Preamble
መግቢያ
Whereas, beliving that the law and the

በክልሉ ውስጥ ተጠያቂነትን የሚያስከትል ፣ ግልጽነትን የተላበሰ
Whereas, the region is now in need of the
ፈጣንና ቀልጣፋ አገልግሎት ለኀብረተሰቡ በብቃት በመስጠት
law that brings accountability, transparent,
ከድህነት ለመውጣት የሚደረገውን ጥረት ለማሳካት መሠረታዊ
effective and efficient services to the public
የአሠራር ሥርዓት ውጤታማ በሆነ መልኩ ተግባራዊ ለማድረግ
as a whole, so that the people could get rid
ምቹ ሁኔታ መፍጠር በማስፈለጉ፣
of poverity making a favorable condition

የክልሉ መንግሥት እያስመዘገበ ያለውን አበረታች ኢኮኖሚያዊ through business process reengineering;

የዲሞክራሲ ሥርዓት ግንባታ ሥር እንዲሰድ የሚያግዙ ምቹ
Whereas, a region is committed to continu
ሁኔታዎችን መፍጠር በማስፈለጉ፣ in belonging sustainable development and
መሠረታዊ የሥራ ሂደት ለውጥ ተግባራዊ ሲሆን የዲሞክራሲ good govenace through democratic system
and which in turn needs a conductive

Whereas, to implement the new law of

Whereas, the fact that new application of the

በስተቀር በዚህ አዋጅ ውስጥ ፣ This proclamation may be cited as

ግጭት ቢፈጠር መሠረታዊ የሥራ ሂደት
ለውጥን ለመተግበር የወጡ ሕጎች እና በጥናት
የተገኘው አዲስ አሰራር ተፈጻሚነት ይኖረዋል፡፡
2. በዚህ አዋጅ ትግበራ ሂደት የሚፈጸሙ
