DEVELOPMENT
የሚኒስትሮች ምክር ቤት የአስፈጻሚ አካላትን This Regulation is issued by the
ሥልጣንና ተግባር ለመወሰን በወጣው አዋጅ Council of Ministers pursuant to Article 49
ቁጥር ፩ሺ፪፻፷፫/፪ሺ፲፬ አንቀጽ ፵፱(፪) መሠረት ይህን (2) of the Definition of Powers and Duties
ደንብ አውጥቷል፡፡ of Executive Organs Proclamation No.
1263/2021.
፩. አጭር ርዕስ
1. Short Title
ይህ ደንብ “የኢትዮጵያ ኢንተርፕራይዝ ልማት This Regulation may be cited as the

፪. ትርጓሜ 2. Definition

የቃል አገባቡ ሌላ ትርጉም የሚያሰጠው ካልሆነ In this Regulation unless the context
በስተቀር በዚህ ደንብ ውስጥ፡- otherwise requires:

፩/ ‘’ኢንተርፕራይዝ’’ ማለት ጥቃቅን፣ አነስተኛና 1/ “Enterprise” shall mean micro, small

መካከለኛ ማኑፋክቸሪንግ ኢንተርፕራይዝ and medium manufacturing enterprise;
ነው፤

፪/ ‘’ማኑፋክቸሪንግ ኢንተርፕራይዝ’’ ማለት 2/ “Manufacturing Enterprise” shall

ማሽንን፣ መሣሪያን ወይም የሰው ኃይልን mean enterprise engaged in the

፫/ “ጥቃቅን ማኑፋክቸሪንግ ኢንተርፕራይዝ” ማለት 3/ “Micro Manufacturing Enterprise”
እስከ ፲ (አስር) ቋሚ ሰራተኞች የያዘ እና shall mean an enterprise that has 10
እስከ ብር ፮፻ሺ (ስድስት መቶ ሺህ) ጠቅላላ (ten) permanent employees and a total
ሐብት ያለው ኢንተርፕራይዝ ነው፤ ሆኖም asset worth up to Birr 600,000 (six
ግን በሰው ኃይልና በጠቅላላ ሐብት መካከል hundred thousand) however, if there is

፬/ “አነስተኛ ማኑፋክቸሪንግ ኢንተርፕራይዝ” 4/ “Small Manufacturing Enterprise”
ማለት ከ ፲፩ (አስራ አንድ) እስከ ፶ (ሃምሳ) shall mean an enterprise with 11
ቋሚ ሰራተኞች የያዘ እና ከብር ፮፻ሺ፩ (eleven) up to 50 (fifty) permanent
(ስድስት መቶ ሺህ አንድ) እስከ ብር ፲ employees and a total asset worth
ሚሊዮን (አስር ሚሊዮን) ጠቅላላ ሐብት ያለው between Birr 600,001(six hundred

፭/ “መካከለኛ ማኑፋክቸሪንግ ኢንተርፕራይዝ” 5/ “Medium Manufacturing

ማለት ከ ፶፩ (ሃምሳ አንድ) እስከ ፻ (መቶ) Enterprise” shall mean an Enterprise
ቋሚ ሰራተኞች የያዘ እና ከብር ፲ ሚሊዮን ፩ with 51 (fifty one) up to 100 (one
(አስር ሚሊዮን አንድ) እስከ ፺ ሚሊዮን (ዘጠና hundred) permanent employees and a
ሚሊዮን) ጠቅላላ ሐብት ያለው total asset worth between Birr

ኢንተርፕራይዝ ነው፤ ሆኖም ግን በሰው 10,000,001 (ten million one) and

ኃይልና በጠቅላላ ሐብት መካከል አሻሚ 90,000,000 (ninety million) however,

ሁኔታ ሲፈጠር ጠቅላላ ሐብት ገዥ መስፈርት if there is ambiguity between human

፮/ “ከፍተኛ ማኑፋክቸሪንግ ኢንተርፕራይዝ” ማለት 6/ “Large Manufacturing Enterprise”
ከ ፻ (መቶ) በላይ ቋሚ ሰራተኞች የያዘ እና shall mean an enterprise with more
ከብር ፺ ሚሊዮን (ዘጠና ሚሊዮን) በላይ than 100 (one hundred) permanent

ሆኖም ግን በሰው ኃይልና በጠቅላላ ሐብት more than 90,000,000 (ninety million)

መካከል አሻሚ ሁኔታ ሲፈጠር ጠቅላላ ሐብት however, if there is ambiguity

፯/ ‘’የኢንዱስትሪ ኤክስቴንሽን አገልግሎት’’ ማለት 7/ “Industry Extension Service” shall
የማኑፋክቸሪንግ ኢንተርፕራይዞችን ችግር include provision and facilitation of

ምርታማነት ማሻሻያና ሌሎች መሰል improvement and other similar

ድጋፎችን መስጠትን እንዲሁም በተለያዩ supports by identifying the challenges

ተቋማት የሚሠጡ አስፈላጊ ድጋፎችን

faced by manufacturing enterprises
and based on their needs;
ማመቻቸትን የሚያካትት ድጋፍ ነው፤

፰/ “የዘርፍ ማኅበር” ማለት አምራች ድርጅቶች 8/ “Sectoral Association” shall mean

በየተሰማሩበት መስክ የጋራ ጥቅማቸውን legally recognized association
ለማስጠበቅ ያቋቋሙት ህጋዊ ማኅበር ነው፤ established by manufacturing entities
to secure their common interests and
benefits;
፱/ ‘’ሚኒስቴር ወይም ሚኒስትር’’ ማለት እንደቅደም 9/ “Minister or Ministry” means the
ተከተሉ የኢንዱስትሪ ሚኒስቴር ወይም Minister or the Ministry of Industry
ሚኒስትር ነው፤ respectively;

፲/ “ልማት” ማለት የኢትዮጵያ ኢንተርፕራይዝ 10/ “Development” means Ethiopian

ልማት ነው፤ Enterprise Development;

፲፩/ “ክልል” ማለት በኢትዮጵያ ፌደራላዊ 11/ “Region” means any Region which is
ዲሞክራሲያዊ ሪፐብሊክ ሕገ-መንግስት established as per Article 47 of the
አንቀጽ ፵፯ መሠረት የተቋቋመ ማንኛውም Constitution of the Federal
ክልል ሲሆን የአዲስ አበባ ከተማ እና Democratic Republic of Ethiopia and
የድሬዳዋ አስተዳደሮችንም ይጨምራል፤ it also includes Addis Ababa and Dire
Dawa City Administrations;
፲፪/ ማንኛውም በወንድ ጾታ የተገለፀው አነጋገር 12/ Any expression in the masculine
የሴትንም ይጨምራል፡፡ gender includes the feminine.

፫. ዋና መስሪያ ቤት
3. Head Office
የልማቱ ዋና መሥሪያ ቤት በአዲስ አበባ ከተማ The Development shall have its Head
ሆኖ እንደ አስፈላጊነቱ በማናቸውም ሥፍራ Office in Addis Ababa and may have
ቅርንጫፍ ሊኖረው ይችላል፡፡ branch offices elsewhere, as may be
necessary.
፬. ዓላማ
4. Objective
ልማቱ የሚከተሉት ዓላማዎች ይኖሩታል፡- The Development shall have the following
objectives:
፩/ ኢንተርፕራይዞች እንዲስፋፉና እንዲጠናከሩ 1/ Ensure the expansion and
በማድረግ ፍትሃዊ የሃብት ክፍፍልን ለማረጋገጥ strengthening of Enterprises and
የሚደረገውን ጥረት መደገፍ፣ ለከፍተኛ support the efforts to ensure fair

፪/ ኢንተርፕራይዞችን ለማስፋፋትና ለማጠናከር 2/ Enable Enterprises to be effective and

በማስተዳደር ዘርፉን ተወዳዳሪና ውጤታማ administering infrastructures needed

፭. የልማቱ ሥልጣንና ተግባር 5. The Powers and Duties of the

Development
ልማቱ የሚከተሉት ሥልጣንና ተግባራት The Development shall have the following
ይኖሩታል፡- Powers and Duties:

፩/ የኢንተርፕራዝ ልማትንና ሽግግርን ለማፋጠን 1/ Make policy, strategy, program and

፪/ የኢንተርፕራይዝ ልማቱን የሚደግፉ የድጋፍ 2/ Prepare support frameworks,
ማዕቀፎችን፣ የአሰራር ስርዓቶችን እና እቅዶችን procedures and plans that help the
ያዘጋጃል፤ ይተገብራል፤ ተግባራዊ እንዲሆኑም development of enterprises; and shall
ያስተባብራል፤ implement and coordinate

፫/ ለኢንተርፕራይዞች በተለይም ገቢ ምርቶችን 3/ Ensure bottlenecks that hinder the
ለሚተኩ እና ምርታቸውን ለውጭ ገበያ competitiveness and effectiveness of

፮/ ለኢንተርፕራይዞች አስፈላጊ የሆኑ የሥልጠና፣ 6/ Coordinate the efforts of support

የጥናት፣ የፋይናስ፣ የማምረቻ መሣሪያ፣ providing institutions that assist with
የቴክኖሎጂ፣ የምክር አገልግሎት፣ የማምረቻ training, research and development,
ቦታና መሠረተ-ልማት፣ የግብዓት፣ የገበያ finance, manufacturing equipments,
ትስስርና ሌሎች ድጋፎች በክፍተትና በዕድገት technology, consultancy services,

ደረጃ ላይ ተመስርተው እንዲቀርቡ ያደርጋል፤ working premises and infrastructure,

ይደግፋል፣ ያስተባብራል፤ inputs, market networking and other

similar supports to enterprises where
the support is based on gaps and
growth level;
፯/ ከሚኒስቴሩ ጋር በመተባበር 7/ In collaboration with the Ministry,
የኢንተርፕራይዞችን ልማትና ምርታማነት provide and make available as well as
ለማሳደግ የሚያስችል የኢንዱስትሪ ኤክስቴንሽን coordinate industrial extension
አገልግሎት ይሠጣል፣ እንዲያገኙ ያደርጋል፣ services that enable the development
ያስተባብራል፤ and productivity of enterprises and
coordinate such support;
፰/ የኢንተርፕራይዝ ልማትን ሊያፋጥኑና ተወዳዳሪ 8/ Identify, formulate and scale up best
ሊያደርጉ የሚችሉ ምርጥ ተሞክሮዎችን ከሀገር practices from within the country and
ውስጥና ከውጪ ሀገር ይለያል፣ ይቀምራል፣ abroad which will help in expediting
እንዲሰፉ ያደርጋል፤ the Enterprises Development and
which assist in competitiveness;
፱/ ለኢንተርፕራይዞች ጠቃሚ የሆኑ ፕሮጀክት 9/ Ensure that project profiles, model
ፕሮፋይሎች፣ ሞዴል ቢዝነስ ፕላኖችና business plans and specifications

ስፔሲፊኬሽኖች ያዘጋጃል፣ ለተጠቃሚዎች beneficial to enterprises are prepared

ያሰራጫል፤ and distributed to users;

፲/ በልማቱ ሥር የሚገኙ መሠረተ ልማቶችን 10/ Provide trainings to Enterprises and

citizens interested in joining the sector
በመጠቀም ለኢንተርፕራይዞች እና በዘርፉ
using infrastructures in the possession
መሰማራት ለሚፈልጉ ዜጎች ሥልጠና ይሠጣል፣ of the institution; Shall develop spare
እንዲሠጥ ያደርጋል፣ መለዋወጫዎችንና ችግር parts and prototypes of products and
technology that are problem solving;
ፈች የሆኑ የምርትና የቴክኖሎጂ ናሙናዎችን
Shall transfer proto types through
ያዘጋጃል፣ በስልጠና ያሸጋግራል፤ የፈጠራ ሃሳብ trainings and provide support to

፲፩/ የኢንተርፕራይዞች የቁጠባ ባህል እንዲያድግና 11/ Culture of Enterprises would develop
የሥራ ማስኬጃና የማምረቻ መሳሪያ ፋይናንስ and hence secure financial loan and
ከአበዳሪና ከአከራይ ተቋማት እንዲያገኙ lease as working capital and
ክትትልና ድጋፍ ያደርጋል፤ ከሚመለከተው manufacturing equipment; shall, in

ማሳያና መሸጫ ማዕከላት ያለማል፣ in the regions;
ያስተዳድራል፤

፲፫/ ኢንተርፕራይዞች እርስ በእርስና ከከፍተኛ 13/ Design and apply ways in which
ማኑፋክቸሪንግ ኢንዱስትሪዎች፣ ከሌሎች enterprises are interconnected and
ተቋማትና ድርጅቶች ጋር በግብዓት፣ በገበያና linked with large manufacturing
በቴክኖሎጂ የሚተሳሰሩበትን ስልቶችን Enterprises, other institutions and
ይቀይሳል፣ ተግባራዊ ያደርጋል፤ companies in terms of inputs, market
and technology;
፲፬/ ኢንተርፕራይዞችን ተጠቃሚ የሚያደርግ 14/ Organize nationwide, Regional and
ወርሃዊ፣ ክልላዊ፣ ሀገር አቀፍና ዓለም አቀፍ International exhibitions; shall

፲፯/ በኢንተርፕራይዝ የሚመረቱና ጥራታቸውን 17/ Facilitate standards to be established

የጠበቁ ምርቶች ደረጃ እንዲወጣላችውና and certificate of competence is

፲፰/ ኢንተርፕራይዞችን ለመደገፍ ተመሳሳይ አላማ 18/ Shall enter into cooperation

ያደርጋል፤ በዘመናዊ ቴክኖሎጂ በመታገዝ technologies that are helpful for

analyze and disseminate data using

፮. የልማቱ አቋም 6. Organization of the Development

The Development shall have:
ልማቱ፡-

፩/ በመንግስት የሚሾም ዋና ዳይሬክተር፤ 1/ A Director General;

፪/ እንደ አስፈላጊነቱ ምክትል ዋና ዳይሬክተሮች፤ 2/ Deputy Director Generals as may be

እና necessary; and

፫/ አስፈላጊ ሠራተኞች 3/ Other necessary employees.

ይኖሩታል፡፡
7. The Powers and Duties of the Director
፯. የዋና ዳይሬክተሩ ስልጣንና ተግባር
General
፩/ ዋና ዳይሬክተሩ የልማቱ ዋና ሥራ አስፈጻሚ 1/ The Director General shall act as the

ለ) በፌደራል ሲቪል ሰርቪስ ሕጐች መሠረት b) hire and manage staffs of the
ሠራተኞችን ይቀጥራል፣ ያስተዳድራል፤ institution based on Federal Civil
Service laws;
ሐ) የልማቱን ስትራቴጂክና ዓመታዊ ዕቅዶች c) produce and apply strategic and
አዘጋጅቶ ለሚኒስቴሩ ያቀርባል፤ ይተገብራል፤ annual plans of the Development

የአፈጻጸም ሪፖርትም ያቀርባል፤ and present to the Ministry;

መ) የልማቱን በጀት አዘጋጅቶ ለሚመለከተው d) produce budget of the

ረ) የልማቱን የሥራ አፈፃፀምና የሂሳብ ሪፖርቶች f) prepare performance and financial

አዘጋጅቶ ለሚመለከተው አካል ያቀርባል፡፡ reports of the Development and
present to concerned body.
፫/ ለልማቱ ሥራ ቅልጥፍና አስፈላጊ በሆነ ጊዜ 3/ The Director General may delegate
ሥልጣንና ተግባሩን በከፊል ለልማቱ ሃላፊዎችና part of his powers and duties to other
ወይም ሌሎች ሠራተኞች በውክልና ሊሰጥ officers and employees of the

፰. የምክትል ዋና ዳይሬክተሮች ስልጣንና ተግባር 8. The Powers and Duties of the Deputy
Director Generals
ምክትል ዋና ዳይሬክተሮች፡-
The Deputy Director Generals shall:-
፩/ የዘርፋቸውን ተግባር በማቀድ፣ በማደራጀት፣ 1/ Plan, organize, lead and coordinate
በመምራትና በማስተባበርዋና ዳይሬክተሩን their respective activities and assist
ያግዛሉ፤ the Director General thereof;

፪/ በዋና ዳይሬክተሩ ተለይተው የሚሰጣቸውን 2/ Accomplish the activities assigned to

ስራዎች ያከናውናሉ፤ them by the Director General;

፫/ ዋና ዳይሬክተሩ በማይኖርበት ጊዜ ተለይቶ 3/ Act on behalf of the Director General

ውክልና የተሰጠው ምክትል ዋና ዳይሬክተር in his absence when delegated.

ዋና ዳይሬክተሩን ወክሎ ይሰራል፡፡

፱. በጀት 9. Budget
የልማቱ በጀት በመንግስት ይመደባል፡፡ The Budget of the Development shall be
allocated by the Government.
፲. ስለ ሂሳብ መዛግብት 10. Books of Accounts

፩/ ልማቱ የተሟሉና ትክክለኛ የሆኑ የሂሳብ 1/ The Development shall keep complete

መዛግብት ይይዛል፤ and accurate book of accounts;

፪/ የልማቱ የሂሳብ መዛግብትና ገንዘብ ነክ ሰነዶች 2/ The books of accounts and documents

በዋና ኦዲተር ወይም እርሱ በሚሰይመው of the Development shall be audited

ኦዲተር በየዓመቱ ይመረመራሉ፡፡ annually by Auditor General or an

Auditor assigned by him.

፲፩. ደንቡ የሚፀናበት ጊዜ 11. Effective Date

ይህ ደንብ በፌደራል ነጋሪት ጋዜጣ ታትሞ This Regulation shall be effective up on
