RESOLUTION NO. 01, SERIES OF 2023

A RESOLUTION APPOINTING MS. HEART V. VELASQUEZ AS SANGGUNIANG

KABATAAN SECRETARY OF BARANGAY MALAMIG, CALAPAN CITY ORIENTAL
MINDORO ON NOVEMBER 19, 2023.

WHEREAS, Chapter 2 Section 7 of Republic Act 10742, otherwise known as the Sangguniang
Kabataan (SK) Reform Act of 2015 states that the SK Chairperson, with the concurrence of the
SK council, has the power to appoint among the members of the Katipunan ng Kabataan (KK)
a SK Secretary and a SK Secretary.
WHEREAS, Republic Act 10742 further provides for the following qualifications of an SK
Secretary:

a. Must be a citizen of the Philippines, a qualified voter of the Katipunan ng Kabataan;

b. A resident of the barangay for not less than (1) year immediately preceding the day of
the appointment.
c. At least eighteen (18) years but not more than twenty-four (24) years of age on the day
of the appointment.
d. Able to read and write Filipino, English or the local dialect.
e. Must not be related within the second degree of consanguinity or affinity to any
incumbent elected national official or to any incumbent elected regional, provincial,
city, municipal or barangay official, in the locality where he or she is appointed; and
f. f. Must not have been convicted by final judgment of any crime involving moral
turpitude;

WHEREAS, from among the KK members of Barangay Malamig, Calapan City, Oriental
Mindoro, SK Chairperson, Hon. Jericho S. Ogang recommended Ms. Heart V. Velasquez for
the position of SK Secretary after due consideration of her qualifications and finding
her possess the necessary skills and experience required for the position of SK Secretary.
WHEREAS, as SK Secretary Ms. Heart V. Velasquez shall perform the following duties as
stated in the SK Reform Act 2015;

a. Keep all the records of the Katipunan ng Kabataan, including the list of its qualified
members, youth policies, studies, research and registry of youth and youth-serving
organizations in the barangay, if any;
b. Prepare and keep all the minutes of all assemblies of the Katipunan ng Kabataan and of
all the meetings of Sangguniang Kabataan.
c. Cause the posting, in the barangay bulletin board and in at least three (3) conspicuous
places within the jurisdiction of the barangay, and if possible including the use of
traditional and non-traditional media, and make available for any person with legal all
resolutions approved by the Sangguniang Kabataan, the annual and end-of-term reports
of the programs and projects implemented by the Sangguniang Kabataan, the
Comprehensive Barangay Youth Development Plan and Annual Barangay Youth
Investment Program and the dissemination of the same to concerned offices, institutions
and individuals; and
 d. Perform such other duties and discharge such other functions as the Sangguniang
Kabataan Chairperson may prescribed or direct.

NOW, THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE

SANGGUNIANG KABATAAN to approve the appointment of Ms. Heart V. Velasquez as
Secretary of the Sangguniang Kabataan of Barangay Malamig, Calapan City;

NOW THEREFORE, on motion of Hon. Jolina M. Maligalig and seconded by all the officials
of the Sangguniang Kabataan of Barangay Malamig present in the regular session.

THE RESOLUTION WAS UNANIMOUSLY APPROVED.
