DIRECTIVE NO 938/2022
ዴርጅቶች አዋጅ ቁጥር 1113/2011 አንቀጽ 6 WHEREAS, pursuant to Article 6(1) of Civil
Society Organizations Proclamation No.
ንዑስ አንቀጽ (1) መሠረት ባሇስሌጣኑ የሲቪሌ
1113/2019, the Authority has been given the
ማኅበረሰብ ዴርጅትን መመዝገብ፣ መዯገፌ፣
power and duties to register, support,
ሥራቸውንማሳሇጥና ማስተባበር እንዱሁም
facilitate and coordinate activities of civil
ዴርጅቶች ግሌጽነትንና ተጠያቂነትን የሚያረጋግጥ society organizations and to provide the
የውስጥ አስተዲዯርና የራስ አስተዲዯር ሥርዓት necessary support for organizations to have

WHEREAS, it is stipulated in Article 57(1) of

እያቋቋሙ የተሇያዩ በጎአዴራጎት ስራዎችን WHEREAS, since the culture of conducting

various areas of our country, citizens are

organizations and it is important to

consistent, sustainable, transparent and
accountable system;
ከሊይ የተጠቀሱትን ዴንጋጌዎች ሇማስፇጸም WHEREAS, it is necessary to issue directives

to implement the above mentioned

provisions, the Authority of Civil Society
የሲቪሌ ማኅበረሰብ ዴርጅቶች ባሇስሌጣን በአዋጁ
Organizations has issued this directive in
አንቀጽ 89 ንዑስአንቀጽ (2)፤ አንቀጽ51
accordance with Articles 89(2) and 51(3) of
(3)መሠረት ይህን መመሪያ አውጥቷሌ፡፡ the Proclamation.
ክፌሌ አንዴ PART ONE

ጠቅሊሊ
GENERAL
1. አጭር ርዕስ
1. Short title
ይህ መመሪያ “የአገር በቀሌ ዴርጅቶች ምዝገባ This Directive may be cited as
እና አስተዲዯር መመሪያ ቁጥር 938/2015” “Local Organizations
ተብል ሉጠቀስ ይችሊሌ፡፡ Registration and Management

Directive No 938/2022”.
2. ትርጓሜ
2. Definitions
የቃለ አግባብ ላሊ ትርጉም የሚያሰጠው Unless the context requires
ካሌሆነ በስተቀር፣ በዚህ መመሪያ ውስጥ፤ otherwise, in this directive:
1) “ዴርጅት” ማሇት የዘሇቄታ በጎ አዴራጎት (1) "Organization" means a charitable
ዴርጅት፣ የአዯራ በጎ አዴራጎት ዴርጅት፣ endowment, charitable trust, a
የበጎ አዴራጎት ኮሚቴ፣ ቦርዴ መር charity committee, a board-led
ዴርጅት ወይም ማህበር ነው፤ organization or an association;
2) “የዘሇቄታ በጎ አዴራጎት ዴርጅት” ማሇት (2) "charitable endowment" means an
አንዴ የተሇየ ንብረት፣ ገንዘብ በስጦታ organization in which a specific
ወይም በኑዛዜ በዘሊቂነትና በማይመሇስ property, money is used for a

specified charitable purpose in a
ሁኔታ ተሇይቶ ሇተገሇጸ የበጎ አዴራጎት
permanent and irrevocable manner
ዓሊማ ብቻ የሚውሌበት ዴርጅት ነው፤
by donation or will;
3) “የአዯራ በጎ አዴራጎት ዴርጅት” ማሇት
(3) "charitable Trust" means an

organization managed by trustees
በሚያቋቁመው ሠነዴ መሠረት አንዴ
so that a specific property can be

used only for charitable purposes
እንዱውሌ በባሇአዯራዎች የሚተዲዯር according to the document
ዴርጅት ነው፤ establishing the charitable Trust;
4) “የበጎ አዴራጎት ኮሚቴ” ማሇት ቁጥራቸው (4) "Charity committee" means a group
አምስት ወይም ከዚያ በሊይ የሆኑ ገንዘብ of five or more persons who have

(6) "Board-led organization" means an

(8) "Authority" means the Authority of

REGISTRATION
ስሇምዝገባ
4. ሰሇ ዴርጅት ምዝገባ
4. Registration of organizations
(1) Any organization must be

5. ሇምዝገባ ስሇማመሌከት
5. Application for registration
1) የማኅበር እና የቦርዴ መር ዴርጅት
(1) The request for registration of an

organization shall be submitted to

2) የዘሇቄታ በጎ አዴራጎት ዴርጅት የምዝገባ (2) In accordance with the provisions

submitted:
(ሀ) መሥራቹ በሕይወት ካሇ a) by the founder himself or by

(ሇ) መሥራቹ በሕይወት የላሇ እንዯሆነ b) by a person entrusted by the

founder or by the executors

the trustees jointly or by one of the

(5) If two or more organizations merge

ሇምዝገባ ማመሌከት ይኖርበታሌ፡፡ organization submitted for
registration.
6. ሇምዝገባ መቅረብ ያሇባቸው ሰነድቸ 6. Documents to be submitted

for registration
1) በዚህ መመሪያ አንቀጽ 3 ንዑስ አንቀጽ (1) (1) The application for registration of

ዴርጅቱ ሥራ አስኪያጅ ወይም face of the founders,
ዲይሬክተር (ካሇው) management board or
ማንነታቸዉን የሚገሌፅ ማንነትን executive committee

members as well as the
የሚገሌጽ የታዯሰ መታወቂያ manager or director (if any) of

ወይም ፓስፖርት፣ ሙለ የፉት the organization and a
ገፅን የሚያሳይ የፓስፖርት document showing education

(3) The minutes referred to in
3) በዚህ አንቀጽ ንዑስ አንቀጽ (2) (ሀ)
paragraph (2)(a) of this article
የተጠቀሰው ቃሇጉባዔ የመስራቾች ስምና
includes the names and positions
የስራዴርሻ፣ ቀን፣ ቦታ፣ ዴርጅቱን
of the founders, date, place, the
ሇመመስረት መነሻ የሆኑ ምክንያቶች፣
reasons for establishing the
የዴርጅቱን ዓሊማ፣ የዴርጅቱ መተዲዯሪያ organization, the purpose of the
ዯንብ መፅዯቁን የሚያሳይ፣ የቦርዴ አባሊት organization, the approval of the
ወይም የስራ አስፇፃሚ ኮሚቴ ምርጫ organization's bylaws, the election
ወይም ምዯባ፣ ያካተተ ሆኖ ሁለም or assignment of board members or
መስራቾች ባሇስሌጣኑ ዘንዴ በመቅረብ executive committee, and all
በቃሇ ጉባዔው ፉርማቸውን ማኖር ወይም founders may present to the
የተፇረመውን በሕጋዊ ተወካያቸው authority and put their signatures
አማካኝነት ሇባሇስሌጣኑ መሊክ ይችሊለ፡፡ in the minutes of the meeting or
send the signature to the authority
through their legal representative.
4) በዚህ አንቀጽ መሰረት ሇሚቀርብ (4) In the event that the authority
ማመሌከቻ ባሇስሌጣኑ የኤላክትሮኒክስ provides electronic services for

applications submitted in

7. ሇማህበር እና ሇቦርዴ መር ዴርጅት ምዝገባ 7. Documents to be submitted for

Notwithstanding the provisions of

Notwithstanding the provisions of

12. Rejection of a request for

የኢትዮጵያ ፌዴራላዊ ዴሞክራሲያዊ ሪፐብሊክ የሲቪል ማኅበረሰብ ድርጅቶች ባለሥልጣን

የአገር በቀሌ ዴርጅቶች ምዝገባ እና አስተዲዯር DIRECTIVE FOR REGISTRATION AND

ተፇፃሚነቱን የመከታተሌ ሥሌጣን እና ተግባራት management system that ensures
