A PROCLAMATION ON THE REGISTRATION OF
ስለወሳኝ ኩነት ምዝገባ እና ስለብሔራዊ መታወቂያ የወጣ አዋጅ VITAL EVENTS AND NATIONAL IDENTITY CARD

የፖለቲካዊ፣ ማኅበራዊና ኢኮኖሚያዊ ልማትን WHEREAS, establishing a system of

ለማቀድ፣ የተለያዩ ማኅበራዊና ኢኮኖሚያዊ registration of vital events plays a key role in planning
political, social and economic developments, in

NOW, THEREFORE, in accordance with

ሕገ መንግሥት አንቀጽ $5 ንዑስ አንቀፅ (1) እና (6) the Federal Democratic Republic of Ethiopia, it is
hereby proclaimed as follows:
መሠረት የሚከተለው ታውጇል፡፡
ምዕራፍ አንድ CHAPTER ONE

ጠቅላላ ድንጋጌዎች GENERAL PROVISIONS

1. Short Title
1. አጭር ርዕስ
This Proclamation may be cited as the
ይህ አዋጅ “የወሳኝ ኩነት ምዝገባ እና የብሔራዊ “Registration of Vital Events and National

2. ትርጓሜ
6 ሺ፬፻፺ 8
In this Proclamation unless the context
otherwise requires:
የቃሉ አገባብ የተለየ ትርጉም የሚያሰጠው ካልሆነ
በስተቀር በዚህ አዋጅ ውስጥ፡- 1/ “vital event” means birth, marriage, divorce
or death, and includes adoption, and
1/ “ወሳኝ ኩነት” ማለት ልደት፣ ጋብቻ፣ ፍቺ ወይም ሞት ሲሆን acknowledgement and judicial declaration
ጉዲፈቻን፣ ልጅነትን መቀበል እና አባትነትን በፍርድ ቤት of paternity;
ማወቅን ይጨምራል፤
2/ “register of civil status” means a register
wherein particulars of vital events are recorded
2/ “የክብር መዝገብ” ማለት በዚህ አዋጅ መሠረት የወሳኝ ኩነት
in accordance with this Proclamation;
መረጃዎች የሚመዘገቡበት መዝገብ ነው፤
3/ “የክብር መዝገብ ሹም” ማለት በዚህ አዋጅ መሠረት ወሳኝ 3/ “officer of civil status” means an officer
ኩነትን እንዲመዘግብ የተመደበ ኃላፊ ነው፤ assigned to register vital events in
accordance with this Proclamation;
4/ “አስመዝጋቢ” ማለት በዚህ አዋጅ መሠረት ወሳኝ ኩነትን
የማስመዝገብ ኃላፊነት ያለበት ሰው ነው፤ 4/ “declarant” means a person who has the
responsibility to declare a vital event for
registration in accordance with this
5/ “መደበኛ መኖሪያ ቦታ” ማለት በፍትሐ ብሔር ሕግ ከአንቀጽ Proclamation;
1)'3 እስከ አንቀፅ 1)(1 የተደነገገውን የሚያሟላ የአንድ 5/ “principal residence” means the place where
ግለሰብ መኖሪያ ቦታ ነው፤ an individual resides that satisfies the
6/ “አግባብ ያለው የፌዴራል አካል” ማለት የወሳኝ ኩነት provisions of Article 183 to Article 191 of
ምዝገባን ወይም ብሔራዊ መታወቂያ መስጠትን the Civil Code;
በሚመለከት በሚኒስትሮች ምክር ቤት ደንብ የተቋቋመ አካል 6/ “appropriate federal organ” means an organ
ነው፤
established by the Council of Ministers
regulation with respect to the registration of
7/ “አግባብ ያለው የክልል አካል” ማለት በዚህ አዋጅ አንቀጽ 5 vital events or the issuance of national

8/ “የአስተዳደር ጽሕፈት ቤት” ማለት የወሳኝ ኩነት ምዝገባ 7/ “appropriate regional organ” means a
የሚከናወንበት የክልል ዝቅተኛው የአስተዳደር እርከን regional organ established or designated
ጽሕፈት ቤት ነው፤ pursuant to Article 5 of this Proclamation;

9/ “ብሔራዊ መለያ ቁጥር” ማለት አንድን ኢትዮጵያዊ

8/ “administrative office” means an office of a

01/ “ክልል” ማለት በኢትዮጵያ ፌዴራላዊ ዲሞክራሲያዊ other individuals;
ሪፐብሊክ ሕገ መንግሥት አንቀጽ #7(1) የተመለከተው ክልል
ሲሆን የአዲስ አበባ እና የድሬዳዋ ከተማ አስተዳደሮችን 10/ “attainment of majority” means attainment
ይጨምራል፤ of the age of eighteen years, and includes
emancipation;
02/ “ሰው” ማለት የተፈጥሮ ሰው ወይም በሕግ የሰውነት መብት 11/ “region” means any state referred to in Article
የተሰጠው አካል ነው፤ 47(1) of the Constitution of the Federal
03/ ማንኛውም በወንድ ፆታ የተገለፀው የሴትንም ይጨምራል፡፡ Democratic Republic of Ethiopia and includes

3. የተፈፃሚነት
፺9 ወሰን 12/ “person” means any natural or juridical
person;
ይህ አዋጅ፡-
13/ any expression in the masculine gender
1/ የወሳኝ ኩነት ምዝገባን በሚመለከት በማንኛውም
includes the feminine.
ኢትዮጵያዊ፤ እና
2/ ብሔራዊ መታወቂያን በተመለከተ ለአካለ መጠን በደረሰ
ማንኛውም ኢትዮጵያዊ፤
3. Scope of Application
ላይ ተፈጻሚ ይሆናል፡፡
This Proclamation shall apply:
