ESTABLISH THE ETHIOPIAN
ሇማቋቋም የወጣ የሚኒስትሮች ምክር ቤት ዯንብ CONSTRUCTION WORKS CORPORATION

የሚኒስትሮች ምክር ቤት የኢትዮጵያ ፌዯራሊዊ This Regulation is issued by the Council of

Ministers pursuant to Article 5 of the Definition of
ዱሞክራሲያዊ ሪፐብሉክ አስፈፃሚ አካሊትን ሥሌጣንና
Powers and Duties of the Executive Organs of the

ቁጥር ፳፭/፲፱፻፹፬ አንቀጽ ፵፯ (፩) መሠረት ይህን ዯንብ

አውጥቷሌ፡፡
፩. አጭር ርዕስ 1. Short Title
ይህ ዯንብ “የኢትዮጵያ ኮንስትራክሽን ሥራዎች This Regulation may be cited as the “Ethiopian
ኮርፖሬሽን ማቋቋሚያ የሚኒስትሮች ምክር ቤት Construction Works Corporation Establishment
ዯንብ ቁጥር ፫፻፷፮/፪ሺ፰” ተብል ሉጠቀስ ይችሊሌ፡፡ Council of Ministers Regulation No. 366/2015”.

፪. መቋቋም 2. Establishment
፩/ የኢትዮጵያ ኮንስትራክሽን ሥራዎች ኮርፖሬሽን 1/ The Ethiopian Construction Works Corporation
(hereinafter the “Corporation”) is here by
(ከዚህ በኋሊ “ኮርፖሬሽን” እየተባሇ የሚጠራ)
established as a Federal Government public
የፌዯራሌ መንግሥት የሌማት ዴርጀት ሆኖ በዚህ
enterprise.
ዯንብ ተቋቁሟሌ፡፡
፪/ ኮርፖሬሽኑ በመንግሥት የሌማት ዴርጅቶች አዋጅ 2/ The Corporation shall be governed by the

ቁጥር ፳፭/፲፱፻፹፬ መሠረት ይተዲዯራሌ፡፡ Public Enterprises Proclamation No. 25/1992.

፫. ተቆጣጣሪ ባሇሥሌጣን 3. Supervising Authority

የመንግሥት የሌማት ዴርጅቶች ሚኒስቴር The Ministry of Public Enterprises shall be the

፬. ዋና መሥሪያ ቤት 4. Head Office

The Corporation shall have its head office in Addis

Ababa and may have branch offices elsewhere in

other parts of the country as may be necessary.
ቅርንጫፍ ሉኖረው ይችሊሌ፡፡
፭. ዓሊማ 5. Purposes
ኮርፖሬሽኑ የተቋቋመባቸው ዓሊማዎች የሚከተለት The purposes for which the corporation is
ናቸው፡- established are:
፩/ የሥራ ተቋራጭ ሆኖ በአገር ውስጥና በውጭ 1/ to engage in domestic and overseas

አገር መንገድችን፣ ዴሌዴዮችን፣ የግዴብ construction works as a contractor in

ሥራዎችን፣ የመስኖ ሥራዎችን፣ የውኃ ኃይሌ construction, upgrading and maintenance of

roads, bridges, works relating to dams,
ማመንጫ ግንባታዎችን፣ የውኃ ማከፋፈያ
irrigations, hydropower generations, water
መስመሮችን፣ የቆሻሻ ማስወገጃ መስመሮች
supply systems, sewerage systems, drainage,
ስራዎችን፣ የዴሬኔጅ፣ የጥሌቅ ውኃ ጉዴጓዴ
deep water wells, reclamations, river
ሥራዎችን፣ የሪክሊሜሽን ግንባታዎችን፣ የወንዝ
diversions, construction of buildings, airfields,
መቀሌበስ ግንባታዎችን፣ የሕንፃ ግንባታዎችን፣
rail ways, ports and other civil works;
የአየር ማረፊያዎችን፣ የባቡር መንገድችን፣
የወዯብ ግንባታዎችን እና ላልች የሲቪሌ ግንባታ
ሥራዎችን መሥራት፣ ማሻሻሌ እና መጠገን፤

፪/ የኮንስትራክሽን መሣሪያዎችና ተሽከርካሪዎችን 2/ to engage in the assembling of construction

የመገጣጠም፣ መሇዋወጫዎችን ማምረት፣ የጥገና equipments and machineries, manufacturing

አገሌግልት መስጠት እንዱሁም ሇሥራው spare parts and provide maintenance service
for construction equipment and machinery and
የሚያስፈሌጉትን የግንባታ ቁሳቁሶችንና የተሇያዩ
produce construction materials and different
ቧንቧዎችን ማምረትና እንዯ አግባብነቱም መሸጥ፤
kinds of pipes necessary for its activities and
sell them as may be appropriate;
፫/ በፌዯራሌ መንግሥት በጀት የተገነቡና የሚገነቡ 3/ to acquire, own and administer irrigation
የመስኖ ግዴቦችን፣ ጥሌቅ የውኃ ጉዴጓድችን እና dams, deep water wells and as may be
እንዯአስፈሊጊነቱ የውኃ ማስተሊሇፊያ ቦዮችን necessary water supply canals constructed and

በመረከብ በባሇቤትነት ማስተዲዯር፣ ከተጠቃ to be constructed by the Federal Government

ሚዎች ገቢ መሰብሰብ፤ budget and collect charges from the

beneficiaries of such dams;

፬/ የኮንትራክሽን መሣሪያዎችን፣ ማሽነሪዎችን፣ 4/ to engage in the rental business of construction

equipment, machinery, warehouse and
መጋዘኖችንና ሕንፃዎችን ማከራየት፤
buildings;

፭/ ሇኮርፖሬሽኑ የሚፈሇገውን የሰሇጠነ የሰው ኃይሌ 5/ to produce qualified human resource with
በሚፈሇገው ዓይነት፣ መጠን፣ ጥራት ሇማፍራት required discipline, number and quality for the

እንዱቻሌ በራሱ የሥሌጠና ማዕከሊት ወይም Corporation by using its own training facilities
or work in co-ordination with relevant
ከሚመሇከታቸው የአገር ውስጥና የውጭ ሀገር
domestic or international research, educational
የምርምር፣ የትምህርት እና የሥሌጠና ተቋማት
and training institutions;
ጋር በቅንጅት መስራት፤
፮/ በመንግስት የሌማት ዴርጅቶች ሚኒስቴር 6/ to make studies and forward proposals in line
በሚሰጠው አቅጣጫ ሊይ በመመሥረት በሀገር with directions given by the Ministry of Public

ውስጥና በውጭ ሀገራት ተወዲዲሪና አትራፊ ሆኖ Enterprises to get financial, technological and

እንዱንቀሳቀስ እገዛ የሚያዯርጉሇትን የፋይናንስ፣ modern administrative inputs (including

attracting investment or to engage in
የቴክኖልጂና የዘመናዊ አስተዲዯር ግብዓቶችን
investment) to be competitive and profitable in

domestic and overseas works;

ሲፈቀዴ ተግባራዊ ማዴረግ፤
፯/ የገንዘብና ኢኮኖሚ ትብብር ሚኒስቴር 7/ to sell and pledge bonds and to negotiate and
የሚያወጣውን መመሪያ እና የመንግሥት ሌማት sign loan agreements with local and

ዴርጅቶች ሚኒስቴር የሚሰጠውን አቅጣጫ international financial sources in line with the

and Economic Co-operation and in accordance

መፈራረም፤
፰/ ዓሊማውን ከግብ ሇማዴረስ የሚረደ ላልች 8/ to undertake any other related activities

ተዛማጅ ሥራዎችን መስራት፡፡ necessary for the attainment of its purposes.

፮. ካፒታሌ 6. Capital
የኮርፖሬሽኑ የተፈቀዯ ካፒታሌ ብር ፳ ቢሉየን ፫፻፲፫ The authorized capital of the Corporation is Birr

ሚሉየን ፮፻፰ሺህ ፩፻፵፫ብር ከ፺ሳንቲም (ሃያ ቢሉየን 20,313,608,143.90 (Twenty Billion Three Hundred

ሶስት መቶ አስራ ሶስት ሚሉየን ስዴስት መቶ ስምንት Thirteen Million Six Hundred Eight Thousand One

፫፻፴፫ሺህ ፮፻፲፫ብር ከ፹ሳንቲም (ሰባት ቢሉየን ሰባት

፯. ኃሊፊነት 7. Liability
ኮርፖሬሽኑ ካሇው ጠቅሊሊ ንብረት በሊይ በዕዲ ተጠያቂ The Corporation shall not be liable beyond its total
assets.
አይሆንም፡፡
8. Duration of the Corporation
፰. ኮርፖሬሽኑ የሚቆይበት ጊዜ
The Corporation is established for an indefinite
ኮርፖሬሽኑ ሊሌተወሰነ ጊዜ ይቆያሌ፡፡ period.
፱. የተሻሩ ዯንቦች 9. Repealed Regulations
የሚከተለት ዯንቦች በዚህ ዯንብ ተሽረዋሌ፦ The following Regulations are hereby repealed:
፩/ የኢትዮጵያ መንገዴ ኮንስትራክሽን ኮርፖሬሽን 1/ Ethiopian Road Construction Corporation

ማቋቋሚያ የሚኒስትሮች ምክር ቤት ዯንብ ቁጥር Establishment Council of Ministers Regulation

፪፻፵፰/፪ሺ፫፤ No. 248/2011;

2/ Ethiopian Water Works Construction
፪/ የኢትዮጵያ ውሃ ሥራዎች ኮንስትራክሽን
Enterprise Establishment Council of Ministers
ዴርጅት ማቋቋሚያ የሚኒስትሮች ምክር ቤት
Regulation No. 316/2014.
ዯንብ ቁጥር ፫፻፲፮/፪ሺ፮፡፡
፲. የመብትና ግዳታዎች መተሊሇፍ 10. Transfer of Rights and Liabilities
የሚከተለት የመንግስት የሌማት ዴርጅቶች መብትና The rights and liabilities of the following Public

ግዳታዎች በዚህ ዯንብ ሇኮርፖሬሽኑ ተሊሌፈዋሌ፦ Enterprises are hereby transferred to the
Corporation:
፩/ በሚኒስትሮች ምክር ቤት ዯንብ ቁጥር 1/ the Ethiopian Road Construction Corporation

፪፻፵፰/፪ሺ፫ ተቋቁሞ የነበረው የኢትዮጵያ established under the Council of Ministers

መንገድች ኮንስትራክሽን ኮርፖሬሽን፤ Regulation No. 248/2011;

2/ the Ethiopian Water Works Construction

፪/ በሚኒስትሮች ምክር ቤት ዯንብ ቁጥር
Enterprise established under the Council of
፫፻፲፮/፪ሺ፮ ተቋቁሞ የነበረው የኢትዮጵያ የውኃ
Ministers Regulation No. 316/2014.
ሥራዎች ኮንስትራክሽን ዴርጅት፡፡

፲፩. ዯንቡ የሚፀናበት ጊዜ 11. Effective Date

ይህ ዯንብ በፌዯራሌ ነጋሪት ጋዜጣ ታትሞ This Regulation shall enter into force on the date

ከወጣበት ቀን ጀምሮ የፀና ይሆናሌ። of publication in the Federal Negarit Gazette.
