JOINT AFFIDAVIT OF NON-FILER

We, JOSEPH B. COMEDES and LUISA T. COMEDES, both of legal age,
Filipino Citizens and residents of Dalicno, Ampucao, Itogon, Benguet,
Philippines, after having been duly sworn to in accordance with law hereby
depose and state that:

1. That we are the biological parents of JESABEL T. COMEDES and we

applied for her Scholarship Grants/Programs by the Commission on
Higher Education (CHED);

2. That among the requirements needed for the said scholarship is a

TAX EXEMPTION CERTIFICATE from the Bureau of Internal
Revenue (BIR);

3. That we are marginal farmers and occasionally seasonal farm laborers

earning an annual income which does not exceed the annual poverty
threshold level as determined and provided by the National Economic
Development Authority (NEDA). Considering that our joint income is
lower than the annual poverty threshold we do not file Income Tax
Return (ITR);

4. That we are executing this Affidavit to attest to the truth of the

foregoing facts and to support our application for issuance of TAX
EXEMPTION CERTIFICATE and for all legal intents and purposes it
may serve.

IN WITNESS HEREOF, we have hereunto set our hands this 18 th day of
