I. FACILITATOR
A mature individual who is familiar with the arrangements required in preparing for meetings, with taking part in meetings,
with presiding over meetings, with authoring the minutes of meetings; an individual who is, preferably, familiar with
parliamentary procedure (Robert’s Rule of Order); an individual who will be able to establish rapport with and communicate
effectively with participants he will be handling.
II. OBJECTIVES
At the end of this session, the participants should be able to explain the importance of and describe the steps in:
a. Profiling of KK members;
b. Preparing a meeting for SK and KK;
c. Participating a meeting;
d. Presiding over a meeting;
e. Keeping the minutes of a meeting; and
f. Writing a resolution

C. Key Concepts
1. Meetings are held to bring significant individuals together to think, discuss, ad decide together regarding matters
which will enable the organization to attain its objectives.
2. The task of every participant at a meeting is to speak, act, and behave so as to assist in moving the meeting forward
to attain its objectives.
3. The task of the one charged with preparing for the meeting is therefore to attend to whatever is required to better
prepare would- be participants to take part in the meeting in circumstances conducive to productive thinking,
discussion, and decision-making.
4. The task of the one who presides over the meeting is to ensure that individuals and groups present stay involved in
order to bring the meeting towards the attainment of its objectives.
5. The task of the one designated to take and prepare the minutes of the meeting is to ensure that actions which
impact the business of the organization are duly documented, reviewed, and approved.

Say:
“In this session, we will talk about 4 key
areas. The first one is the KK Profiling, SK
and Meetings, Minutes of the Meeting, and
of course the Resolutions.”
Say:
Participants may raise their

“We will delve into the DILG Memorandum
Circular No. 2022-33 or also know as the KK
Profiling Guidelines. It Is vital for you to
know this because we should know or at
least have a database about the youth in
our locality. Knowing these data, will also
help us in determining the quorum of the
meeting, which is significant in conducting
KK Meetings.”
Say:

“Now, let’s dive into the actual
implementation of the KK Profiling”

Consolidation of KK Data

“For the actual implementation of the KK
Profiling, you need to prepare these 2
forms: First is the informed consent form
and the other one is the KK Survey
Questionnaire itself. These 2 forms are in
the annexes of DILG MC 2022-33. Slide: SK Officials
It is important to note, that these 2 forms
should be accomplished among KK. Of
course, do not forget to check that every
respondent answers properly the forms and
attached their signature.
Say:
“The City or Municipal Youth Development
Officer shall receive all-accomplished Annex
4- KK Youth Profile by the SK Chairperson. It
is important to note that the submission of
the accomplished Annex 4 by ALL SK
Chairpersons within the City or Slide: C/MYDO
Municipality.”
Say:
“After collecting, receiving, and
consolidating all accomplished Annex 4
forms from SK Chairperson, the
City/Municipal Youth Development Officer
will provide the Provincial Youth
Development Officer the copy of the
consolidated Youth Profile within five Slide: C/MYDO
working days upon receipt of all the
accomplished Annex 4 forms.”
Say:
“For HUC and ICC, the same process applies
for them They will collect all accomplished
Annex 4 from all SK Chairperson in every
barangay.”

Say:
“After collecting, receiving, and
consolidating all accomplished annex 4,
YDOs in HUC and ICC shall submit the KK
Youth Profile within five days upon receipt
of all accomplished Annex 4 to the NYC Slide: YDOs on HUC and ICC
Area Officer.”
Say:
“For the Provincial YDO, they must ensure
the whole C/MYDO should pass the KK
Youth Profile. They must consolidate and
maintain the database of all City or
Municipal KK Youth Profile within their
locality.”
Say:
“Upon consolidating all data, PYDO will now
forward the consolidated data to the NYC

Area Officer within five working days upon
receipt of all City or Municipal KK Youth
Profile.”
Update of the KK Youth Profile
Say:
“We discussed the process in collecting KK
profiles, now we will briefly discuss on how
to update the data of your KK.”

“Now we must note that SK should accept
all qualified youth as member of KK. In
collecting new data or profile, the same
process still applies as we discussed earlier:
The SK secretary shall write to the punong
barangay using the annex 1. The new
member of KK shall accomplish the Annex 2
and 3. The SK Secretary shall update their Slide: SK Officials
database accordingly.”
Say:
“Now upon updating the database, SK
Secretary who is responsible in collecting
and storing all data, shall remove the name
of the overage KK member/s and update
the database. With all updating, SK
Chairperson must provide the C/MYDO with

“Meetings are regular part of the life of
organizations. Based on Rule 2 Sec. 9 of the

least once a month for your regular meeting
to discuss things regarding the
development of the youth in your
barangay.”
Say:
“Also, according to Rule 2 Sec. 6 SK IRR, you
need to convene the first KK General
Assembly not later than three months after
the proclamation of the results of the SK
elections and conduct regular assemblies at

Determination of KK Quorum
Say:
