“A RESOLUTION CONCURRING AND APPROVING THE APPOINTMENT OF MS.

ALAINE LAIKA I. YAP AS SK SECRETARY AND MS. CHRISTINE JOY JIMENEZ
AS SK TREASURER OF THE SANGGUNIANG KABATAAN OF BARANGAY
IBERICA LABO CAMARINES NORTE.

WHEREAS, In accordance with Section 8 (J) of RA 11768 also known as “ An act strengthening the
Sangguniang Kabataan, institutionalizing additional reforms to revitalize youth participation in local
governance and by providing honorarium, other benefits, and privileges, amending for the purpose certain
sections of republic act no. 10742, otherwise known as the “Sangguniang Kabataan reform act of 2015” states
that Sangguniang Kabataan within 60 days from their assumption to office shall [2] appoint SK Secretary
and SK Treasurer, [3] set the schedule for regular Sangguniang Kabataan meetings and Katipunan ng
Kabataan Assemblies.

WHEREAS, Republic Act 11768 further provides for the following qualifications of SK Secretary and
Treasurer:

● Must be a citizen of the Philippines, a qualified voter of the Katipunan ng Kabataan;

● A resident of the barangay for not less than one (1) year immediately preceding the day of the
elections;
● At least eighteen (18) years but not more than thirty (30) years of age on the day of the elections.

● Able to read and write Filipino Language, English Language, or the local dialect;

● Must not be related within the second civil degree of consanguinity or affinity to any incumbent
elected national official or to any incumbent elected regional, provincial, city, municipal, or
barangay official, in the locality where he or she seeks to be elected; and
● Must not have been convicted by final judgment of any crime involving moral turpitude.

WHEREAS, as SK Secretary, Alaine Laika I. Yap shall perform the following duties as stated in the
Sangguniang Kabataan Reform Act of 2015 and the reenacted law based on Republic Act 11768.

 The secretary of the Sangguniang Kabataan shall continuously update the list of members of the
KK. To support the application for membership in the KK, the original or certified true copy of
 the birth certificate or any valid ID or any legal document indicating the date of birth and
residence shall be presented. The Registry of Barangay Inhabitants shall be used as a reference
for the residency of the applicant.

 Keep all the records of the Katipunan ng Kabataan, including the list of its qualified members,
youth policies, studies, research and registry of youth and youth serving organizations in the
barangay, if any;
 Prepare and keep all the minutes of all assemblies of the Katipunan ng Kabataan and of all the
meetings of the Sangguniang Kabataan.
 Cause the posting, in the barangay bulletin board and in a least three (3) conspicuous places
within the jurisdiction of the barangay, and if possible including the use of traditional and non-
traditional media, and make available for any person with legal purpose, all resolutions approved
by the Sangguniang Kabataan, the annual and end-of-term reports of the programs and projects
implemented by the Sangguniang Kabataan, the Comprehensive Barangay Youth Development
Plan (CBYDP) and Annual Barangay Youth Investment Program ( ABYP) and the dissemination
of the same to concerned offices, institutions and individuals; and
 Perform such other duties and discharge such other duties and discharge such other functions as
thr Sangguniang Kabataan Chairperson may prescribe or direct.

WHEREAS, as SK Treasurer, Christine Joy N. Jimenez shall perform the following duties as stated in
the Sangguniang Kabataan Reform Act of 2015 and the reenacted law based on Republic Act 11768.

● Take custody of all SK properties and funds and ensures proper turnover to the next SK
Treasurer;
● Collects and receives contributions, monies, materials, and all other resources intended for SK,
and KK, and issues the corresponding official receipts;
● Serves as cosignatory in all withdrawals from SK funds;

● Disburses funds in accordance with the approved annual budget and supplemental budget.

● Certifies the availability of SK funds;

● At the end of every fiscal quarter, submits certified and detailed Statements of Actual Income
and Expenditures (SOAIE) to SK and SB;
● Post a copy of the SOAIE on the barangay bulletin board and in at least three (3) conspicoius
places within the jurisdiction of the barangay; and
● Prepares a written financial report available to KK members during the regular KK assembly.

NOW, THEREFORE BE IT RESOLVED, AS IT IS RESOLVED BY THE SANGGUNIANG

KABATAAN to concurred and approve the appointment of Ms. Alaine Laika I. Yap as SK Secretary and
Ms. Christine Joy Jimenez as SK Treasurer of the Sangguniang Kabataan of Barangay Iberica Labo
Camarines Norte.

RESOLVED FURTHER, that Ms. Alaine Laika I. Yap and Ms. Christine Joy Jimenez appointment
shall be effective beginning December 2023.

THEREFORE, after due deliberation and on the motion of SK Kagawad Jericho M. Sayno and
duly seconded by SK Kagawad Anthony J. Marquez be it;

NOW, THEREFORE, BE IT AS IT IS HEREBY RESOLVE BY THE SANGGUNIANG

KABATAAN OF BARANGAY IBERICA to approved “A RESOLUTION CONCURRING
AND APPROVING THE APPOINTMENT OF MS. ALAINE LAIKA I. YAP AS SK
SECRETARY AND MS. CHRISTINE JOY JIMENEZ AS SK TREASURER OF THE
SANGGUNIANG KABATAAN OF BARANGAY IBERICA LABO CAMARINES
NORTE”.
