በሲቪል ማህበረሰብ ድርጅቶች አዋጅ አንቀፅ 86 Whereas, a Civil Society Fund that is to be
መሰረት በሲቪል ማህበረሰብ ድርጅቶች administered by the Authority for Civil Society

Whereas, it is imperative for the Authority for

ለማሸጋገር ምቹ ሁኔታን መፍጠር አስፈላጊ ሆኖ
በመገኘቱ፤
Whereas, it is necessary to issue a directive that
ፈንዱ በአዋጁ የታለመለትን በጎ ፈቃደኝነትንና outlines the details of the Fund’s administration in

በሲቪል ማህበረሰብ ድርጅቶች አዋጅ አንቀፅ 6 Organizations has, in accordance with Articles 6
sub-article (18), Article 86 sub-article (5), and
ንዑስ አንቀፅ 18 እና በአዋጁ አንቀፅ 86 ንዑስ
Article 89 sub-article (2) of the Proclamation,

ክፍል አንድ Part One

ጠቅላላ General

1. አጭር ርዕስ 1. Short Title

ይህ መመሪያ “የሲቪል ማህበረሰብ ፈንድ This Directive can be cited as the

ሊጠቀስ ይችላል። Directive No.2/2021”

2. ትርጓሜ 2. Definitions
የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው ካልሆነ In this Directive, unless the context so

1. “Proclamation” shall mean the “Civil

4) “ዋና ዳይሬክተር” ማለት የባለሥልጣኑ 4. “Director-General” shall mean the

5) “በጎ ፈቃደኝነት” ማለት አንድ ግለሰብ፣

ይህ መመሪያ የሲቪል ማህበረሰብ ፈንዱ This Directive shall be applicable to the

Objectives and Organization of the Fund

4. Objectives of the Fund
4. የፈንዱ አላማዎች The Civil Society Fund is established to

5. የፈንዱ መርሆዎች 5. Principles of the Fund

ፈንዱ በሚከተሉት ዋና ዋና መርሆዎች የሚመራ
The Fund shall be managed in accordance

6. ድጋፍ የሚያስፈልጋቸውን ወይም
ተጠቃሚዎችን መሰረት ማድረግ፤

7. የሲቪል ማህበረሰብ ፈንድ ቴክኒክ ኮሚቴ 7. Powers and Responsibilities of the Civil
Society Fund Technical Committee
ተግባራትና ኃላፊነት

የቴክኒክ ኮሚቴው ዋና ኃላፊነት በመምረጫ The main responsibility of the Technical

Technical Committee shall:

confidentiality;

sense of responsibility;
3. ገለልተኛ ሆነው የተሠጣቸውን ስራ 3. Competently undertake their work in

4. Be disciplined and continually

ከተገኙ ምልዓተ ጉባዔ ይኖራል፤
3. የቴክኒነክ ኪሚቴው ውሳኔ በስብሰባው ላይ
በተገኙ አባላት በድምፅ
ይወሰናል። ሆኖም ድምፅ እኩል ከተከፈለ
ሰብሳቢው ወሳኝ ድምፅ ይኖረዋል፤
4. የቴክኒክ ኪሚቴው አስፈላጊ ሆኖ ካገኘው
የራሱን የስብሰባ ስነስርዓት ሊያወጣ
ይችላል፡፡

majority of the votes of Committee
members present. If the vote is tied, the
chairperson shall have a casting vote.

Determining the Beneficiaries of the Fund

11. Criteria for Selecting Fund

13. ለፈንዱ የሚቀርብ ማመልከቻ ይዘት 13. Contents of Application

1. ማንኛውም ድርጅት ለፈንዱ 1. An application by an

1. Organizations that are to benefit

15. መንግስት ለፈንዱ ድጎማ የሚያደርግበት 15. Contribution by the Government
ሁኔታ

1. The Authority may, with the view of

strengthening the Fund, support

organizations by having government

1. Any organization that has a grievance

ልዩ ልዩ ድንጋጌዎች Miscellaneous Provisions

18. በባለሥልጣኑ ይዞታ ስር የሚገኝ ንብረት 18. Transfer of Assets to the Fund
ወደፈንዱ የሚተላለፍበት ሁኔታ
Funds and assets in the Authority’s possession
ይህ መመሪያ ከመውጣቱ በፊት ከፈረሱ and which were obtained from organizations that
