Establishment of the Ethiopian DIASPora Agency
የወጣ የሚኒስትሮች ምክር ቤት ደንብ
የሚኒስትሮች ምክር ቤት የኢትዮጵያ ፌደራላዊ This Regulation is issued by the Council of

ዲሞክራሲያዊ ሪፐብሊክ አስፈፃሚ አካላትን ስልጣንና Ministers pursuant to Article 5 of the Definition of

መሠረት ይህን ደንብ አውጥቷል።

፩/ አጭር ርዕስ 1. Short Title

This regulation may be cited as the “Ethiopian

፪. ትርጓሜ 2. Definition
In this Regulation, unless the context
የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ
otherwise requires:
በስተቀር በዚህ ደንብ ውስጥ፦
1. “Ministry” or “Minister” means the
፩/ “ሚኒስቴር ወይም ሚኒስትር” ማለት እንደቅደም

፫/ “የኢትዮጵያ ዳያስፖራ” ማለት ከኢትዮጵያ 3. Ethiopian Diaspora” means an Ethiopian

ውጭ በቋሚነት የሚኖር የኢትዮጵያ ዜግነት National or a foreign national of

ያለው ወይም የኢትዮጵያ ተወላጅ የሆነ የውጭ Ethiopian origin that permanently resides
abroad;
ዜጋ ነው፤
፬/ “ምክር ቤት” ማለት በዳያስፖራ እና ተያያዥ 4. “Council” means an entity established to
undertake Diaspora and related activities
ጉዳዮች ላይ በዚህ ደንብ የተሰጡትን ተግባራት
pursuant to this Regulation;
ለማከናወን የተቋቋመ አካል ነው፤
5. "Mission" means Ethiopia's diplomatic
፭/ “ሚሲዮን” ማለት በውጭ አገር የሚገኝ
mission, permanent mission, consular
የኢትዮጵያ ፌደራላዊ ዲሞክራሲያዊ ሪፐብሊክ
office or trade office abroad;
ኤምባሲ፣ ቋሚ መልክተኛ ጽ/ቤት፣ ቆንስላ
ጄኔራል ጽ/ቤት ወይም የንግድ ጽ/ቤት ነው፤
፮/ “ክልል” ማለት በኢትዮጵያ ፌደራላዊ ዴሞክራስያዊ 6. “Regional State" means any State referred

፯/ በአዋጁ አንቀጽ (፪) የተሰጡ ትርጓሜዎች ለዚህ 7. The definitions provided under article (2)

ደንብም ተፈፃሚነት ይኖራቸዋል፤ of the Proclamation shall also apply to

this regulation;
፰/ ማንኛውም በወንድ ፆታ የተደነገገው የሴትንም 8. Any expression in the masculine gender
ፆታ ያካትታል፡፡ includes the feminine.

፫. መቋቋም 3. Establishment
፩/ የኢትዮጵያ ዳያስፖራ ኤጀንሲ (ከዚህ በኋላ 1. The Ethiopian Diaspora Affairs Agency
“ኤጀንሲ” ተብሎ የሚጠራ) የሕግ ሰውነት ያለው (hereinafter referred to as “Agency”) is

Ministry.
፬. ዋና መሥሪያ ቤት
4. Head Office
የኤጀንሲው ዋና መሥሪያ ቤት በአዲስ አበባ ሆኖ The Agency shall have its head office in Addis
እንደአስፈላጊነቱ በሌሎች የአገሪቱ ስፍራዎች Ababa and may have other branches elsewhere

፭. ዓላማ
5. Objectives
የኤጀንሲው ዓላማ፡-
The objectives of the Agency include:
፩/ የኢትዮጵያ የዳያስፖራ ፖሊሲን ማስፈጸም፤እና
1. Implementing the Ethiopian Diaspora
Policy; and
gA ፲ሺ፭፻፷፬ Ød‰L ነU¶T Uz¤È qÜ_R ፪ ጥቅምት ፲፱ qN ፪ሺ፲፩ ›.M
፪/ ከሚመለከታቸው አካላት ጋር በመተባበር
የኢትዮጵያዊያን ዳያስፖራዎች መብትና ጥቅም
እንዲከበር ማድረግ ነው።
፮. የኤጀንሲው ስልጣንና ተግባራት
ኤጀንሲው የሚከተሉት ስልጣንና
ይኖሩታል፤
፩/ የዳያስፖራ ጉዳዮችን ያስተባብራል፣
፪/ የኢትዮጵያ ዳያስፖራ የምዝገባ
አያያዝ ስርዓት ይዘረጋል፤
፫/ በውጭ አገራት የተቋቋሙ እና አዲስ ለሚቋቋሙ
የኢትዮጵያ ዳያስፖራ ብዙሃን መገናኛ ዘዴዎች
ድጋፍ ያደርጋል፤
፬/ ከዳያስፖራው የሚገኙ የእውቀት እና የቴክኖሎጂ
ሽግግር እድሎችን በአግባቡ ለመጠቀም
የሚያስችል ሥርዓት ይዘረጋል፤
፭/ የዳያስፖራ የገንዘብ እና የሃብት አስተዋጽኦ
አሰባሰብ ሥርዓት ይዘረጋል፣ ያስተዳድራል፤
፮/ በአገር ውስጥ እና በውጭ ሀገር በኢትዮጵያ
ዳያስፖራ ለሚዘጋጁ መድረኮች እና ዝግጅቶች
ድጋፍ ያደርጋል፤
፯/ በውጭ አገራት የተመሰረቱ የኢትዮጵያ
ዳያስፖራ ማኅበራት ወይም ድርጅቶች ሕጋዊ
እውቅና የሚያገኙበትን እና
የሚያጎለብቱበትን እንዲሁም በአገር ውስጥ ያሉ
የኢትዮጵያ ዳያስፖራ ማኅበራት
በአግባቡ እንዲያከናውኑ ድጋፍ ይሰጣል፤
፰/ የኢትዮጵያ ዳያስፖራ በአገር
ፈቃድ አገልግሎቶችን እንዲሰጡ ያስተባብራል፣
ሁኔታዎችን ያመቻቻል፤
፱/ የዳያስፖራውን ተሳትፎ ለማስተባበር በፌደራል
እና በክልሎች ለሚገኙ የዳያስፖራ ማስተባበሪያ
አደረጃጀቶች አስፈላጊውን ድጋፍ ያደርጋል፤
፲/ የዳያስፖራ አባላት በአገራችን የኢንቨስትመንትና
የእውቀት ሽግግር መስክ እንዲሰማሩ ያበረታታል፣
ድጋፍ ያደርጋል፣ አፈጻጸሙን ይከታተላል፣
፲፩/ በዳያስፖራ ጉዳዮች እና ሌሎች ተያያዥነት
ባላቸው ጉዳዮች ላይ ጥናቶችን ያከናውናል፣
የፖሊሲ ሃሳቦችን ያቀርባል፤

2. Protecting the rights and interests of
Ethiopians Diaspora in collaboration with
relevant bodies.
6. Powers and Duties of the Agency
ተግባራት The Agency shall have powers and duties to;
1. facilitate Diaspora affairs;
እና የመረጃ 2. establish a system of registration and
documentation of Ethiopian Diaspora;
3. support the existing and future Ethiopian
Diaspora media outlets abroad.
4. establish a system to facilitate knowledge
and technology transfer opportunities to be
accrued from the Ethiopian Diaspora;
5. establish and administer financial and other
contribution collection systems;
6. support events organized by the Ethiopian
Diaspora at home and abroad;
7. support and facilitate institutional capacity
of Ethiopian Diaspora societies and

legal personality and support locally
organized Diaspora organizations to be

to actively get involved in investment and
knowledge transfer , and follow up on its
implementation;
11. prepare studies and policy
recommendations on Diaspora and other
related issues;

፲፪/ ተገቢነት ካላቸው የአገር ውስጥና የውጭ 12. create working mechanism with relevant
ተቋማት ጋር የስራ ግንኙነት ይፈጥራል፣ domestic and foreign institutions;

፲፫/ ዓላማዎቹን ከግብ ለማድረስ የሚረዱ ሌሎች 13. Undertake other activities necessary for the
accomplishment of its objectives.

፯. የኤጀንሲው አወቃቀር 7. Organization of the Agency
ኤጀንሲው፦ The Agency shall have:
፩/ አማካሪ ምክር ቤት፣ 1. Advisory Council;

፪/ በመንግሥት የሚሾሙ ዋና ዳይሬክተር እና 2. A Director General and Deputy Director

እንደአስፈላጊነቱ ምክትል ዋና ዳይሬክተሮች፤ Generals to be appointed by the

፫/ አስፈላጊ ሰራተኞች ይኖሩታል። 3. The necessary staff.
፰. የአማካሪ ምክር ቤቱ አባላት 8. Members of the Advisory Council

፩/ የምክር ቤቱ መደበኛ ስብሰባ በየሦስት ወሩ
ይካሄዳል፣ ሆኖም እንደአስፈላጊነቱ በማናቸውም ጊዜ
አስቸኳይ ስብሰባ ሊደረግ ይችላል፡፡
፪/ ከግማሽ በላይ የሚሆኑት የአማካሪ
አባላት በስብሰባው ላይ ከተገኙ ምልዐተ ጉባኤ
ይሆናል፡፡

10. Meetings of the Advisory Council
1. The regular meetings of the Council shall
be held every three months; provided,
however, that an urgent meeting may be
held whenever necessary.

፫/ የምክር ቤቱ ውሳኔዎች በስምምነት ይወሰናሉ። 3. The decisions of the Advisory Council

፫/ ዋና ዳይሬክተሩ ለኤጀንሲው ሥራ ቅልጥፍና 3. The Director General may delegate part of

፲፫. የሂሳብ መዛግብት 13. Books of Accounts
፩/ ኤጀንሲው የተሟሉ እና ትክክለኛ የሆኑ የሂሳብ 1. The Agency shall keep complete and

፲፭. ደንቡ የሚጸናበት ጊዜ 15. Effective Date

ይህ ደንብ በፌደራል ነጋሪት ጋዜጣ ታትሞ This Regulation shall enter into force on the date
of publication in the Federal Negarit Gazette.
ከወጣበት ቀን ጀምሮ የፀና ይሆናል።
