የኮቪድ-፲፱ን ወረርሽኝን ለመከላከልና ለመቆጣጠር በወጡ A REGULATION TO DETERMINE ADMINISTRATIVE
የአስቸኳይ ጊዜ ደንብና መመሪያዎች ላይ የተመለከቱ የመንገድ PENALTIES FOR ROAD RAFFIC VIOLATIONS
ትራፊክ ጥሰቶች በተፈጸሙ ጊዜ የሚጣሉ አስተዳደራዊ ቅጣቶችን WHICH ARE INDICATED ON REGULATION AND
ለመወሰን የወጣ የሚኒስትሮች ምክር ቤት ደንብ DIRECTIVES ISSUED TO PREVENT AND CONTROL
COVID-19 PANDEMIC.
በአስቸኳይ ጊዜ ደንብና መመሪያዎች መሰረት
WHEREAS, it is provided that transport related
ከትራንስፖርት ጋር በተያያዘ የተለያዩ ክልከላዎችና restrictions have been imposed as per the emergency

፪፻፰/፪ሺ፫ እና ደንብ /ማሻሻያ/ ቁጥር
የትራፊክ ደንብ በተጣሰ ጊዜ የሚያስከትለው አስተዳደራዊ
ሀላፊነት የተመለከተ ሲሆን እነዚህ ሀላፊነቶች በአስቸኳይ ጊዜ
ደንብና መመሪያዎች ላይ የተከለከሉ ተግባራትንና የተጣሉ
ግዴታዎችን ሙሉ ለሙሉ የማይሸፍን ከመሆኑም በተጨማሪ
ቅጣቶቹም ቢሆን አስተማሪ ባለመሆናቸው ይህንን ደንብ
ለተወሰነ ጊዜ በማገድ ከተመለከቱ ክልከላዎችና ከተጣሉ
ግዴታዎች ጋር ተመጣጣኝ የሆነ አስተዳደራዊ
መደንገግ አስፈላጊ ሆኖ በመገኘቱ፤
የሚኒስትሮች ምክር ቤት በአስቸኳይ ጊዜ አዋጅ ቁጥር
፫/፪ሺ፲፪ አንቀጽ ፬ መሰረት ይህን ደንብ አውጥቷል።
፩. አጭር ርዕስ
ይህ ደንብ “በአስቸኳይ ጊዜ ደንብና መመሪያዎች
የተመለከቱ የትራፊክ ጥሰቶች በተፈጸሙ ጊዜ የሚጣሉ
አስተዳደራዊ ቅጣቶች መወሰኛ የሚኒስትሮች ምክር ቤት
ደንብ ቁጥር ፬፻፷፱//፪ሺ፲፪” ተብሎ ሊጠቀስ ይችላል፡፡
፪. ትርጉም
በዚህ ደንብ ውስጥ፡-
፩/‘’አዋጅ’’ ማለት የኮቪድ-፲፱ ሥርጭትን ለመከላከል፣
ለመቆጣጠር እና የሚያስከትለውን ጉዳት ለመቀነስ
የወጣ የአስቸኳይ ጊዜ አዋጅ ቁጥር ፫/ ፪ሺ፲፪ ነው፤
፪/ “ደንብ” ማለት የአስቸኳይ ጊዜ አዋጅ ቁጥር ፫/
፪ሺ፲፪ን ለማስፈጸም የወጣ የሚኒስትሮች ምክር ቤት
ደንብ ቁጥር ፬፻፷፮/፪ሺ፲፪ ነው፤
፫/ “መመሪያ” ማለት የአስቸኳይ ጊዜ አዋጅና ደንብ
ለማስፈጸም የወጣው የሚኒስትሮች ኮሚቴ መመሪያ
ቁጥር ፩/፪ሺ፲፪ ወይም መመሪያ ቁጥር ፬/፪ሺ፲፪
ወይም ሌሎች ከአስቸኳይ ጊዜ አዋጅና ደንብ ጋር
በተያያዘ የመንገድ ትራፊክን
ድንጋጌዎች ያለው መመሪያ ነው፤

ደንብ WHEREAS it is has become necessary to adopt
፫፻፭/፪ሺ፱ ላይ equivalent and deterring administrative fine for violations
of the restrictions imposed in the Regulations and
Directive as the fine provisions of Road Transport Traffic
Control Regulation No. 208/2011 and Regulation
/Amendment/ No. 395/2017 do not fully cover the
restrictions imposed in the emergency Regulations and
Directives and that those covered are not strong enough to
deter trespassers, hence suspend them for the emergency

period on issues covered by this Regulation;
The Council of Ministers, pursuant to Article 4 of
The state of Emergency Proclamation No. 3/2020, has
hereby issued this Regulation.
1. Short Title
ላይ This Regulation may be cited as “A regulation issued
to Determine Administrative penalties for Road traffic
Violations which are indicated on Regulation and
Directives Council of Ministers Regulation
No.469/2020”.
2. Definition
Unless the context requires otherwise, in this
Regulation: -
1/ ‘’Proclamation’’ means A State of Emergency
Proclamation Number 3/2020 Enacted to Counter
and Control the Spread of COVID-19 and Mitigate
Its Impact;
2/ “Regulation” means Council of Ministers
Regulation No. 466/2020 Issued to Implement the
State of Emergency Proclamation No. 3/2020 ;
3/ “Directive” means Directive No. 1/2020, or
Directives No. 4/2020 which are issued to
implement State of Emergency Proclamation and
Regulation or any other Directive which has
የሚመለከቱ provisions related with road traffic in connection
with State of Emergency Proclamations and
Regulations.

፬/ በአዋጁና በደንቡ ትርጉም የተሰጣቸው ቃላት ለዚህ 4/ Definitions of words provided in the Proclamation
ደንብም ተፈፃሚነት አላቸው፡፡ and Regulation are applicable to this Regulation.

፫.የተፈጻሚነት ወሰን 3. Scope of Application

This Regulation shall be applicable in all parts of the

ድንጋጌዎችን በመተላለፍ የመንገድ ትራፊክ ጥሰቶች
against this Regulation shall not be applicable on
የፈጸመ ማንኛውም ሰው በዚህ ደንብ አባሪ በሆነው
matters covered by this Regulation.
ሰንጠረዥ የተመለከቱ አስተዳደራዊ ቅጣቶችን ይቀጣል፡፡
5/ Reapled and Inapplicable Laws
፭. የተሻሩና ተፈፃሚነት ስለማይኖራው ህጎች
1/ Road Transport Traffic Control Council of Ministers
፩/የመንገድ ትራንስፖርት ትራፊክ መቆጣጠሪያ
Regulation No. 208/2011 and Road Transport
የሚኒስትሮች ምክር ቤት ደንብ ቁጥር ፪፻፰/፪ሺ፫ እና
Traffic Control Council of Ministers /Amendment/
የመንገድ ትራንስፖርት ትራፊክ መቆጣጠሪያ
Regulation No. 395/2017 or any other law issued by
የሚኒስትሮች ምክር ቤት /ማሻሻያ/ ደንብ ቁጥር
Regions or City Administrations on the same issues
፫፻፺፭/፪ሺ፱ ፣ በክልሎች ወይም የከተማ አስተዳደሮች
shall not be applicable on r matters Covered by this
የወጡ ተመሳሳይ ህጎች በዚህ ደንብ በተሸፈኑ ጉዳዮች
Regulation until the State of Emergency
ላይ የአስቸካይ ጊዜ አዋጁ እስከሚነሳ ድረስ Proclamation is lifted;
ተፈፃሚነታቸው ታግዷል፣ 2/ Any Regulation, Directive or Customary Practice
፪/ ይህን ደንብ የሚቃረን ማንኛውም ደንብ፣ መመሪያ ወይም against this Regulation shall not be applicable on
ልማዳዊ አሰራር በዚህ ደንብ በተሸፈኑት ጉዳዮች matters covered by this Regulation.
ተፈጻሚነት የለውም፡፡
፮. ደንቡ የሚፀናበት ጊዜ 6. Effective Date of the Regulation

ይህ ደንብ በነጋሪት ጋዜጣ ታትሞ ከወጣበት ጊዜ ጀምሮ This Regulation shall come into force from the date of
