“A RESOLUTION AUTHORIZING THE SK CHAIRPERSON MARK NORMAN C.

DOMINGO AND SK TREASURER JOVIE-ANNE B. TUSCANO TO OPEN AN ACCOUNT
NAMED SANGGUNIANG KABATAAN OF BARANGAY STA. MARIA, GATTARAN,
CAGAYAN AND DESIGNATE THEM AS THE OFFICIAL SIGNATORIES OF ALL
TRANSACTIONS OF SANGGUNIANG KABATAAN COUNCIL OF BARANGAY STA.
MARIA, GATTARAN, CAGAYAN WITH THE LANDBANK OF THE PHILIPPINES –
APARRI BRANCH.”

WHEREAS, the passage of RA. 10742 also known as SK Reform Act of 2015 “Provides for
the establishment of Sangguniang Kabataan. Its main purpose is to afford the
youth a medium to effectively express their views and opinions and to
participate in barangay governance. In order to fulfill its mandate to uplift the
general welfare of youth, it should assume the role as active, supportive, and
participative partner of government in formulating programs, projects,
strategies, and other initiatives. It is provided with powers and resources to
become partners in nation-building.

WHEREAS, pursuant to the Republic Act. 10742 otherwise known as Sangguniang

Kabataan Reform Act of 2015, Section 20 “The Sangguniang Kabataan shall
have financial independence in its operations, disbursements and encashment
of their fund, income and expenditures. As such, the Sangguniang Kabataan
funds shall be deposited in the name of the Sangguniang Kabataan of the
concerned barangay in a government-owned bank situated in or nearest to its
area of jurisdiction with the Sangguniang Kabataan chairperson and the
Sangguniang Kabataan treasurer as the official signatories”;

WHEREAS, in accordance to the above provision of the law, barangay sangguniang

kabataan council are obliged to open an account to any government depository
bank for all the transaction to be made by council.

WHEREAS, it is a noble intention of the Sangguniang Kabataan Council of Barangay Sta.

Maria, Gattaran, Cagayan to safeguard all the funds that may be collected from

 the SK Municipal or Provincial Federation as well as those shares coming from
non-government and higher government offices.

WHEREAS, Landbank of the Philippines – Aparri Branch shall be the official depository
bank of Sangguniang Kabataan Council of Barangay Sta. Maria, Gattaran,
Cagayan.

WHEREAS, Hon. Mark Norman C. Domingo - SK Chairman and Ms. Jovie-Anne B.

Tuscano - SK Treasurer of Barangay Sta. Maria, Gattaran, Cagayan hereby
authorize to OPEN AN ACCOUNT NAMED SANGGUNIANG KABATAAN
OF BARANGAY STA. MARIA, GATTARAN, CAGAYAN AND
DESIGNATE THEM AS THE OFFICIAL SIGNATORIES OF ALL
TRANSACTIONS OF SANGGUNIANG KABATAAN COUNCIL OF
BARANGAY STA. MARIA, GATTARAN, CAGAYAN WITH THE
LANDBANK OF THE PHILIPPINES – APARRI BRANCH by virtue of being
elected and appointed officers of the council.

NOW, THEREFORE, on motion of SK Councilor Gelica B. Tuscano duly seconded by other

Sangguniang Kabataan Councilors present,

BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE BARANGAY

SANGGUNIANG KABATAAN COUNCIL in a regular meeting duly assembled that a
resolution authorizing the SK Chairperson Mark Norman C. Domingo and SK Treasurer
Jovie-Anne B. Tuscano to open an account named Sangguniang Kabataan Of Barangay Sta.
Maria, Gattaran, Cagayan and designate them as the official signatories of all transactions of
Sangguniang Kabataan Council Of Barangay Sta. Maria, Gattaran, Cagayan with the
Landbank Of The Philippines – Aparri Branch;

RESOLVED FURTHER, that copies of this resolution be given to the concerned offices for
their information and/or appropriate action.

Done this 8th day of December 2023 in the Barangay Sta. Maria, Municipality of Gattaran,
Province of Cagayan.
