የኢትዮጵያ የውጭ ሀገር ሥራ ስምሪት ማሻሻያ አዋጅ ETHIOPIA’S OVERSEAS EMPLOYMENT
AMENDMENT PROCLAMATION

የኢትዮጵያ የውጭ ሀገር ሥራ ስምሪት አዋጅ ቁጥር WHEREAS, it has become necessary to amend
Ethiopia’s Overseas Employment Proclamation
፱፻፳፫/፪ሺ፰ን ማሻሻሌ አስፈሊጊ ሆኖ በመገኘቱ፤
No. 923/2016;

በኢትዮጵያ ፌዯራሊዊ ዱሞክራሲያዊ ሪፐብሉክ ሕገ NOW, THEREFORE, in accordance with

መንግስት አንቀጽ ፶፭(፩) መሠረት የሚከተሇው Article 55(1) of the Constitution of the Federal
Democratic Republic of Ethiopia, it is hereby
ታውጇሌ፡፡
proclaimed as follows.

፩. አጭር ርዕስ 1. Short Title

ይህ አዋጅ «የኢትዮጵያ የውጭ ሀገር ሥራ ስምሪት This Proclamation may be cited as “Ethiopian’s

(ማሻሻያ) አዋጅ ቁጥር ፩ሺ፪፻፵፮/፪ሺ፲፫» ተብል Overseas Employment (Amendment)

ሉጠቀስ ይችሊሌ፡፡ Proclamation No. 1246/2021.”

፪. ማሻሻያ 2. Amendment

የኢትዮጵያ የውጭ ሀገር ሥራ ስምሪት አዋጅ ቁጥር The Ethiopian’s Overseas Employment

፱፻፳፫/፪ሺ፰ እንዯሚከተሇው ተሻሽሎሌ፡- Proclamation No. 923/2016 is hereby amended as

follows:

፩/ ከአዋጁ አንቀጽ ፪ ንዐስ አንቀጽ (፲፬) ቀጥል 1/ The following new Articles (15), (16), (17) and
የሚከተለት አዱስ ንዐስ አንቀጾች (፲፭)፣ (፲፮) (18) are added after Sub-Article (14) of

(፲፯) እና (፲፰) ተጨምረው ነባሮቹ ንዐስ Article (2) of the Proclamation and the
አንቀጾች (፲፭) እና (፲፮) እንዯቅዯም existing Sub-Articles (15) and (16) are re-

ተከታሊቸው ንዐስ አንቀጾች (፲፱) እና (፳) ሆነው numbered as Sub-Articles (19) and (20)
respectively.
ተሸጋሽገዋሌ፡-
“2(15) “Representative of Victim Worker”
“፪(፲፭) “የተጎጂ ሠራተኛ ተወካይ” ማሇት በሕግ
means any person who has the legal
አግባብ ውክሌና የተሰጠውና የወካዩን
authority to represent the principal and
ማናቸውም ጉዲይ የሚከታተሌ ሰው ነው፡፡
act on any matters on the behalf of the
principal.
፪(፲፮) "ላበር አታሼ" ማሇት በተቀባይ ሀገር 2(16) “Labour Attaché” means an officer
ሚኒስቴር መስሪያ ቤቱ ከውጭ ጉዲይ assigned by the Ministry in
ሚኒስቴር ጋር በመመካከር ተመዴቦ counsultation with Minstry of Foreign

ሇሥራ የተሰማሩ ዜጎችን መብት፣ Affairs and deployed at a receiving

country with the duty of monitoring
ዯህንነት እና ክብር ተጠብቆ እንዱሰሩ
and providing support in ensuring the
የሚከታተሌና ዴጋፍ የሚሰጥ ሠራተኛ
protection of the rights, safety and
ነው፡፡

፪(፲፯) “የመግባቢያ ሰነዴ” ማሇት የውጭ ሀገር
2(17) “Memorandum of Understanding”
የሥራ ቅጥርን አስመሌክቶ በኢትዮጵያ
means an agreement concluded
ፌዯራሊዊ ዱሞክራሲያዊ ሪፐብሉክ between the Government of the Federal
መንግስትና በተቀባይ ሀገር መንግስት Democratic Republic of Ethiopia with
ወይም በተቀባይ ሀገር ከሚገኝ አሠሪ receiving country or with employer
ጋር የሚዯረግ የጋራ መግባቢያ located in receiving country pertaining
ስምምነት ነው፡፡ to overseas employment.
፪(፲፰) “የቤት ውስጥ ሥራ” ማሇት ከአሠሪው 2(18) “Domestic work” means any kind of
ጋር በሚዯረገው የሥራ ቅጥር ውሌ household work done with payment by

፪/ የአዋጁ አንቀጽ ፫ ተሰርዞ በሚከተሇው አዱስ 2/ Article 3 of the Proclamation is deleted and
አንቀጽ ፫ ተተክቷሌ፡- replaced by the following new Article 3:

“፫/ የተፈፃሚነት ወሰን “3/ Scope of Application

This Proclamation shall apply to overseas
አዋጁ በመንግሥታዊ አካሌ፣ በኤጀንሲ እና
employment relation of Ethiopians
በቀጥታ በሚዯረግ ቅጥር ኢትዮጵያዊያን በውጭ
conducted by public employment organs,
ሀገር የሥራ ስምሪት ግንኙነት ሊይ ተፈጻሚነት
agency and by direct employment.”
ይኖረዋሌ፡፡”

፫/ የአዋጁ አንቀጽ ፯ ተሰርዞ በሚከተሇው አዱስ 3/ Article 7 of the Proclamation is deleted and
አንቀጽ ተተክቷሌ፡- replaced by the following new Article.

“፯/ ስሇ ትምህርት ዯረጃ እና ሙያ ብቃት ምዘና “7/ Level of Education and Occupational
Competence Assessment
፩/ ሇቤት ውስጥ ሥራ ወዯ ውጭ ሀገር የሚሄዴ 1/ Any worker who desires to take up
ማንኛውም ሠራተኛ:- overseas employment for domestic work
shall:
ሀ) በሚቀጠርበት የሥራ መስክ ስሌጠና ወስድ a) be trained and possess a certificate of
አግባብ ካሇው የምዘና ማዕከሌ የሙያ occupational competence issued by the

center for the work he is to be employed;
ሇ) በውጭ ሀገር ሲሰራ ቆይቶ ወዯ ሀገር ቤት b) a worker who has been previously

፪/ የሰሇጠነ የሰው ኃይሌ በውጭ ሀገር ሥራ ሊይ 2/ skilled worker who desires to take up
ሉሰማራ የሚችሇው:- overseas employment shall:

ሀ) የሥራ መዯቡ የሚጠይቀውን የትምህርት a) fulfill the necessary educational

ዝግጅት፣ የሙያና የሥራ ሌምዴ competence and work experience

required for the work;
የሚያሟሊ፤
ሇ) በሚቀጠርበት የሥራ መስክ b) possess as necessary a certificate of

፬/ ከአዋጁ አንቀጽ ፲ ንዐስ አንቀጽ (፬) ቀጥል 4/ The following new Sub-Article (5) is added
የሚከተሇው አዱስ ንዐስ አንቀጽ (፭) ተጨምሯሌ፡- after Sub-Article (4) the Article of 10 of
the Proclamation.

“፲(፭) ከዚህ በሊይ ከንዐስ አንቀጽ (፩) እስከ (፬) “10(5) Notwithstanding the provision of

employment agency, other than in

domestic work shall pay the

employment agency the amount of
ሠራተኛ እስከ አንዴ ወር ዯመወዙን his upto one month salary over four
በአራት ጊዜ የሚከፈሇው ይሆናሌ፡፡” payment period.

፭/ የአዋጁ አንቀጽ ፲፪ ተሰርዞ በሚከተሇው አዱስ 5/ Article 12 of the Proclamation is deleted and
አንቀጽ ፲፪ ተተክቷሌ፡- replaced by the following new Article 12.

“፲፪/ የሁሇትዮሽ ስምምነት ወይም የመግባቢያ “12/ Requirement of Bilateral Agreement

ሰነዴ ስሇማስፈሌጉ or Memorandum of Understanding

በዚህ አዋጅ መሠረት ሠራተኛን በውጭ In accordance with this Proclamation,

ሀገር ሇሥራ ማሰማራት የሚቻሇው:- deployment of workers for overseas
employment shall be effected:
፩/ ሇቤት ውስጥ ሥራ እንዯ ተቀባይ ሀገር 1/ For domestic work, in accordance

፪/ የሰሇጠነ የሰው ኃይሌ ሇሚፈሌግ ሥራ
2/ For skilled workers, if there is
እንዯ አግባቡ በሚኒስቴሩ እና
memorandum of understanding or
በተቀባይ ሀገር ከሚገኘው አቻ
bilateral agreement concluded
ሥሌጣን ካሇው የመንግስት ተቋም between the Ministry and
ወይም እውቅና ካሇው አሠሪ ኩባንያ competent government authority or
የሁሇትዮሽ ስምምነት ወይም accredited employing company in

፫/ ከዚህ በሊይ በንዐስ አንቀጽ (፩) እና 3/ Notwithstanding the provisions of

(፪) የተዯነገገው እንዯተጠበቀ ሆኖ Sub-Article (1) and (2) of this

ascertainment of the right and
የሚጠበቅ መሆኑን በማረጋገጥ ሉፈቅዴ
safety of the employees shall be
ይችሊሌ፡፡” respected.”
፮/ የአዋጅ አንቀጽ ፲፭ ተሰርዞ በሚከተሇው አዱስ 6/ Article 15 of the Proclamation is deleted and
አንቀጽ ፲፭ ተተክቷሌ፡፡ replaced by the following new Article 15.
“፲፭/ ቦርዴ ስሇማቋቋም “15/ Establishment of Board

፩/ የኢትዮጵያ የውጭ ሀገር ሥራ ስምሪት 1/ Ethiopian Overseas Employment

ቦርዴ (ከዚህ በኃሊ ቦርዴ እየተባሇ Board (hereinafter Board) is hereby

established under this amended
የሚጠራ) በዚህ ማሻሻያ አዋጅ
Proclamation.
ተቋቁሟሌ፡፡

2/ The objective of the Board is to

፪/ የቦርደ ዓሊማ አግባብነት ያሊቸውን
coordinate relevant stakeholders
ባሇዴርሻ መሥሪያ ቤቶችን በማስተባበርና
towards strengthening the
በማቀናጀት ወዯ ውጭ ሀገር ሇሥራ
implementation of overseas
የሚሄዯውን ዜጋ መብቱና ዯህንነቱ employment and ensuring that the
ተጠብቆ ሇሥራ እንዱሠማራ የውጭ rights, safety and dignities of
ሀገር የሥራ ስምሪት ተጠናክሮ Ethiopians employed overseas are
ተግባራዊ እንዱሆን ማዴረግ ነው፡፡ protected.
፫/ የቦርዴ አባሊት፡- 3/ Members of the Board:-

ቦርደ በኢትዮጵያ ፌዯራሊዊ ዱሞክራሲያዊ The Board shall be chaired by the

ሪፐብሉክ መንግስት የሠራተኛና ማህበራዊ Government of the Federal

ጉዲይ ሚኒስቴር ሰብሳቢነት የሚመራ ሆኖ Democratic Republic of Ethiopia

የሚከተለት የቦርዴ አባሊት ይኖሩታሌ፡፡ Ministry of Labour and Social

ሀ) የውጭ ጉዲይ ሚኒስቴር፤

Affairs and will have the
following Board Members:-
ሇ) የሳይንስና ከፍተኛ ትምህርት
a) Ministry of Foreign Affairs;
ሚኒስቴር፤
b) Ministry of Science and Higher
Education;
gA ፲፫ሺ፪፻፷፩ Ød‰L ነU¶T Uz¤È qÜ_R ፳፯ ግንቦት ፳፮ ቀን ፪ሺ፲፫ ›.M Federal Negarit Gazette No. 27, 3rd June, 2021 ………page 13261

ሏ) የጤና ሚኒስቴር፤ c) Ministry of health;

መ) የጠቅሊይ ዏቃቤ ሕግ፤ d) Attorny General;

ሠ) የሥራ እዴሌ ፈጠራ ኮሚሽን፤ e) Job Creation Commission;

f) Federal Police Commission;
ረ) የፌዯራሌ ፖሉስ ኮሚሽን፤
g) Immigration Nationality and
ሰ) የኢምግሬሽን፣ የዜግነትና የወሳኝ ኩነት
Vital Events Agency;
ኤጀንሲ፤
h) Federal Technical and Vocational
ሸ) የፌዯራሌ ቴክኒክና ሙያ ትምህርትና
Education and Training Agency;
ሥሌጠና ኤጀንሲ፤
i) Other Institutions may be included
ቀ) ላልች አግባብነት ያሊቸው ተቋማት
as deemed appropriate.
እንዯአስፈሊጊነቱ የሚካተቱ ይሆናሌ፡፡
፬/ የቦርደ ሥሌጣንና ተግባራት እንዯሚከተለት 4/ Powers and Duties of the Board:-

ይሆናሌ፡-
a) follow up, supervise and ensure the
ሀ) አዋጁ በትክክሌ ሥራ ሊይ መዋለን proper implementation of this
ይከታተሊሌ፣ ይቆጣጠራሌ፣ ያረጋግጣሌ፤ Proclamation;

ሇ) የሰሇጠነ የሰው ኃይሌ ሇማሰማራት b) follow up, supervise and ensure‚

የሚያስችለ ተግባራት መከናወናቸውን activities enabling the overseas
ይከታተሊሌ፣ ይቆጣጠራሌ፣ ያረጋግጣሌ፤ deployment of traind manpower
are implemented;

c) facilitate the conclusion of bilateral

ሏ) ከሥራ ስምሪት ጋር በተያያዙ ጉዲዮች
agreement or memorandum of
ከተቀባይ ሀገራት ጋር የሁሇትዮሽ
understanding with receiving
ወይም የጋራ መግባቢያ ስምምነት
countries;
የሚዯረግበትን ሁኔታ ያመቻቻሌ፤
d) in cooperation with relevant
መ) በተቀባዩ ሀገር ውስጥ በዜጎች
authorities, ensure that necessary
ሊይ የመብት መጣስ ወይም ጉዲት ሲዯርስ
measures are taken against the
ከሚመሇከታቸው አካሊት ጋር በመተባበር
violation of Ethiopian workers’
አስፈሊጊውን እርምጃ መወሰደን rights and abuse in receiving
ያረጋግጣሌ፤ countries;

e) in cooperation with relevant

ሠ) ከሚመሇከታቸው ጋር በመተባበር በሕገ-
authorities, ensure that participants
ወጥ ሥራና ሠራተኛ አገናኝ ዴርጊት
in an illegal overseas employment
የሚሳተፉ አካሊት ሊይ በህግ አግባብ
activities are brought to justice;
ተገቢው እርምጃ መወሰደን ያረጋግጣሌ፤
gA ፲፫ሺ፪፻፷፪ Ød‰L ነU¶T Uz¤È qÜ_R ፳፯ ግንቦት ፳፮ ቀን ፪ሺ፲፫ ›.M Federal Negarit Gazette No. 27, 3rd June, 2021 ………page 13262

ረ) የውጭ ሀገር ሥራ ስምሪት በተመሇከተ f) ensure the provision of awareness

ሇሕብረተሰቡ ግንዛቤ መፈጠሩን creation activities concerning overseas

ያረጋግጣሌ፤ employment for public at large;

ሰ) የውጭ ሀገር ሥራ ስምሪትን በተመሇከተ g) facilitate the exchange of information

አግባብነት ካሊቸው አካሊት ጋር የሀሳብ among relevant stakeholders and the
ሌውውጥ እንዱዯረግና የተጠናከረ የመረጃ creation of well-established data center
ማዕከሌ እንዱኖር ሁኔታዎችን ያመቻቻሌ፤ on overseas employment;

ሸ) የራሱን አሰራር መመሪያ ያወጣሌ፡፡” h) issues its own operational Directives.”

፯/ የአዋጁ አንቀጽ ፳ ንዐስ አንቀጽ (፪) ተሰርዞ 7) Sub-Article (2) of Article 20 of the
በሚከተሇው አዱስ ንዐስ አንቀጽ (፪) ተተክቷሌ፡- Proclamation is deleted and replaced by the
following new Sub-Article (2):-

“፳(፪) ሚኒስቴሩ ወይም አግባብ ያሇው ባሇስሌጣን “20(2) The Ministry or competent

፰/ የአዋጁ አንቀጽ ፳ ንዐስ አንቀጽ (፫) ፊዯሌ ተራ 8/ Paragraph (c) of Sub-Article (3) of Article 20
(ሏ) ተሰርዞ ነባሮቹ ፊዯሌ ተራ (ሀ)፤ (ሇ) ፤ (መ) ፤ of the Proclamation is deleted and previous
(ሠ) እና (ረ) እንዯቅዯም ተከተሊቸው (ሀ) ፤ (ሇ) ፤ paragraph (a), (b), (d), (e) and (f) are re-

(ሏ) ፤ (መ) ፤ እና (ሠ) ሆነው ተሸጋሽገዋሌ፡፡ numbered as paragraph (a), (b), (c), (d) and
(e).

በሚከተሇው አዱስ ንዐስ አንቀጽ (፪)
“፳፪(፪) አመሌካቹ የንግዴ ማህበር
የተቋቋመበት ዓሊማ በውጭ ሀገር ሥራና
ሠራተኛ የማገናኘት አገሌግልት ሇመስጠት
የተቋቋመ የንግዴ ማህበሩ አባሊት በሙለ
ኢትዮጵያዊነት ዜግነት
ከአንዴ ሚሉዮን ያሊነሰ የኢትዮጵያ ብር
9/ Sub-Article (2) of Article 22 of the
ተተክቷሌ፡- Proclamation is deleted and replaced by the
following new Sub-Article (2):
ከሆነ
“22(2) Where the applicant is a business
organization, it shall have objective
of overseas employment exchange
service and all its members are
ያሊቸው እና Ethiopian citizens and have a paid
up capital not less than Birr One

፲/ ከአዋጁ አንቀጽ ፳፪ ንዐስ አንቀጽ(፪) ቀጥል 10/ The following new Sub-Articles (3) and (4) are

Proclamation and the existing Sub-Article (3)

(፭) ሆኖ ተሸጋሽጓሌ፡፡
“22(3) Notwithstanding the provisions of

የተዯነገገው ቢኖርም የሰሇጠነ የሰው ኃይሌ
Article Ethiopian Born foreign
በውጭ ሀገር ሥራ ስምሪት ሊይ እንዱሰማራ
nationals or foreigners, can engage
ሇማዴረግ ከኢትዮጵያዊ ጋር ትውሌዯ in overseas employment of skilled
ኢትዮጵያዊ ወይም የውጭ ሀገር ዜጋ manpower, jointly with Ethiopian
በኤጀንሲነት ተቋቁመው መስራት as agency:
የሚችለት፡- a) the applicant is Share Company or
ሀ) አመሌካቹ በሽርክና ማህበር ወይም Private Limited Company (PLC) or
ኃሊፊነቱ በተወሰነ የግሌ ማህበር ወይም partnership and the members of the
በአክስዮን ማህበር የተቋቋመ ዴርጅት company with a share of 75 percent
ከሆነ የአክሲዮን ዴርሻ ፸፭ በመቶ (ሰባ (Seventy Five Percent) from

አምስት በመቶ) ከኢትዮጵያውያዊ ፳፭ Ethiopian nationals 25 percent

በመቶ (ሃያ አምስት በመቶ) ትውሌዯ (Twenty Five percent) from

Ethiopian Born foreign nationals
ኢትዮጵያዊ ሆኖ በዴምሩ ከሁሇት
whose equivalent value not less than
ሚሉዮን ብር ያሊነሰ የተዋጣ መዋጮ
2(Two) Million Ethiopian Birr;
ያሇው፤
b) the applicant is Share Company or
ሇ) አመሌካቹ በሽርክና ማህበር ወይም
Private Limited Company (PLC) or
ኃሊፊነቱ በተወሰነ የግሌ ማህበር ወይም partnership and the members of the
በአክስዮን ማህበር የተቋቋመ ዴርጅት company are with a share of 80
ከሆነ የአክሲዮን ዴርሻ ፹ በመቶ percent (Eighty percent) from
(ሰማንያ በመቶ) ኢትዮጵያዊ፤ ፳ በመቶ Ethiopian nationals and 20 percent

(ሃያ በመቶ) የውጭ ሀገር ዜጋ ሆኖ (Twenty percent) foreign nationals

whose equivalent value not less than
በዴምሩ ከሁሇት ሚሉዮን ብር ያሊነሰ
2(Two) million Ethiopian Birr;
የተዋጣ መዋጮ ያሇው፤
22(4) Notwithstanding the provisions of
፳፪(፬) ከዚህ በሊይ በንዐስ አንቀጽ (፫) ፊዯሌ ተራ (ሀ)
Sub-Article (3) paragraph (a) and (b)
እና (ሇ) የተዯነገገው እንዯተጠበቀ ሆኖ በአዋጁ Ethiopian born in Ethiopian Birr or
አንቀጽ ፷ ንዐስ አንቀጽ (፩) የተመሇከተው Ethiopian born foreign nationals and
የዋስትና ገንዘብ በአክሲዮን ዴርሻቸው መጠን foreign nationals in foreign currency,
ኢትዮጵያዊ በብር፣ ትውሌዯ ኢትዮጵያዊና shall deposite the proclaimed
የውጭ ሀገር ዜጋው በውጭ ምንዛሬ በዝግ guarantee fund under the Proclamation
ሒሳብ በባንክ የሚያስቀምጡ ይሆናሌ፡፡” Article 60 Sub- Article (1) in a closed
account opened for this purpose .”

፲፩/ የአዋጁ አንቀጽ ፳፫ ንዐስ አንቀጽ (፫) ተሰርዞ 11/ Sub-Article (3) of Article 23 of the
በሚከተሇው አዱስ ንዐስ አንቀጽ (፫) Proclamation is deleted and replaced by the

ተተክቷሌ፡፡ following new Sub-Article (3).

“23(3) Travel agency and airlines ticket
“፳፫(፫) የጉዞ ወኪሌ እና የአየር መንገዴ ትኬት
office or agent or employee of the
ሽያጭ ቢሮ ወይም የወኪለ ወይም
the office transitor;”

12/ Sub-Article (7) of Article 24 of the

፲፪/ የአዋጅ አንቀጽ ፳፬ ንዐስ አንቀጽ (፯) ተሰርዞ
Proclamation is deleted and replaced by the
በሚከተሇው አዱስ ንዐስ አንቀጽ (፯)
following new Sub-Article (7):
ተተክቷሌ፡-
“24(7) Proof of documents that the general

፲፫/ የአዋጁ አንቀጽ ፳፬ ንዐስ አንቀጽ (፲) ተሰርዞ 13/ Sub-Article (10) of Article 24 of the
ነባሮቹ ንዐስ አንቀጾች (፲፩)፤ (፲፪) እና (፲፫) Proclamation is deleted and previous Sub-
እንዯቅዯም ተከተሊቸው ንዐስ አንቀጽ (፲)፤ Articles (11), (12) and (13) are re-numbered

(፲፩) እና (፲፪) ሆነው ተሸጋሽገዋሌ፡፡ as Sub-Articles (10), (11) and (12).

14/ Article 37 of the Proclamation is deleted and
፲፬/ የአዋጁ አንቀጽ ፴፯ ተሰርዞ በአዱስ አንቀጽ replaced by the following new Article 37:
(፴፯) ተተክቷሌ፡- “37/ Approval of Contract of Employment
“፴፯/ የሥራ ውሌን ስሇማፅዯቅ (1) For overseas employment facilitated
through Government to
፩) መንግስት ሇመንግስት፣ በኤጀንሲና በግሌ
Government, private employment
ጥረት ሇሚዯረግ የውጭ ሀገር ሥራ ስምሪት
agency or direct recruitment, a
ሚኒስቴሩ ያወጣውን ሞዳሌ የሥራ ውሌ
contract of employment should be

drawn based on the model

employment contract provided by
ተዘጋጅቶ በአሠሪ፣ ሠራተኛና the Ministry to ensure the protection
እንዯአግባብነቱ በኤጀንሲ ተፈርሞ of Ethiopian migrant workers’
በሚኒስቴሩ መጽዯቅ ይኖርበታሌ፡፡ rights, dignity and safety and must
be approved by the Ministry after it
is signed by the employer, the
worker and by the agency as

፪/ አሠሪ ወይም ኤጀንሲ የሥራ ውሌን 2/ An employer or an agency may

ሇማጽዯቅ በህግ የተቀመጠውን መስፈርት submit contract of employment to

በማሟሊት አግባብ ሊሇው ባሇስሌጣን the Ministry for approval once the
requirements specified in law are
በማቅረብ ይሁንታ ካገኘ በኋሊ ሇሚኒስቴሩ
fulfilled and the documents have
መቅረብ ይኖርበታሌ፡፡
been reviewed and verified by the
appropriate Authority.

፫) ሚኒስቴሩ የዜጋው መብት ዯህንነትና ክብሩ 3/ The Ministry may delegate the
authority of approving contract of
ተጠብቆ የሚሰራ መሆኑን በማረጋገጥ
employment to an appropriate
እንዯሁኔታው አግባብ ሊሇው ባሇስሌጣን
authority that safeguard citizen’s

15/ Paragraph (c) of Sub-Article (2) of Article
፲፭/ የአዋጁ አንቀጽ ፵፪ ንዐስ አንቀጽ (፪) ፊዯሌ
42 of the Proclamation is deleted and
ተራ (ሏ) ተሰርዞ በሚከተሇው አዱስ ንዐስ
replaced by the following new paragraph (c)

፲፯/ በአዋጁ አንቀጽ ፵፪ ንዐስ አንቀጽ (፫) ፊዯሌ 17/ The following New paragraph (t), is added

ተራ (ወ) ቀጥል የሚከተሇው አዱስ ንዐስ after paragraph (s) of Sub-Article (3) of
Article 42 of the Proclamation is added.
አንቀጽ (፫) ፊዯሌ ተራ (ዏ) ተጨምሯሌ፡፡
“42(3)(t) Notwithstanding the provisions of

በአንዴ ሰዓት ውስጥ አሇመስጠት፣” 18/ Sub-Article (1) of Article 43 of the
፲፰/ የአዋጅ አንቀጽ ፵፫ ንዐስ አንቀጽ (፩) ተሰርዞ Proclamation is deleted and replaced by the
በሚከተሇው አዱስ ንዐስ አንቀጽ (፩) following new Sub-Article (1).
ተተክቷሌ፡-
“፵፫(፩) ማንኛውም ተጎጂ ሠራተኛ ወይም “43(1) Any victim worker or his

፲፱/ የአዋጅ አንቀጽ ፶፱ ንዐስ አንቀጽ (፪) ተሰርዞ 19/ Sub-Article (2) of Article 59 of the

following new Sub-Article (2).
ተተክቷሌ፡፡

“፶፱(፪) በዚህ አንቀጽ ንዐስ አንቀጽ (፩) “59(2) The decision given by Court of law
መሠረት በፍሬ ነገር ክርክር regarding the issue of fact, pursuant

፳/ የአዋጁ አንቀጽ ፷፩ ንዐስ አንቀጽ (፪) ተሰርዞ 20/ Sub-Article (2) of Article 61 of the

ተተክቷሌ፤- following new Sub-Article (2).

“፷፩(፪) ማንኛውም የውጭ ሀገር አሠሪ በዚህ “61 (2) Any foreign employer shall deposit

ይህ አዋጅ በነጋሪት ጋዜጣ ታትሞ ከወጣበት ቀን This Proclamation shall enter into force on

Negarit Gazette.
