CUENCA, BATANGAS ON DECEMBER 13, 2023, 7:00 PM.

RESOLUTION NO. 2023 – 21

A RESOLUTION APPOINTING MISS SAMANTHA RONE M. CHAN AS THE SANGGUNIANG

KABATAAN TREASURER OF BARANGAY LABAC, CUENCA, BATANGAS

WHEREAS, Section 7 and Section 13, Paragraph (f) of Republic Act No. 10742, otherwise
known as the Sangguniang Kabataan Reform Act of 2015, RA 10742, the Sangguniang
Treasurer shall be appointed by the Sangguniang Kabataan Chairperson (SK Chairperson)
with the concurrence of the majority of all the Sangguniang Kabataan members (SK
Members) from among the members of the Katipunan ng Kabataan (KK).

WHEREAS, Section 1, Paragraph (j), Subparagraph (1) of Republic Act No. 11768 that
amended certain sections of Republic Act No. 10742, otherwise known as the “Sangguniang
Kabataan Reform Act of 2015,” states that within sixty (60) days from the assumption of
office, the Sangguniang Kabataan shall appoint its Secretary and Treasurer.

WHEREAS, Section 2 of RA 11768 amending Section 10 of RA 10742 further provides for the
following qualifications of the SK Secretary stating that an elected or appointed official of the
Sangguniang Kabataan must be:
• a citizen of the Philippines,
• a qualified voter of the Katipunan ng Kabataan,
• a resident of the barangay for not less than one (1) year immediately preceding
the day of the elections,
 • at least eighteen (18) years but not more than thirty (30) years of age on the day
of the appointment,
• able to read and write Filipino, English, or the local dialect,
• must not be related within the second civil degree of consanguinity or affinity to
any incumbent elected national official or to any incumbent elected regional,
provincial, city, municipal, or barangay official, in the locality where the appointive
or elective official seeks to be elected, and
• must not have been convicted by final judgment of any crime involving moral
turpitude.

WHEREAS, Section 2 of RA 11768 states that the Sangguniang Kabataan Chairperson shall
appoint a Treasurer with an educational or career background relating to business
administration, accountancy, finance, economics, or bookkeeping, and that only if no person
meets the requirements can the Sangguniang Kabataan Chairperson consider other suitable
nominees.

WHEREAS, the appointed Sangguniang Kabataan Treasurer shall undergo a mandatory

bookkeeping training from, and be duly certified by, the Technical Education and Skills
Development Authority (TESDA) before assumption to office and shall be prioritized in the
allocation of the appropriate TESDA scholarships.

WHEREAS, from among the members of the Katipunan ng Kabataan of Barangay Labac,
Cuenca Batangas, the Sangguniang Kabataan members recommended Miss Samantha Rone
M. Chan for the position of SK Treasurer after due consideration of her qualifications and
finding her to possess necessary skills and experience required for the position as SK
Secretary.

WHEREAS, as SK Treasurer, Miss Samantha Rone M. Chan who shall be a bonded officer, as
according to Section 3 of RA 11768, shall perform the following duties as stated in Section
15 of the Sangguniang Kabataan Reform Act of 2015, to wit:
• Take custody of all Sangguniang Kabataan property and funds;
• Collect and receive contributions, monies, materials, and all other resources
intended for the Sangguniang Kabataan and the Katipunan ng Kabataan;
• Serve as cosignatory in all withdrawals from the Sangguniang Kabataan funds and
disburse funds in accordance with the approved annual budget and supplemental
budget, as the case may be, of the Sangguniang Kabataan,
• Certify to the availability of the Sangguniang Kabataan funds whenever necessary;
• Submit to the Sangguniang Kabataan and to the Sangguniang Barangay certified
and detailed statements of actual income and expenditures at the end of every
quarter and the posting of the same in the barangay bulletin board and in at least
three (3) conspicuous places within the jurisdiction of the barangay, and if
possible including the use of traditional and nontraditional media;
• Render report during the regular Katipunan ng Kabataan assembly on the
financial status of the Sangguniang Kabataan; and
• Perform such other duties and discharge such other functions as the Sangguniang
Kabataan chairperson may prescribe or direct.

WHEREAS, Section 11 of RA 11768 further states that the Sangguniang Kabataan Secretary
and Treasurer shall be coterminus with the appointing authority unless sooner removed for
cause, found to have failed from the discharge of his or her duties, or has committed abuse of
authority as stipulated in existing laws pertaining to the conduct of public officials, through
a majority vote of all the members of the Katipunan ng Kabataan in a regular or special
assembly called for the purpose.

NOW, THEREFORE BE IT RESOLVED, AS IT IS HEREBY RESOLVED BY THE SANGGUNIANG

KABATAAN to approve the appointment of Miss Samantha Rone M. Chan of Barangay Labac,
Cuenca, Batangas as SK Treasurer of the Sangguniang Kabataan of Barangay Labac, Cuenca,
Batangas.

RESOLVED FURTHER, that the appointment of Miss Samantha Rone M. Chan shall be
effective upon taking Oath of Office and undergoing the SK Mandatory Training and
Mandatory Bookkeeping Training and shall serve in such capacity with all the rights,
privileges, and responsibilities appurtenant thereto until the end of the term of the
appointing authority unless sooner removed or resigned from office.
