ወጪ አፈጻጸም መመሪያ Expense Implementation Directive

(መመሪያ ቁጥር 847/2014) (Directive No.847/2021)

የሲቪል ማኅበረሰብ ድርጅቶች አዋጅ ቁጥር Whereas; it is stipulated in Article 64 Sub-article

1113/2011 አንቀጽ 64 ንዑስ አንቀጽ (4) (4) of the Civil Societies Proclamation No.
የሲቪል ማኅበረሰብ ድርጅት ከገቢ ማስገኛ 1113/2019 that a civil society organization shall
ስራው ከሚያገኘው ገቢ የድርጅቱን የአስተዳደር use the funds obtained through income generating

በአዋጁ አንቀጽ 63 ንዑስ አንቀጽ (3) የሃያ Whereas; Article 63 sub-article (3) of the
በመቶ ገደብ በልዩ ሁኔታ ተፈጻሚ Proclamation provides that the Authority may issue

1113/2011 አንቀጽ 89 ንዑስ አንቀጽ (2) accordance with the power conferred on it by virtue

ክፍል አንድ Part One

ጠቅላላ General

1. አጭር ርዕስ
1. Short Title
ይህ መመሪያ “የሲቪል ማኅበረሰብ
This Directive may be cited as the “Civil

2. ትርጓሜ 2. Definitions
የቃሉ አገባብ ሌላ ትርጓሜ የሚያሰጠው
In this Directive, unless the context requires
ካልሆነ በስተቀር በዚህ መመሪያ ውስጥ፤
otherwise:

1/ “የአስተዳደር ወጪ“ ማለት ድርጅቱ 1. “Administrative Expenses” means

ከሚያከናውነው የፕሮጀክት ሥራ ጋር expenses which are not related to the
ተያያዥነት የሌለው፣ነገር ግን ለድርጅቱ project activities of an organization but
ሕልውና ቀጣይነት አስፈላጊ የሆነ እና are necessary to ensure the continued

assets; repair and maintenance expenses;
ኪራይ፣ የፓርኪንግ ክፍያዎች፣ የኦዲት
office rent; parking fees; audit fees;
አገልግሎት፣ የማስታወቂያ ክፍያ፣ የባንክ
advertisement expenses; bank service
አገልግሎት፣ የመብራት፣ የስልክ፣ የፋክስ፣ fees; utility fees; fees for fax, and
የውሃ፣ ኢንተርኔት፣ የፖስታና የሕትመት internet services; postal and printing
አገልግሎት ወጪዎችን፣ ታክስ፣ expenses; tax; expenses for purchase and
ለአስተዳደር ሥራ የሚውሉ ተሽከርካሪዎች repair of vehicles for administrative
ግዥ፤ ጥገና፤ የነዳጅና ዘይት እንዲሁም purposes; and procurement of oil and
የመድኅን ግዢ ወጪዎችን፣ የቅጣት lubricants for the same; insurance costs,

2/ “አዋጅ” ማለት የሲቪል ማኅበረሰብ 2. “Proclamation” means the Organizations

ድርጅቶች አዋጅ ቁጥር 1113/2011 of Civil Societies Proclamation

ነው፤ No.1113/2019;

3. “Authority” shall mean the “Authority

4/ “ድርጅት” ማለት ለጠቅላላው ሕዝብ 4. “Organization” shall mean: a civil

6/ በአዋጁ የተሰጡ ትርጓሜዎች ለዚህ 6. Definitions of the Proclamation shall also

3. የተፈፃሚነት ወሰን 3. Scope of Application

1. ይህ መመሪያ ተፈፃሚ የሚሆነው 1. This Directive shall be applicable to

ስለአስተዳደር ወጪ አፈጻጸም Implementation of Administrative
Expenses

4. የወጪ ቁጥጥር ዓላማዎች 4. Objectives of Controlling Administrative

Expenses
የአስተዳደር ወጪ ቁጥጥር ዓላማዎች
የሚከተሉት ናቸው፡ The objectives of controlling
administrative expenses are the following:

1/ ድርጅቶቹ ከገቢያቸው ወይም 1. to ensure that organizations utilize eighty

ካሰባስቡት የፋይናንስና የቁሳቁስ (80) percent of the financial and material
ሀብት ቢያንስ 80 (ሰማንያ) resources they have raised or generated

2. to ensure maximum public benefit;

2/ የሕብረተሰቡን የላቀ ተጠቃሚነት
ማረጋገጥ፤
3. to see to it that organizations keep their
3/ ተቀባይነት ያለው የሂሣብ አያያዝን books in line with accepted standards of

4. to facilitate the control of expenses by

5. ለአስተዳደር ወጪነት መሟላት 5. Criteria for Expenses to be Deemed

ስለሚገባቸው ጉዳዮች Administrative

1/ አንድ ወጪ በድርጅት አስተዳደር 1. An expense is deemed an administrative

ወጪነት ሊያዝ የሚችለው፤ expense of an organization if:

a. it is not related to the expenses of a

(ሀ) ከፕሮጀክት ወጪ ጋር
project;
ያልተያያዘ ከሆነ፤
b. it is necessary for the continuity of the

organization;
አስፈላጊ ከሆነ፤

(ሐ) ከአስተዳደር ሥራዎች ጋር c. it related to administrative activities;

የተያያዘ ከሆነ፤

(መ) ለአስተዳደር ወጪ በተሰጠው d. it falls under the definition of

ትርጉም ውስጥ የሚካተት “administrative expenses”; and
ከሆነ፤ እና

(ሠ) በዚህ መመሪያ አንቀጽ 2 ንዑስ

e. it is an expense falling outside the

definition in Article 2 of this Directive

but is accepted as an administrative

በባለስልጣኑ ተቀባይነት ያገኘ expense by the Authority .

ወጪ ከሆነ ነው፡፡

2/ ወጪው የአስተዳደር ወጪ መሆኑን 2. As the burden of proof of showing that an

1/ የሚከተሉት ከፕሮጄክት ጋር 1. The following are not related to projects and

ወጪዎች ውስጥ የሚካተቱ ናቸው፤

(ሀ) ለዋናው መሥሪያ ቤት ወይም a. Expense incurred for a good or service

ለቅርንጫፍ መ/ቤቶች ብቻ only used by the head office of an
ለዋለ ዕቃ ወይም አገልግሎት
organization;
ወይም ጥቅም የወጣ ወጪ፤
(ለ) ለዋናው መሥሪያ ቤት ወይም
ለቅርንጫፍ መ/ቤቶች
b. Expenses for the procurement of vehicles
አገልግሎት የሚውል ተሸከርካሪ
for head-office use and related expenses;
ግዢና ተያያዥ ወጪዎች፤
(ሐ) የዋናውን መሥሪያ ቤትን
ወይም የቅርንጫፍ መ/ቤቶችን
ሥራ ለማከናወን ለሚቀጠሩ c. Salaries and benefits for employees hired
ሠራተኞች የሚከፈል ደሞዝና
to carry out works of the head and branch
ጥቅማ ጥቅሞች፤
offices ; and
(መ) ለዋና መሥሪያ ቤት ወይም
ለቅርንጫፍ መ/ቤቶች የሚውል
ማናቸውም ግንባታ፡፡ d. Any construction for the head and branch
2/ የዚህ አንቀጽ ንዑስ አንቀጽ (1) offices.

ድንጋጌ ቢኖርም፣ ዋናው መሥሪያ

2. Notwithstanding the provision of sub-article (1)

1) የሚከተሉት ድርጅቶች ወይም

1. The following organizations or expenses of

(ለ) ለአስቸኳይና ድንገተኛ እርዳታ b. Organizations rendering emergency relief

(ረ) አዲስ በባለስልጣኑ የተመዘገቡ f. Formation expenses which will enable

3. Organizations may only be exempted

9. ሰለሂሣብ መግለጫ 9. Financial Statements

1/ የዚህ አንቀጽ ንዑስ አንቀጽ (2) 1. Without prejudice to the provisions of

11. የፕሮጀክት ወጪን ስለመቆጣጠር 11. Controlling Project Expenses

ማናቸውም ድርጅት ለፕሮጀክት የሚወጡ Any organization has the responsibility to

የዓላማ ማስፈፀሚያና የአስተዳደራዊ Charities and Societies N0. 2/2011 is

ወጪዎችን ለመወሰን የወጣ መመሪያ hereby repealed.

ቁጥር 2/2003 በዚህ መመሪያ

ተሸሯል፡፡

2/ ማናቸውም ሌላ መመሪያ ወይም 2. Any other directive or customary practice

ልማዳዊ አሠራር በዚህ መመሪያ shall not be applicable to matters covered
በተሸፈኑ ጉዳዮች ላይ ተፈጻሚነት by this Directive.
አይኖረውም፡፡

15. መመሪያው የሚፀናበት ጊዜ 15. Effective Date

This Directive shall enter into force on the day it

is publicized by the authority’s website after
ከተፈረመ በኋላ በኢፌዲሪ የፍትህ
registered by the Ministry of Justice and signed
ሚኒስቴር ተመዝግቦ በባለስልጣኑ ድህረገጽ
by the Director General of the Authority.
ይፋ ከተደረገበት ቀን ጀምሮ ተፈፃሚነት
ይኖረዋል፡፡
