RESOLUTION NO. ERC-001-2023

A RESOLUTION APPOINTING SK TREASURER IN BARANGAY 9, ZONE 1,

DISTRICT 2, CALOOCAN CITY

WHEREAS, pursuant to the provisions of Republic Act No. 11768, Paragraph J,

Sentence (2) states that, “Within sixty (60) days from their assumption to

office, the Sangguniang Kabataan shall: Appoint its secretary and

treasurer.

WHEREAS, in order to ensure the efficient and effective delivery of public

services to the Katipunan ng Kabataan of Barangay 9, Zone 1, District 2,

Caloocan City. It is necessary to appoint a SK Treasurer with a qualification in

accordance with the provisions of Republic Act No. 11768, Section 10 further

provides for the following qualifications of an SK Treasurer:

 Must be atleast eighteen (18) years but not more than thirty (30)

years of age on the day of appointment.

 Able to read and write Filipino, English or the local dialect

 Must not be related within the second civil degree of consanguinity

and affinity to any incumbent elected national official or to any

incumbent elected regional, provincial, city, municipal or barangay

official, in the locality where the appointive or elective official seeks

to be elected.

 Must not have been convicted by final judgement.

 With an educational or career background relating to business

administration, accountancy, finance, economics or bookkeeping.

 That only if no person meets the requirements can the Sangguniang

Kabataan Chairperson consider other suitable nominees.

 That the appointed Sangguniang Kabataan treasurers shall undergo

a mandatory bookkeeping training from and be duly certified by

Technical Education and Skills Development (TESDA) before

assumption to office.

WHEREAS, as SK Treasurer, Ms. Narcy B. Quitorio shall perform the following

duties as stated in the Sangguniang Kabataan Reform Act of 2015.

- Take custody of all Sangguniang Kabataan property and funds;

- Collect and receive contributions, monies, materials, and all other resources

intended for the Sangguniang Kabataan and the Katipunan ng Kabataan;

- Serve as cosignatory in all withdrawals from the Sangguniang Kabataan funds

and disburse funds in accordance with the approved annual budget and

supplemental budget, as the case may be, of the Sangguniang Kabataan,

- Certify to the availability of the Sangguniang Kabataan funds whenever

necessary;

- Submit to the Sangguniang Kabataan and to the Sangguniang Barangay

certified and detailed statements of actual income and expenditures at the

end of every quarter and the posting of the same in the barangay bulletin

board and in at least three (3) conspicuous places within the jurisdiction of the

barangay, and if possible, including the use of traditional and nontraditional

media;

- Render report during the regular Katipunan ng Kabataan assembly on the

financial status of the Sangguniang Kabataan; and

- Perform such other duties and discharge such other functions as the

Sangguniang Kabataan chairperson may prescribe or direct.

NOW, THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE

SANGGUNIANG KABATAAN to approve the appointment of Ms. Narcy B. Quitorio

as Treasurer of the Sangguniang Kabataan of Barangay 9, Zone 1, District,

Caloocan City.

Section 1. The Sangguniang Kabataan Treasurer position in Barangay 9, Zone 1,

District 2, Caloocan City is hereby appointed to Narcy Bermejo Quitorio. She

possesses the necessary qualifications and experience to effectively carry out the

duties and responsibilities of the said position.

Section 2. The appointed Sangguniang Kabataan Treasurer shall assume their

respective positions upon taking the required oath of office and completing all

necessary documentation in accordance with the relevant laws and regulations.

Section 3. This resolution shall take effect immediately upon approval.
