Greetings!
It gives me immense pleasure to invite your esteemed institution to participate in Elenchus’ 23, the Model United Nations to
be hosted by K.R. MANGALAM GLOBAL SCHOOL, G.K.1 in the school from 23rd – 25th August 2023.
KRMGS believes that Model UNs are a congregation where students explore global concerns, engage their young minds,
and learn through sharing and researching. This futuristic practice, we hope, would foster their analytical and reasoning
skills. The conference aims at fostering a better understanding of major international issues and concerns.
Elenchus offers an exceptional opportunity for students at your school to engage in exciting discussion with other high-
performing school students about subjects that gripped the world community in the past and that moulded the world as it
is today. They will be challenged to conduct research about their committee's topics and the assigned country, formulate
opinions, and engage with peers in paramount levels of debate.
The Model United Nations is a unique platform for various schools to come together to discuss global concerns and arrive at
viable outcomes from the perspective of young people. An opportunity to learn about diplomatic negotiation processes and
peaceful dialogues.

I congratulate the entire team of students and educators on putting together this huge event and I am thankful to all of you for
the effort you’ve put in. I hereby extend a warm invitation to you to grace the occasion. The details of the program are attached

Greetings!

It is indeed a matter of great pride that the students are putting together an event of such
magnitude. Education that is rooted not only in content and shallow knowledge but in
experience and deep understanding. We constantly aim to create global citizens at
K.R. Mangalam Global School who can collaborate with others, think critically, solve
problems, and work independently. We need our children to be leaders who will bring peace,
harmony, growth, and sustainability to the world we live in by appreciating and learning from
culturally diverse leaders who would further work towards reducing the world's problems like
hunger, poverty, and violence.

President Barack Hussein Obama said this: “Around the globe, people are making their voices heard, insisting on their innate dignity
and the right to determine their future. And yet the turmoil of recent weeks reminds us that the path to democracy does not end with
the casting of a ballot.

Even though you may see yourselves as "merely" students and without being in positions of real authority, you participate in the MUN
because you support the concepts of democracy, human rights, and a world free from oppression and corruption. You are prepared to
start the "hard work" of "true independence" because of this. By following tried-and-true procedures created by some of the greatest
philosophers and peacemakers in history, you are serving as an example of how to achieve true freedom, which is founded on
fundamental respect for all human rights, regardless of race, religion, gender, ethnicity, or nationality.

I am aware that some of you may have participated in MUN before, and many of you might be beginners. In keeping with the spirit of
the United Nations, I would encourage each one of you to actively collaborate and cooperate with one another to motivate all to
participate in this event and make the most of it. Education is not a competition for supremacy; rather, it is a shared journey to a Glorious
Future.

NOTE FROM THE SECRETARIAT

MUN offers students a fantastic opportunity to learn 21st century leadership skills and unlock their own untapped potential, both of
which will help them succeed in the future. MUN is more than just an academic simulation. MUNs develop an individual in areas one
cannot think otherwise...it won’t be long before you'd realise that you are now an updated person, a good listener, a confident
personality, one who respects others' opinions, a person who has the capability to make his/her decisions, who prepares his/her mind in
a way in which he/she has the ability to handle any crisis be it in the conference or in real life.

We, at K.R. Mangalam Global School, have always laid great emphasis on valuing reason over force and we look forward to facilitating
active participation in international debates, encouraging our delegates to pursue their goals and to uphold the ethos of the United
Nations. The skills refined and acquired at this conference will serve to benefit the delegates through life. We look forward to seeing
you in August, for an unforgettable experience!

At Elenchus, you'll be witnessing 8 committees with agendas of the utmost importance, headed by the best executive board, and captured
by the perfect International Press. The USP is the FIRST TIMERS COMMITTEE in which we are encouraging the students to enter
in the field of MUN and freely compete with the students of their level without hesitation. We hope to create an environment where
each individual is welcomed with his/her views, debates until he/she is convinced, speaks to uphold the respect and dignity of his/ her
country and feels free and confident to convey his/her thoughts to an audience and above all learn something he can take back home.

In our second edition of Elenchus, we will be waiting for you to come and join us. Come and be a part of this extravagant journey as
we promise these three days of intense debating, opinion building, lobbying and impressive learning shall be remembered by all of
you as an experience of your lifetime!

RULES OF
PROCEDURE
As MUN conferences have lengthy agendas and many students are interested in speaking, it is essential that order is
maintained by deciding who speaks, on ‘what’, and ‘when’. Therefore, rules of procedure are formalized by most
Model U.N. Conferences.

List of Points and Motions

Motions

Set Speakers Time A motion to change the default speaker’s time of the general speakers list.
Moderated Caucus A less formal discussion where a new speaker is chosen directly after the previous speaker
finishes. It is usually on a narrower topic (than the General Speakers List, which allows
a delegate to speak about anything related to the topic at hand) and it takes a majority of
votes to pass it. This motion requires specification of general time and speaker’s time.
Unmoderated Caucus The ability to move freely around the room, speak to anyone and write resolutions.
Usually, the most effective time to lobby and build / maintain coalitions. This motion
requires specification of general length of time.
Consultation of the A motion for a moderated caucus style setting where the delegates manage themselves.
whole Often a delegate speaks and passes the right of speech to another delegate that they
choose. This continues until time elapses. There is no time limit for any delegate’s speech.
This motion requires specification of general length of time.
Vote by Acclamation Offered by the chair, this motion means a motion offered by the chair passes if no delegate
objects. If one delegate objects, the motion need to be voted on by simple majority. Many
conferences do not use this motion.
Appeal the Decision of This motion is made when a delegate feels the chair has made an incorrect decision. This
the Chair is like a point of order.
Introduce Draft This needs to be done to officially discuss the draft by name and have it on the floor for
Resolution the closure of debate.
Close Debate A motion for the committee to end debate and more into voting procedure.
Vote clause by clause A motion to vote on each clause of the resolution individually in numeric order. This is
usually done with the purpose.
Vote roll call A motion to have each country declare verbally if they are “For”, “Against”, “Pass” or
“Abstain” (and add “With Rights”, which means they get to speak after the vote)
Suspend Meeting / Motion to put the session on hold, generally for lunch or coffee.
Table Debate
Adjourn Meeting Motion to completely end the committee session until the next conference.

Judgement Criteria

Delegates would be judged on the following basis: -

1. In-depth knowledge and thorough understanding of the country’s policy.


2. Exhibition of excellent diplomatic and negotiating skills.
3. Willingness to work for the benefit of the committee.
4. Appropriate use of the rules of procedure.
5. Genuine and authentic presentation of facts and information

Eligibility
In the interest of maintaining meaningful and
constructive debate and discussion, only school
students from standard VI-XII are eligible to participate.

Maintaining the USP of dedicating a committee for first


timers, UNGA is dedicated exclusively to first time
MUNers.
Awards
The discretion of the awards of a committee rest with
the Executive Board of that committee. The decision
of the executive board with respect to awards will be
final and binding.
