By COLLEGIAL ACT

A RESOLUTION APPOINTING MISS FELICITY FAITH COLIBAO AS THE

SANGGUNIANG KABATAAN TREASURER OF BARANGAY UEP ZONE III,
CATARMAN, NORTHERN SAMAR

WHEREAS, Article 2 Section 12 of the 1987 Philippine Constitution states that “the State
recognize the vital role of the youth in nation-building and shall promote and protect their physical,
moral, spiritual, intellectual and social; well-being. It shall inculcate in the youth, patriotism and
nationalism and encourage their involvement in public and civic affairs”;

WHEREAS, Republic Act 10742, otherwise known as the “SK Reform Act of 2015”, the
Sangguniang Kabataan provides in Chapter 2 Section 13 Paragraph (f) states that the Sangguniang
Kabataan, with the concurrence of vthe Sangguniang Kabataan, has the power to appoint among the
members of the Katipunan ng Kabataan a Secretary and Treasurer;

WHEREAS, Republic Act 10742 further provides for the following qualifications of an SK
Treasurer:

 Must be a citizen of the Philippines, a qualified voter of the Katipunan ng Kabataan;

  A resident of the barangay for not less than one (1) year immediately preceding the day of
elections;
 At least eighteen (18) years of age on the day of elections;
 Able to read and write Filipino, English and Local Dialect;
 Must not be related within the second civil degree of consanguinity or affinity to any
incumbent elected National official or to any incumbent elected Regional, Provincial,
City, Municipal or Barangay official, in the locality where he or she seeks to be
appointed; and
 Must not have been convicted by final judgement of any crime involving moral turpitude.

WHEREAS, from among the Katipunan ng Kabataan members of Barangay UEP Zone III,
Catarman, Northern Samar, the Chairman recommended Miss Felicity Faith Colibao for the position
of SK Treasurer after due consideration of his qualifications and finding her to possess the necessary
skills and experience required for the position as SK Treasurer;

WHEREAS, as SK Treasurer, Miss Felicity Faith Colibao shall perform the following duties
as stated in the SK reform act of 2015:
 Take custody of all Sangguniang Kabataan property and funds
 Collect and receive contribution money, materials and other resources intended for the
Sangguniang Kabataan and the Katipunan ng Kabataan;
 Serve as consignatory in all withdrawals froam Sangguniang Kabataan funds and disburse
funds in accordance with the approved annual budget and supplemental budget, as the
case may be, of the Sangguniang kabataan;
 Certify the Availability of the Sangguniang Kabataan funds whenever necessary;
 Submit to the Sangguniang Kabataan and Sangguniang Barangay certified and detailed
statements of actual income and expenditures at the end of every quarter and the posting
of the same in the Barangay bulletin board and in at least three (3) conspicuous places
within the jurisdiction of the barangay, and if possible, including the use of traditional and
non-traditional media;
 Render report during the regular Katipunan ng Kabataan assembly on financial status of
the sanggunian; and
 Perform such other duties and discharge such other function as the Sangguniang Kabataan
may prescribe or direct.

NOW THEREFORE, upon collegial act, be it –

RESOLVED, as the Sangguniang Kabataan has hereto resolved, to approve the appointment
of miss Felicity Faith Colibao as the treasurer of the Sangguniang Kabataan of Barangay UEP Zone
III, Catarman, Northern Samar;

RESOLVED FURTHER, that miss Felicity Faith Colibao’s appointment shall be effective
beginning July 20,2023.

Adopted this 20th day of July, 2023 in Barangay UEP Zone III, Catarman, Northern Samar.
