መግቢያ Preamble

ሲሚንቶ ሇማምረት ፈቃዴ ወስዯው ወዯ ስራ WHEREAS it is necessary to supervise and support

ሇገቡና ሇሚገቡ የሲሚንቶ አምራቾች ክትትሌ እና Cement factories that have been granted a license and
ዴጋፍ በማዴረግ የሚያጋጥማቸውን ችግሮች commence production, to identify the problems they en-
መሇየት እና መፍታት እንዱሁም በሙለ counter and resolve such difficulties as well as create
አቅማቸው የሚያመርቱበትን ምቹ ሁኔታ በመፍጠር suitable conditions for them to utilize their full capacity
የሲሚንቶ ምርት ምርታማነት እና ጥራት ከፍ and enhance the cement productivity and quality.
ማዴረግ በማስፈሇጉ፤
WHEREAS it is necessary to ensure the benefit of res-
ሇሲሚንቶ ምርት ግብዓት የሚሆኑ ማዕዴናት
idents found at locations whereby the input minerals for
በሚመረቱባቸው አካባቢዎች የሚገኙ ነዋሪዎችን
cement are produced.
የሌማት ተጠቃሚነት ማረጋገጥ በማስፈሇጉ፤
NOW, THEREFORE, this Directive is issued pursuant
በአዋጅ ቁጥር 1263/2014 አንቀጽ 23 እና
to Article 23 of the Proclamation No.1263/2021 and
በማዕዴን ስራዎች አዋጅ ቁጥር 678/2002
Mining Operation Proclamation No. 678/2010 (as
(እንዯተሻሻሇው) አንቀጽ 82 (2) መሰረት ይህ
amended) Article 82 (2).
መመሪያ ወጥተዋሌ፡፡

ክፍሌ አንዴ Part One

ጠቅሊሊ ዴንጋጌዎች General

1. አጭር ርዕስ 1. Short Title

ይህ መመሪያ “የሲሚንቶ ምርትና ግብአት This directive may be cited as the “Cement Pro-
መቆጣጠሪያ መመሪያ ቁጥር 890/2014” ተብል duction and Inputs Control Directive Number
ሉጠቀስ ይችሊሌ፡፡ 890/2022.”

2. ትርጉም 2. Definitions
የቃለ አገባብ ላሊ ትርጓሜ የሚያሰጠው ካሌሆነ In this directive, unless the context otherwise
በቀር በዚህ መመሪያ ውስጥ፡- requires:
1/ ‹‹ፋብሪካ›› ማሇት የፀና ፈቃዴ ያሇውና 1/ “Factory” means a cement manufacturing

ሲሚንቶ የሚያመርት ዴርጅት ነው፤ factory that has a valid license;

2/ ‹‹ግብዓት አቅራቢ›› ማሇት ማዕዴንን 2/ “Input Supplier” means a licensee that pro-
በማምረት ሇሲሚንቶ ፋብሪካ ግብዓት duces and supplies input minerals to cement
የሚያቀርብ የማዕዴን ማምረት ባሇፈቃዴ factories;
ነው፤
3/ "Sales Price of Inputs " means a sales price of

cement input minerals to be determined by the

Ministry, excluding the cost of production and

transportation;
ሳይጨምር በሚኒስቴሩ የሚተመን ዋጋ ነው፤

4/ ‹‹ግብዓት›› ማሇት ሇሲሚንቶ ምርት የሚውሌ 4/ “Input” means a mineral that will be used for
ማዕዴን ነው፤
cement production;
5/ ‹‹ክሉንከር›› ማሇት በከፍተኛ ሙቀት
5/ “Clinker” means an input burned at high tem-
የተቃጠሇና ሇሲሚንቶ ምርት ዝግጁ የሆነ
perature and is ready for cement production;
ግብአት ነው፤

6/ ‹‹አግባብነት ያሇው አካሌ›› ማሇት የማዕዴን 6/ “Relevant Body” means the Ministry of Mines
ሚኒስቴር ወይም በክሌሌ የማዕዴን or the legally authorized regional body that
ሥራዎችን ሇማስተዲዯር በሕግ ስሌጣን administers mining operations;
የተሰጠው አካሌ ነው፤

7/ ‹‹ክሌሌ›› ማሇት በኢትዮጵያ ፌዯራሊዊ

ዳሞክራሲያዊ ሪፐብሉክ ሕገ መንግስት
አንቀጽ 47(1) የተገሇጹትንና በአንቀጽ 47
(2) እና (3) መሠረት የተቋቋሙ ክሌልችን
እንዱሁም የአዱስ አበባና የዴሬዯዋ ከተማ
አስተዲዯሮችን ይጨምራሌ፤
8/ ‹‹ሰው›› ማሇት ማንኛውም የተፈጥሮ ሰው
ወይም በሕግ የሰውነት መብት የተሰጠው
አካሌ ነው፤
7/ “State” means any state specified under Arti-
cle 47(1) and established pursuant to article
47(2) and (3) of the FDRE constitution, and
includes the Addis Ababa and Dire Dawa City
Administrations;
8/ “Person” means any natural person or a legal
entity;

9/ “ፈቃዴ ሰጪው ባሇስሌጣን” ማሇት 9/ “Licensing authority” means the ministry of

የማዕዴን ሚኒስቴር ወይም የክሌሌ የማዕዴን mines or state organ in charge of the mining

10/ ማንኛውም በወንዴ ጾታ የተገሇጸው አነጋገር 10/ Any expression in the masculine gender

3. የመመሪያው ተፈጻሚነት ወሰን 3. Scope of Application

ይህ መመሪያ በኢትዮጲያ ውስጥ በሲሚንቶ This directive shall apply to cement factories
አምራች ፋብሪካዎች እና የሲሚንቶ ግብዓት and input suppliers that operate within the
ማዕዴናትን አምርተው ሇፋብሪካ በሚያቀርቡ territory of Ethiopia.
ሰዎች ሊይ ተፈጻሚ ይሆናሌ፡፡
Part Two
ክፍሌ ሁሇት The Functions and Responsibilities of
የመንግስት አካሊት ተግባር እና ሀሊፊነት Government Bodies
4. የማዕዴን ሚኒስቴር 4. Ministry of Mines

1/ ሇፋብሪካዎች፤ 1/ To Factories;

ሀ/ ሇሲሚንቶ ምርት የሚያገሇግለ የማዕዴናት A. provide support to acquire input

ግብዓቶችን እንዱያገኙ ዴጋፍ ያዯርጋሌ፤
minerals used for cement production;
ሇ/ የኢንደስትሪ ሰሊም እንዱሰፍን
ከሚመሇከታቸው አካሊት ጋር በመሆን B. work in cooperation with the concerned
ይሰራሌ፤ bodies to bring industrial peace;
ሐ/ የሚያስፈሌጉ መሇዋወጫ እቃዎችን C. Provide support to get the necessary
በሚያስፈሌገው መጠን እንዱያገኙ ዴጋፍ
ያዯርጋሌ፤ spare parts at the required amount.

2/ የሲሚንቶ እና የሲሚንቶ ምርት ግብዓት 2/ Ensure that the produced cement and input
ማዕዴናት የጥራት ዯረጃቸውን የጠበቁ minerals fulfill the necessary quality standards;
መሆናቸውን ያረጋግጣሌ፤
3/ inspect whether the factories carry out their
3/ ፋብሪካዎች በገቡት የውሌ ግዳታና የስራ
operations in line with their contractual
ፕሮግራም መሰረት መስራታቸውን
obligations and work plan;
ይከታተሊሌ፤
4/ provide support to enhance the productivity
4/ የፋብሪካዎችን ምርታማነት ሇማሳዯግ
of factories;
የዴጋፍ ስራ ይሰራሌ፤

5/ የሲሚንቶ ግብዓት ማዕዴናትን ዋጋ 5/ determine the price of input minerals; ensure that
ይተምናሌ፣ በተመኑ መሰረት ግብይት transactions are carried out in line with the price
እንዱፈፀም ያዯርጋሌ፤ that has been set;
6/ የፋብሪካዎች የምርት እቅዴ እና የሥራ
6/ evaluate the production plan and
አፈጻጸም ይገመግማሌ፤ የክትትሌ እና
performance of factories; undertake the nec-
የቁጥጥር ተግባራት በማከናወን አስፈሊጊ
essary remedial measures by performing
የማስተካከያ እርምጃዎችን ይወስዲሌ፤
monitoring and control activities;

7/ ሇሰጠው ፈቃዴ የግብዓት ማዕዴናት 7/ audit the stock amount of input minerals for
የክምችት መጠን ኦዱት ያዯርጋሌ፣ በግኝቱ the licenses that have been issued; carry out
መሰረት ቀጣይ አስፈሊጊ ተግባራትን subsequent necessary actions based on the
ያከናውናሌ፤ findings;
8/ ሇመንግስት የሚከፈለ ክፍያዎች 8/ ensure the necessary payments are effected
መፈጸማቸውን ያረጋግጣሌ፤ to the government;
9/ በፋብሪካዎች፣ በግብዓት ማዕዴን
9/ work to create good relations among

factories, input mineral producers and the

surrounding community;
ይሰራሌ፤

10/ የፋብሪካዎች እና የግብዓት ማዕዴናት 10/ provide support for capacity building works
አምራቾችን አቅም ሇማጎሌበት የሚያስችለ that enhance the capacity of factories and
የአቅም ግንባታ ስራዎች እንዱሰሩ ዴጋፍ input mineral producers;
ያዯርጋሌ፤

11/ ሲሚንቶ እና የግብዓት ማዕዴናት 11/ Create favorable conditions for better
የሚመረትባቸው አካባቢዎች የተሻሇ infrastructure and power supply in areas
የመሰረተ ሌማት እና የሃይሌ አቅርቦት where cement and input minerals are
እንዱያገኙ ምቹ ሁኔታዎችን ይፈጥራሌ፤ produced;

12/ ያሇበቂ ምክንያት ከአቅም በታች 12/ Identify, and provide support to factories
የሚያመርቱ ወይም ማምረት ያቆሙ and input suppliers that are producing below
የሲሚንቶ እና የግብዓት አምራቾችን capacity or ceased production for no
በመሇየት ዴጋፍ ያዯርጋሌ፣ apparent reason; undertake corrective
እንዯአስፈሊጊነቱም የእርምት እርምጃ measures as necessary;
ይወስዲሌ፤

13/ በዘርፉ የስራ እዴሌ እንዱፈጠር እና 13/ Work in cooperation with the concerned
የማህበረሰብ ኢኮኖሚያዊ ተጠቃሚነት body in order to create work opportunities
እንዱረጋገጥ ከሚሇከተው አካሌ ጋር within the sector and to ensure the economic
ተባብሮ ይሰራሌ፤ benefit of the society;

14/ ይህንን መመሪያ በማያከብሩ ሊይ

14/ take administrative measures against those
አስተዲዯራዊ እርምጃ ይወስዲሌ፣
who do not comply with this directive;
እንዲስፈሊጊነቱ ከሚመሇከተው አካሌ ጋር

በመተባበር ህጋዊ እርምጃዎችን cooperate with the concerned authority to

ያስወስዲሌ፤ take legal actions as needed;
15/ ምርታማነትን ሇማሳዯግ ሇዘርፉ ጠቃሚ 15/ Perform other similar and beneficial
የሆኑ ላልች ተመሳሳይ ተግባራትን functions to the sector.
ያከናውናሌ፡፡

5. የክሌሌ ስሌጣንና ተግባር 5. Regional power and functions

በክሌሌ የማዕዴን ሥራዎችን ሇማስተዲዯር The Regional Mining Operations Administrative

ስሌጣን የተሰጠው አካሌ የሚከተለት ስሌጣንና Body shall have the following functions and
ተግባር ይኖሩታሌ፤ responsibilities: to

1/ የግብአት ማዕዴናት ማምረቻ ቦታዎችን 1/ identify the input mineral production areas;
ይሇያሌ፤
2/ provide license area through contract to a
2/ በሕግ አግባብ ሇተዯራጀ የግብአት አምራች
licensee legally established; administer and
ባሇፈቃዴ የምርት ቦታን በውሌ ያስረክባሌ፤
receive the area when the license expires af-
ያስተዲዴራሌ እንዱሁም ጊዜው ሲጠናቀቅ
ter terminating the contract;
ውለን አቋርጦ ይረከባሌ፤

3/ የግብአት አምራች ባሇ ፈቃዴ የአከባቢ 3/ Monitor the environmental rehabilitation

መሌሶ ማሌማት ስራ መስራቱን works undertaken by the licensees;
ይቆጣጠራሌ፤
4/ የግብአት አመራረት፣ ጥራት ማስጠበቅና 4/ provide training on input production, quality

የአካባቢ መሌሶ ማሌማት ሊይ ስሌጠና assurance and environmental rehabilitation

ይሰጣሌ፤ works;

5/ የግብአት ማዕዴናት አምራችቾች 5/ gather the documents provided by input min-

የሚያቀርቧቸው ሰነድችን ይሰበስባሌ፤ eral producers; confirm the authenticity of
ትክክሇኛነቱንም ያረጋግጣሌ፤ the files;

6/ በፋብሪካዎችና በግብዓት አምራቾች 6/ create linkages between factories and input

መካከሌ ትስስር እንዱፈጠር ያዯርጋሌ፤ mineral producers;
7/ ሇሲሚንቶ ምርት በቂ የግብዓት አቅርቦት 7/ Monitor and supervise the supply of
መኖሩን ይከታተሊሌ፣ ይቆጣጠራሌ
sufficient inputs for cement production and
እንዱሁም ተያያዥ ችግሮች ሲፈጠሩ
take corrective action in case of associated
የእርምት እርምጃዎችን ይወስዲሌ፤
problems;

8/ በግብአት አቅርቦት እና ስርጭት ሊይ 8/ Control inappropriate activities in relation to

ያሌተገቡ ተግባራት እንዲይፈፅሙ input supply and distribution; take measures
ይቆጣጠራሌ፤ ተገቢውን እርምጃ ይወስዲሌ፣ and cooperate with the concerned authority
ያስወስዲሌ፤ to take legal actions as needed;

9/ በተዘረጉ የግንኙነት ስርዓቶች ግብረ 9/ provide periodic feedback and reports to the
መሌሶችን እና ሪፖርቶችን በየወቅቱ ministry through communication channels
ሇሚንስቴሩ ያቀርባሌ፤ that have been laid out;

10/ በፋብሪካዎች እና በአካባቢያቸው ማህበረሰብ 10/ Promote good relations among factories,
መካከሌ ሰሊማዊ ግንኙነት እንዱኖር input mineral producers and the local com-
ከሚመሇከታቸው አካሊት ጋር በመሆን munity in cooperation with the concerned
ይሰራሌ፤ bodies;

11/ የግብዓት አምራችቾች ምርታማነት 11/ provide support for input producers to
እንዱያዴግ ዴጋፍ ያዯርጋሌ፤ በገቡት enhance their productivity; monitor their
የውሌ ግዳታ እና የስራ ፕሮግራም መሰረት compliance with the terms and conditions of
መስራታቸውን ይከታተሊሌ፤ the contract and work program;

12/ የሲሚንቶ ግብዓት በተተመነበት ዋጋ 12/ supervise cement input minerals to be sold at
እንዱሸጥ ክትትሌ ያዯርጋሌ፤ the rate that have been determined;

13/ የግብዓት አምራቾች የስራ አፈጻጸም 13/ evaluate the work performance data of the
መረጃዎችን ይገመግማሌ፤ አስፈሊጊ input producers; carry out the necessary
ማስተካከያዎችን ያዯርጋሌ፤ adjustments;

14/ የሲሚንቶ ግብዓት አምራቾች ሊይ 14/ conduct the necessary supervision and con-

ተግባራት ያከናውናሌ፤ ducers;

15/ በክሌለ የተሰጡ የግብዓት ማምረቻ ቦታዎች
የክምችት መጠን ኦዱት ያዯርጋሌ፤ በግኝቱ
መሠረት የእርምት እርምጃ ይወስዲሌ፤
16/ ፋብሪካዎች እና የግብዓት ማዕዴናት
የሚመረቱበት አካባቢዎች የመሰረተ ሌማት
እና የሃይሌ አቅርቦት እንዱያገኙ ምቹ
ሁኔታዎችን ይፈጥራሌ፤
15/ audit the stock amount of input minerals for
the licenses that have been issued by the re-
gion; carry out subsequent necessary actions
based on the findings;
16/ Create conditions for better infrastructure and
power supply in areas where cement and in-
put minerals are produced;

17/ ያሇበቂ ምክንያት ከአቅም በታች 17/ Provide support to input suppliers
የሚያመርትን ወይም ማምረት ያቆመን that are producing below capacity or ceased
የግብዓት አምራች ባሇፈቃዴ በመሇየት production for no apparent reason; undertake
ዴጋፍ ያዯርጋሌ፤ አስፈሊጊ የእርምት corrective measures as necessary;
እርምጃዎችን ይወስዲሌ፤
18/ work to create job opportunities within the

ክፍሌ ሦስት Part Three

የግብአት አቅራቢዎች እና የፋብሪካዎች ተግባር Functions and Responsibilities of the Input
እና ሀሊፊነት Suppliers and Factories
6. ግብዓት አምራች ባሇፈቃዴ ወጣቶች 6. Youth Input suppliers Licensees

የግብዓት አምራች ባሇፈቃዴ ወጣቶች Youth Input suppliers licensees have the following

የሚከተለት ግዳታዎች አለባቸው፤ functions and responsibilities: to

1/ carry out operations by entering into a

1/ ሇሁሇት አመት ብቻ ሇመስራት ግዳታ/ውሌ
contract with the concerned body only for a
ከሚመሇከተው አካሌ ጋር መግባት፤ period of two years;

2/ ውሌን ብቻ መሰረት ያዯረገ ተግባር 2/ perform tasks only based on the contract
ማከናወን፤ signed;

3/ ግብዓት በማምረት ሂዯት ወቅት ሇሚከሰተው 3/ carry out rehabilitation works on

የአካባቢ ጉዲት መሌሶ የማሌማት ስራ environmental damages that occur during in-
ማከናወን፤ put mineral production process;

4/ ግብዓት ከምርት ቦታ ሲጫን አስፈሊጊውን 4/ Collect, organize and report the necessary

5/ ቀሌጣፋ የግብዓት አቅርቦት ስርዓት 5/ establish an efficient input supply system and
መዘርጋትና በውለ መሰረት ጥራቱን የጠበቀ provide quality inputs in accordance with the
ግብዓት ማቅረብ፤ contract;

6/ አመታዊ እና ወርሃዊ የምርት ዕቅዴን 6/ provide in advance annual and monthly

ሇፍቃዴ ሰጪው አካሌ አስቀዴሞ ማቅረብ፤ production plan to the licensing authority;

7/ የሽያጭ፣ የርክክብ፣ የዋጋ እና ላልች 7/ transfer sales, delivery, price and other
አስፈሊጊ ማስረጃዎችን ሇፈቃዴ ሰጪው necessary information to the licensing
አካሌ ማስተሊሇፍ፤ authority;

8/ አግባብ ባሇው አካሌ ሇተመዯቡ 8/ provide the necessary cooperation to

ተቆጣጣሪዎች አስፈሊጊውን የስራ ትብብር supervisors assigned by the relevant

ማዴረግ፤ authority;

9/ የግብዓት አቅርቦት ስርዓቱን የሚያዛቡ 9/ Refrain from committing actions that disrupt
ወይም የሚያስተጓጉለ ማናቸውንም or disturb the input supply system.
ተግባራት አሇመፈፀም፡፡
7. Other Licensees
7. ላልች ባሇፈቃድች
Other licensees have the following functions and re-
ላልች የግብዓት አምራች ባሇፈቃድች
sponsibilities: to
የሚከተለት ግዳታዎች አለባቸው፤
1/ except for licensees who produce inputs for
1/ ሇራሳቸው ፋብሪካ ከሚያመርቱ ባሇፈቃድች
their own factory, conclude a contract with the
በስተቀር ግብአት ከሚሸጡሇት ፋብሪካ ጋር
factory to which they sell input minerals;
ህጋዊ ውሌ መዋዋሌ፤
2/ lay out an efficient input supply system and
2/ ቀሌጣፋ የግብዓት አቅርቦት ስርዓት
provide quality inputs in accordance with the
መዘርጋትና በገቡት ውሌ መሰረት ጥራቱን
contract;
የጠበቀ ግብዓት ማቅረብ፤
3/ submit report to the licensing authority the
3/ ሇሽያጭ የሚያቀርቡትን ግብዓት ሪፖርት
ሇፍቃዴ ሰጪው አካሌ በየአስራ አምስት input to be sold every fifteen days;
ቀኑ የመስጠት፤
4/ carry out rehabilitation works on
4/ ከግብዓት ምርትና አቅርቦት ስራ ጋር
environmental damages that occur during in-
በተያያዘ ሇሚከሰተው የአካባቢ ጉዲት
የመሌሶ ማሌማት ስራዎችን የማከናወን፤ put mineral production and delivery process;
5/ አመታዊ እና ወርሃዊ የግብአት ምርት ዕቅዴ 5/ provide in advance annual and monthly
አስቀዴሞ ሇፈቃዴ ሰጪው አካሌ ማቅረብ፤ production plan to the licensing authority;

6/ የሽያጭ፣ የርክክብ፣ የዋጋ እና ላልች

6/ provide sales, delivery, price and other neces-
አስፈሊጊ ማስረጃዎችን ሇፈቃዴ ሰጪው
sary information to the licensing authority;
አካሌ ማቅረብ፤

7/ አግባብ ባሇው አካሌ ሇተመዯቡ

7/ provide the necessary cooperation to supervi-
ተቆጣጣሪዎች አስፈሊጊውን የስራ ትብብር
sors assigned by the relevant authority;
ማዴረግ፤

8/ የግብዓት አቅርቦት ስርዓቱን የሚያዛቡ

8/ Refrain from committing actions that disrupt
ወይም የሚያስተጓጉለ ማናቸውንም
or disturb the input supply system.
ተግባራት አሇመፈፀም፡፡

8. ፋብሪካዎች
8. Factories
ፋብሪካዎች የሚከተለት ግዳታዎች አለባቸው፤ The factories have the following responsibilities to:
1/ ሇፋብሪካው የሚቀርበውን አጠቃሊይ ግብዓት 1/ register and report to the licensing authority
እና የክሉንከር ምርቶች መመዝገብ እና the total amount of input and clinker provided
ሇፍቃዴ ሰጪው አካሌ ማሳወቅ፤ to the factory;
2/ አመታዊ እና ወርሃዊ የምርት መጠን እቅዴ 2/ report the annual and monthly production plan
ማሳወቅ፤ to the licensing authority;
3/ የሲሚንቶ ምርት በዓይነት እና በመጠን 3/ report weekly the cement product type and
በየሳምንቱ ሇፍቃዴ ሰጪው አካሌ ማሳወቅ፤ quantity to the licensing authority;
4/ የሲሚንቶ የጥራት ዯረጃ ማረጋገጫ 4/ provide cement quality assurance every six
በየስዴስት ወሩ ማቅረብ፤ months;
5/ የፋብሪካ ከፍተኛ እና ዝቅተኛ የማምረት
5/ report the factory’s maximum and minimum
አቅም በየሩብ አመቱ ማሳወቅ፤
production capacity on a quarterly basis;
6/ ሲሚንቶ በሙለ አቅም ማምረት፣ በአቅሙ
6/ produce cement at full capacity; notify the
ሌክ ማምረት የማይችሌበት ሁኔታ ሲከሰት
licensing authority within twenty-four hours
በሃያ አራት ሰዓት ውስጥ ሇፈቃዴ ሰጪው

በማናቸውም መሌኩ የሚያዛቡ ወይም process by any means.

አሇመፈፀም፡፡

9. የተከሇከለ ተግባራት 9. Prohibited activities

1/ ያሇበቂ ምክንያት ሲሚንቶ እና ግብዓት 1/ producing cement and inputs below capacity
ከአቅም በታች አሇማምረት፤ without sufficient reasons;

2/ በማንኛውም መሌኩ የሲሚንቶ እና የግብዓት 2/ Depriving the market by creating cement and
እጥረት በመፍጠር ገበያውን አሇማስራብ፤ input shortage by any means.

3/ የሲሚንቶ እና የግብዓት ዝውውርን 3/ Disrupting the cement and input circulation

በማናቸውም መሌኩ አሇማስተጓጎሌ፤ process by any means.

4/ አስፈሊጊው የይሇፍ ፍቃዴ ሳይያዝ የሲሚንቶ 4/ Transiting and selling cement input minerals
ግብዓት አሇማዘዋወር እና አሇመሸጥ፤ without having the necessary permit.

5/ አግባብ ባሇው አካሌ ሇተመዯቡ 5/ Not cooperating with supervisors assigned by

ተቆጣጣሪዎች ትብብር አሇማዴረግ፤ the relevant authority.

6/ ሇፈቃዴ ሰጪው አካሌ ሀሰተኛ እና አሳሳች 6/ Providing false or fraudulent reports to the
ሪፖርቶችን ማቅረብ፡፡ licensing authority.

ስሇ አስተዲዯራዊ እርምጃዎች Administrative Actions
10. ስሇ አስተዲዯራዊና ህጋዊ እርምጃዎች 10. Administrative and legal actions

1/ የዚህን መመሪያ ዴንጋጌዎች በማናቸውም 1/ The relevant authority may take appropriate

ተጠያቂ እንዱሆኑ ሉያዯርግ ይችሊሌ፤

2/ በዚህ አንቀጽ ንኡስ አንቀጽ 1 መሰረት 2/ Administrative measures to be taken in

የሚወሰዴ አስተዲዯራዊ እርምጃ በፅሑፍ accordance with sub-article 1 of this Article

ሆኖ እርምጃ ሇሚወሰዴበት አካሌ መዴረስ shall be notified to the person in writing.

አሇበት፡፡

11. ስሇ ቅሬታ አቀራረብ ስነ-ስርዓት 11. Appeal Procedures

1/ በተወሰዯበት አስተዲዯራዊ እርምጃ ቅሬታ 1/ Any person aggrieved by an administrative

4/ ማንኛውም ሰው በዚህ አንቀጽ ንዑስ አንቀጽ 4/ No person may appeal to the competent court

የሚችሇው በውሳኔ ሰጪው አካሌ ያለ unless he has exhausted all the administrative
አስተዲዯራዊ መፍትሔዎችን በሙለ remedies within the relevant authority.
ከተጠቀመ በኋሊ ነው፡፡

ክፍሌ አምስት Part Five

ሌዩ ሌዩ ዴንጋጌዎች Miscellaneous Provisions

12. የመተባበር ግዳታ 12. Obligation to Cooperate

ሇዚህ መመርያ አፈጻጸም ማንኛውም አካሌ Any person shall cooperate for the execution of this

13. መመሪያውን ስሇ ማሻሻሌ ወይም ስሇመሻር 13. Amendment or repeal
ሚኒስቴሩ ይህን መመሪያ ሉያሻሽሇው ወይም The Ministry may amend or repeal this Directive.
ሉሽረው ይችሊሌ፡፡
14. ተፈጻሚነት የማይኖራቸው ነገሮች 14. Matters not applicable

የዚህን መመሪያ ዴንጋጌ የሚቃረን ማንኛውም No working procedure or practice shall in so far as

ይህ መመሪያ በሚኒስትሩ ፊርማ ከፀዯቀበት ቀን This directive shall enter in to force from the date of
