ክፍል አንድ PART ONE

ጠቅላላ GENERAL
1. አጭር ርዕስ 1. Short Title
ይህ ደንብ “በአማራ ብሔራዊ ክልላዊ መንግስት This regulation may be cited as the “Amhara

2. ትርጓሜ 2. Definitions
1. የቃሉ አገባብ ሌላ ትርጉም ካላሰጠዉ በስተቀር 1. Unless the context requires otherwise, in this

4. ዓላማዎች 4. Objectives
አገልግሎቱ የሚከተሉት ዓላማዎች ይኖሩታል፡- The service shall have the following objectives:

1. የመንግስት መስሪያ ቤቶች የሚጠቀሙባቸዉ 1. To enable the timely provision of goods and

ተመሳሳይ ዕቃዎችና አገልግሎቶች እንዲሁም services which are commonly used by public

2. ቢሮዉ በሚያወጣዉ መመሪያ መሰረት 2. To enable the disposal of properties

የአገልግሎቱ ዋና መሥሪያ ቤት በባህርዳር ከተማ The service shall have its head office in the city of

ክፍል ሁለት PART TWO

ስለአገልግሎቱ አቋም፣ ስልጣንና STATUS, POWERS AND DUTIES
ተግባራት OF THE SERVICE

6. አቋም 6. Status
አገልግሎቱ፡- The service shall have:
1. የስራ አመራር ቦርድ፤ 1. A Board of Management;
2. በክልሉ ርዕሰ መስተዳደር የሚሾም አንድ 2. A director general and deputy director
ሥራ አስኪያጅና አንድ ምክትል ስራ general to be appointed by the head of the

3. ሌሎች በየደረጃዉ ለስራዉ የሚያስፈልጉ 3. Other heads and employees necessary for the

7. የአገልግሎቱ ሥልጣንና ተግባር 7. Powers and Duties of the Service

1. አገልግሎቱ የሚከተሉት ስልጣንና ተግባራት 1. The service shall have the following powers

1) በወቅታዊ የገበያ መረጃ ላይ 1) Domestic and international

የተመሰረተ የአገር ዉስጥና የዓለም procurement service based on

2. አገልግሎቱ በዚህ አንቀጽ ንዑስ አንቀጽ /1/ 2. In carrying out the public procurement and

መ) ልዩ ሙያዊ እዉቀት በሚያስፈልጋቸዉ
ጉዳዮች ረገድ ይህንኑ አግባብ ካላቸዉ
መንግስታዊ ተቋማት ሊጠይቅ ይችላል፡፡
8. ስለቦርዱ አባላት
1. ቦርዱ ሰብሳቢዉን ጨምሮ ከ5-7 የሚደርሱ
አባላት ይኖሩታል፤
2. የአገልግሎቱ ሥራ አስኪያጅ የቦርዱ
በመሆን ይሰራል፤
3. ቦርዱ የራሱን ፀሐፊ ይሰይማል፤
4. የቦርዱ ሰብሳቢና አባላት በቢሮዉ አቅራቢነት
በክልሉ ርዕሰ መስተዳድር የሚሰየሙ ይሆናሉ፡፡
5. የቦርዱ ሰብሳቢና አባላት ተጠሪነታቸዉ ለቢሮዉ
ይሆናል፡፡
6. የቦርድ አባላት የስራ ዘመን ሶስት አመት ሆኖ
እንደ አስፈላጊነቱ ለተጨማሪ ሶስት
ሊራዘም ይችላል፡፡
9. የቦርዱ ስልጣንና ተግባር
ቦርዱ የሚከተሉት ሥልጣንና ተግባራት
ይኖሩታል፡-
1. አገልግሎቱን በበላይነት ይመራል፣ ይቆጣጠራል
2. የአገልግሎቱን ረቂቅ ስትራቴጅዎችና የአፈፃፀም
መመሪያዎች መርምሮ ያፀድቃል፣
መዋላቸዉን ይከታተላል፤
3. በዚህ ደንብ አንቀጽ 6 ንዑስ አንቀጽ/1/(ሀ)
መሰረት የሚፈጸሙ ከፍተኛ
መርምሮ ያጸድቃል፤
4. የአገልግሎቱን ዓመታዊ የስራ ፕሮግራምና
በጀት መርምሮ ለቢሮዉ ያቀርባል፤ ሲፀድቅም
በስራ ላይ መዋሉን ያረጋግጣል፤

d) Request for professional support from
appropriate governmental institutions on
matters that require special expertise.
8. Membership of the Board
1. The board shall, including the chairperson,
have members ranging from 5 through 7.
አስረጅ 2. The manager of the Service shall act in the
capacity of an expert for the board.
3. The board shall designate its own secretary.
4. The chairperson and members of the board
shall be designated by the head of the regional
government upon their nomination by the
Bureau.
5. The accountability of the chairperson and
members of the board shall be to the Bureau.
6. The tenure of the board members shall be three
ዓመት years; provided, however, that it may be
extended for an additional term of three years,
as deemed necessary.
9. Powers and Duties of the Board
The board shall have the following powers and
duties:
1. Direct over and supervise the Service;
2. Examine and approve the draft strategies and

5. የአገልግሎቱን ዓመታዊ የሂሳብ ሪፖርት 5. Approve the annual financial report of the

2. የዚህ አንቀጽ ንዑስ አንቀጽ /1/ አጠቃላይ 2. Without prejudice to the generality

በሚጸድቅ መመሪያ መሰረት be approved by the Government

የአገልግሎቱን ሠራተኞች ይቀጥራል፣ following the basic principles of the

Regional Civil Service laws;
ያስተዳድራል፤
ሐ)የአገልግሎቱን ረቂቅ ስትራቴጃዊ ዕቅድ፣ c) Prepare and submit the draft strategic
ዓመታዊ የስራ ፕሮግራምና በጀት plan, annual work program and budget of

አዘጋጅቶ ለቦርድ ያቀርባል፣ በመንግስት the Service to the Board and implement

ሲፈቀድም በሥራ ላይ ያዉላል፤ same upon its approval by the

Government;
መ)ከሦስተኛ ወገኖች ጋር በሚያደርጋቸዉ d) Represent the Service in all its dealings
ግንኙነቶች ሁሉ አገልግሎቱን ይወክላል፤ to be carried out with third parties;

ሠ) ስለ አገልግሎቱ የስራ እንቅስቃሴ e) Submit periodic reports to the Board on

ወቅታዊ ሪፖርቶችን ለቦርዱ ያቀርባል፡፡ the activities of the Service;

ረ) በቦርዱ የሚሰጡትን ሌሎች ተዛማጅ f) Carryout such other related activities as

ተግባራት ያከናዉናል፡፡ are referred to him by the Board.

3. ስራ አስኪያጁ ለአገልግሎቱ የስራ ቅልጥፍና 3. The Manager may delegate part of his

ልዩ ልዩ ድንጋጌዎች MISCELANEOUS PROVISIONS
12. የአገልግሎቱ የበጀት ምንጭ 12. Budgetary Source of the Service
የአገልግሎቱ በጀት ከሚከተሉት የሚመነጭ The budget of the Service shall be generated

ይሆናል፡ from the following:

1. በመንግስት የሚመደብ በጀት 1. Budget to be allocated by the government.

2. ከሌሎች ምንጮች 2. Other sources.

13. ስለሂሳብ መዛግብት አያያዝና ምርመራ 13. Maintenance of Books of Account and
Auditing
1. አገልግሎቱ ትክክለኛ የሆኑ የሂሳብ 1. The Service shall maintain accurate books
መዛግብትንና የሂሳብ ሰነዶችን ይይዛል፡፡ and documents of account.

2. የአገልግሎቱ የሂሳብ መዛግብትና ገንዘብ ነክ 2. The books of account and financial related
ሰነዶች በየዓመቱ በክልሉ ዋና ኦዲተር documents of the Service shall be audited

መስሪያ ቤት ወይም እርሱ በሚሰይማቸዉ annually by the Office of the Auditor

ኦዲተሮች ይመረመራሉ፡፡. General of the Regional State or those

auditors designated by same.

14. ተፈፃሚነት ስለማይኖራቸው ሕጎች 14. Inapplicable Laws

ይህንን ደንብ የሚቃረን ማናቸዉም ሌላ ደንብ፣ No other regulation, directive or customary

በተሸፈኑ ጉዳዮች ላይ ተፈፃሚነት applicable with respect to matters covered for

15. ደንቡ የሚፀናበት ጊዜ 15. Effective Date

ይህ ደንብ በክልሉ ዝክረ ህግ ጋዜጣ ታትሞ This Regulation shall come into force as of the

of the Regional State.
