1 Project Profile
1.1 Introduction
Colombo Port City Development Project is located at south near shore of Southport in Colombo, the
capital of Sri Lanka. It is linked to the existing CBD (Central Business District). To the north is the
Southport Breakwater and south of it is the Galle Face Green with the current coastline on its east.

According to the drawing of 14S004-DD-R-1.101(Rev. C03), the total area of ground improvement is
1,571,886.5m2, and dynamic compaction, vibro compaction & full tamping are adopted as the ground
improvement methods.

After the treatment of dynamic compaction or vibro compaction, the loose fill on the top will be
compacted till the final design level with the vibrating roller of 340kN vibrating force.

The employer’s requirements of Land Delivery Schedule are listed as follows:

1.2 Requirements of Specification


The specifications for ground improvement refer to the document of 14S004-DD-GGS-R-1001
Rev.C03 designed by CCCC FHDI Engineering Co. Ltd.

(1) Hand over land level: the final completion elevation of the Ground is from +6.50m to +3.5m;
and the elevation details refer to the drawing of 14S004-DD-R-1.102.

(2) Superimposed loads on the reclaimed areas shall be 20kPa.

(3) The total post-construction residual settlement occurring at the reclamation surface anywhere
within the site from the delivery date(s) to end of the 50-year design life of the reclamation
shall not exceed 300mm in general, and 100mm for specific areas planned for development of
low rise villas in the Port City Master Plan.

(4) Allowable bearing capacity of the land at the hand over Level after the ground treatment shall
be not less than 120kpa.

(5) Density

 The Road Area

The compaction degree of the top 0.8m layer under the final land level shall reach to at least 96% of
the maximum dry density; the compaction degree of the layer within 1.5m under the final land level
shall not be less than 95% of the maximum dry density. Between 1.5m to 3.0m under the final land
lever, the required value shall not be less than 93% of the maximum dry density. From 3.0m down to
6.0m the relative density shall not be less than 50%, and under 6.0m the relative density shall be more
than 40%.

 The Development Area

The compaction degree of the top 1.5m layer under the final land level shall not be less than 95% of
the maximum dry density. Between 1.5m to 3.0m under the final land lever, the required value shall
not be less than 90% of the maximum dry density. From 3m down to MWL, it shall be at least 75% of
the maximum density.

The top 6m from the final level down shall achieve relative density of at least 50%. Under 6.0m the
relative density shall be more than 40%.

 The Revetment Area

The compaction degree of the top 2.0m layer under the final land level shall reach to at least 95% of
the maximum dry density. Between 2.0m to 3.0m under the final land lever, the required value shall
not be less than 93% of the maximum dry density. From 3.0m down to 6.0m the relative density shall
not be less than 65%, from 6.0m down to 10.0m it shall be more than 60%, and from 10m down it
shall be no less than 55%.

1.3 Main Construction Content


1.3.1 Definition of the ground improvement works

According to the Employer and the Contract requirements, the work scope of this ground improvement
includes the ground treatment in different area based on various soil condition and related
requirements, site leveling and surface compacting as well as the inspection and testing during and
after the ground improvement works. Details are as followings:

(1) Submit the method statement of the ground improvement works in accordance with the
drawings and technical specification requirements. After acquiring approval from the
Employer, the construction works can be carried out according to the method statement.

(2) With the consideration and analysis of the land planning, land forming material, thickness of
the reclamation layer, geological conditions and other factors comprehensively, vibro
compaction treatment is applied to the revetment area, and dynamic compaction is applied to
road area and other ground areas.

(3) After the dynamic compaction, leveling the construction site to designated land level.

(4) According to the testing procedure approved by the Employer, evaluate the ground
improvement effectiveness.

1.3.2 Quantity of the ground improvement works

(1) Ground Improvement Works

According to the drawing of general layout of ground improvement (14S004-DD-R-1.101), the Bill of
Quantities for treatment works is shown in table 1-5.

(2) Monitoring work

According to the drawing of general layout of monitoring (14S004-DD-R-1.103), the Bill of Quantities
for surface settlement monitoring work is shown as follows.

 Surface rod settlement gauge: 138 nos.

(3) Test work

According to the drawing of general layout of testing (14S004-DD-R-1.104), the Bill of Quantities for
test work is shown as follows.

 Cone Penetration Test (CPT): 411 nos.

2 Engineering Geology Conditions of Construction Site


2.1 Land and Sea Stratum Conditions
According to the final edition of construction site reconnaissance report “Ground Investigation Final
Report (Document No.: 13K087-SS-DZ-0001 REV.: A)”, the stratums in construction site of this
project are as follow:

(1) ②Quaternary system marine deposit (Q4m) spreads entire construction site, and its thickness is
generally several meters. They mainly consist of drift mud layer, loose sand layer, extreme soft
and soft viscidity layer, soft viscidity with sand layer, loose sand with viscidity layer.

(2) ③Quaternary system alluvial-pluvial deposit (Q4 al+pl) spreads most parts of construction site
with small layer thickness, mainly consists of sand or viscidity soil layer with medium or high
density, medium grade and high-grade hardness viscidity soil. Quaternary system
alluvial-pluvial deposit ( Q4 al+pl) belongs to medium soft and hard soil.

(3) ④Quaternary system eluvium (Qel ) is distributed in partial section on site, belongs to gneiss
soil eluvium with good construction geology condition.

(4) ⑤Gneiss bedrock layer is stably distributed in whole section on site, its depth from several
meters to dozen meters, partially with no coating. According to the degree of weathering, this
layer can be divided into full-weathering gneiss, strong-weathering gneiss, medium-weathering
gneiss and little-weathering gneiss. This layer is with excellent construction geology condition.

In this project construction site, the thickness of soil coverage is thin with less variety of soil
layers. The main soil layers need to be treated is the backfill sand. The backfill sand is in loose or
low-density condition with low bearing capacity. As a result, there is necessary to conduct
reinforcement treatment to improve loose sand foundation in construction site.

2.2 Hydrology and tide condition


According to the statement of “Detail Engineering Report of Colombo Port Efficiency &Expansion
Project”, the high tide water level is +1.0m and low tide water level is +0.1m.

All the elevations in this statement are LWOST elevation.

2.3 Meteorological condition


Sri Lanka is a tropical island county close to the equator, which owns tropical monsoon climate, the
summer lasts year-round without the four seasons, only has differences of rainy and dry seasons. Local
mean annual temperature of Colombo is lower than 30°C, with monthly average maximum and
minimum temperatures of 37°C and 20.7°C respectively.

The climate of Sri Lanka is marked by the southwest monsoon and northeast monsoon. The
intermissions between these monsoon periods are called the First Intermission Period (from March to
April) and the Second Intermission Period (from October to November), respectively. These monsoons
are due to the north and south seasonal movement of the equatorial low-pressure belt called the
“equatorial trough”.

3 Technical Requirements of Ground Improvement Works


The specifications of 14S004-DD-GGS-R-1001 rev.C03 cover the requirements on ground
improvement. The details are shown on the drawings.

3.1 Definition of Ground Improvement Area


For providing adequate bearing capacity to withstand the applied loadings and controlling the residual
settlement as specified, ground improvement is necessary for the area behind the revetment.
The ground improvement area is divided into six zones, zone A~F, dynamic compaction and vibro
compaction will be adopted as the ground improvement methods.
The detailed division zones refer to the table 4-1 and the drawing of 14S004-Dd-R-1.101 General
Layout of Ground Improvement.

3.2 Construction Sequence of Ground improvement


According to reasonable sequence, the construction of ground improvement will not conflict with the
other works of this project, taking reclamation and revetment for example.
Comply with main programme of CPC project, the reasonable sequence will be stated as reclamation
work at first, and then ground improvement, revetment work at last.
The sub-sequence of ground improvement on each land lot is shown as follows:

3.2.1 Zone B

1) Carry out two pass of point tamping and level the yard;
2) Carry out one pass of full tamping;
3) Trim and backfilling may be necessary for building the grade of final surface;
4) Execution of post-treatment in situ testing;
5) Construct the revetment structure.

3.2.2 Zone C and D


1) Carry out two pass of point tamping and level the yard;
2) Carry out one pass of full tamping;

3.2.3 Zone E

1) Carry out one pass of full tamping;


2) Trim and backfilling may be necessary for building the grade of final surface;
3) Execution of post-treatment in situ testing.

3.3 Final Level after Ground Improvement


Final level after ground treatment shall be as shown on the Drawings subject to permitted tolerances of
±50mm for the road areas and ±100mm for the development areas. The area with surface level
exceeding the tolerance shall be trimmed or filled and compacted to the specified requirements.
One point at every 100m2 shall be checked by level instrument.

3.4 Dynamic Compaction


The energy of dynamic compaction is a function of the mass of the tamper, the drop height, spacing,
and the number of drops at each tamping point location.
The energy is generally applied in phases on a grid pattern over the entire area using either single or
multiple passes. Following each pass, the craters are either leveled with a dozer or filled with granular
fill material before the next pass of energy is applied. This is necessary to form a smooth surface from
which the equipment can work for the next pass as well as to obtain ground surface elevations.
Dynamic compaction is selected as improvement method for Zone B, Zone C and Zone D, and full
tamping is adopted to treat Zone E. Dynamic compaction energy here is recommended as 4000kN.m
for Zone C, 2000kN.m for Zone B and Zone D, and full tamping energy of Zone E is 1000kN.m.

3.4.1 Equipment

The basic necessary equipment and accessories for dynamic compaction construction are crane,
pounder and a releasing mechanism.
The mass of the pounder generally ranges from 10 to 40 tons with roundness or polygon bottom, and
the drop heights range from 10 to 30m. Its bottom area can be confirmed by the property of backfilling
materials, and the value of its bottom static contact pressure generally ranges from 25 to 40kpa. In the
basal face of the pounder, it’s better to set several through-holes with diameter of 250mm~300mm
symmetrically.

3.4.2 Parameters

The dynamic compaction procedures are two passes of point compaction and one pass of full tamping.
Point tamping energy is 4000kN.m for zone C and 2000kN.m for zone D. For energy of 4000kN·m,
the proposed spacing of compaction points is 6.5m in square grids; for compaction energy of
2000kN·m, the proposed spacing of compaction points is 5.0m in square grids. The compaction point
of the second pass shall be on the center of the square grids of the first pass. One pass of full tamping
shall be carried out after the two passes of tamping. The proposed energy is 1000kN·m.
After each tamping pass is finished, the tamping crater shall be backfilled and leveled for the next
tamping pass.
After the point tamping is finished and prior to the full tamping pass, any insufficient elevation part
shall be filled. The filling material should be sand. The full tamping pass shall be taken after the
ground is leveled.
For full tamping pass, the compaction stamps should overlap each other, and the overlapping area
should be not less than 1/4 of the pounder bottom area. The full tamping at a single point shall carry
out for 2 blows for Zone B, Zone C, Zone D, and 3 blows for Zone E.
The ground average elevation shall be checked before and after each pass of dynamic compaction to
calculate the compacted settlement. The ground shall be leveled before checking elevation.
The water level shall be taken into consideration during the construction. It is proposed that the initial
ground surface of dynamic compaction is 2 m higher than the water level.
After the dynamic compaction trial construction and verified by the tests specified by the
Specifications for Ground Improvement, we can confirm the construction parameters as below:

4 Construction Schedule of Ground Improvement Works


4.1 Mobilization and Preparation
Regarding to that fact that some equipment for construction and testing will be imported from China to
Sri Lanka, furthermore, other activities will spend about 30 days, such as employment visa application
for our personnel and the customs clearances of the equipment.
 2 sets of Crawler Dynamic Compactor have arrived at Colombo on 20th January 2017;
 2 sets of Crawler Dynamic Compactor have arrived at Colombo on 21th April 2017;

4.2 Dynamic compaction


The scheduled period for dynamic compaction is from 8 February 2017 to 18 December 2018
including trial vibro compaction about 30 days after the acceptance of equipment and other factors
being taken into account.

4.3 Scheduled plan


The completion date of ground improvement works is planned on the day of 15 January 2019.
Details refer to table 5-1 scheduled plan of ground improvement for CPC.
Construction Schedule is shown as the attachment 3: Schedule of Ground Improvement Works (5 Jan
2017).

5.2.2 Dynamic compaction parameters

Dynamic compaction parameter: the dynamic compaction procedures will be two passes of point
tamping compaction and one pass of full tamping compaction. Point tamping energy is 4000kN.m and
2000kN.m, in square grids. For the compaction of energy of 2000kN·m, the spacing of compaction
points shall be 5.0m on a grid pattern; for energy of 4000kN·m, the spacing of compaction points shall
be 6.5m on a grid pattern. The point tamping of the second pass shall be on the center of the square
grids of the first pass. One pass of full tamping will be carried out after the two passes of point
tamping. The full tamping energy level of both 4000kN.m and 2000 kN.m is of 1000kN·m.

Concerning to the detailed parameters of Dynamic Compaction, please refer to table 6-1.

5.2.3 Termination criteria of dynamic compaction

(1) The average compacted settlement value compacted by the last two tamping drops shall be not
more than 5cm referring to tamping energy level of 2000kN.m, and not more than 10cm
referring to tamping energy level less than 4000kN.m, we can complete this point and move to
conduct next point.

5.4 Construction parameters and equipment


5.4.1 Verify total energy

Total energy input is usually in the region of 200~250 tonne.m/m2 on pervious coarse-grained soil
stratum. The treatment pattern for project site and a calculation of the total energy applied to each unit
area of treated ground is given in Table 6-2.

5.4.2 Calculation treatment depth of the dynamic compaction

In treatment by surface impact the depth of treatment cannot be controlled directly, as would be the
case with vibro stone columns or piling. A critical element of dynamic compaction design therefore is
the depth to which a particular treatment is effective.

There is some correlation between the depth of compaction and the energy per blow for falling-weight
dynamic compaction. This has usually been expressed as:

where ze is the depth of compacted soil in meters, M is the mass of the falling weight in tonnes, H is
the height of fall in meters and k is a coefficient which depends on fill type, and for sand fill, k=0.5.

5.5.11 Pre-treaatment

(2) Working levels

For most building and civil engineering projects, establishing a site datum will be standard practice.
The site datum should be related to LWOST and maintained throughout the works. Where
groundwater is close to the working level it may be necessary to raise the working platform to avoid
water ingress into imprints or de-watering may have to be considered.

(3) Setting out

It is important that the setting out of the compaction grid is directly linked to the site survey system
used for setting out the foundation and structure.

The site is sub-divided into grids and each point will be named in its location. For example, 210A,
32EB, and so on.

In dynamic compaction where the weight is dropped by a crane, individual compaction positions will
be identified using a painted steel pin driven into the ground. In this way, compaction points will be set
out accurately according to shop drawings with numbered points as above.

(4) Imported fill

The material imported to infill the depressions formed by the tamper during treatment should be hard,
inert, granular material similar to, or the same as, that used to form the working blanket. In this project,
the sand filling will be adopted.

(5) Pre-compaction CPTs and pre-survey

The pre-survey has performed by NBRO to survey the around building’s crack condition.

Several CPTs shall be carried out in situ before compaction, so we can realize the sand filling
condition. According to different situation in situ, we will carry out several CPTs in order to detect the
condition of sand filling stratum. For example, a land lot in which piling accropode blocks for long
time will be done CPTs in order to get the filling sand compaction degree to guide next step
compaction.

Prior to optimizing the ground improvement design, we will submit the related proposal in which the
CPTs’ location, number will be confirmed.

Furthermore, after the compaction in the situ, post-CPTs will be done according to the drawings of
general layout of testing (14S004-DD-R-1.104) referring to attachment and The Employer may
change the locations of these CPTs prior to performing.

5.5.1 Treatment

(1) Location tolerance

For guided falling-weight dynamic compaction, the center of the weight will be dropped within 200
mm of the grid positions shown on the drawings. This tolerance will be achievable and represents an
acceptable margin for uniform compaction of the ground at depth. It is equally important that the
weight is dropped as closely and as accurately as possible into the depression formed by preceding
impacts. This will reduce the energy lost in compacting disturbed material and increase the effective
energy transfer to deeper layers in the ground.

(2) Setting out first pass compaction point

Individual compaction positions will be identified using a painted steel pin driven into the ground.
Compaction points will be set out accurately according to the related drawings.

(3) First pass point tamping compaction

Compact 1st pass tamping of all points with the optimum drops number.

(4) Filling crater and leveling

Infill the craters formed by the tamper with imported sand using wheel loader and level the surface.

(5) Setting out second pass compaction point

Individual compaction positions will be identified using a painted steel pin driven into the ground.
Compaction points will be set out accurately according to the contract drawings.

(6) Second pass single tamping compaction

After DC treatment, an elevation measurements are carried out in square grid of 20m×20m on the site,
the insufficient part will be filled.

(10) Final leveling

Final leveling will be done as specified.

5.6 Pre-compaction testing


(1) For the reason of optimizing the ground improvement design, we will submit the related
proposal in which the pre-compaction CPTs’ location, number will be confirmed.

(2) Pre-compaction CPTs will be carried out to assess the compaction degree of sand fill.

5.7 Post compaction testing


(1) Post-compaction CPTs will be carried out as specified after the completion of dynamic
compaction 7 day later.

(2) The test results will be submitted to the Superintending Officer within 7 working days after
testing.

(3) The proposed locations of the CPTs should be provided. Refer to attach drawings of CPT
testing layout and final locations will be confirmed by employer prior to conducting CPT tests.

5.8 Records
It is essential for quality control that there is a comprehensive and permanent record of the conduct of
the treatment. The records should include all the engineering data of the dynamic compaction process.
The records should demonstrate adherence to the Specifications and should provide confirmation of
design assumptions about the nature of the treated ground and the suitability of the chosen treatment
technique and plant.

(1) Compaction point reference and pass number: Each compaction point will be clearly referenced

on contract drawings and identified in the work records as treatment progresses.

(2) Date of compaction: The date that each individual compaction was carried out will be recorded.
The detailed behavior of the tamper at each blow can provide information about variations in
ground conditions but is generally only practical with automatic in-cab monitoring systems.

(3) Method of compaction and plant type: The method of compaction and plant type will be
recorded for each area of treated ground. On many sites, all the compaction will be carried out
by one rig. It is clearly important that the date and time of any change in rig type or treatment
method is recorded. The individual record for each compaction generated by in-cab systems
will automatically show this information.

(4) Mass, size of weight and height dropped: The mass (tones), size and height from which the
weight is dropped will be recorded. Any change in these parameters must be recorded.

(5) Number of blows: The number of blows carried out at each treatment point will be recorded.

(6) Depth of depression caused by the falling weight or the total penetration of the compaction foot:
This is a fundamental aspect of the treatment design and ongoing site control. Instances of
either excessive or limited tamper or compaction foot penetration provide important feedback
on ground response to treatment.

(7) Any unforeseen conditions encountered: This covers any other circumstances not covered in (a)
to (k) and refers to ground conditions, plant operation and any other general site conditions
affecting the dynamic compaction works.

(8) Weather conditions: A simple description of prevailing weather conditions will be recorded.

(9) Ground settlement due to a phase of compaction and filling of depressions is essential
information. This may not form part of a daily record but will be measured and recorded at the
end of each treatment pass over a particular area of treated ground.

(10)A record table is referred to attachment 4.

5.9 Quality Control


(1) Items of quality control:

a) Pounder’s weight, drops height, location of tamping points should meet the Specification.
b) The drops number of each tamping compactions will meet the requirements shown as table
6-2.

(2) The items with allowable deviation: the allowable deviation of dynamic compaction and the
inspection method please see table 6-3:

Noted:

a) The distance between crater’s center and setting out point muse be less than 200mm.

(3) Quality control measures of dynamic compaction

a) Personnel allocation refers to table 6-5.


b) Before laying out the tamping crater points, the technician in situ will strictly check the
control points without any mistake, and then layout the location. In order to confirm the
accuracy of tamping crater point’s center, its center will be located by steel pin and applied
with lime. A white circle will be applied around the pounder bottom in radius to ensure the
position accuracy of pounder.
c) The technician will check the energy and number of every tamping point, and make sure that
the pounder and drop height meets the design requirements.
d) The tamping energy and number of drops of every tamping point will be ensured to meet
design requirements during conduct construction. And the original data will be made original
record carefully. The recorder has to supervise and check the drop spacing and numbers of
times.
e) Any deviation of the pounder during conduct construction will be rectified and any slanting
tamping will be analyzed and adjusted, and the crater bottom has to be leveled before
restarting the construction works.
f) The backfill used for dynamic compaction will be strictly controlled, replace new sand and
surrounding sand in accordance with bidding documents and specifications. The moisture
content of backfill will be the optimum as specified, if there is any insufficient, watering or
pouring will be carried out.
g) Special staff is assigned during conduct dynamic compaction for supervision. Before tamping,
check the pounder weight and drop height. Double check for each tamping point alignment
before conducting each round compaction, and check the tamping crater location after

completing each round compaction. If any displacement and missing are discovered, dynamic
compaction will be conducted again. Check the tamping drop and each blow compacted
settlement of each compacting point based on designed requirements.

6 Monitoring
6.1 PPV and airborne monitoring
6.1.1 Purpose of monitoring

(1) When a tamper strikes the ground, vibrations are transmitted off site. The vibrations are larger
when heavier tampers and higher drop heights are used. If dynamic compaction is undertaken
in a congested area, some off-site structures could be affected by the ground vibrations.

(2) Dynamic compaction produces airborne noise should be considered in the treatment. The
proximity of other site workers as well as the specialist contractor’s operatives is of principal
importance but public safety is also an issue. The compactor process is similar to pile driving
with high airborne noise levels generated during impact with peak levels quoted as 88–92 dB
(A) at 10 m on an open site. A hearing protection zone of at least 20 m is recommended.

6.1.2 Monitoring content

 Peak particle velocities (PPV)

(1) PPV are usually used to define damage criteria for buildings.

(2) Implement monitoring based on the “PROPOSED AIR-BLAST OVER PRESSURE AND GROUND
VIBRATION STANDARDS FOR SRI LANKA” issued by CEA.

(3) When the dynamic compaction is carried out near adjacent road or adjacent building, GSMB
will conduct vibration and noises monitoring. Thereof, a safe work limit from the construction
site to adjacent building will be proposed on the basis of CEA standards above mentioned.

 Airborne noise

(1) Airborne produced by dynamic compaction should be considered.

(2) A hearing protection zone of at least 20 m is recommended.

(3) Enter the airborne safety distance scope, earplugs will be worn.

6.2 Surface settlement monitoring


According to the specification of ground improvement works (14S004-DD-GGS-R-1001 rev.C03), the
surface settlement monitoring as specified will be carried out.

One settlement plate will be arranged every 20000 m2; the monitoring of plate will be carried out
during the whole contract execution period.

The amount of settlement plates will be 138 pcs in total referring to the drawing of general layout of
monitoring (14S004-DD-R-1.103), Specification for ground improvement 14S004-GGS-R-1001
REV.:C03, section 6.2.1 & 6.2.3.

 Monitoring period

Monitoring period will last until the defects guarantee period has finished.

months after delivery of the project.

2) During defects guarantee period, the result will be submitted every 3 months until it ends.

7 Testing for Ground Improvement


7.1 Purpose of testing
Dynamic Compaction works best on granular soils where the permeability of the soil mass is high, and
drainage is good. If the permeability is sufficiently high, excess pore water generated by the impact of
the tamper dissipate almost immediately, and densification is nearly immediate.
Completing ground improvement 7 days later, testing of ground improvement can be carried out. So,
the following testing purpose should be achieved:
(1) Test the bearing capacity after completing ground improvement.
(2) Test the reinforcement effectiveness of the stratum.

7.2 Testing content


The following tests are performed to evaluate the backfilling materials and the effectiveness of ground
improvement. The tests are as following:

(1) Cone Penetration Test (CPT) determined by BS 1377 part 9 is performed with the full depth,
which penetrate entire fill material area.
(2) Plate Load Test (PLT) determined by BS 1377 part 9 is carried out to verify the bearing
capacity and settlement volume.
(3) Laboratory CBR shall be carried out according to section 7 Determination of the California
Bearing Ratio (CBR), BS 1377 part 4.

7.3 Collating of testing Data


The following Reports should be submitted in 14 days after completing of in situ test for each
Area.

(1) Cone Penetration Test Report;


(2) Plate Loading Test Report;
(3) Laboratory CBR Test Report.

The interim report/s will be provided in situations where outstanding tests might mean that
production of the report might be delayed beyond the specified 14 days.

8 HSE management
8.1 General
During all stages of construction, all personnel involved shall strictly follow the procedures for health,
safety and environment measures. As guided by Occupational Health and safety Plan, only trained and
competent workmen will be utilized for works. According to Clause 6.5.2 & 6.5.5 of EPC, all
workmen and site staff will undergo Occupational Health and Safety induction training prior to works
starts. Job specific training and toolbox talks will be provided to relevant staff in regular intervals.
Contractor will ensure that adequate construction supervision provided during works by construction
Engineers and staff. Contractor’s HSE team will carry out daily site inspections.

8.2 Safety management


8.2.1 Safety monitoring

(1) The construction monitoring will be enhanced; any danger source of equipment and harm for
our workers will be checked.

(2) Professional safety officer will be allocated while dynamic compaction constructing.

(3) Any person or machine can’t pass through under the tamper when it’s conducting.

(4) Professional monitoring team will be charge of the adjacent buildings monitoring of vibration.

8.2.2 Safety facilities and measures

(1) The safe access in the construction zone, including guard bar, warning sign, will be set up, the
necessary and normalized safety protection measure will be adopted; standardized safety
protection appliances will be provided to all workers.

(2) The safety management work of construction equipment (including the equipment of the
Employer) will be carried out by HSE team as special organization.

(3) The safe operation rules of every equipment will be strictly follow to ensure the safety
protection unit, complete, stability of the equipment.

(4) The stable and effective prevention and control measures will be adopted to avoid any crash,
overturn or out of control of the equipment.

(5) The necessary equipment of fire-fighting will be installed in construction scope and Rescue
facilities will be provided. The special personnel will be appointed to check the fire safety and
equipment prevention in regular time approved by the Employer.

8.2.3 Safety precautions of dynamic compactor

(1) The operator of dynamic compactor must be trained and be professional.

(2) The operator of dynamic compactor must be familiar with the performance and safety
procedures.

(3) The equipment state must to be good, with effective safe facilities, exposed transmission parts
must to be with guards.

(4) Before starting the work, the state of equipment and safety facility will be checked to be in
good condition, the commissioning will be carried out before operation. Any abnormal
condition during the operation will stop the equipment to inspect.

8.3 Environmental management


The purpose of environmental protection on the construction site is to protect and improve the living
environment and the ecological environment, prevent pollution or disturbing caused by construction
work, and to protect the health of construction workers on site.

8.3.1 Basic contents of Environmental Protection

(1) Air Pollution Prevention: to prevent construction dust.

(2) Water pollution Prevention: the sewage discharge of temporary canteen, toilet on construction
site.

(3) Construction Noise pollution prevention: Artificial construction noise control; construction
machinery noise control.

(4) Waste Pollution Prevention.

8.3.2 Periodical inspection of Environmental Protection

(1) The requirements of Periodical inspection of Environmental Protection.

(2) Environmental inspection can be carried out simultaneously with the security check.

8.3.3 Water pollution prevention


The water pollution prevention measures on construction site.

(1) The energy-saving type facility will be preferentially used. We advocate water conservation to
reduce the wastewater discharge.

(2) The oil separator will be installed in temporary kitchen, dining room on construction site; the
waste water will be discharged to sewer line through oil separator.

(3) Prohibit the arbitrary disposal of toxic and hazardous waste to prevent pollution of groundwater
and the environment

(4) The waste water will be precipitation treated and recycling used as much as possible on site.

8.3.4 Noise pollution prevention


The measures of Noise pollution prevention in situ:

(1) Man-made noise control: we advocate civilized construction on construction site and we will
establish a man-made noise management system to minimize human loud noise.
(2) Try to use low-noise or noise reduction technical method, equipment or machinery.
(3) The airborne noise caused by falling tampers impacting ground will be monitored by our
monitoring team and GSMB. The criterion of noise is no more than 120DB in day and no more
than 55DB in night.
(4) A hearing protection zone of at least 20 m is recommended.
(5) Enter the airborne safety distance scope, earplugs will be worn.

8.3.5 Vibration monitoring

(1) PPV are usually used to define damage criteria for buildings.

(2) Implement monitoring based on the “PROPOSED AIR-BLAST OVER PRESSURE AND GROUND
VIBRATION STANDARDS FOR SRI LANKA” issued by CEA. (Attachment 12)

(3) When the dynamic compaction is carried out near adjacent road or adjacent building, GSMB
will conduct vibration and noises monitoring. Thereof, a safe work limit from the construction
site to adjacent building will be proposed on the basis of CEA standards above mentioned.

(4) Dynamic compaction will be performed out of the work limit.

(5) We will conduct the compaction monitoring when the compaction keeps out of the work limit.

(6) GSMB will monitor the vibration of adjacent road or buildings in case of damage when the
compaction is performed near the limit or within the limit.

8.3.6 Waste storage management on site

(1) A temporary placement of waste will be settled at waste produce unit, and the waste containers
will be provided for temporary storage site.

(2) The storage places for recyclable and unrecyclable waste will be built on construction site.

(3) Toxic and hazardous waste will be storage separately from other waste in enclosed storage to
prevent recontamination

(4) Toxic and hazardous waste depots (points) will be equipped with rain-proof, anti-leak,
anti-flying and other facilities.

8.3.7 Management of Waste

(1) The construction waste will be cleaned and outward transported, construction waste will be
discharged to the designated place, strictly prohibit indiscriminate discharge.

(2) Strengthen the management and maintenance of solid waste storage facilities, equipment and
place to ensure the normal operation.

(3) Waste must be collected and storage according to the characteristics classification. The
incompatibility and non-treated dangerous waste will be prohibited to mix into non-hazardous
waste.

(4) During Waste transportation, the waste must be covered tightly without spilling; the hazardous,
toxic and hazardous waste transportation will be implemented complying with the relevant
national laws and regulations, to use a closed container and prevent secondary pollution.

(5) All units should minimize the amount of waste, particularly the amount of hazardous waste.

8.4 Hazard assessment


As with any foundation or ground treatment system, it is critically important that the likely hazards
associated with the technique are identified at any stage and are adequately addressed.

CTR notes that in the trial plot for the 1000kN.m dynamic compaction in
handover Area A4-1, the target cone resistance was not achieved over the top
1.0 meters for the situation where roller compaction had not been carried out.
As a result, CTR proposed that the "verified level" (i.e. the level above which
the post compaction acceptance criteria do not need to be met at this stage of
the works) be 1.0 meters below ground level for the 1000 kN.m dynamic
compaction areas.

In other words, CTR is proposing that the compaction requirements for the top
1.0 meter of fill in the 1000 kN.m dynamic compaction areas be waived at this
stage. If this is accepted, EQR concern is that if roller compaction is CPCC

subsequently carried out solely from the ground surface, then this compactive 17-Jul-17
effort will be insufficient to adequately treat the full top meter of compacted
material; it may be necessary to excavate much of the top meter and then
re-deposit it and compact it in layers. CTR should accept that it will do this
work if necessary.

For the areas where the 2000kN.m and 4000kN.m compaction is to be carried
out, CTR's suggested "verification level" is stated to be 50cm. This is consistent
with the discussion held and the agreement reached in the technical meeting on
the omission of the roller compaction held on 9t1 i June 2017 (Technical
Meeting No. EQR-TM-004).

Attachment 1 Cone Penetration Test Report: It is noted that the CPT report clearly
states that CPTU cones were used for the project. These cones are piezocones and CPCC

3. In this project, the fill material is sand We mainly use index qc of CPT to
assess the effect of ground improvement. We clarify that there is no need to
detect pore water pressure of sand fill in our project, and therefore CPT test
is used in our design.
