ETHIOPIAN NATIONAL ANTHEM

የኢትዮጵያ ብሔራዊ መዝሙር አዋጅ PROCLAMATION

የኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብ- WHEREAS, Article 4 of the Constitution of the

ሊክ ብሔራዊ መዝሙር እንደሚኖር በኢትዮጵያ Federal Democratic Republic of Ethiopia stipulates that
ፌዴራላዊ ዲሞክራሲያዊ ሪፐብሊክ ሕገ-መንግሥት the Federal Democratic Republic of Ethiopia shall have
አንቀፅ 4 የተደነገገ በመሆኑ፤ a National Anthem;

WHEREAS, the Constitution provides that particulars of

የብሔራዊ መዝሙሩም ዝርዝር ጉዳዮች በሕግ the National Anthem shall be determined by law;
እንደሚወሰኑ በሕገ-መንግሥቱ በመደንገጉ፤
NOW, THEREFORE, in accordance with Article 4 and
በኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብ- Article 55 sub article (1) of the Constitution of the Federal

ክፍል አንድ PART ONE

GENERAL
ጠቅላላ

1. አጭር ርዕስ 1. Short Title

ይህ አዋጅ “የኢትዮጵያ ብሔራዊ መዝሙር This Proclamation may be cited as the “Ethiopian

ይችላል፡፡

2. ትርጓሜ 2. Definition
In this Proclamation unless the context requires
በዚህ አዋጅ ውስጥ የቃሉ አገባብ ሌላ ትርጉም otherwise:
የሚያሰጠው እስካልሆነ ድረስ፡-

1/ “የውጭ ሀገር ባለሥልጣን” ማለት የአንድ 1/ “Foreign Official” means the president, prime

2/ “ክልል” ማለት በኢትዮጵያ ፌዴራላዊ ዲሞክ- 2/ “State” means the regional state members of the

3. የብሔራዊ መዝሙሩ ምንነት 3. Meaning of the National Anthem

The National Anthem of the Federal Democratic
የኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብሊክ Republic of Ethiopia (hereinafter referred as “ the
ብሔራዊ መዝሙር /ከዚህ በኋላ “ብሔራዊ National Anthem”) symbolizes:
መዝሙሩ” እየተባለ የሚጠራ/፡-
1/ constitutional supremacy;

2// የኢትዮጵያ ህዝቦች ረጅም የታሪክ ባለቤት- 2/ the long history of the peoples’ of Ethiopia;
ነትን፤
3/ the inviolable commitment of the peoples’ of
3// የኢትዮጵያ ህዝቦች በዲሞክራሲያዊ ሥርዓት
Ethiopia to live together in a democratic order;
አብረው ለመኖር ያላቸውን ፅኑ እምነት፤

4//የኢትዮጵያ ህዝቦች የወደፊት የጋራ እድላ- 4/ the bright future of the common destiny of the
ቸው ብሩህ መሆኑን፤ peoples’ of Ethiopia.
የሚገልፅ ምልክት ነው፡፡

4. የብሔራዊ መዝሙሩ ግጥምና የሙዚቃ ኖታ 4. The Verse and Musical Notation of the National
Anthem

1/ የብሔራዊ መዝሙሩ ግጥም እንደሚከተ

1/ The verse of the National Anthem shall be as
ለው ይሆናል፡- follows:

የዜግነት ክብር በኢትዮጵያችን ፀንቶ፣ Yezegnet kibir be Ethiopiahin tsento

ታየ ሕዝባዊነት ዳር እስከዳር በርቶ! taye hizbawinet dar eskedar berto!
ለሰላም፣ ለፍትህ፣ ለሕዝቦች ነፃነት፣ le selam le fitih le hizboch netsanet
በእኩልነት፣ በፍቅር፣ ቆመናል በአንድነት፤ be eculinet be fakir komenal be andinet
መሠረተ ፅኑ፣ ሰብዕናን ያልሻርን፣ meserete tsinu sibeinan yalsharin
ሕዝቦች ነን፣ ለሥራ፣ በሥራ የኖርን! hizboch nen le sira be sira yenorin!

5. ብሔራዊ መዝሙሩ ኢትዮጵያ ውስጥ ባሉ 5. Translation of the National Anthem in other

ቋንቋዎች ስለመተርጐሙ Ethiopian Languages

1/ ማንኛውም ክልል በዚህ አዋጅ በተደነገ 1/ Every state shall perform the National Anthem
ገው መሠረት ብሔራዊ መዝሙሩ እንዲዘ as provided for in this Proclamation.
መር ያደርጋል፡፡

2/ በዚህ አንቀፅ በንዑስ አንቀጽ /1/ የተደነገገው

2/ Without prejudice to sub-article (1) of this
እንደተጠበቀ ሆኖ ክልሎች በህግ በወሰኑት Article, the states may use the National Anthem

USING THE NATIONAL ANTHEM
የብሔራዊ መዝሙሩ አጠቃቀም

6. በምክር ቤቶች የመክፈቻ ስብሰባና በቃለ መሀላ 6. Using the National Anthem at the Opening
ሥነ-ሥርዓቶች ብሔራዊ መዝሙሩ Session of Houses and at Swearing in
ስለመዘመሩ

1/ የኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ 1/ The House of Peoples’ Representatives and the

ሪፐብሊክ የሕዝብ ተወካዮች ምክር ቤትና House of Federation of the Federal Democratic
የፌዴሬሽን ምክር ቤት ዓመታዊ የጋራ Republic of Ethiopia shall open their annual

በሚታጀብ የብሔራዊ መዝሙር ይሆናል፡፡ accompanied by music orchestra.

2/ የኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ 2/ The National Anthem shall be played at the

ሪፐብሊክ ፕሬዚዳንት በመሆን የተመረጠ ሰው swearing-in of the President of the Federal
ሥራውን ከመጀመሩ በፊት በሚፈፀመው የቃለ Democratic Republic of Ethiopia before
መሃላ ሥነ-ሥርዓት ብሔራዊ መዝሙር commencing his responsibility.
ይዘመራል፡፡

3/ የኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብ 3/ The National Anthem shall be played at the
ሊክ ጠቅላይ ሚኒስትር በመሆን የሚመረጠው swearing-in of the Prime Minister of the

በሕግ በሚወሰነው መሠረት ብሔራዊ The National Anthem shall be played during

8. በትምህርት ቤቶች
8. At Schools
1/ በሰንደቅ ዓላማ አዋጅ ቁጥር 6)$4/2ሺ1
አንቀፅ 05 /2/ መሠረት በትምህርት 1/ In accordance with Article 15(2) of the Flag

2/ በዚህ አንቀፅ በንዑስ አንቀፅ /1/ መሠ- 2/ In accordance with sub-article (1) of this Article

1/ Any organization engaged in broadcasting

እንደተጠበቁ ሆኖ አንድ የኢትዮጵያ ስፖርት Without prejudice to the regulations of
ቡድን ሃገሪቱን በመወከል ከሌላ አቻው የውጭ international sports associations, when an

01. የውጭ ሃገር ባለሥልጣናት ወደ ኢትዮጵያ 11. At the Arrival of a Foreign Official
በሚመጡበት ጊዜ
At the welcoming reception of a foreign official
የውጭ ሃገር ባለሥልጣን ወደ ኢትዮጵያ in Ethiopia, the National Anthem shall be played
ሲመጣ በሚደረግለት የ“እንኳን ደህና መጣህ” after the national anthem of the nation represented

02. በውጭ ሃገራት ባሉ የኢትዮጵያ ኢምባሲዎች 12. At Ethiopian Embassies and Consulate Offices
እና የቆንስላ ጽሕፈት ቤቶች in Foreign Nations

በውጭ ሃገራት ያሉ የኢትዮጵያ ኢምባሲዎች When an Ethiopian embassy or a consulate office

ወይም የቆንስላ ጽሕፈት ቤቶች የኢትዮጵያ in a foreign nation decides to play the National
ብሔራዊ መዝሙርን እና የሌላ ሃገር ብሔራዊ Anthem and a national anthem of another nation,
መዝሙርን ለማዘመር ሲወስኑ በቅድሚያ it shall first play the National Anthem of Ethiopia
የኢትዮጵያ ብሔራዊ መዝሙር የሚዘመር followed by the other nation’s national anthem.
ሲሆን በማስከተልም የውጭ ሀገሩ ብሔራዊ
መዝሙር ይዘመራል፡፡

ክፍል ሦስት PART THREE

የሥነ-ሥርዓት ደንቦችና ክልከላዎች ETHICAL RULES AND PROHIBITIONS

03. ብሔራዊ መዝሙር በሚዘመርበት ጊዜ 13. Respect During the Conduct of the National
የሚጠበቅ ተግባር Anthem

1/ ማንኛውም ሰው ብሔራዊ መዝሙሩ 1/ During the playing of the National Anthem

በሚዘመርበት እና የኢትዮጵያ ብሔራዊ and the hoisting of the National Flag of

14. Offences

1/ Without prejudice to the directive to be issued

ወይም እስከ 5ሺ ብር በሚደርስ የገንዘብ or the school shall be punishable with simple
መቀጮ ይቀጣል፡፡ imprisonment or with a fine up to 5000 Birr,
as the case may be.
2/ ማንኛውም ሰው ብሔራዊ መዝሙሩን ለንግድ
ማስታወቂያነት የተጠቀመ እንደሆነ በቀላል 2/ Whosoever uses the National Anthem for
እሥራት ወይም በገንዘብ ይቀጣል፡፡ commercial advertisement shall be
punishable with simple imprisonment or fine.

PART FOUR
05. ደንብና መመሪያ የማውጣት ሥልጣን MISCELLANEOUS PROVISIONS

15. Power to Issue Regulation and Directives

1/ የሚኒስትሮች ምክር ቤት ይህን አዋጅ
ለማስፈፀም የሚያስፈልጉ ደንቦችን ለማ- 1/ The Council of Ministers may issue regulations
ውጣት ይችላል፡፡ necessary for the implementation of this
Proclamation.
2/ የትምህርት ሚኒስቴር እና የሀገር መከላ-
ከያ ሚኒስቴር ይህን አዋጅና በአዋጁ 2/ The Ministry of Education and the Ministry of

06. ተፈፃሚነት ስለማይኖራቸው ህጐች 16. Inapplicable Laws

ይህን አዋጅ የሚቃረን ማንኛውም አዋጅ፣ No Proclamation, regulation, directive or custo -

ደንብ፣ መመሪያ ወይም ልማዳዊ አሰራር mary practice shall be applicable in so far as

07. አዋጁ የሚፀናበት ጊዜ

17. Effective Date
ይህ አዋጅ በፌዴራል ነጋሪት ጋዜጣ ታትሞ This Proclamation shall enter into force up on the
