የክሌለ ህግ አውጪ ምክር ቤት የተሻሻሇውን WHEREAS, as the Regional Legislative Council has
የገጠር መሬት አስተዲዯርና አጠቃቀም አዋጅ ቁጥር enacted the Revised Rural Land Administration and
252/2009 ዓ.ም ያወጣና ዝርዝር ጉዲዮች በዯንብ Use Proclamation No.252/2017 and it has, in advance,
እንዯሚዯነገጉ በዚሁ ስፍራዎች been specified in various provisions of the said
አዋጅ የተሇያዩ
Proclamation that detailed particulars shall be
አስቀዴሞ ከመገሇጹም በሊይ የአዋጁን ሙለ
provided for in a regulation, it is henceforth found
ተፈጻሚነት የሚያሳሌጡ ዴንጋጌዎችን ማዉጣት
necessary to issue provisions that would facilitate its

የአማራ ክሌሌ መስተዲዴር ምክር ቤት በተሻሻሇው NOW, THEREFORE, the Council of the Amhara
የብሔራዊ ክሌለ ህገ-መንግሥት አንቀጽ 58 ንዑስ Regional Government, in accordance with the

252/2009 ዓ.ም አንቀጽ 60 ንዑስ አንቀጽ (1)

ዴንጋጌዎች ሥር በተሰጠው ሥሌጣን መሠረት
Proclamation No. 252/2017, hereby issues this
ይህንን ዯንብ አውጥቷሌ፡፡
regulation.

ክፍሌ አንዴ PART ONE


ጠቅሊሊ GENERAL
1. አጭር ርዕስ 1. Short Title
ይህ “ዯንብ የተሻሻሇው የገጠር መሬት አስተዲዯርና This regulation may be cited as “The Revised Rural

2. ትርጓሜ 2. Definitions

1. የቃለ አገባብ ላሊ ትርጉም የሚያሰጠው 1. Unless the context requires otherwise, in this
ካሌሆነ በስተቀር በዚህ ዯንብ ውስጥ፡- regulation:

ሀ. “አዋጅ” ማሇት የተሻሻሇው የገጠር መሬት A. “Proclamation” shall mean the Revised Rural
አስተዲዯርና አጠቃቀም አዋጅ ቁጥር Land Administration and Use Proclamation

252/2009 ዓ. ም. ነው፡፡ No. 252/2017.

ሇ. “ባሇሀብት” ማሇት የኢንቨስትመንት ፈቃዴ B. “Investor” shall mean any person who,

ሐ. “የኢንቨስትመንት መሬት'' ማሇት C. “Investment Land” shall mean a plot of rural

የመያዝ ተግባር ነው፡፡

ሰ. “የመሬት አያያዝ” ማሇት የገጠር መሬት G. “Land Handling” shall mean conservation to
ሇተሇያዩ ጥቅሞች እንዱውሌ be undertaken with a view to offering

ሸ. “የመሬት ግምገማ” ማሇት ስነ-ሕይወታዊና H. “Land Evaluation” shall mean a mechanism

የሚረዲ ስሌት ነው፡፡

ቀ. “የመሬት የማምረት አቅም ዯረጃ” ማሇት I. “Level of Productive Capacity of land”


መሬት በአካሊዊ መረጃዎች መሰረት shall mean the productive capacity which a

ተ.“የቀበላ መሬት አጠቃቀምና አያያዝ ዕቅዴ” K. “Kebele Land Use and Handling Plan”
ማሇት በገጠር ቀበላ በማሳ ዯረጃ የተሻሇ shall mean that land use and handling plan to

ጥቅም እንዱሰጥ ታስቦ የሚዘጋጅ be prepared with the intention of providing

ቸ. “አሳታፊ የቀበላ መሬት አጠቃቀምና L. “Participatory Rural Land Use and

ኀ. “የገጠር መሬት አስተዲዯርና አጠቃቀም M. “Rural Land Administration and Use


ኮሚቴ” ማሇት በቀበላው ነዋሪ ህዝብ Committee” shall mean a committee elected

የተመረጠ ሆኖ በቀበላም ሆነ በንኡስ ቀበላ by the inhabitants of the Kebele and thereby
established at the Kebele or sub-Kebele level

ነ. “ማጨሻ” (የመኖሪያ ቤት መስሪያ ቦታ) N. “MaChesha” (Dwelling House Construction


ማሇት ማንኛውም የገጠር መሬት ባሇይዞታ site) shall mean a piece of land on which any

2. በአዋጁ አንቀጽ 2 ከንኡስ አንቀፅ 1 እስከ 2. Such terms and phrases as are specified under

3. ዓሊማዎች 3. Objectives

ዯንቡ ከዚህ በታች የተመሇከቱት ዓሊማዎች The Regulation shall have the objectives specified
ይኖሩታሌ፡- herein-below:

1. በአዋጁ ውስጥ የተዘረዘሩት የገጠር መሬት 1. To cause the full implementation of those
ባሇይዞታዎችና ተጠቃሚዎች የተሇያዩ various rights and obligations pertaining to the

2. የክሌለ ገጠር መሬት አስተዲዯርና አጠቃቀም 2. To create favorable conditions so that the land

ክፍሌ ሁሇት PART TWO

የገጠር መሬት ስሇማግኘት፣ ACQUISITION, USE AND


ስሇመጠቀምና ስሇማስተዲዯር ADMINISTRATION OF RURAL LAND

4. የገጠር መሬት ስሇማግኘት 4. Acquisition of Rural Land

1. ዕዴሜው 18 ዓመትና ከዚያ በሊይ የሆነ፣ 1. Any person who is 18 years old and above,
በክሌለ ውስጥ የሚኖርና በግብርና ስራ happens to reside in the Regional State and

holding.

2. በዚህ አንቀጽ ንኡስ አንቀጽ (1) ስር 2. Notwithstanding the provision of Sub-Art. (1)

በግብርና ስራ መተዲዯር ሇሚፈሌጉና persons with disabilities, incapable persons,


ወሊጆቻቸውን በሞት ሊጡ ህጻናት፣ አካሌ women and older persons desiring to engage in

ጉዲተኞች፣ አቅመ-ዯካሞች፣ ሴቶችና agricultural activities shall be given preferential

አረጋውያን እንዯቅዯም-ተከተሊቸው ቅዴሚያ treatment in the order of their priority.

ይሰጣቸዋሌ፡፡

3. በዚህ አንቀጽ ንዑስ አንቀጽ (2) ስር 3. Where there exist no parties specified under

ሀ. ጎጆ የወጣና ሌጅ ያሇው፤ A. A person who has established a household


and has a child;

ሇ. ጎጆ የወጣና ሌጅ የላሇው፤ B. A person who has established a household,


but not having a child;

ሐ. ያሊገባ ወይም ጎጆ ያሌወጣ ወጣት፤ C. A youth who is not married or has not
established a household;
መ. ያገባ ሆኖ በትዲር ጓዯኛው ስም D. A person who is married, but does not
የተመዘገበ የጋራ ይዞታ ቢኖረውም possess his own holding apart from a plot

የራሱ ይዞታ የላሇው፤ jointly shared with his or her spouse;

ሠ. በህግ ከተፈቀዯው አነስተኛ የመሬት E. Those land holders whose holding is found
ይዞታ በታች መሬት ያሊቸው to be below the legally prescribed

ባሇይዞታዎች፡፡ minimum land holding registered in their


name or names.

4. በዚህ አንቀጽ ንኡስ አንቀጽ (2)ና (3) ስር 4. Without prejudice to the provisions of Sub.

ሇሚቀርቡ ወጣቶች የሚሰጥ ትርፍ የገጠር organized themselves under the auspices of the

for agricultural or non-agricultural purposes. Its

5. ዝቅተኛው የመሬት ይዞታ መጠንና 5. Determining the Minimum Size of

7. የመስኖ መሬት ሽግሽግ በሚካሄዴበት ጊዜ 7. Where an irrigated land redistribution takes


ቋሚ ሰብሌ ያሇበት መሬት የዯረሰው place, any farmer who has been provided with

1. በአዋጁ አንቀጽ 15 ንኡስ አንቀጽ (8) ስር 1. Where any contract relating to the rental of

2. የውለ ስምምነት በሁሇቱ ተዋዋይ ወገኖች 2. The contractual agreement shall be determined

6. በአዋጁ አንቀጽ 15 ንኡስ አንቀጽ (10) ስር 6. A party wishing the renewal of the rental

1. ማንኛውም የገጠር መሬት ባሇይዞታ ከ30 1. Any rural land holder may present his use

4. ይዞታቸው ኩታ-ገጠም ይሆን ዘንዴ በዚህ 4. Rural land holders who would carry out the

ሇ. ከመሬት ሌኬታ ጋር ተያያዢነት ያሇውን B. Obtain any type of service relating to land
ማናቸውንም አይነት አገሌግልት በነፃ measurements at no cost.

ያገኛለ፡፡
11. የገጠር መሬት ይዞታ መብት 11. Conditions of Deprivation of Rural Land
ስሇሚታጣባቸው ሁኔታዎች Holding Rights

1. በአዋጁ አንቀጽ 21 ንኡስ አንቀጽ (3) ስር 1. With the exception of a diligent farmer who

1. በማናቸውም አይነት የግብርና 1. Private investors desiring to engage in any

2. በዚህ አንቀጽ ንኡስ አንቀጽ (1) መሰረት 2. The competition shall, in accordance with
ውዴዴሩ የሚካሄዯው ከዚህ በታች Sub-Art. (1) of this regulation hereof, be held

ሀብት ሌማትና ሇአካባቢ ጥበቃ submitted thereto may bring about in favor of

የሚኖረው አስተዋጽኦ፤ the natural resource development and


environmental protection;

መ. የባሇሃብቱ የማሌማት አቅም፣ ዝግጁነት፣ D. The investor‟s development capacity,


ሌምዴና በዘርፉ የሚሳተፉ የሰሇጠኑ readiness, experience and the interest he may

ባሇሙያዎችን ሇመቅጠር በፕሮጀክት have indicated in the project proposal to

created for the employees thereof.

3. ሰፋፊ የግብርና ኢንቨስትመንት 3. Blocking work procedures shall be formulated


በሚካሄዴባቸው የክሌለ አካባቢዎች and implemented in those areas of the region

የብልኪንግ አሰራር ስርዓት ተቀርጾ wherein extensive agricultural investment

ተግባራዊ ይዯረጋሌ፡፡ ዝርዝሩ በመመሪያ abounds. Particulars shall be determined by a


directive.
ይወሰናሌ፡፡
4. በአዋጁ አንቀጽ 22 ንኡስ አንቀጽ (6) ስር 4. Any contract of rural land lease awarded for
በተዯነገገው መሰረት ሇግብርና agricultural investment pursuant to the

Investment through Lease

1. ከግብርና ኢንቨስትመንት ውጭ በገጠር 1. Private investors wishing to invest in activities

ሀብት ሌማትና ሇአካባቢ እንክብካቤ submitted thereto would make as regards the

environmental conservation;

ሠ. ፕሮጀክቱ ከአካባቢው ህብረተ-ሰብ E. Any raw inputs that the project might receive

14. የገጠር መሬት ተጠቃሚ ግዳታዎች 14. Obligations of the Rural Land
Beneficiaries
1. ማንኛውም የገጠር መሬት ተጠቃሚ 1. Where any rural land beneficiary whose land

15. የገጠር መሬት ይዞታን ሇህዝብ አገሌግልት 15. Expropriating Rural Land Holdings for

ክፍሌ ሶስት PART THREE

ስሇገጠር መሬት አጠቃቀም እቅዴ PREPARATION, IMPLEMENTATION


ዝግጅት፣ አተገባበርና ቁጥጥር AND SUPERVISION OF the RURAL
LAND USE PLAN

16. መሪ የገጠር መሬት አጠቃቀም ዕቅዴን 16. Preparation of the Rural Land Use Master
ስሇማዘጋጀትና ሇዚሁ ስሇሚያስፈሌገው Plan and the Required Organization

አዯረጃጀት

1. በዚህ ዯንብ መሰረት ቀበላን ወይም ተፋሰስን 1. There shall be prepared a rural land use plan
መሰረት ያዯረገና በማሳ ዯረጃ ተፈጻሚ on the Kebele and or watershed and duly

የሚያዘጋጅ የቴክኒክ ኮሚቴ ያቋቁማሌ፡፡ Task Force and the pertinent organs as well as
the community thereof.

17. የግብረ-ሀይለ አባሊት ጥንቅር 17. Membership Composition of the Task


Force

የቀበላ ገጠር መሬት አስተዲዯርና አጠቃቀም Members of the Kebele Rural Land

መ. በቀበላው ውስጥ የተመዯበው የኮሚዩኒቲ D. The community policing Officer assigned in


ፖሉሲንግ ኦፊሰር ---------------- አባሌ፤ the Kebele ---------------------------- member;

ሠ. የቀበላው አስተዲዯርና ጸጥታ ዘርፍ ኃሊፊ E. Head of the Kebele Administration and

19. የግብረ-ሀይለ ተግባርና ኃሊፊነት 19. Duties And Responsibilities of the Task
Force
የቀበላ ገጠር መሬት አስተዲዯርና አጠቃቀም The Kebele Rural Land Administration and Use
ግብረ-ሀይሌ በዚህ ዯንብ መሰረት የሚከተለት Task-Force shall, pursuant to this regulation, have

ዝርዝር ተግባርና ሃሊፊነቶች ይኖሩታሌ፡- the following specific duties and responsibilities:

1. የቀበላውን ህብረተሰብ በመሬት አጠቃቀም 1. Coordinate the community of the Kebele

20. የቴክኒክ ኮሚቴው ተግባርና ሃሊፊነት 20. Duties And Responsibilities of the
Technical Committee

የቀበላ አሳታፊ የገጠር መሬት አጠቃቀም መሪ The Kebele Participatory Rural Land Use Master
እቅዴ ዝግጅት ኮሚቴ በዚህ ዯንብ መሰረት Plan Preparation Committee shall, pursuant to this
የሚከተለት ዝርዝር ተግባርና ሃሊፊነቶች regulation, have the following specific duties and

ይኖሩታሌ፡- responsibilities:

1. ከወረዲው የመሬት አጠቃቀም ባሇሙያዎች 1. Prepare the Kebele land use plan together with
ቡዴን በመተባበር የቀበላዉን የመሬት the Woreda‟s team comprising the land use

2. የተዘጋጀውን የመሬት አጠቃቀም እቅዴ 2. Coordinate the community so that it would

እቅዴ ሇባሇይዞታዎች በወቅቱ ያስረክባሌ፣ at the level of the plot on to the holders and

21. የመሬት አጠቃቀም እቅዴን ወቅታዊ 21. Updating the Land Use Plan
ስሇማዴረግ

1. በአካባቢ ዯረጃ የሚዘጋጅ አሳታፊ የገጠር 1. The effective period of time for the
መሬት አጠቃቀም እቅዴ ጸንቶ የሚቆይበት participatory rural land use plan to be

ዘመን አስር ዓመት ይሆናሌ፡፡ prepared at the local level shall last for ten
years.

2. በአዋጁ አንቀጽ 30 ንኡስ አንቀጽ (2) 2. The land use plan prepared on the basis of a

22. ስሇገጠር ቀበላ ማዕከሊት ምስረታና 22. Establishment of the Rural Kebele
አስተዲዯራቸው Centers and their Administration

1. በክሌለ ውስጥ የሚገኙ የገጠር ቀበላዎች 1. Rural Kebeles found in the Regional State
የየራሳቸው አስተዲዯራዊ ማዕከሊት shall have their own respective centers. Such

2. በዚህ አንቀጽ ንዑስ አንቀጽ (1) ስር 2. Without prejudice to the provision of sub-Art.
የተዯነገገው እንዯተጠበቀ ሆኖ ጉዲዩ (1) of this Art. hereof, the pertinent Council of

ሀ. የመሬቱ ሇምነት ዯረጃ በንጽጽር ዝቅተኛ A. that the fertility level of the land is relatively

ሇ. ተዲፋትነቱ ሇግንባታ ምቹ የሆነ፤ B. that the slope of the land is conducive to


undertake construction;

ሐ. በቂ የዉሃ አቅርቦት ያሇው ወይም C. that it is endowed with adequate water supply
ቢፈሇግ በቀሊለ ሉገኝበት የሚችሌ፤ or such is easily available for use, if need be;

መ. ሇመሬት መንሸራተትና ሇላልች መሰሌ D. that it is not susceptible to landslide and any
አዯጋዎች ተጋሊጭ ያሌሆነና የዯህንነት other similar incidents or having no security

ሠ. በተቻሇ መጠን የመሰረተ-ሌማት E. that, in so far it is practicable, infrastructural

Particulars shall be determined by a directive.
አጠቃቀም ጽህፈት ቤቶች አማካኝነት
ይከናወናለ፤ ዝርዝሩ በመመሪያ ይወሰናሌ፡፡

23. በማእከሊቱ ውስጥ ስሇሚከናወን የመሬት 23. Conditions of Land Provision and Use
አሰጣጥና አጠቃቀም ሁኔታዎች Carried out in the Centers
1. ከዚህ በታች የተዘረዘሩትን መስፈርቶች 1. Whosoever fulfills the criteria specified herein
የሚያሟሊ ማንኛዉም ሰው በገጠር ቀበላ below may obtain land for the construction of

ማዕከሊት ውስጥ የመኖሪያ ቤት መስሪያ a dwelling house in a Rural Kebele Center

ቦታ ማግኘት ይችሊሌ፡- where:

ሀ. እዴሜው 18 ዓመትና ከዚያ በሊይ A. He has attained the age of 18 years and
የሆነ፤ above:

ሇ. በቀበላው ውስጥ ቢያንስ ሇሁሇት B. He has lived in the Kebele for two
ተከታታይ ዓመታት የኖረና በግብርና፣ consecutive years and engaged himself in

በንግዴ ወይም በላሊ በማናቸውም agriculture, business or been employed in

መንግሥታዊ ወይም መንግሥታዊ any other governmental or non-


governmental organizations;

ሐ. የታቀዯውን ግንባታ በገባው ውሌ C. He has the capacity to complete the

2. በአዋጁ አንቀጽ 31 ንኡስ አንቀጽ (6) ስር 2. Pursuant to the provision stipulated under

have met the criteria specified under Sub-Art.

7. በቤት ውስጥ አብረው የሚኖሩና 7. In relation to those children living in a

24. ይዞታን ስሇመሇካት 24. Measurement of Land Holdings

1. ማናቸውም የገጠር መሬት በሚሇካበት ጊዜ 1. Where any rural land is measured, adjacent

በአዋጁ አንቀጽ 33 ንኡስ አንቀጽ (7) ስር So long as the private land surveying firms with

መሳሪያዎችና ላልች አስፈሊጊ ቁሳቁሶች in the profession and having experience

ማሟሊታቸው ሲረጋገጥ፤ thereto;

ሇ. በሙያው የሰሇጠኑና ሌምዴ ያሊቸውን B. They are found to embrace experts trained
ባሇሙያዎች ያካተቱ ሆነው ሲገኙ፤ in the profession and having experience
thereto;

ሐ. የታዯሰ የሙያ ፈቃዴ ያሊቸውና የዘመኑን C. It is established that they have possessed a

current fiscal year.

26. ስሇ ገጠር መሬት ይዞታ ማረጋገጫ 26. Book of Rural land Holding Certificate
ዯብተር

1. የገጠር መሬት በይዞታ የተሰጠው 1. Whosoever is granted with a rural land holding
ማንኛውም ሰው የመሬቱ ዝርዝር shall be issued with a book of holding certificate

የተመዘገበበት የይዞታ ማረጋገጫ ዯብተር on which the peculiarities of such land have

name and with his personal photograph attached

አማካኝነት ይሰጠዋሌ፡፡

2. የመሬት ይዞታ ማረጋገጫ ዯብተሩ 2. Any person, whose book of land holding
በማናቸውም ሁኔታ የጠፋበት፣ የተቀዯዯበት certificate has been lost, torn apart or spoiled

ወይም የተበሊሸበት ማንኛውም ሰው ይኸው under any circumstance may be re-issued with a

6. በዚህ አዋጅ መሰረት ተፈሊጊውን የይዞታ 6. A measure starting from oral warning through
ማረጋገጫ ዯብተር ሳያወጣ በገጠር መሬት mandatory expropriation of one‟s own plot of

ሀ. መጀመሪያ በአንዴ ወር ጊዜ ውስጥ A. On first encounter, he shall be given oral

መ. በተጠቀሰው የአንዴ አመት ጊዜ D. Unless he has been issued with the said

holding, as much as possible, be kept and

maintained under the responsibility of a

representative to be selected by themselves.

8. በዚህ አንቀጽ ንዑስ አንቀጽ (1) ስር 8. Notwithstanding the provision of Sub-Art. (1) of

9. የማህበራዊና ኢኮኖሚያዊ አገሌግልት ሰጪ 9. There shall be issued a book of land holding

ማሻሻያ ስሇሚዯረግበት ሁኔታ Certification Information and Condition


of Making Amendments

1. በምዝገባ ሂዯት ተረጋግጦ የተያዘ የገጠር 1. Any holder who alleges that he is dissatisfied

thus may be treated in an exceptional manner.

6. በዚህ አንቀጽ ንኡስ አንቀጽ (5) መሰረት 6. A late grievance to be examined in accordance

28. የይዞታና የማሳ መሇያ ቁጥር አሰጣጥን 28. Determining the Labeling of Holdings and
ስሇመወሰን Plots with Identification Codes

1. በዚህ ዯንብ መሰረት የይዞታና የማሳ መሇያ 1. The labeling of holdings and plots with

English alphabet;

ሇ. ሇእያንዲንደ ወረዲና ቀበላ ባሇይዞታና ማሳ B. The categorization of the identification

ይሆናሌ፡፡ Kebele, holder and plot shall be in


numbers.

3. የክሌሌ፣ የዞን፣ የወረዲና የቀበላ መሇያ 3. The identification codes of the Region, Zone,
ኮድች የሚሰጡት በቢሮው ነው፡፡ Woreda and Kebele shall be given by the
Bureau.

4. የባሇይዞታና የማሳ መሇያ ኮድች የሚሰጡት 4. The identification codes of holder and plot
በወረዲና በቀበላ ገጠር መሬት አስተዲዯርና shall be given on the part of the Woreda and

ክፍሌ አምስት PART FIVE


ስሇገጠር መሬት ምዝገባ መረጃ አያያዝ፣ MAINTENANCE AND UPDATING OF
ወቅታዊ አዯራረግና ስሇአገሌግልት THE RURAL LAND DATA RECORDS

ክፍያዎች ALONG WITH THE SERVICE CHARGE

29. ስሇመሬት መረጃ ምዝገባና ወቅታዊ 29. Recording and Updating of the Land
አዯራረግ Information

1. የገጠር መሬት ይዞታ ምዝገባ መረጃ 1. Whosoever wishes that the rural land
እንዱሻሻሌ፣ ወቅታዊ እንዱዯረግ ወይም registration information be varied, updated or

ይዞታው እንዱተሊሇፍሇት የሚፈሌግ the holding thereof be transferred may, having

ቀናት ውስጥ ውሳኔውን ሇቀበላው የገጠር of having received such request thereof.
መሬት አስተዲዯርና አጠቃቀም ጽህፈት ቤት
ያሳዉቃሌ፡፡

2. በዚህ አንቀጽ ንኡስ አንቀጽ (1) መሰረት 2. Where a request for the amendment, updating

4. የባሇይዞታም ሆነ የማሳ ወይም የሁሇቱም 4. Where there exists any alteration made to
ሇዉጥ በሚኖርበት ጊዜ የመሬት ምዝገባ either the holder or plot or both, particular

30. ስሇአገሌግልት ክፍያዎች 30. Service Charge

1. በአዋጁ አንቀጽ 42 ንኡስ አንቀጽ (2)ና (3) 1. Following the delivery of the book of the rural

the existing book to be replaced with a new
በባሇመብቱ በኩሌ ጥያቄ የቀረበ እንዯሆነ one on condition that it has been lost or

2. በዚህ አንቀጽ ንኡስ አንቀጽ (1) መሰረት 2. The amount of payment to be exacted in
ሇሚሰጡት የተሇያዩ አገሌግልቶች respect of the various services to be rendered

የሚጠየቀው ክፍያ መጠን የሚወሰነው pursuant to Sub-Art. (1) of this article hereof

እያንዲንደ አገሌግልት የሚጠይቀውን shall be determined taking into account the


expenditure and the period of time that each

ዝርዝሩ በመመሪያ ይዯነገጋሌ፡፡
Particulars shall be provided by a directive.

3. በገጠር ኢንቨስትመንት የሚሰማራ 3. Any investor engaging in rural land

31. ስሇገጠር መሬት ካዲስተር ቅየሳ 31. Cadastral Survey Services in the Rural
አገሌግልት Land

1. በገጠር መሬት ካዲስተር ቅየሳ ወቅት በስራ 1. During the rural land cadastral survey, the unit

1. የባሇይዞታና የማሳ ሇውጥ በሚዯረግበት ጊዜ 1. Where alterations are made in respect of

ክፍሌ ስዴስት PART SIX

ስሇዯንቡ አስፈጻሚ አካሊት ORGANS IMPLEMENTING THE


REGULATION

33. ሇኢንቨስትመንት ሉውሌ ስሇሚችሌ 33. Providing Land to be Used for Investment

1. የዞን ገጠር መሬት አስተዲዯርና አጠቃቀም 1. With regard to requests for an investment land

ክፍሌ ሰባት PART SEVEN

ሌዩ ሌዩ ዴንጋጌዎች MISCELLANEOUS PROVISIONS

35. በቀዴሞ ህጎች ስሇተገኙ መብቶችና 35. Rights and Obligations Acquired Pursuant

37. ስሇተሻሩና ተፈጻሚነት ስሇማይኖራቸው 37. Repealed and Inapplicable Laws


ህጎች
1. በስራ ሊይ ያሇው የገጠር መሬት አስተዲዯርና 1. The existing Rural Land Administration and Use
አጠቃቀም ስርአት ማስፈጸሚያ ክሌሌ System Implementation Council of Regional
መስተዲዴር ምክር ቤት ዯንብ ቁጥር Government Regulation No. 51/2007 is hereby

51/1999 ዓ.ም ተሽሮ በዚህ ዯንብ repealed and replaced by this Regulation.

ተተክቷሌ፡፡
2. ይህንን ዯንብ የሚቃረን ማናቸውም ላሊ 2. No other regulation, directive or customary
ዯንብ፣ መመሪያ ወይም የተሇመዯ አሰራር practice inconsistent with this regulation shall be

በዚህ ዯንብ ውስጥ የተሸፈኑትን ጉዲዮች applicable with respect to the matters covered

በተመሇከተ ተፈጻሚነት አይኖረውም፡፡ therein.

38. መመሪያ የማውጣት ስሌጣን 38. Power to Issue Directives

ቢሮው ይህንን ዯንብ በተሟሊ ሁኔታ ሇማስፈጸም The Bureau may issue specific directives
የሚያስፈሌጉትን ዝርዝር መመሪያዎች ሉያወጣ necessary for the full implementation of this

ይችሊሌ፡፡ Regulation.

39. ዯንቡ የሚጸናበት ጊዜ 39. Effective Date

ይህ ዯንብ በክሌለ መንግሥት ዝክረ-ህግ ጋዜጣ This regulation shall come into force as of the date
ታትሞ ከወጣበት ቀን ጀምሮ የፀና ይሆናሌ፡፡ of its publication in the Zikre-Hig Gazette of the
Regional State.
