A PROCLAMATION TO PROVIDE FOR SOCIAL

ስለማኅበራዊ ጤና መድኅን የወጣ አዋጅ HEALTH INSURANCE

የጤና አገልግሎት ሽፋን መስፋፋት ለአገሪቱ WHEREAS, expansion of health service

የተቀላጠፈ ማኅበራዊና ኢኮኖሚያዊ ልማት ጉልህ coverage plays a significant role to an accelerated
ድርሻ ያለው መሆኑን በመገንዘብ፤ socio-economic development of the country;

ሁሉን አቀፍ የሆነ የጤና ሽፋንን ለማረጋገጥ WHEREAS, cost sharing between beneficiaries
በመንግሥትና በተጠቃሚው ኅብረተሰብ መካከል and government in the health sector is critical to

በኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ ሪፐብ
ሊክ ሕገ መንግሥት አንቀጽ $5 ንዑስ አንቀጽ /1/
መሠረት የሚከተለው ታውጇል፡፡
sustainable health care financing mechanisms which
enhances equitable access to improved health
services through cross-subsidization;
NOW, THEREFORE, in accordance with
Article 55(1) of the Constitution of the Federal
Democratic Republic of Ethiopia it is hereby
proclaimed as follows:

ክፍል አንድ PART ONE

ጠቅላላ GENERAL

1. አጭር ርእስ
1. Short Title
ይህ አዋጅ “የማኅበራዊ ጤና መድህን አዋጅ
This Proclamation may be cited as the “Social

2. Definitions
የቃሉ አገባብ ሌላ ትርጉም የሚያሰጠው

1/ “አሠሪ” ማለት የመንግሥት መሥሪያ ቤት፣ 1/ “employer” means a public office, a public

3/ “pensioner” means any person receiving

7/ “beneficiary” means a person entitled to

01/ “የጤና አገልግሎት ፓኬጅ” ማለት በማ 11/ “health service package” means health

02/ “ኤጀንሲ” ማለት ይህን አዋጅ ለማስፈጸም 12/ “Agency” means an agency established by

የማኅበራዊ ጤና መድህን ሥርዓት SOCIAL HEALTH INSURANCE SCHEME

3. መቋቋም 3. Establishment
A social health insurance scheme is hereby
የማኅበራዊ ጤና መድህን ሥርዓት በዚህ established.
አዋጅ ተቋቁሟል፡፡
4. Objective

የማኅበራዊ ጤና መድህን ሥርዓት ዓላማ The objective of the social health insurance

6. የፋይናንስ ምንጮች 6. Sources of Finance

የማኅበራዊ ጤና መድህን ሥርዓት የሚከተ The social health insurance scheme shall have

1/ የአባላት መዋጮ፤ 1/ members’ contributions;

2/ የአሠሪዎች መዋጮ፤ 2/ employers’ contributions;

3/ ከኢንቨስትመንት የሚገኝ ገቢ፤ እና 3/ investment income; and

4/ ሌሎች ተያያZነት ያላቸው ምንጮች፡፡ 4/ other related sources.

7. ተጠቃሚዎች 7. Beneficiaries

1/ የማኅበራዊ ጤና መድህን ሥርዓት 1/ Beneficiaries of the social health insurance

scheme shall be members and their

2/ Any member shall have the obligation to

1/ ለተጠቃሚዎች የሚሰጠው የጤና አገል 1/ The health service package to be provided to

9. መዋጮ 9. Contributions
1/ አባላትና አሠሪዎች ለማኅበራዊ የጤና 1/ Members and employers shall contribute to

3/ ማንኛውም አሠሪ በየወሩ ሠራተኛው 3/ Any employer shall withhold the

6/ ማንኛውም አሠሪ ኤጀንሲው በሚፈልገው 6/ Any employer shall furnish the Agency

MISCELLANEOUS PROVISIONS
ልዩ ልዩ ድንጋጌዎች

10. Power to Issue Regulation

0. ደንብ የማውጣት ሥልጣን
The Council of Ministers may issue regulations
የሚኒስትሮች ምክር ቤት ይህን አዋጅ necessary for the implementation of this

01. ተፈጻሚነት ስለማይኖራቸው ሕጎች 11. Inapplicable Laws

1/ ከዚህ አዋጅ ጋር የሚቃረን ማንኛውም 1/ No law, regulation, directive or practice

ሕግ፣ ደንብ፣ መመሪያ ወይም የአሠራር shall, in so far as it is inconsistent with this

2/ በዚህ አንቀጽ ንዑስ አንቀጽ /1/ የተደነ 2/ Notwithstanding the provisions of sub-

shall not affect:

ይህ አዋጅ በፌዴራል ነጋሪት ጋዜጣ ታትሞ This Proclamation shall come into force a year
