1. Scope of Work
Yuegongqi 9 (Crane Barge) is docked at the west wharf of the commercial port to wait for
the hoisting and maintenance of the No. 5 floating wharf. Now it is necessary to cut and
replace the rusted steel plates and fenders above the waterline around the ship. A 50-ton
mobile crane assists in hoisting new steel plates and removing old ones.

3. Maintenance Process Steps and Methods

Floating sequence: Hoist the steel plate to the ship by mobile Crane → Set up a
temporary work platform → Cut and remove the ship plate → Correct and fix the
steel plate → Welding operation → Remove the temporary work platform →
recover materials.

3.1 50 tons truck crane mobilization and setting up

The 50-ton mobile crane chooses to open the outriggers at the west wharf Pier,
and the outriggers are kept 4m away from the edge of the wharf. The rigger
inspects the slings to be used and sets the safety warning line for lifting operations.

3.2 Flatbed Trailer Truck in place

Drive the Trailer Truck to the vicinity of the mobile crane and keep a safe distance
from the truck crane.

3.3 Lifting the steel plate onto the ship

The sling is connected to the lifting point of the steel plate, and the tail rope is
fastened. The hoist carefully checks the lifting point and the sling, slowly lifts the
force, and always keeps the balance of the object being lifted. When the lifting
height is reached, the crane rotates slowly to lift the 9th deck. Unoccupied space,
unhook the load until there is no force.

3.4 Set up a temporary work platform

Use angle steel and wooden boards to build platforms according to the required
size, lay wooden boards, and set up safety belt hanging points.

3.5 Steel plate cutting and removal

After the platform is set up, a special person is arranged to watch the fire, and the
fire extinguisher is placed. The welder uses gas cutting to cut the steel plate that
needs to be replaced on the platform. so on.

3.6 Correction and fixation of steel plate

According to the size of the cut old steel plate, the new steel plate is cut, the lifting
point is set, and the crane is used to hoist it to the side of the ship for correction
and fixing.

3.7 Welding work

The welder uses the welding machine to weld the steel plate, and the welding is
completed. Remove the work platform. Proceed to the next step according to the
above method.

4. Safe and civilized construction and environmental


protection requirements

4.1 Technical requirements for job safety

1) Make a detailed maintenance plan, safety technical measures, and specify the
person in charge before operation to ensure efficient and safe equipment
operation.
2) All operators entering the site must abide by and obey the management
requirements of the safety managers on the construction site.
3) Before the operation, the operator should understand the operation plan, unify
the thinking with the commander, and cooperate closely. If the command signal is
unclear or wrong, he has the right to refuse to execute it. Be aware of red flags
sent by others, too.
4) When entering the construction site, Personnel protection Equipments (PPE)
must be strictly and correctly worn according to the requirements.
5) The work area should be segregated, and warning line and warning signs
should be erected around it. Special personnel should be set up on the ground to
command, and special safety personnel should guard outside the work area. Non-
staff personnel are strictly prohibited from entering the construction site.

6) In the process of operation, no substitutions are allowed in the middle. If it is


necessary to change personnel, the operation situation should be explained clearly
before leaving.
7) During the operation, the command should be unified, and the upper and lower
echoes should be coordinated.

4.2 Safety requirements for lifting operations


1) The rigging gears and crane used in construction must meet the requirements
and must not be overloaded.
2) Crane operators and lifting commanders must hold certificates to work. Before
hoisting, all parts of the lifting equipment, limit switches, safety devices, and
braking performance must be inspected, and a no-load test run must be carried out
to confirm that the equipment and personnel are normal before working.
3) During the lifting operation, it is strictly forbidden for people and vehicles to stay
within the swing radius of the suspended object and the swing range of the crane
counterweight.
4) When lifting heavy objects, the hook and wire rope should be kept perpendicular
to the object, and there should be no oblique hanging and hooks not in the center.
When hoisting objects, a trial hoisting is required. When the height is 200mm from
the ground, the machine should be stopped to check and observe that there is no
abnormality before continuing hoisting.
5) When rotating and lifting heavy objects, the speed should be uniform, the
movement should be smooth, and sudden stops are prohibited.
6) A warning line should be set up during operation, and special personnel should
be set up to guard key positions. Non-staff personnel are strictly prohibited from
entering the lifting area.
7) Before hoisting operation, the horn should be sounded as a warning to ensure
the safety of the surrounding environment before hoisting.
8) Strictly implement ten rules of not lifting. Namely: don’t lift when overloaded;
don’t lift when crookedly pulled; don’t lift if the command signal is unclear; don’t lift
when the safety device fails; don’t hang if the heavy object exceeds the head; don’t
lift when the light is insufficient; objects buried in the ground or solidified on the

ground Do not lift; do not lift people standing on the hanging objects; do not lift if
the binding is not firm or stable; do not lift heavy objects with sharp edges and no
protective measures.
9 ) During the hoisting process, the commander's whistle must be loud and the
semaphore must be accurate.
10 ) When the equipment is hoisted, the wind force level shall not exceed level 6,
and disassembly operations are strictly prohibited in thunderstorm weather;

4.3 Safety measures during maintenance

1 ) Safety technical disclosure: Before construction, the safety technical disclosure


of the dismantling plan must be made to all dismantling personnel, so that each
dismantling personnel is familiar with the dismantling essentials, and records
should be made.
2 ) Inspection of construction machinery and equipment : the crane used for lifting
operations, the performance of the crane meets the technical requirements in the
equipment installation manual , and the welding and cutting guns meet the
requirements for use.
3 ) Steel wire rope inspection of the sling: the sling used for lifting should not be
less than the requirements stipulated in the plan and meet the requirements of the
specification.
4 ) Protective equipment: The construction site must be equipped with necessary
protective equipment such as safety helmets, life jackets, safety belts, labor
protection gloves, and labor protection shoes.
5 ) Signal command: Before the operation, the operator should understand the
operation plan, unify the thinking with the commander, and cooperate closely. If the
command signal is unclear or wrong, he has the right to refuse to execute it. Be
aware of red flags sent by others, too. The command is in the charge of the lifter.
6 ) Security of the operation area: A cordon should be set up during operation, and
special personnel should be set up to guard the key positions. Non-staff personnel
are strictly prohibited from entering the area, and the safety management
personnel are responsible for the implementation.

7 ) Weather effects: During the hoisting process, the weather forecast within three
days must be mastered. In case of severe weather such as wind force exceeding
level 6, hurricane, etc., protective preparations must be made in advance and the
operation should be stopped.
8) Relevant operating permits must be obtained before operation, special
personnel must be arranged to watch the fire on duty for hot work, and seat belts
must be hung high and low.

4.4 Civilized construction measures


1) Strengthen on-site management, and ensure that the construction site is cleared
after completion.
2) Take effective measures to prevent waste water, oil, welding slag, toxic and
chemical substances from polluting the environment.
3) Materials discarded during construction shall not be discarded at will, but shall
be collected in time, stored in designated places, and processed centrally.
4) Carry out construction in strict accordance with the technical standards, quality
standards, technical specifications and design requirements stipulated by the
relevant state departments, and under the guidance of the construction unit,
ensure the quality of the project and create a civilized construction site

4.5 Other Safety Measures


 A proper access shall be provided to ensure that workers enter and exit the
work area safely. There will be blower/ fan provided to workers to beat the
heat. And rest shelter is provided and air conditioned heat recovery rooms
have been arranged. There will adequate supply of clean, cool drinking
water. CHEAC shall arrange a toilet and ensure that the toilet. The field
safety officer shall ensure that the welfare facilities are maintained in a
working condition.
 The work area will be barricaded to ensure that there will be minimum
interference with man and machine. The field safety officer shall monitor this

and ensure that workers’ rest area and work area are sufficiently away from
moving traffic.
 Heat stress awareness shall be given to workers during regular pre task
briefing and workers will be given 10 minutes of rest break every 1 hours
and electrolytes such as Oral Rehydration Salts (ORS) shall be made
available. Working in the outdoor during the 12:00 Pm to 03:00 will be
completely restricted and ensure that workers get enough rest during that
time.
 All electrical tools and equipments, cables shall be inspected on a monthly
basis by the electrician and install monthly colour coding. All defective tools
and equipments shall be removed from the site. Proper cable management
practice shall be followed.
 Housekeeping and waste management shall be done on a regular basis and
ensure no loose materials, waste materials get airborne and reach the sea.
 The site supervisor and HSE officer shall ensure that 100 per cent PPE
Compliance is maintained always and ensure that every workers is provided
with basic PPE.
 A detailed job safety analysis has been prepared and the method statement and Job
safety Analysis will be communicated to the workers and site supervisor and safety
officer shall ensure that the work is carried out as per the method statement and
job safety analysis.
 All workers shall wear life jacket full time and keep themselves from the edges of the
ship or work platform
