvt. Ltd.

Mr. Devendra karki Project Engineer, Siddhi Hydropower Company Pvt. Ltd.

Mr. Prabal Adhikari Chief, Nepal Electricity Authority

Mr. Sachhidanand Yadav Chief, Biratnagar Regional Office, Nepal Electricity Authority

Following agendas were discussed during the meeting:

 Power Evacuation

Based on the meeting, NEA has formed a committee of 4 members; 2 members from Nepal
Electricity Authority and 2 members from Biratnagar Regional Office for visiting the site for
power evacuation procedure.

6. PROJECT PROGRESS
Remarkable progresses has been achieved during these past six month at the project site.
Various construction works were carried out and completed on the field of camp, access road,
civil works, hydro mechanical works and electromechanical works which are described below
in subsequent sub headings.

6.1. Detail Engineering Design


The contract on Detail Engineering Design has been awarded to SAMYAK Consulting
Engineers Pvt. Ltd. (SCE), Sinamangal, Kathmandu, Nepal. The Detail Engineering Design
Detailing is completed however, the design changes might occur during the construction.

6.2. Camp Facilities


After the identification of suitable location for camp facilities, the Developer purchased 18.5
ropanies of land for office and camp facilities. The construction of office and camp building
has been completed. Altogether four different camp blocks have been constructed namely
Guest house, Administration block, Kitchen and Dining and Residence block.

6.3. Access Road Development Programme


6.3.1Description of Road Alignment

There are two stretches of road; one to the headworks site and the other to the
powerhouse site. The existing black topped road is available up to Harkate. Further, an
earthen road is available from Harkate to Rambyang Village (i.e. up to Rambyang School).

From Rambyang i.e. School area, the access road bifurcates into two different ways. One
leads to the headworks site (i.e.: North East direction) and the other leads to the

Powerhouse site (South East direction). The land acquisition and track opening of these
roads has been carried out by the Developer (SHC).

SHC has opened up track road of 5 km length from Rambyang to the Headworks site.
Further, SHC has also opened up track road of 1 km length from Rambyang Puchhar
(Bhanjyang) towards the powerhouse site.

From Rambyang Puchhar (Bhanjyang), an access road bifurcates, one towards Syphon
2 (river crossing) area and another towards the powerhouse sites. These access road
passes through barren land, cultivation land, forest and wet land. The average ground
slope of this area is 35 degree.

Along the headworks site, about five Cross Drainage structures are required for vehicular
movement. Presently, there is a suspension bridge over Siddhi Khola at about 100 m
downstream from dam site. And about 4 cross drainage structures are required along the
Rambyang Puchhar. Further, 3 cross drainage structures are required along access road
towards Surge tank. Similarly, 2 cross drainage structures are required along the access
road towards powerhouse site.
However, these tracks of access road has to be widened up, upgraded with appropriate
road geometrics for ease mode of heavy equipment transportation during the construction.
For this, detailed survey of road alignment was conducted and access road design report
was prepared.
6.3.2Construction of Access Road

Construction of remaining 1.5 km long Access Road towards headworks site was
completed on the month of Chaitra, 2074 B.S.
Construction of 1.5 km access road from Rambyang Chautara to Powerhouse was
initiated. However, due to heavy rainfall in project area, road construction was stopped.
The construction was resumed from 2nd week of Bhadra, 2076 B.S. However, due to recent
Covid-19 outbreak across Nepal, the ongoing construction works was stopped. However,
the construction activities at site was resumed from 1st Week of Ashoj, 2077 B.S. giving
priority to the remaining 500 m access road towards powerhouse. By the end of Magh,

2077 B.S., the access road connecting powerhouse was finally completed.
However, Due to the heavy monsoon, the access road gets disturbed after the
accumulation of heavy debris. The Developer has to engage in maintenance of the
access/construction road time and again.

6.4. Civil Works


6.4.1Construction Works
Site clearance works along the waterway alignment for laying of penstock pipe is being
carried out at present.

Stone masonry works for tailrace canal of 100 m length has been contructed and
completed.

Gabion protection works at tailrace canal has been completed.

Excavation work of settling basin area at headworks site has been initiated.

6.4.2Expert Visit

An expert visit was made by team of technical experts on the month of Chaitra 2074. The
team of experts comprises the following individuals-

In the field, the following observations were carried out-

 Different alternative layouts of the project prepared during desk study


 Suitable location for different headwork structure.
 Suitable alignment for the waterway
 Suitable location for the powerhouse.
 Geological condition for the proposed location of different components like
presence of exposed rocks, local landslide prone areas, natural ground slope,
types of rock and soil, etc.

 Types off vegetation present at project area.


 Availability of construction materials like aggregate, sand, hard stones, etc. at
project area.
 Suitable location for establishing camp facilities, storage of equipment and
materials, installation of equipment and plants and disposal site.

Based on the investigation during the field trip, all the required materials like cement,
reinforcement bar, gabion-wire etc. should be transported from Kakarvitta. Gravel, sand,
boulder and aggregate are available at the Siddhi Khola and Mechi Khola. Boulders
required for construction of causeway and retaining walls are locally available.

6.4.3Field Mobilization
A team of technical experts has been mobilized to site from the month of Falgun 2074
B.S. for construction and supervision of access road development and land acquisition
programme.

6.4.4Field Program
i. Discharge Measurement :
Although the inception study was in progress, in order to obtain dry season monthly flows,
spot discharge measurement of the Siddhi Khola using current meter had been carried
out. The date and measured discharge is presented in Table 1.

7. PROJECT OBSTRUCTION

7.1. Pre-Monsoon and Monsoon Period


Early monsoon and monsoon at project site has frequently obstructed the progress at

7.2. Political Level


During the month of Shrawan 2076 B.S., various bandhs (strike) were organized by 2
different political parties i.e. Nepal Communist Party (Bipluv) and Rastriya Janamukti party
(Limbhuwan rajya) on different dates, as a result of which progress at site was slightly
hampered.

7.3. Out Break of Covid-19


With the nationwide lockdown initiated from 11th of Chaitra 2076 B.S. due to outbreak of
Corona Virus (Covid-19), all the construction activities/progress at site was stopped as per
safety concern with immediate effect. Hence no progress could be obtained during these
six months i.e. from Chaitra 2076 B.S. till Bhadra 2077 B.S. The construction activities at
project site will be resumed from 1st week of Ashoj 2077 B.S.

Later again after the pandemic still on the threat, second nationwide lockdown was
declared from Baisakh 16, 2078 B.S. as a result of which all the construction activities had
to be stopped. Later from Shrawan 1, 2078 B.S., the lockdown was uplifted and the
construction site was resumed.

8. BANK VISIT
A team of three members from the financing banks namely Prime Commercial Bank Ltd. and
Nepal Investment Bank Limited visited the site from 12th December 2018 to 14th December
2018 (26th – 28th Mangsir, 2075). This was a routine inspection visit as a requisite of Financial
Closure Agreement concluded between the Company and the consortium banks.

The team members comprises of:

Mrs. Pratima Shrestha- Prime Commercial Bank Ltd.

5th consortium meeting with the bank representatives was held on 10th Mangsir, 2076
B.S. the meeting was held focusing on the following agendas.

10. CONCLUSION
Not much progress could be achieved during these last six months. Detail planning for execution
of work on time and mobilization of resources accordingly started at the end month of last six
months. Mobilization of resources both equipment and personnel begin effectively for speed up
of works.
