CHAPTER 1

RATIONALE

Fidelisan Elementary School’s Basic Education Learning Recovery cum


Contingency Plan is aligned with the Basic Education Development Plan 2030, the
National Learning Recovery Program, and the MaTaTaG agenda of the Department.
It shall primarily address the low performance of the learners as reflected in
monitoring and evaluation reports and the learning loss that was exacerbated by the
COVID-19 pandemic and other disruptions such as those caused by natural and
man-made disasters. Learning loss is a phenomenon in all education systems that is
continuously experienced. It requires a deliberate plan to address learning gaps.

The plan has been crafted by the School Planning Team. It shall guide the
schools in strengthening learning recovery, in improving numeracy and literacy and
in accelerating the attainment of the education targets along access, equity, quality,
resiliency and well-being and governance. The targets will be realized through
various strategies aligned with the MaTaTaG agenda.

BASIC EDUCATION DEVELOPMENT PLAN (BEDP) 2030

The Basic Education Development Plan (BEDP) 2030, released through DepEd
Order 24 series 2022, is the Philippines’ first long-term plan for basic education,
covering all formal education from Kindergarten (K), Elementary, Junior High
School (JHS), to Senior High School (SHS), and non-formal education through the
Alternative Learning System (ALS). This guides the Department in enhancing
policies, plans, programs, and projects in basic education. BEDP 2030 was aligned
with the Sustainable Development Goal 4 (SDG 4) to ensure inclusive and equitable
quality education and promote lifelong learning opportunities for all.

Implementation of BEDP 2030

The BEDP 2030 will be implemented from 2020 to 2030, fully aligned with the
SDG 4. It will have two major phases: Phase 1 from 2022 to 2026 and Phase 2 from
2026 to 2030.

Phase 1 includes the response to the immediate impacts of COVID-19 on


learning and participation. Specifically, Phase 1 will primarily cover the following
major areas: (i) post-COVID-19 recovery and transition: (i) DepEd will focus on
mitigating the negative impacts of the sudden shift from face-to-face to pure distance
learning and bridging the learning gaps caused by the COVID-19 lockdown, while
deepening the innovations and learning gains compelled by COVID-19; (ii)
addressing the remaining access gaps, in particular for groups in situations of
disadvantage; (iii) focus on quality with three focus areas: (a) strengthen programs
on reading, numeracy, socio-emotional learning, 21st century skills, and reskilling
teachers; (b) sharpen skillsets of teachers in contextualization to address the concerns
of diverse learners; and (c) strengthen instructional leadership and supervision to
improve teaching quality; and (iv) system-wide capacity development.

Phase 2 – 2026–2030

Phase 2 focuses on sustaining the gains and evaluating programs. The


following are the priorities for Phase 2: (i) continuation of programs and projects on
access, quality, equity, and learner’s rights and resilience; (ii) operationalization of
the innovations initiated under the Education Futures Programme; (iii) program and
impact evaluation; (iv) development of new programs to address emerging
education issues and opportunities; and (v) end of plan assessment.

The National Learning Recovery Program (NLRP)

The Department of Education released DepEd Order 13, s. 2023 which is


known as the “Adoption of the National Learning Recovery Program.” This reflects
the commitment of the Department in addressing learning loss intensified by the
closure of schools during the COVID-19 pandemic and the low performance of the
learners in International Large-Scale Assessments (ILSA)and national assessments.

The NLRP is anchored on the MaTaTaG agenda to (1) strengthen the learning
recovery and continuity program of the Department, (2) improve numeracy and
literacy, and (3) accelerate the achievement of education targets.

There shall be five subprograms that shall bridge the learning gaps among
learners. These are (a) National Learning Camp (NLC), (b) National Reading
Program (NRP), (c) National Mathematics Program (NMP), (d) National Science and
Technology Program (NSciTP), and (5) other programs implemented by the Central
Office and field offices that support learning recovery efforts.

To ensure the effectiveness of the NLRP strategies, DepEd shall harness


partnership and collaboration. DepEd shall actively engage all its internal and
external stakeholders in protecting and safeguarding all types of learners through
the provision of learning support systems in order to nurture their talent and
potential, mostly the learners in situations of disadvantage.

The roles of the school are stipulated in the DepEd Order. These are as
follows.

CONTINGENCY PLANNING

As stated in DepEd Order No. 37 series 2022, DepEd upholds the principle of
promoting the welfare, safety, and security of learners and personnel at all times. As
such, the stated DepEd Order was released to provide guidance on (a) the
suspension of classes and work in schools during times of calamities, natural
disaster and/or emergencies, or power outages/power interruptions; (b)
interventions needed to address the impact of disasters; and (3) the roles and
responsibilities of all concerned. Part of learning recovery plan is to ensure that
learning will continue even in times of disasters and during suspension of face-to-
face classes.

Strategic planning relies heavily on the analysis of various data. In this learning recovery plan, SWOT (Strengths,
Weaknesses, Opportunities, and Threats) analysis was utilized to show the holistic view of the FES’ current state which is provided
in this chapter. Strengths and weaknesses pertain to internal attributes including resources, capabilities, and limitations.
Opportunities and threats focus on external factors such the social, political, economic, ecological, and technological environments.
The comprehensive assessment reflects the areas of advantage and vulnerability, as well as the potential avenues for growth and
