Subject: Grievance of Sh. Girishchandra Parmar Comprehensive Annual


Maintenance contract of interceptor boat at Costal Marine at Gujarat Police

I and the countrymen believe that the commendable performance of the Gujarat
(Double Engine) Government under your leadership has spread throughout the
country. It has been in my mind for many times that as the Home Minister of India, you
are taking many decisions seriously in the interest of the people of India / Gujarat as
well as in the interest of the party and for the security of the state / country. The sad
thing is that the orders given are not implemented by the higher officials of the Gujarat
state.

I have received acknowledgment of my complaint twice from the Government of


India (Letter No.17025/02/2021-BM, dated 21/09/23) I am asking for your information.
The seriousness of the matter is known through this letter that the Home Department,
Government of India seems to be very serious about this matter, but the Gujarat Home
Department / Police Department and Marine Police Department do not seem to be
taking any care in this matter.

From the year 2021-22 till date i.e. during 2023 Home Department / Gujarat Police /
Gujarat Coastal Security Police have repeatedly submitted written and verbal
representations to Home Department and Home Minister / Additional Chief Secretary
Home about serious Marine Police lapses but till date. Recently Copies of two orders
of (1) Ref.No.V5/CSS/102017/196/Part-3, Dt.30/09/2023 by Joint Secretary (JSC),
Home Department, Govt. of Gujarat to DGP and CPO, Police Bhavan, Gadhinagar and
(2) letter No. CS/BMU/Boat Maintenance/1483/2023,dated:-16/10/2023 Letter circular
to CP Surat / All concern Costal Marine SP’s, Gujarat Police from Deputy Inspector
General of Police (DIG), Marine Office, Govt. of Gujarat for your ready reference pl.

Looking into my previous letters t your good self, above subject your Home
Department, Secretary Border Management of the Government of India, has given
good direction/instruction to the Gujarat Police and the Home Department, Govt. of
Gujarat looking to this circulars. The Home Department seems to want to prove that
the decisions it has made are correct by them. The annual maintenance contract
awarded by the Gujarat government to the authorized/experienced companies
for the year 2014 to 2017 and 2017 to 2022 by this home department was very
high price which is not affordable to the government so this Decentralization of
Marine Security Contract, Coastal Area of Gujarat State, Which is highly
objectionable. As we aware that any type of vehicles / boats / aircrafts /
submarines / security stammers purchase by anybody anywhere in the India for
the maintenance if the buyers take the services from the manufacturers
authorized agents / company is more helpful. This matter is not under the
knowledge of Home department authorities? I feel that I believe that these
officials sitting in the Gujarat Home Department want to do this work with
unauthorized companies and dealers keeping the police officer / boat
maintenance staff in their hands to get orders from their own companies and it
has already started. The boat repairing equipments have also compromised the
security of the country/citizenship by purchasing them from local
manufacturers.

we aware that since the district police chiefs (SP/IG) of any state are personally
and honestly paying attention to law and order and other such activities in the district, it
seems that the home department is making its own by imposing laws/rules to impose
such tasks on them. If the state/district police will be in these jobs then who will be
responsible for the security of the district is a very serious matter. I am enclosing a
copy of the advertisement for Boat Maintenance by the District Police Head (Jamnagar
/ Kutch-Bhuj) as given in the portal / local current letter in Gujarati language for your
information. DIG Coastal Security Meeran Police, Home Department, Joint Secretary,
Home Department Gandhinagar has not implemented the guidelines as per the
circular. I believe that the circular dated 3/2/21 of the Department of Industries and
Mines, Gandhinagar, which states that the Coast Guard should take prior approval of
the Government of India, has not been implemented. In any case, by decentralizing
this contract to the Home Department, Gandhinagar, the Gujarat Machine Police,
which has been certified by the Government of India as number one in the country till
2022, is working to put it at the last number and like other states of the country, serious
damage to marine security is done for their own selfish interests. It is extremely
serious that such decisions are taken to help the respective parties. One very serious
matter in this regards I would like to inform you that I the SPC committee of
State of Gujarat by Home department they never recommended or inform to the
Home Department to cancel the Last GeM Bid. SPC inform Gujarat Police / Home
Department to call the bidders of GeM portal & try to negotiate to reduce the
rate. But Home Department authorities / Gujarat Police Authorities never act on
that matter and misusing that own power and canceled the GeM bid directly.
Once again, it is a humble request to your good self sir, to take this matter
seriously and give appropriate orders to secretary to Border Management, Ministry of
Home affairs, GOI to investigate this matter personally and if require visit Gujarat with
his team from Delhi and revert this decision in the interest of security of State /
Country. I strongly request you to dismiss this type of keeping in mind his own interest
officials in Home Department, Gujarat Police. As you aware that I was with Kandla Port
Trust as Board member for the last 7 to 8 years, so am fully award of the Mall
practices of officials.
