ስሇውጭ ዴርጅቶች ምዝገባና አስተዲዯር የወጣ መመሪያ A DIRECTIVE ON THE REGISTRATION AND
ቁጥር 986/2016 ADMINISTRATION OF FOREIGN ORGANIZATIONS
NO . 986 /2023
በሲቪሌ ማኅበረሰብ ዴርጅቶች አዋጅ ቁጥር 1113/2011 WHEREAS, Article 58 of Civil Society Organizations
አንቀጽ 58 በውጭ አገር የተመሰረተ ዴርጅት Proclamation No. 1113/2019 stipulates the requirements to
በኢትዮጵያ ውስጥ ሇማስመዝገብ ማሟሊት be met in order for an organization established abroad to be
registered in Ethiopia;
ስሇሚያስሌገው መስፈርቶች የተዯነገገ በመሆኑ፤

በአዋጁ አንቀጽ 62 ንዐስ አንቀጽ (6) የውጭ ዴርጅቶች WHEREAS, it is stipulated in sub article (6) of article 62
በራሳቸው የፕሮጀክት ሥራዎች ሇማከናወን
ወይም of the Proclamation that foreign organizations can carry
ከላልች መንግሥታዊ ካሌሆኑ አገር በቀሌ ዴርጅቶች out their own project activities or work with other non-
governmental local organizations by providing financial,

ማኅበረሰብ ዴርጅቶች አዋጅ አንቀጽ 89 ንዐስ አንቀጽ Authority has issued this Directive pursuant to the powers

ክፍሌ አንዴ PART ONE

ጠቅሊሊ ዴንጋጌዎች GENERAL PROVISIONS
 የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን
The Federal Democratic Republic of Ethiopia Authority for Civil Society Organization

1. አጭር ርዕስ 1. Short Title

ይህ መመሪያ “ስሇ ውጭ ዴርጅቶች ምዝገባና This Directive may be cited as “Registration and

ተብል ሉጠቀስ ይችሊሌ፡፡

2. ትርጓሜ 1. Definitions
በዚህ መመሪያ ውስጥ፤ In this Directive:

1) “የውጭ ዴርጅት” ማሇት በውጭ አገር ሕግ 1) “Foreign organization” means a civil society
መሠረት የተቋቋመና በኢትዮጵያ ውስጥ organization established inaccordance with foreign

ተመዝግቦ የሚንቀሳቀስ ወይም ተመዝግቦ laws and registered and operating in Ethiopia, or
under process of registration to operate in Ethiopia.
ሇመንቀሳቀስ በሂዯት ሊይ ያሇ የሲቪሌ ማህበረሰብ
ዴርጅት ነው፤

2) “በጎ ፈቃዯኛ” ማሇት በዴርጅቱ መዯበኛ ዯመወዝ 2) "Volunteer" means a foreign citizen who provides
ሳይከፈሇው በሙያው በበጎ ፈቃዯኝነት voluntary service in his/her profession without

3) “ባሇስሌጣን” ማሇት በአዋጁ አንቀጽ 4 መሰረት 3) "Authority" means the Civil Society

4) “የውጭ ሀገር ዜጋ” ማሇት የውጭ ሀገር ዜግነት 4) "Foreign citizen" means a person with a foreign

መንግሥታዊ አካሌ መታወቂያ የተሰጠው Ethiopia in accordance with this directive;

የውጭ ሀገር ዜጋን አይጨምርም፤

5) “አዋጅ” ማሇት የሲቪሌ ማኅበረሰብ ዴርጅቶች 5) “Proclamation” means Civil Society

አዋጅ ቁጥር 1113/2011 ነው Organizations Proclamation No. 1113/2019;

6) በወንዴ ፆታ የተገሇጸው አነጋገር የሴት ፆታንም 6) The expression in the masculine gender shall also
ይጨምራሌ፡፡ apply to the feminine gender.

3. የተፈፃሚነት ወሰን 3. Scope of Application

This Directive shall apply to any foreign organization.
ይህ መመሪያ በማናቸውም የውጭ ዴርጅት ሊይ
ተፈጻሚ ይሆናሌ፡፡
4. ዓሊማ 4.Purpose
የዚህ መመሪያ ዓሊማ በዋናነት በኢትዮጵያ ውስጥ The purpose of this Directive is to facilitate the registration
የውጭ ዴርጅቶች የሚመዘገቡበትን እና ሕጋዊ of foreign organizations in Ethiopia and to protect their
legal rights and interests, as well as to determine their legal

5. ስሇዴርጅቶች ነፃነት 5.Freedom of Organizations

Subject to the provisions of the relevant law, the freedom

(ሀ) መንግሥታዊ ሊሌሆኑ አገር በቀሌ (a) in providing financial, in-kind and

የውጭ ዴርጅቶች ምዝገባ REGISTRATION OF FOREIGN
ORGANIZATIONS
7. ሇምዝገባ ስሇማመሌከት 7.Application for Registration

1) አንዴ ዯርጅት በኢትዮጵያ ውስጥ ሇመንቀሳቀስ 1) If a company wants to operate in Ethiopia, it may

2) ባሇስሌጣኑ ሇምዝገባ አስፈሊጊ ሁኔታዎች 2. The authority shall carry out the registration within

መሰረት ይሆናሌ፡፡

8. የምዝገባ ጥያቄን ስሊሇመቀበሌ 8.Rejection of registration request

1) አንዴ የውጭ ዴርጅት ሇምዝገባ ያቀረበው 1) A foreign organization's application for
ማመሌከቻ በሚከተለት ምክንያቶች ውዴቅ registration may be rejected for the

(ሀ) ማመሌከቻው በዚህ መመሪያ አንቀጽ 9 (a) If the application does not meet the

(ሇ) ዴርጅቱ ኢትዮጵያ ውስጥ ሉሰማራበት b)If the purpose of the organization to
ያቀዯው ዓሊማ ወይም በመተዲዯሪያ ዯንቡ be engaged in Ethiopia or the list of

contrary to the law or public morals;

(መ) ዴርጅቱ ሇምዝገባ ያቀረበው ሰነዴ በሐሰት d) If it is proved that the document
የተዘጋጀ ወይም የተጭበረበረ መሆኑ submitted by the company for

2) ማመሌከቻውን በዚህ አንቀጽ ንዐስ አንቀጽ 1 2) If the application is found to be

(ሀ) ተቀባይነት የላሇው ሆኖ ከተገኘ inadmissible under sub article 1(a) of this

legal reason for not accepting the

4) የምዝገባ ጥያቄው ውዴቅ የሆነበት አመሌካች 4) If the applicant whose application for

its complaint to the board within 30 days.

5) በዚህ አንቀጽ ንኡስ አንቀጽ 1 መሰረት 5) According to sub article 1 of this article, the

6) በዚህ አንቀጽ ንኡስ አንቀጽ 1 (መ) እና ንኡስ 6) Subject to the provisions of sub article 1(d)

አሇመሆኑን ማስረዲት ካሌቻሇ በስተቀር
እንዯ አዱስ የምዝገባ ጥያቄ ሉያቀርብ
አይችሌም፡፡
9. ሇምዝገባ መቅረብ ስሊሇባቸው ሰነድች 9. Documents to be Submitted for Registration
1) ሇምዝገባ የሚያመሇክት የውጭ ዴርጅት 1) A foreign organization applying for
የሚከተለትን ሰነድች ከምዝገባ ማመሌከቻው registration must submit the following

(ሀ) በዴርጅቱ ማቋቋሚያ ወይም መተዲዯሪያ a) If there is no body authorized by the organization's

የተቋቋመ መሆኑን የሚሳይ ሰነዴ ዋናውንና ኮፒ፤ that the company is established under foreign law;

(ሐ) የዴርጅቱ መተዲዯሪያ ዯንብ ዋናውንና c) The original and a copy of the articles of
ኮፒ፣ association of the organization;

(መ) በአዋጁ አንቀጽ 58 (2) (ሐ) መሰረት d) In accordance with article 58 (2)(c) of the
የውጭ ዴርጅቱ ባሇበት ሀገር በሕጋዊ Proclamation, a letter of support explaining

ውስጥ የሚቋቋመውን ዴርጅት given by the superior body of the organization that
ሇመምራትና ሇማስተዲዯር የሚያስችሌ gives the local representative full authority to lead

(ረ) ዴርጅቱን የሚያስመዘግበው ከአገር ውስጥ
ተጠሪው ውጭ ላሊ ሰው ከሆነ ይህንኑ
ማስፈጸም የሚያስችሌ በዴርጅቱ የበሊይ
Ethiopia, and the original and a copy of the
employment contract;

f) If the company is registered by a person other than
the domestic representative, the original and a copy
of a certified power of attorney issued by the

(ሸ) የሀገር ውስጥ ተወካዩ የውጭ ሀገር ዜግነት h) If the local representative is a foreign national, a

የኢትዮጵያ ተወሊጅ መታወቂያ ካርዴ identity card or a copy of the Kebele ID or passport

ወይም ኢትዮጵያዊ ከሆነ የቀበላ መታወቂያ if he/she is an Ethiopian;

ወይም ፓስፖርት ኮፒ፤

 የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን

(ቀ) የዴርጅቱን ስም እንዱሁም ዓርማ (ካሇው i) The company's name and logo (if any);

(በ) የዴርጅቱን ዓሊማ እና ሉሰማራ j) The purpose of the organization and the field of
ያሰበበትን የሥራ ዘርፍ፤ activities it intends to engage in;

(ተ) ሉሰማራ ያሰበበትን የሥራ ቦታ ወይም k) The place of work or the region where it intends to
ክሌሌ፣ work,

(ቸ) ዴርጅቱ ከተቋቋመ በኋሊ መዯበኛ l) The domestic address where the representative of
አዴራሻውን በ3 ወራት ውስጥ ሇባሇስሌጣኑ the organization is located, subject to the obligation
የማስታወቁ ግዳታ እንዯተጠበቀ ሆኖ፣ የዴርጅቱ to notify the authority of the official address within

organization.

2) በዚህ አንቀጽ ንዐስ አንቀጽ 1 (ሀ) በተመሇከተው 2. The decision of the superior body of the

organization wants to change or adjust its purpose
ከጀመረ በኋሊ አሊማውን መቀየር ወይም
after it has started, it must first obtain the

permission of the head office.
ቤቱን ፈቃዴ ማግኘት ይኖርበታሌ፡፡
3. የዚህ አንቀጽ ንዐስ አንቀጽ 1(መ) ቢኖርም፣ 3. Notwithstanding the provision in sub article 1(d)

10. ከኢትዮጵያ ሚሲዮን ስሇሚጠየቅ ዴጋፍ እና 10.Support and Authentication of Documents
ስሇሰነድች መረጋገጥ Required from the Ethiopian mission

a. በዚህ አንቀጽ ሇኢትዮጵያ ሚሲዮን ወይም i. According to this Article, copies of

2) በኢትዮጵያ ሚሲዮን የተረጋገጡ ሰነድችና 3. Documents and letters of support authenticated by

3) በዚህ አንቀጽ ንዐስ አንቀጽ (2) መሠረት 4. According to sub article (2) of this article, if each

4) የውጭ ጉዲይ ሚኒስቴር አሰራር 5. Notwithstanding the procedures of the Ministry of

ጉዲይ ሚኒስቴር ወይም በሕግ ሥሌጣን Affairs of the country or a governmental body

በተሰጠው መንግሥታዊ አካሌ እና በኢትጵያ authorized by law, and the Ethiopia Consular
Mission, respectively; and
ሚሲዮን፤ እና
(ሇ) በሀገር ውስጥ በኢትዮጵያ የውጭ ጉዲይ b) The Ministry of Foreign Affairs of Ethiopia.
ሚኒስቴር፤ መረጋገጥ ይኖርበታሌ፡፡

11. የሥራ ዕቅዴ የሚያካትታቸው ጉዲዮች 11. Matters to be Included in the Work plan
የሥራ ዕቅዴ ቢያንስ የሚከተለትን ማካተት A work plan should include at least the following;
አሇበት፤
1) የፕሮጀክቱን ዓሊማ እና ግብ፤ 1) The purpose and goal of the project;

2) በየዓመቱ የተከፋፈሇ በሁሇት ዓመት ውስጥ 2) List of major activities to be implemented in

የሚተገበሩ ዋና ዋና ሥራዎች ዝርዝር፤ two years, divided annually;

3) በእያንዲንደ ዋና ዋና ሥራዎች ሥር የሚከናወኑ 3)Activities and expected results under each

ተግባራት እና የሚጠበቀውን ውጤት፤ major activity;

4) ሇሥራው የተያዘውን የእያንዲንደን ዓመት 4) Each year's budget allocated for the work,
በጀት፣ የፈንደን ምንጭ እና አከፋፈለን፤ እና the source and distribution of funds, as well as
the percentage of administrative and program
expenses;
 የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን

5) ሥራው ወይም ፕሮጄክቱ የሚጀመርበትን እና 5) Time when the work or project will start and
የሚጠናቀቅበትን ጊዜ፡፡ finish.

12. የምዝገባ ክፍያ 12. Registration fee

1) ማናቸውም የውጭ ዴርጅት በሚኒስትሮች 1) Any foreign organization must pay USD 500

13. ስሇስም ምዝገባ 13.Registration of name

 የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን

1) ባሇስሌጣኑ በሚከተለት ምክንያቶች አንዴን 1) The authority may ask a foreign organization

ሇምዝገባ ያመሇከተን የውጭ ዴርጅት that has applied for registration to correct its

የሚመዘገብበትን ስሙን በሚከተለት ምክንያቶች name for the following reasons:

እንዱያስተካክሌ ሉጠይቀው ይችሊሌ፤

(ሀ) እንዱመዘገብ የተጠየቀው የዴርጅት ስም (a) if the organization’s name requested to be

ቀዯም ብል በባሇስሌጣኑ ዘንዴ ከተመዘገበ registered is found to be identical or

ላሊ የዴርጅት ስም ጋር አንዴ ዓይነት misleadingly similar to another

organization’s name previously registered
ወይም በሚያሳስት ዯረጃ ተመሳሳይ ሆኖ
by the authority;
ከተገኘ፤

(ሇ) እንዱመዘገብ የተጠየቀው የዴርጅት ስም b) the name of the organization requested to be

ከመንግሥት ተቋም፣ ከሃይማኖት registered is identical or misleadingly similar a

ተመሳሳይ ከሆነ፤
(ሐ) እንዱመዘገብ የተጠየቀው የዴርጅት ስም c) even if the company name requested to be
ኢትዮጵያ ውስጥ ቀዯም ብል registered has not been registered in Ethiopia

ያሌተመዘገበ ቢሆንም እንኳን ኢትዮጵያ before, it is known in Ethiopia or internationally

recognized and there is no license granted to use

2) በዚህ አንቀጽ ንዐስ አንቀጽ (1) መሠረት 2) According to Sub Article (1) of this article, if the

3) የአንዴ የውጭ ዴርጅት ስም ከተመዘገበ በኋሊ 3) Even after the name of a foreign company has been

ቢሆንም እንኳን የስሙ ምዝገባ የዚህን አንቀጽ registered, if it is confirmed that the registration of

14. በጋዜጣ ስሇማሳወቅ 14. Notification on Newspaper

1) አንዴ የውጭ ዴርጅት ሇምዝገባ የሚያስፈሌጉትን 1) After confirming that a foreign organization has

3) ባሇስሌጣኑ የቀረበሇትን ተቃውሞ መርምሮ 3) If the authority examines the objection and finds

የውጭ ዴርጅቶች አስተዲዯር ADMINISTRATION OF FOREIGN
ORGANIZATIONS

15. ስሇባንክ ሂሣብ አከፋፈት፣ አጠቃቀምና አስተዲዯር 15.Bank account Opening, use and Management
1) ማንኛውም የውጭ ዴርጅት የውጭ ምንዛሪም 1. Any foreign organization can open and operate a

በባሇስሌጣኑ ከተመዘገበው የባንክ ሂሳብ ውጭ outside the bank account registered by the authority

ገንዘብ ማስቀመጥ፣ መጠቀምና ማስተዲዯር without the approval of the authority.

የተከሇከሇ ነው፡፡
4) ማንኛውም ፕሮጀክት ሥራውን ሲያጠናቅቅ 4) Any project should close the bank account opened
ሇዚሁ ተብል የተከፈተውን የባንክ ሂሣብ for that purpose when it completes its work.

መዝጋት አሇበት፡፡

5) የምዝገባ የምስክር ወረቀት ያገኘ ማናቸውም 5) The authority shall write a letter of support to any

accounts in a bank in Ethiopia.
የዴጋፍ ዯብዲቤ
6) According to the work plan a foreign company
submitted to the authority, it should provide

አይኖርበትም፡፡
16. በውጭ ዴርጅቶች ሊይ የተጣሇ ገዯብ 16.Restrictions on Foreign Organizations
 የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን
The Federal Democratic Republic of Ethiopia Authority for Civil Society Organization

1) በላሊ ህግ ካሌተፈቀዯሊቸው በስተቀር፣ 1) Unless otherwise permitted by law, any foreign

ማናቸውም የውጭ ዴርጅት እና ኢትዮጵያ organization and indigenous organizations

ውስጥ በሚኖሩ የውጪ ሀገር ዜጎች የተመሰረቱ established by foreign nationals living in Ethiopia
cannot lobby or exert influence on political parties,
ሀገር በቀሌ ዴርጅቶች የፖሇቲካ ፓርቲዎችን
engage in voter education or election observation.
በማግባባትም ሆነ ግፊት በማዴረግ ተጽዕኖ
መፍጠር፣ በመራጮች ትምህርት ወይም
በምርጫ መታዘብ ሥራ ሊይ በራሳቸው
መሰማራት አይችለም።

2) ሇዚህ አንቀጽ ንዐስ አንቀጽ (1) አፈጻጸም፤ 2) For the purposes of sub article (1) of this article:

(ሀ) “የፖሇቲካ ፓርቲዎችን በማግባባትም ሆነ a) "Creating influence by persuading or pressuring

ግፊት በማዴረግ ተጽዕኖ መፍጠር” ማሇት political parties" means supporting, persuading,

የፖሇቲካ ፓርቲዎችን ወይም እጩ pressuring or influencing political parties or

candidates in any way and participating in similar

መሳተፍን ያካትታሌ፤
(ሇ) “የመራጮች ትምህርት” ማሇት ምርጫ b) Voter Education" means providing education or
training to citizens on electoral participation and
ተሳትፎ እና ተያያዥ ጉዲዮች ሊይ ሇዜጎች
related issues;
ትምህርት ወይም ስሌጠና መስጠት ነው፤
(ሐ) “ምርጫ መታዘብ” ማሇት በምርጫ c) "Election observation" means monitoring the voting

3) በዚህ አንቀጽ ንኡስ አንቀጽ 1 የተዯነገገው 3) Notwithstanding the provisions of sub article 1 of

ቢኖርም በላሊ ህግ በግሌጽ ከተፈቀዯሊቸው this article, foreign organizations invited by the
ወይም በኢትዮጵያ የምርጫ፣ የፖሇቲካ government may observe elections, provide voter

ፓርቲዎች ምዝገባና የምርጫ ሥነምግባር አዋጅ education, or lobby or pressure political parties in
accordance with Article 114 (2) of Elections,

Registration of Political Parties and Election Ethics
በመንግስት የሚጋበዙ የውጭ ዴርጅቶች
Proclamation No. 1162/2019of Ethiopia, if they are

expressly permitted by other laws.

4) የኢትዮጵያ ሠራተኞችን እና ተጠቃሚዎችን 4) To build the capacity of Ethiopian workers and

1) የውጭ ዴርጅት በሀገሪቱ ወስጥ ሥራውን 1) A foreign organization shall carry out its

18. የውጭ ዴርጅቶች ገንዘብ ምንጭና አስተዲዯር 18. Funding and management of foreign
organizations
1) የውጭ ዴርጅት የገንዘብ ምንጭ ከሚከተለት 1) Foreign organization's financial source will be from
የተወጣጣ ይሆናሌ፤ the following:

(ሀ) ከኢትዮጵያ ውጭ ካሇ ሕጋዊ ምንጭ a) from a legal source outside Ethiopia;

(ሇ) ኢትዮጵያ ውስጥ በሚገኝ ባንክ ከተቀመጠ b) Interest from money deposited in a bank in
ገንዘብ ከሚገኝ ወሇዴ፤ Ethiopia;

(ሐ) ከኢትዮጵያ በሕጋዊ መንገዴ ከተገኘ c) Money received legally from Ethiopia.

4) እያንዲንደ የውጭ ዯርጅት በየዓመቱ የዴርጅቱን 4) Each foreign company must have its accounts
ሂሣብ በውጭ ኦዱተር ማስመርመር audited by an external auditor every year.

ይኖርበታሌ፡፡

5) ማናቸውም የውጭ ዯርጅት ገንዘብ ከውጭ ወዯ 5) Any foreign currency sent from abroad to Ethiopia
ኢትዮጵያ የሚሊክሇት በሀገሪቱ የውጭ ምንዛሪ shall be in accordance with the country's foreign

4) A foreign organization employing a foreign
national other than a local representative shall have

(ሐ) በኢትዮጵያ ውስጥ የሚያሰራቸውን c) To ensure that the foreign nationals employed in

5) ማንኛውም ዴርጅት አንዴን የውጭ አገር ዜጋ 5)Any organization may not employ a foreign
national in any of the organization's local
representative or any other position with the
following conditions:
 የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን

ሀ) በሕግ ወይም በፍርዴ ቤት መብቱን ያጣ፤ a) has lost his rights by law or court;

ሇ) የወንጀሌ ሪኮርዴ ያሇበት፤ b) has a criminal record;

ሐ ሐ) ሊሇፉት አምስት ዓመታት ሕግ ባሇማክበር c) who has been a local representative of an

ከምዝገባ የተሠረዘ ዴርጅት የአገር ውስጥ ተወካይ organization that has been deregistered for

የነበረ፤ ወይም non-compliance with the law for the past

five years; or

21. ስሇትብብር 21.Cooperation

የሚያወጣው መመሪያ እንዯተጠበቀ ሆኖ፡-
1) የውጭ ዴርጅት ባሇስሌጣኑ ሇሚያዯርገው 1) The foreign organization must provide the
ቁጥጥርና ክትትሌ አስፈሊጊውን ትብብር ማዴረግ necessary cooperation for the supervision and

አሇበት፡፡ monitoring of the authority;

2) ባሇስሌጣኑ ቁጥጥር ወይም ክትትሌ 2) The authority may do the following as necessary
በሚያዯርግበት ወቅት እንዯአስፈሊጊነቱ፤ during supervision or monitoring:

(ሀ) ከዴርጅቱ የሀገር ውስጥ ተወካይና a) conducting interviews with the organization's local
ከላልች ኃሊፊዎች ጋር ቃሇ ምሌሌስ ማዴረግ፤ representative and other officials;

(ሇ) በሥራ ሰዓት ዴርጅቱ ቅጥር ግቢ ወይም b) entering the premises or office of the company
ቢሮ በመግባት በሥራ ቦታ በአካሌ during working hours and inspecting the workplace

ተገኝቶ ቁጥጥር ማዴረግ ፤ in person;

(ሐ) ምርመራ ከሚካሄዴበት ጉዲይ ጋር c) to ask and explain to the people who are related to
ግንኙነት ያሊቸውን ሰዎች መጠየቅና the matter under investigation;

ማብራያ እንዱሰጡት ማዴረግ፤

(መ) ምርመራ ከሚዯረግበት ጉዲዩ ጋር d) to examine and request copies of documents related
ግንኙነት ያሇቸውን ሰነድች መመርመርና to the matter under investigation, and to seal

ኮፒ መጠየቅ እንዱሁም ከቦታቸው documents and materials that it suspects may be

moved, lost, hidden or endangered;
ሉንቀሳቀሱ፣ ሉጠፉ፣ ሉዯበቁ ወይም
አዯጋ ሉዯርስባቸው ይችሊሌ ብል

The Authority shall:

1) ማንኛውም የውጭ ዴርጅት ከሚመሇከተው 1) Any foreign organization should sign a project
