October 10, 2023

The regular meeting of the Board of Education was called to order by Vice President Brittni
Flood at 5:30 PM at the Mitchell Senior High School 900 N Capital St, Mitchell South Dakota,
Davison County.
The Pledge of Allegiance was recited.
Roll call of members present: Deb Everson, Brittni Flood, Terry Aslesen, and Shawn Ruml. Deb
Olson electronic attendance. Absent: None
Others present: Dr. Joe Childs, Superintendent, and Theresa Kriese, Business Manager.

Motion by Aslesen, seconded by Ruml to approve the agenda with the addition of the
recognition of SD State Fair art awards. Motion carried.
The school district art teachers recognized district students K-12 for the SD State Fair exhibition.
The Middle School and the High School received recognition as outstanding schools.

Motion by Ruml, seconded by Everson to approve the consent agenda items of claims,
personnel items, the minutes of the September 11, 2023, meeting, and the minutes of the
September 27, 2023, special board meeting. These minutes had been sent to the Daily Republic
in unapproved form all in accordance as per SDCL 13-8-35.

Student Services Return to School Protocols

Pre-Screening for Students  People with symptoms of infectious disease, including COVID-19, influenza,
respiratory syncytial virus (RSV), and gastrointestinal infections should stay
home. They should be tested, at their parents’ discretion. People who are at risk
for getting very sick with COVID-19 who test positive should consult with a
healthcare provider right away for possible treatment, even if their symptoms
are mild. Staying home when sick can lower the risk of spreading infectious
disease, including the virus that cause COVID-19, to other people. (from CDC
guidelines)

Pick-Up/Drop-Off of Students  Normal, pre-COVID19, operations shall be in place for student pick-up/drop-off.

Entering Buildings  Normal, pre-COVID-19, operations shall be in place for entering and exiting
Exiting Buildings buildings.
Masks  Masks shall not be required in order to be present in a school building or at a
school activity. Those choosing to wear a mask shall be permitted to do so.
Hand Washing  Frequent handwashing, especially after bathroom use and before school
Hand Sanitizing meals/snacks, shall be encouraged.
Touch Surface Cleaning  Normal cleaning schedules shall be in place, similar to those observed pre-
COVID-19.
Cafeteria / Meals  Normal, pre-COVID-19, meal service and dining arrangements shall be in place.
Positive Cases and Response  Determination of appropriate response to positive cases shall be made by
parents, students of majority age, and individual employees, in consultation with
their medical care provider.
Water Fountains  Water fountains and ‘hydration stations’ shall be available for student use,
similar to pre-COVID-19 practice.
Passing Periods  Expectations of students during passing periods shall be those observed pre-
COVID-19.
Social Distancing  Social distancing shall no longer be an expectation. Those wishing to socially
distance shall be accommodated to the extent possible.
Dressing for Physical  Students wishing to dress for PE/PHW classes shall be permitted to do so.
Education / Physical Health
and Wellness Classes
Visitors to School  The ability to visit schools shall be restored to pre-COVID-19 expectations, within
allowances for security measures (single access points, monitored access, etc.)
Transportation Safety /  Transportation safety and sanitation measures shall return to pre-COVID-19
Sanitation standards of practice.
Facility usage by outside  Facility use by outside organizations shall return to pre-COVID-19 conditions,
organizations consistent with board policy 1141.
Extracurricular Activities  Operations for extracurricular activities shall be consistent with those pre-COVID-
19 and the 2021-22 school year. Should additional guidance/directives come
from the South Dakota High School Activities Association, those shall be given
due consideration.

All meetings of the Board shall be open to the public, except closed sessions or executive sessions which
are held in accordance with the law.

Due to the possibility that electronic communications between school board members may constitute or
lead to a violation of open meeting statutes, Mitchell School Board members shall not utilize electronic
communications with other members of the board. However, telephonic and text messaging communication
shall be permitted as long as no more than 2 members are in contact in this way at any given time.

An exchange of information by audio, video, or electronic medium, including the internet, by a


quorum of the school board and when official business of the school district is discussed or
decided, or public policy is formulated, is subject to school district policies regarding school

establishing a preschool within the Mitchell School District.

In order to tackle the issue of securing high-quality substitute teachers, I am proposing the “4
to 1 Program”. This initiative would afford Mitchell School District student teachers the choice
to participate or abstain from a program in which they engage in four days of student
teaching and one day of substitute teaching per week. Although the MSD presently allows
student teachers to act as substitutes, this program offers the district and the substitute
teacher the advantage of advance planning. Essentially, it guarantees the availability of a
substitute teacher every Friday (or another assigned day) throughout the semester.

Those who opt in would assume the role of a district substitute teacher on the same day
every week. While they may substitute in various classrooms within the district, it would only
be for one day per week during their student teaching period. This arrangement would
provide student/substitute teachers with a source of income, enhance the pool of qualified
substitute candidates, and potentially serve as a recruitment tool for future educators.

After checking the Mitchell School District Weekly Sub Tracker and calling
Jan Weisser 605-995-3034 to confirm you do not have a substitute
teaching placement for the day, report to your assigned building as
normal. Coordinate with your cooperating teacher for daily
responsibilities, lesson planning etc.

Enjoy the day off! If it is a snow day, you do not have to make this day up
for the district.

First, inform Jan Weiser of your absence, and she will find another
substitute teacher for that classroom. Then, email your cooperating
teacher and university supervisor to inform them of your absence. The
substitute day would be deducted from your paycheck. Check your
university’s student teacher handbook regarding any additional
expectations regarding an absence.
